Mainstream teleosemantics is the view that mental representation should be understood in terms of biological functions, which, in turn, should be understood in terms of selection processes. One of the traditional criticisms of teleosemantics is the problem of novel contents: how can teleosemantics explain our ability to represent properties that are evolutionarily novel? In response, some have argued that by generalizing the notion of a selection process to include phenomena such as operant conditioning, and the neural selection that underlies it, (...) we can resolve this problem. Here, we do four things: we develop this suggestion in a rigorous way through a simple example, we draw on recent neurobiological research to support its empirical plausibility, we defend the move from a host of objections in the literature, and we sketch how the picture can be extended to help us think about more complex “conceptual” representations and not just perceptual ones. Among the cognitive capacities of evolved creatures is the capacity to represent. Theories in cognitive neuroscience typically explain our manifest representational capacities by positing internal representations, but there is little agreement about how these representations function, especially with the relatively recent proliferation of connectionist, dynamical, embodied, and enactive approaches to cognition. In this talk I sketch an account of the nature and function of representation in cognitive neuroscience that couples a realist construal of representational vehicles with a pragmatic account of (...) mental content. I call the resulting package a deflationary account of mental representation and I argue that it avoids the problems that afflict competing accounts. (shrink)

The success of a piece of behaviour is often explained by its being caused by a true representation (similarly, failure falsity). In some simple organisms, success is just survival and reproduction. Scientists explain why a piece of behaviour helped the organism to survive and reproduce by adverting to the behaviour’s having been caused by a true representation. That usage should, if possible, be vindicated by an adequate naturalistic theory of content. Teleosemantics cannot do so, when it is applied to simple (...) representing systems (Godfrey-Smith 1996). Here it is argued that the teleosemantic approach to content should therefore be modified, not abandoned, at least for simple representing systems. The new ‘infotel-semantics’ adds an input condition to the output condition offered by teleosemantics, recognising that it is constitutive of content in a simple representing system that the tokening of a representation should correlate probabilistically with the obtaining of its specific evolutionary success condition. Much of computational cognitive science construes human cognitive capacities as representational capacities, or as involving representation in some way. Computational theories of vision, for example, typically posit structures that represent edges in the distal scene. Neurons are often said to represent elements of their receptive fields. Despite the ubiquity of representational talk in computational theorizing there is surprisingly little consensus about how such claims are to be understood. The field of the philosophy of biology is flourishing in its aim to evaluate and rethink the view inherited from the previous century ---the Modern Synthesis. Different research areas and theories have come to the fore in the last decades in order to account for different biological phenomena that, in the first instance, fall beyond the explanatory scope of the Modern Synthesis. This thesis is anchored and motivated by this revolt in the philosophy of biology. -/- The central target in (...) this context is the possibility of naturalizing teleology, a classical nightmare for the history of biology itself. This requires, principally, understanding the causes of teleological explanations without assuming an unfashioned backward causation of sorts. As the riddles of teleological explanations are about their temporal dimension, I analyze different temporal scales of biological processes: evolutionary, developmental, and physiological. -/- The first one is the one defended in the context of the Modern Synthesis. As expected, one of the aims of this thesis is to evaluate the adequacy of an evolutionary account of teleological explanation. The scrutiny is negative. Evolutionary explanations in the context of the Modern Synthesis lack the necessary causal roots to naturalize teleology. Concerning the physiological scale, a long tradition pushed up by Kant and the organicist movement in the 20th century allows us to better understand how teleological explanations can be naturalized in physiological process. The key notions in this temporal scale are self-organization and the recursive, looped character of physiological process. While the physiological scale may be suitably accounted by contemporaries views, such as Autonomous Systems Theory, different central teleological phenomena remain unexplained from a purely physiological perspective. In particular, different issues concerning the (adaptive) construction of organism ---such as plasticity, robustness, variation, novelty, inheritance--- deserve an ontogenetic analysis. -/- The principal aim of this thesis is to provide a theory of teleological development that falls beyond the Modern Synthesis' framework and is prompted by different insights from the history of biology. I call it Agential Teleosemantics. It rests on two central pillars. First, that developmental processes, beyond any gene-centered stance, can be understood in informational terms; i.e. developmental processes are about the interaction of developmental resources conveying biological information. The second ingredient is agentivity, namely the idea that development is regulated by an agentive system according to the adaptiveness of the phenotypic outcomes produced. The role of agency in Agential Teleosemantic is equivalent to the role of genes in the Modern Synthesis: it is responsible for explaining the order and the adaptive complexity in the living realm. -/- The second target of this thesis regards the possibility of naturalizing intentional explanations in cognitive science. The central project involved in such an aim is known as teleosemantics. Classical teleosemantics however is etiological: it explains the teleofunctions of representational systems in terms of evolutionary processes. The different disputes in the contemporary philosophy of biology provide two insights to analyze teleosemantics in cognitive science. First, the challenges against the Modern Synthesis must be extended to the evolutionary approach of etiological teleosemantics. Second, as Agential Teleosemantics suggests an alternative source for teleofunctions ---ontogeny, I offer an attempt to integrate Agential Teleosemantics into cognitive science in order to provide an alternative teleosemantic project to understand intentional explanations in cognitive science. Can humans and artificial intelligences share concepts and communicate? Making AI Intelligible shows that philosophical work on the metaphysics of meaning can help answer these questions. Herman Cappelen and Josh Dever use the externalist tradition in philosophy to create models of how AIs and humans can understand each other. In doing so, they illustrate ways in which that philosophical tradition can be improved. The questions addressed in the book are not only theoretically interesting, but the answers have pressing practical implications. (...) Many important decisions about human life are now influenced by AI. In giving that power to AI, we presuppose that AIs can track features of the world that we care about (for example, creditworthiness, recidivism, cancer, and combatants). If AIs can share our concepts, that will go some way towards justifying this reliance on AI. In the first part of the paper, I present a framework for the description and evaluation of teleosemantic theories of intentionality, and use it to argue that several different objections to these theories (the various indeterminacy and adequacy problems) are, in a certain precise sense, manifestations of the same underlying issue. I then use the framework to show that Millikan's biosemantics, her own recent declarations to the contrary notwithtanding, presents indeterminacy. In the second part, I develop a novel teleosemantic proposal (...) which makes progress in the treatment of this family of problems. I describe a procedure to derive a (unique) homeostatic property cluster [HPC] from facts having to do with the properties that a certain indicator relied on, in the events leading to its fixation in a certain population. This HPC is the one that should figure in the content attribution to the indicator in question. (shrink)

The indeterminacy problem is one of the most prominent objections against naturalistic theories of content. In this essay I present this difficulty and argue that extant accounts are unable to solve it. Then, I develop a particular version of teleosemantics, which I call ’explanation-based teleosemantics’, and show how this outstanding problem can be addressed within the framework of a powerful naturalistic theory.

This paper applies the theory of teleosemantics to the issue of moral content. Two versions of teleosemantics are distinguished: input-based and output-based. It is argued that applying either to the case of moral judgements generates the conclusion that such judgements have both descriptive (belief-like) and directive (desire-like) content, intimately entwined. This conclusion directly validates neither descriptivism nor expressivism, but the application of teleosemantics to moral content does leave the descriptivist with explanatory challenges which the expressivist does not face. Ethological theories usually attribute semantic content to animal signals. To account for this fact, many biologists and philosophers appeal to some version of teleosemantics. However, this picture has recently came under attack: while mainstream teleosemantics assumes that representational systems must cooperate, some biologists and philosophers argue that in certain cases signaling can evolve within systems lacking common interest. In this paper I defend the standard view from this objection.

How do frogs represent their prey? This question has been the focus of many debates among proponents of naturalistic theories of content, especially among proponents of teleosemantics. This is because alternative versions of the teleosemantic approach have different implications for the content of frog representations, and it is still controversial which of these content ascriptions (if any) is the most adequate. Theorists often appeal to intuitions here, but this is a dubious strategy. In this paper, I suggest an alternative, empirical (...) test for theories of content. I propose that we should examine whether a theory generates content ascriptions that fit with our best scientific explanations of animal behavior. I then focus on the most prominent version of teleosemantics, Ruth Millikan’s consumer-oriented approach, and argue that it fails the empirical test in the frog case, since it yields a content ascription that (i) does not include properties that should be included (namely, being small, dark and moving ) and (ii) includes a property that should not be included (namely, being frog food ). This is an important result in itself, but it also demonstrates by way of example how progress can be made in the complex debate about theories of content. (shrink)

Nicholas Shea offers Varitel Semantics as a naturalistic account of mental content. I argue that the account secures determinate content only by appeal to pragmatic considerations, and so it fails to respect naturalism. But that is fine, because representational content is not, strictly speaking, necessary for explanation in cognitive science. Even in Shea’s own account, content serves only a variety of heuristic functions.

This paper articulates what it would take to defend representationalism in the case of emotions – i.e. the claim that emotions attribute evaluative properties to target objects or events. We argue that representationalism faces a significant explanatory challenge that has not yet been adequately recognized. Proponents must establish that a representation relation linking emotions and value is explanatorily necessary. We use the case of perception to bring out the difficulties in meeting this explanatory challenge.

Naturalist theories of representation have been attacked on the grounds of being too liberal on the minimal conditions for intentionality: they treat several states that are not representational as genuine representations. Behind this attack lies the problem of demarcation: what are the minimal conditions for intentionality that a state should satisfy to be genuinely representational? What are the limits of intentionality? This paper develops a dual proposal to solve this problem. First, I defend the explanatory role criterion in order to (...) assess proposals of minimal conditions for intentionality. I start by proposing the success pattern condition: a state represents a given external feature provided that there is a success pattern present in the behavioural output, and the system uses this state as a proxy for the presence of this external feature. However, this condition is not sufficient for minimal intentionality – there are both intentional and non-intentional success patterns. Another minimal condition is, hence, required to draw this distinction. I propose the constancy mechanism condition: a state is representational provided that the system employs a constancy mechanism in its production. The success pattern and constancy mechanism conditions jointly constitute the dual proposal for minimal intentionality. I argue that this proposal is explanatorily justified and, so, properly demarcates the limits of intentionality. (shrink)

Desires, or directive representations, are central components of human and animal minds. Nevertheless, desires are largely neglected in current debates about the naturalization of representational content. Most naturalists seem to assume that some version of the standard teleological approach, which identifies the content of a desire with a specific kind of effect that the desire has the function of producing, will turn out to be correct. In this paper I argue, first, that this common assumption is unjustified, since the standard (...) approach is in fact deeply problematic. Secondly, I propose an alternative account of the content of desires which, while generating plausible and determinate content ascriptions, avoids the main problem that plagues the standard approach, and is also preferable on other grounds. Teleological Theories of mental representation are probably the most promising naturalistic accounts of intentionality. However, it is widely known that these theories suffer from a major objection: the Indeterminacy Problem. The most common reply to this problem employs the Target of Selection Argument, which is based on Sober’s distinction between selection for and selection of . Unfortunately, some years ago the Target of Selection Argument came into serious attack in a famous paper by Goode and Griffiths. Since then, the question (...) of the validity of the Target of Selection Argument in the context of the Indeterminacy Problem has remained largely untouched. In this essay, I argue that both the Target of Selection Argument and Goode and Griffiths’ criticisms to it misuse Sober’s analysis in important respects. (shrink)

According to orthodox representationalism, perceptual states have constitutive veridicality or accuracy conditions. In defense of this view, several philosophers—most notably Tyler Burge—employ a realist strategy that turns on the purported explanatory ineliminability of representational posits in perceptual science. I argue that Burge’s version of the realist strategy fails as a defense of orthodox representationalism. However, it may vindicate a different kind of representationalism.

This paper explores early Australasian philosophy in some detail. Two approaches have dominated Western philosophy in Australia: idealism and materialism. Idealism was prevalent between the 1880s and the 1930s, but dissipated thereafter. Idealism in Australia often reflected Kantian themes, but it also reflected the revival of interest in Hegel through the work of ‘absolute idealists’ such as T. H. Green, F. H. Bradley, and Henry Jones. A number of the early New Zealand philosophers were also educated in the idealist tradition (...) and were influential in their communities, but produced relatively little. In Australia, materialism gained prominence through the work of John Anderson, who arrived in Australia in 1927, and continues to be influential. John Anderson had been a student of Henry Jones, who might therefore be said to have influenced both main strands of Australian philosophical thought. (shrink)

If Australasian philosophers constitute the kind of group to which a collective identity or broadly shared self-image can plausibly be ascribed, the celebrated history of Australian materialism rightly lies close to its heart. Jack Smart’s chapter in this volume, along with an outstanding series of briefer essays in A Companion to Philosophy in Australia and New Zealand (Forrest 2010; Gold 2010; Koksvik 2010; Lycan 2010; Matthews 2010; Nagasawa 2010; Opie 2010; Stoljar 2010a), effectively describe the naturalistic realism of Australian philosophy (...) of mind. In occasional semi-serious psychogeographic speculation, this long-standing and strongly-felt intellectual attitude has been traced back to the influences of our light, land, or lifestyle (Devitt 1996, x; compare comments by Chalmers and O’Brien in Mitchell, 2006). Australasian work in philosophy of mind and cognition has become more diverse in the last 40 years, but is almost all still marked, in one way or another, by the history of these debates on materialism. Philosophy and Literature is an internationally renowned refereed journal founded by Denis Dutton at the University of Canterbury, Christchurch. It is now published by the Johns Hopkins University Press. Since its inception in 1976, Philosophy and Literature has been concerned with the relation between literary and philosophical studies, publishing articles on the philosophical interpretation of literature as well as the literary treatment of philosophy. Philosophy and Literature has sometimes been regarded as iconoclastic, in the sense that it repudiates academic pretensions, (...) insidious jargon and institutional vogue. Dutton, who remains the editor, still writes a regular column. A distinctive feature of Philosophy and Literature was the annual Bad Writing Contest, held from 1995–98, which sought to identify (and publish) the ‘most stylistically lamentable passages’ of academic prose, often to great amusement. Teleosemantics attempts to explain the content of mental representations through an appeal to functions, and typically attributes function to selection history. The narrowest cases focus on only evolutionary fitness benefit through natural selection, while broader theories have come to accept multiple levels of selection, including those over the course of a lifetime such as neural selection. The precise way to define function has given rise to many debates over the content of hypothetical mental representations. In this paper, I argue that (...) defining function through the lens of Nikolas Tinbergen’s levels of analysis provides a valuable framework in organizing and analyzing teleological theories of function, and can advance the debate into a more organized discourse. In particular, after defining and defending them on theoretical grounds, I go through three classic teleosemantic debates about content ascription and function and attempt to organize them in a Tinbergian framework in order to demonstrate their general applicability, followed by two more examples from humans and primates in order to give insight on the role of each level of analysis in cases where we have more direct internal access to the content of such representations. I finally suggest that a pluralist viewpoint of the content of representations in complex organisms may be justified. I argue that in light of Tinbergen’s levels of analysis framework, teleosemantic theories of mental content can be more clearly discussed and advanced. (shrink)

In several works, Ruth Millikan has developed a ‘teleosemantic’ theory of concepts. Millikan’s theory has three explicit desiderata for concepts: wide scope, non-descriptionist content, and naturalism. I contend that Millikan’s theory cannot fulfill all of these desiderata simultaneously. Theoretical concepts, such as those of chemistry and physics, fall under Millikan’s intended scope, but I will argue that her theory cannot account for these concepts in a way that is compatible with both non-descriptionism and naturalism. In these cases, Millikan’s view is (...) subject to the traditional ‘indeterminacy problem’ for teleosemantic theories. This leaves the content of theoretical concepts indeterminate between a descriptionist and non-descriptionist content. Furthermore, this problem cannot be overcome without giving up the naturalism desideratum. I suggest that the scope of Millikan’s theory should be limited. At best, the theory will be able to attribute naturalistic, non-descriptionist content to a smaller range of concepts. (shrink)

To bring out the fruitfulness of this account, the paper analyzes the question of the function of corporations, and shows that present social functionalism points to the kinds of data that would be helpful to determine this function, brings up hitherto overlooked theoretical possibilities, and allows for the clearer assessment and handling of corporate corruption.
