    The paper demonstrates how Heidegger constructed his notion of an action without ends, or the ineffectual, through his early readings of Aristotle. Heidegger initially aligns the ineffectual with the notion of phronesis in Nicomachean Ethics, and later develops it further in Division 2 of Being and Time.     This article disputes the premise dominant in moral philosophy and the social sciences that a strict definition of terrorism is needed in order to evaluate and confront contemporary political violence. It argues that a definition of terrorism is not only unhelpful, but also impossible if the historicity and flexibility of the concept are to be taken seriously.     Both in his earliest debates with thinkers such as Foucault and Levinas, and in later critiques of political immediacy, Derrida invoked the inescapable burden of a necessary but impossible universalism. By raising the stakes so high it would seem that deconstruction generates hyperbolic conceptions of ethics and justice, but also precludes any form of day to day political positivity. In this essay I pursue the seemingly less ‘ethical’ conception of play in Derrida's work to argue for a multiple universalism.
