AI technology is capturing the African imaginations as a gateway to progress and prosperity. There is a growing interest in AI by different actors across the continent including scientists, researchers, humanitarian and aid organizations, academic institutions, tech start-ups, and media organizations. Several African states are looking to adopt AI technology to capture economic growth and development opportunities. On the other hand, African researchers highlight the gap in regulatory frameworks and policies that govern the development of AI in the continent. They (...) argue that this could lead to AI technology exacerbating problems of inequalities and injustice in the continent. However, most of the literature on AI ethics is biased toward Euro-American perspectives and lack the understanding of how AI development is apprehended in the Global South, and particularly Africa. Drawing on the case study of the first African Master’s in Machine Intelligence program, this paper argues for looking beyond the question of ethics in AI and examining AI governance issues through the analytical lens of the raciality of computing and the political economy of technoscience to understand AI development in Africa. By doing so, this paper seeks a different theorization for AI ethics from the South that is based on lived experiences of those in the margins and avoids the framings of technological futures that simplistically pathologize or celebrate Africa. The present article aims to utilize some insights from behavioral and happiness economics to discuss the consequences that the introduction of an unconditional basic income to cope with technological unemployment may hold for well-being. The impact of 21st-century technological progress on employment has only just begun to make itself felt and it will take time to realize its full extent. However, the main innovation is already common knowledge: robots are finding their way into the production process. According to several recent (...) contributions, the phenomenon is radically different from past technological revolutions and could generate high levels of unemployment, calling for innovative redistributive public policies. The present article, building on Keynes’ short essay and referring to some of the principles and models of behavioral and happiness economics, focuses on the best-known of these policies, namely provision of an unconditional basic income. A series of factors – loss aversion and hedonic adaptation, the impossibility of escalating to higher-grade consumption behaviors, social interaction in the form of active and passive envy, loss of self-esteem and social stigma – are all likely to have a negative impact on well-being if an unconditional basic income that remains unchanging over time is implemented. A policy mix combining a rising basic income with other measures is therefore proposed. (shrink)

O fenômeno de aceleração social, intimamente ligado a nossa modernização tecnológica e os sistemas políticos e sociais que adotamos, vem sendo alvo de questionamentos por parte da teoria crítica por diversos filósofos e sociólogos, principalmente em relação a se tal "aceleração" seja algo que, possa ser justificável pelo bem comum da sociedade. De fato, as rápidas mudanças que ocorreram no último século causaram uma tremenda mudança em nossos estilos-de-vida, e na maneira como experienciamos o mundo. Que a nossa sociedade mudou (...) e continua a mudar é um fato evidente quando olhamos criticamente para o passado e presente, e comparamos diferentes épocas da história humana. Neste ensaio tentaremos explorar algumas possíveis hipóteses que fundamentem o comportamento aceleracionista em certos fatores e mecanismo biológicos que caracterizam os sistemas de motivação e saciação humanos. Também tentaremos mostrar como certos fenômenos sociais podem auxiliar em fortalecer este tipo de comportamento, e suas possíveis origens evolutivas. Este estudo tem como objetivo principal fundamentar a Tese Aceleracionista em evidências neurofisiológicas, cognitivo-comportamentais, evolutivas e sociais. What does Cyberpunk and AI Ethics have to do with each other? Cyberpunk is a sub-genre of science fiction that explores the post-human relationships between human experience and technology. One similarity between AI Ethics and Cyberpunk literature is that both seek a dialogue in which the reader may inquire about the future and the ethical and social problems that our technological advance may bring upon society. In recent years, an increasing number of ethical matters involving AI have been pointed and (...) debated, and several ethical principles and guides have been suggested as governance policies for the tech industry. However, would this be the role of AI Ethics? To serve as a soft and ambiguous version of the law? I would like to promote in this article a more Cyberpunk way of doing AI Ethics, whit a more anarchic way of governance. In this study, I will seek to expose some of the deficits of the underlying power structures of our society, and suggest that AI governance be subject to public opinion, so that ‘good AI’ can become ‘good AI for all’. The article proposes an analysis of socio-philosophical, philosophical, anthropological and ethical problems associated by the fourth industrial revolution. In the modern socio-humanitarian discourse, a lot of knowledge was accumulated about the strategies for implementing this civilization jump, and the article is a response to the complex requirements for the synthesis of existing theories and the philosophical conceptualization of the challenges that the Fourth Industrial Revolution carries. The authors revealed the specificity of challenges, which allows us to talk about the crisis (...) of the anthropological project of the Modern era in the conditions of avalanche spread of technological innovations in the sphere of production, human everyday life and physicality. The possibilities of the theory of posthumanism for the analysis of the prospects of human development are demonstrated, as well as the potential of the ethical principle “responsible innovations” for the implementation of the principle of a new era in social practice. For more than a century now, the automation of the means of work has created great apprehension among us. After all, will we all be replaced by machines in the future? Will all forms of labor be automatable? Such questions raise several criticisms in the literature concerned with machine ethics. However, in this study, I will approach this problem from another angle. After all, we can criticize the automation of the means of work in several ways. I invite the reader (...) to entertain the following hypothesis: What if the automation of the means of labor is something beneficial? What if human emancipation does come through our technological development? If the answer is yes, why do we still work so much? I conclude that if automation processes are applied to key points in our social structure, we can emancipate the individual from a reality where we work for no reason. (shrink)

This paper, based on an invited Thesis Eleven presentation, provides a ‘map of technopolitics’ that springs from an investigation of the theoretical notion of technological convergence adopted by the US National Science Foundation, signaling a new paradigm of ‘nano-bio-info-cogno’ technologies. This integration at the nano-level is expected to drive the next wave of scientific research, technology and knowledge economy. The paper explores the concept of ‘technopolitics’ by investigating the links between Wittgenstein’s anti-scientism and Lyotard’s ‘technoscience’, reviewing the history of the (...) notion in the work of the Belgium philosopher Gilbert Hottois. The ‘deep convergence’ representing a new technoscientific synergy is the product of long-term trends of ‘bioinformational capitalism’ that harnesses the twin forces of information and genetic sciences that coalesce in the least mature ‘cognosciences’ in their application to education and research. The map of technopolitics systematically identifies the political relations between Big Tech and ‘new digital publics’ to reveal that the new paradigm is based on the supreme value of cognitive efficiency. There are a closely-knit cluster of concerns that frame a map of political issues about the fifth-generation technological impacts on human beings, their bodies and minds, and public institutions, not least the logic of the distribution and ownership of data, information and knowledge, and its effects on democracy. Contemporary data practices are inducing a convergent saturation point wherein every human action, reaction, interaction, transaction, thought or desire is quantified, reified, recorded and used. Physical or virtual, all is recorded, known or unknown, seen or unseen, until data permeates every facet of our shared human existence. The implications of this eventuality are potentially so far reaching that the very notion or concept of who we are might be fundamentally altered, resulting in new ontologies of the self in a world (...) of Total Data. This polemic paper reflects on the implications that Total Data has for the ontological self in a range of individual and shared contexts, and considers the potential it has to ultimately be symbiotic or assimilatory. It suggests that the current trajectory for Total Data is more assimilatory than symbiotic, demonstrating more potential to collectively monitor and control people than to emancipate and empower them. In response, it calls for an authentic debate and reassessment of current data practices, and for an urgent reprioritisation of core and enduring human-centred values and symbiosis in technological systems development to emancipate and empower people living in a Total Data world. University education is full of promise. Indeed universities have the capacity to create and shape, through staff and students, all kinds of enthralling ‘worlds’ and ‘new possibilities of life’. Yet students are encouraged increasingly to view universities as simply a means to an end, where neoliberal education delivers flexible skills to directly serve a certain type of capitalism. Additionally, the universal challenge of technological unemployment, alongside numerous other social issues, has become educationalised and portrayed in HE policy, as an issue (...) to be solved by universities. The idea that more education can resolve the problem of technological unemployment is a political construction which has largely failed to deliver its promise. This article sheds new light on Karl Marx’s theoretical legacy to promote educational philosophy and theory in science, technology, engineering, arts, and mathematics (STEAM) education. Accordingly, this article selects Marxian thought as an exemplar case to elaborate critical pedagogy and aesthetics and culminate with an overview of the Marxian approach to the theoretical underpinnings of STEAM education. Hence, the article critically reviews Marx’s original works and earlier Marxian scholars’ contributions to extending critical pedagogy and its applications to the STEAM paradigm (...) and informational and communication technology (ICT) development. This article critiques notable structural problems of STEAM education that produce power differentials such as educational gaps and digital divides in the current age of digital capitalism. Given the context, this article refines art and communication theories through the lens of his biography and writings. Additionally, this article incorporates the Marxian viewpoints about reproduction and aesthetic literacy into STEAM education. Overall, this article reviews the theoretical legacy of Marx and his essential critical and pedagogical theory, calling on scholars to pay close attention to re-orienting STEAM pedagogy as an emerging multidisciplinary field. Education has a responsibility to respond to the threat of deteriorating democracies. The post-truth era is marked by an erosion of trust in public institutions and extreme polarisation. This paper begins with an examination of the ways by which current literacy and media literacy education is not simply outmoded, but also limited by a grounding in neoliberal conceptions of rationality and individualism. Offering a counterpoint to the status quo, and foregrounding the significance of affect, I work with Levinas’s conception of (...) ethics to illustrate the tensions between affective reactionism and non-intentional affectivity, enjoyment and its disruption as a premise for intersubjectivity, and contrasting manifestations of anger. I conclude the paper with a proposal for literacy education that comprises intentional focus on relationality, responsibility, and affect. (shrink)
