New technologies are the source of uncertainties about the applicability of moral and morally connotated concepts. These uncertainties sometimes call for conceptual engineering, but it is not often recognized when this is the case. We take this to be a missed opportunity, as a recognition that different researchers are working on the same kind of project can help solve methodological questions that one is likely to encounter. In this paper, we present three case studies where philosophers of technology implicitly engage (...) in conceptual engineering (without naming it as such). We subsequently reflect on the case studies to find out how these illustrate conceptual engineering as an appropriate method to deal with pressing concerns in the philosophy of technology. We have two main goals. We first want to contribute to the literature on conceptual engineering by presenting concrete examples of conceptual engineering in the philosophy of technology. This is especially relevant, because the technologies that are designed based on the conceptual work done by philosophers of technology potentially have crucial moral and social implications. Secondly, we want to make explicit what choices are made when doing this conceptual work. Making explicit that some of the implicit assumptions are, in fact, debated in the literature allows for reflection on these questions. Digital platforms and application software have changed how people work in a range of industries. Empirical studies of the gig economy have raised concerns about new systems of algorithmic management exercised over workers and how these alter the structural conditions of their work. Drawing on the republican literature, we offer a theoretical account of algorithmic domination and a framework for understanding how it can be applied to ride hail and food delivery services in the on-demand economy. We argue that certain (...) algorithms can facilitate new relationships of domination by sustaining a socio-technical system in which the owners and managers of a company dominate workers. This analysis has implications for the growing use of algorithms throughout the gig economy and broader labor market. (shrink)

This article analyses the phenomenon of ‘micro-domination’, in which a series of dominated choices are individually inconsequential for a person’s freedom but collectively consequential. Where the choices concerned are objectively inconsequential, micro- domination poses a problem for ‘objective threshold’ accounts of domination which either prioritise particularly bad forms of domination or exclude powers that do not risk causing serious harm to their victims. Where the choices concerned are subjectively inconsequential to the victim, micro-domination poses a problem for the common republican (...) strategy of creating arenas of contestation for victims of domination, which rely on victims objecting strongly enough to a dominating relationship to sound the alarm. This kind of invigilation may systematically fail victims of micro-domination. Throughout the article, I suggest some ways of better accounting for and responding to cases of micro-domination. Most nonhuman animals live on the terms imposed on them by human beings. This condition of being under the mastery of another, or domination, is what republicanism identifies as political unfreedom. Yet there are several problems that must be solved in order to successfully extend republicanism to animals. Here I focus on the question of whether freedom can be a benefit for individuals without a free will. In this paper, I approach the power of digital platforms by using the republican concept of domination. More specifically, I argue that the traditional, agent-relative interpretation of domination, in the case of digital domination, is best supplemented by a more radical version, on which republicans ought to give priority to structural elements. I show how radical republicanism draws attention to (1) the economic rationales and the socio-technical infrastructures that underlie and support digital platforms and to (2) the forms of influence (...) that are directed at cognitive dimensions, such as habituation and routinisation, which are particularly relevant for the power of digital platforms. These insights also imply that republicans have reason to favour a more structural response to digital platforms over more direct and individualised forms of control that fit with a ‘standard’ republican approach, such as securing exit options and requiring user consent. Theories of domination are primarily attempts to understand the value of justice, freedom, and equality by examining cases where they are absent. Such theories seek to clarify and systematize our judgments about what it is to be weak against uncontrolled strength, i.e., about what it is to be vulnerable, degraded, and defenseless against unrestrained power. -/- Much contemporary disagreement about domination involves competing answers to three questions: (1) Who, or what, can dominate? (2) Is it possible to dominate merely by (...) having power with a certain structure, or is domination an exercise or an abuse of power? (3) Exercised or unexercised, what kind of power is domination? The remainder of this entry will address each of these questions in turn, then conclude with a survey of how the idea of domination has been used in recent applied ethical theory. It will become clear as we examine competing answers to these three questions that different theorists have very different ideas of why, exactly, we need a theory of domination. There may be wide agreement that we need the idea of domination to make sense of unjust power relations, but unjust power relations are wildly varied, and theorists of domination disagree not only about which varieties most need to be understood, but about how theorizing domination helps us to understand them. Universal basic income is increasingly proposed as a simple answer to the problem of domination at work—one policy whose knock-on effects will transform the balance of power between workers and employers. I argue against such ‘UBI-first’ approaches. Compared to UBI proposals for other purposes, a UBI sufficient or near-sufficient for minimising domination at work would be especially demanding in two ways. First, the level of the grant would be more demanding compared to UBIs suitable for other purposes, in order for (...) workers to be able to credibly threaten to leave their jobs. Secondly, the maintenance of the grant must also meet strict criteria. The demanding level of the grant must be effectively secured against reduction, allowing workers to plan on its long-term acceptability; and in order to avoid increased state domination it must assume the status of an entitlement rather than a gift that may be withdrawn, through stabilisation against political change or some other means. These difficulties render UBI-first approaches doubtful at best, and an unhelpful distraction from other, more fruitful strategies at worst. (shrink)

This article develops a civic republican approach to medical ethics. It outlines civic republican concerns about the domination that arises from subjection to an arbitrary power of interference, while suggesting republican remedies to such domination in healthcare. These include proposals for greater review, challenge and pre-authorisation of medical power. It extends this analysis by providing a civic republican account of assistive arbitrary power, showing how it can create similar problems within both formal and informal relationships of care, and offering strategies (...) for tackling it. Jerkish speech on online platforms is at risk of being overlooked as a result of being comparatively insignificant next to the existence of explicit hate speech or other online harms. In this paper I approach online jerkish speech from a republican perspective. I discuss two ways in which republicans can account for jerkish speech. First, jerkish speech could amount to micro-domination, referring to instances of domination that are relatively inconsequential by themselves but problematic when considered in aggregate. Second, jerkish speech (...) can be considered an instantiation of systemic domination, where groups and members are structurally subordinated. I briefly discuss the role of regulatory bans on jerkish speech, before suggesting that Suzanne Whitten’s proposal for critical civility—as an appropriate answer to jerkish speech in online environments—might be too demanding. Republicanism is an approach within political theory that seeks to secure the values of political liberty and non-domination. Yet, in historical practice, early modern republics developed empires and secured their liberty through policies that dominated others. This contradiction presents challenges for how neo-Roman theorists understand ideals of liberty and political freedom. This article argues that the historical practices of slavery and empire developed concurrently with the normative ideals of republican liberty.
