Neander presents a causal version of informational teleosemantics, where a non-conceptual state R has the content F if and only if R has the function of being caused by F. In contrast, probabilistic versions of informational teleosemantics claim that R has the content F if and only if R has the function of covarying with F. These two theories ascribe different contents to representational states since PT allows R to have the content F when R non-causally covaries with F. First, (...) I argue that CT is incapable of serving one of the main explanatory aims of a theory of content, which is to fully explain behavior. The goal of this essay is to put forward an original theory of artifact function, which takes on board the results of the debate on the notion of biological function and also accommodates the distinctive aspects of artifacts. More precisely, the paper develops and defends the Dual-Aspect Theory, which is a monist account according to which an artifact’s function depends on intentional and reproductive aspects. The received view holds that there is a significant divide between full-blown representational states and so called ‘detectors’, which are mechanisms set off by specific stimuli that trigger a particular effect. The main goal of this paper is to defend the idea that many detectors are genuine representations, a view that I call ‘Strong Liberal Representationalism’. More precisely, I argue that ascribing semantic properties to them contributes to an explanation of behavior, guides research in useful ways and can accommodate misrepresentation.

Karen Neander's A Mark of the Mental is a noteworthy and novel contribution to the long-running project of naturalizing intentionality. The aim of the book is to “solve the part of Brentano’s problem that is within reach” (3). Brentano's problem is the problem of explaining intentionality; the part of this problem that is supposedly within reach is that of explaining nonconceptual sensory-perceptual intentionality; and Neander aims to solve it via an informational teleosemantic theory. In this review, we provide a chapter-by-chapter (...) summary followed by some discussion. We argue that Neander's theory yields incorrect predictions in some cases, that the methodological argument for informational teleosemantics does not succeed, and that it is not clear that the book makes contact with its initial target, the everyday phenomenon of intentionality. Our understanding of communication and its evolution has advanced significantly through the study of simple models involving interacting senders and receivers of signals. Many theorists have thought that the resources of mathematical information theory are all that are needed to capture the meaning or content that is being communicated in these systems. However, the way theorists routinely talk about the models implicitly draws on a conception of content that is richer than bare informational content, especially in contexts where false content (...) is important. This article shows that this concept can be made precise by defining a notion of functional content that captures the degree to which different states of the world are involved in stabilizing senders’ and receivers’ use of a signal at equilibrium. What is the role of the environment, and of the information it provides, in cognition? More specifically, may there be a role for certain artefacts to play in this context? These are questions that motivate "4E" theories of cognition (as being embodied, embedded, extended, enactive). In his take on that family of views, Hajo Greif first defends and refines a concept of information as primarily natural, environmentally embedded in character, which had been eclipsed by information-processing views of cognition. He continues (...) with an inquiry into the cognitive bearing of some artefacts that are sometimes referred to as 'intelligent environments'. Perceptual representations have distal content: they represent external objects and their properties, not light waves or retinal images. This basic fact presents a fundamental problem for ‘input-oriented’ theories of perceptual content. As I show in the first part of this paper, this even holds for what is arguably the most sophisticated input-oriented theory to date, namely Karen Neander's informational teleosemantics. In the second part of the paper, I develop a new version of informational teleosemantics, drawing partly on empirical psychology, and (...) partly on philosophical considerations. I shall argue that this version has all the virtues of Neander's original theory, but also the further crucial advantage of being able to account for the distality of perceptual content. (shrink)

Quantities like mass and temperature are properties that come in degrees. And those degrees (e.g. 5 kg) are properties that are called the magnitudes of the quantities. Some philosophers (e.g., Byrne 2003; Byrne & Hilbert 2003; Schroer 2010) talk about magnitudes of phenomenal qualities as if some of our phenomenal qualities are quantities. The goal of this essay is to explore the anti-physicalist implication of this apparently innocent way of conceptualizing phenomenal quantities. I will first argue for a metaphysical thesis (...) about the nature of magnitudes based on Yablo’s proportionality requirement of causation. Then, I will show that, if some phenomenal qualities are indeed quantities, there can be no demonstrative concepts about some of our phenomenal feelings. That presents a significant restriction on the way physicalists can account for the epistemic gap between the phenomenal and the physical. I’ll illustrate the restriction by showing how that rules out a popular physicalist response to the Knowledge Argument. (shrink)

In this essay we discuss recent attempts to analyse the notion of representation, as it is employed in cognitive science, in purely informational terms. In particular, we argue that recent informational theories cannot accommodate the existence of metarepresentations. Since metarepresentations play a central role in the explanation of many cognitive abilities, this is a serious shortcoming of these proposals.

The mental realm seems different to the physical realm; the mental is thought to be dependent on, yet distinct from the physical. But how, exactly, are the two realms supposed to be different, and what, exactly, creates the seemingly insurmountable juxtaposition between the mental and the physical? This review identifies and discusses five marks of the mental, features that set characteristically mental phenomena apart from the characteristically physical phenomena. These five marks (intentionality, consciousness, free will, teleology, and normativity) are not (...) presented as a set of features that define mentality. Rather, each of them is something we seem to associate with phenomena we consider mental, and each of them seems to be in tension with the physical view of reality in its own particular way. It is thus suggested how there is no single mind-body problem, but a set of distinct but interconnected problems. Each of these separate problems is analyzed, and their differences, similarities and connections are identified. This provides a useful basis for future theoretical work on psychology and philosophy of mind, that until now has too often suffered from unclarities, inadequacies, and conflations. (shrink)

The dominant view in teleosemantics is that semantic functions are historically determined. That reliance on history has been subject to repeated criticism. To sidestep such criticisms, Nanay has recently offered an ahistorical alternative that swaps out historical properties for modal properties. Nanay's ahistorical modal alternative suffers, I think, serious problems of its own. I suggest here another ahistorical alternative for teleosemantics. The motivation for both the historical view and Nanay's is to provide a naturalistic basis to characterize some item as (...) possessing a function independent of its actual performance and, thereby, provide a grip on intentional inexistence and misrepresentation. I suggest that attending to the logic of mechanistic explanation suffices to provide the sought for naturalistic basis. The key advantage to the approach offered here is its relative parsimony: unlike its alternatives, it requires no substantive existential commitments, for example, commitments to natural selection, copying relations, or fitness-enhancing modal properties, to naturalize semantic content. Multiple realizability (MR) is traditionally conceived of as the feature of computational systems, and has been used to argue for irreducibility of higher-level theories. I will show that there are several ways a computational system may be seen to display MR. These ways correspond to (at least) five ways one can conceive of the function of the physical computational system. However, they do not match common intuitions about MR. I show that MR is deeply interest-related, and for this reason, difficult (...) to pin down exactly. I claim that MR is of little importance for defending computationalism, and argue that it should rather appeal to organizational invariance or substrate neutrality of computation, which are much more intuitive but cannot support strong antireductionist arguments. I defend and revise the systematic account of normative functions (teleofunctions), as recently developed by Gerhard Schlosser and by W. D. Christensen and M. H. Bickhard. This account proposes that teleofunctions are had by structures that play certain kinds of roles in complex systems. This theory is an alternative to the historical etiological account of teleofunctions, developed by Ruth Millikan and others. The historical etiological account is susceptible to a general ontological problem that has been under-appreciated, and that offers important (...) reasons to adopt the systematic account. However, the systematic account must be revised to allow for two distinct kinds of teleofunctions in order to avoid another ontological problem. (shrink)

Hutto and Satne identify three research traditions attempting to explain the place of intentional agency in a wholly natural world: naturalistic reduction; sophisticated behaviourism, and pragmatism, and suggest that insights from all three are necessary. While agreeing with that general approach, I develop a somewhat different package, offering an outline of a vindicating genealogy of our interpretative practices. I suggest that these practices had their original foundation in the elaboration of much more complex representation-guided control structures in our lineage and (...) the support and amplification of those control structures through external resources. Cranes became increasingly important in the explanation of systematically successful action. These more complex representational engines coevolved with selection to detect and respond to the control structures of others. Since much of that selection was driven by the advantages of cooperation and coordination, in part these control structures were co-opted as external signals and guarantees, in cooperation and coordination. As the time depth of cooperation and co-ordination extended, these public signals of belief and intent acquired secondary functions, as mechanisms to stabilise and structure control systems, making humans not just more transparent to one another at a time, but more predictable over time. Mindshaping, not just mindreading, became increasingly important in our lineage. (shrink)

Street’s (Philos Stud 127(1):109–166, 2006) Darwinian Dilemma purports to show that evolutionary considerations are in tension with realist theories of value, which include moral realism. According to this argument, moral realism can only be defended by assuming an implausible tracking relation between moral attitudes and moral facts. In this essay, I argue that this tracking relation is not as implausible as most people have assumed by showing that the three main objections against it are flawed. Since this is a key (...) premise in the reasoning, I conclude that the Darwinian Dilemma against moral realism can be resisted. (shrink)

In this contribution, I comment on Raffaella Campaner’s defense of explanatory pluralism in psychiatry (in this volume). In her paper, Campaner focuses primarily on explanatory pluralism in contrast to explanatory reductionism. Furthermore, she distinguishes between pluralists who consider pluralism to be a temporary state on the one hand and pluralists who consider it to be a persisting state on the other hand. I suggest that it would be helpful to distinguish more than those two versions of pluralism – different understandings (...) of explanatory pluralism both within philosophy of science and psychiatry – namely moderate/temporary pluralism, anything goes pluralism, isolationist pluralism, integrative pluralism and interactive pluralism. Next, I discuss the pros and cons of these different understandings of explanatory pluralism. Finally, I raise the question of how to implement or operationalize explanatory pluralism in scientific practice; how to structure the “genuine dialogue” or shape “the pluralistic attitude” Campaner is referring to. As tentative answers, I explore a question-based framework for explanatory pluralism as well as social-epistemological procedures for interaction among competing approaches and explanations. This paper applies the theory of teleosemantics to the issue of moral content. Two versions of teleosemantics are distinguished: input-based and output-based. It is argued that applying either to the case of moral judgements generates the conclusion that such judgements have both descriptive (belief-like) and directive (desire-like) content, intimately entwined. This conclusion directly validates neither descriptivism nor expressivism, but the application of teleosemantics to moral content does leave the descriptivist with explanatory challenges which the expressivist does not face. The project of treating knowledge as an empirical object of study has gained popularity in recent naturalistic epistemology. It is argued here that the assumption that such an object of study exists is in tension with other central elements of naturalistic philosophy. Two hypotheses are considered. In the first, “knowledge” is hypothesized to refer to mental states causally responsible for the behaviour of cognitive agents. Here, the relational character of truth creates a problem. In the second hypothesis “knowledge” is hypothesized (...) to refer to mental states causally responsible for the evolutionarily successful behaviour of cognitive agents. Here, the problem lies in the fact that evolution by natural selection is not necessarily conducive to truth. The result does not necessarily amount to eliminativism, however, since the naturalist may consistently reject the condition of truth that lies behind these problems. (shrink)

To ascribe a telos is to ascribe a norm or standard of performance. That fact underwrites the plausibility of, say, teleological theories of mind. Teleosemantics, for example, relies on the normative character of teleology to solve the problem of “intentional inexistence”: a misrepresentation is just a malfunction. If the teleological ascriptions of such theories to natural systems, e.g., the neurological structures of the brain, are to be literally true, then it must be literally true that norms can exist independent of (...) intentional and psychological agency. Davies, for one, has argued that such norms are impossible within a naturalistic worldview. Consequently, teleological theories of mind, for example, cannot be literally true. I will show, however, that the truth conditions on normative statements do not presuppose intentional and psychological agency and, further, that a selectional regime is one naturalistic mechanism that satisfies those truth conditions. Norms, then, exist in the world independent of intentional and psychological agency. (shrink)

Mental internalists hold that an individuals mental features at a given time supervene upon what is in that individuals head at that time. While many people reject mental internalism about content and justification, mental internalism is commonly accepted regarding such other mental features as rationality, emotion-types, propositional-attitude-types, moral character, and phenomenology. I construct a counter-example to mental internalism regarding all these features. My counter-example involves two creatures: a human and an alien from Pulse World. These creatures environments, behavioral dispositions and (...) histories are such that it is intuitively clear that they are mentally quite different, even while they are, for a moment, exactly alike with respect to whats in their heads. I offer positive reasons for thinking that the case I describe is indeed possible. I then consider ways in which mental internalists might attempt to account for this case, but conclude that the only plausible option is to reject mental internalism and to adopt a particular externalist alternative a history-oriented version of teleo-functionalism. Two aspects of cognitive coupling, as brought forward in the Extended Mind Hypothesis, are discussed in this paper: how shall the functional coupling between the organism and some entity in his environment be spelled out in detail? What are the paradigmatic external entities to enter into that coupling? These two related questions are best answered in the light of an aetiological variety of functionalist argument that adds historical depth to the “active externalism” promoted by Clark and Chalmers and helps to (...) counter some of the core criticisms levelled against this view. Under additional reference to conceptual parallels between the Extended Mind Hypothesis and a set of heterodox theories in biology—environmental constructivism, niche construction, developmental systems theory—an argument for the grounding of environmentally extended cognitive traits in evolved biological functions is developed. In a spirit that seeks to integrate extended functionalism with views from cognitive integration and complementarity, it is argued that instances of environmental coupling should be understood as being constitutive to cognitive functions in either of two distinct ways. It is further argued that the historically and systematically prior environmental counterparts in that coupling are features of the natural environment. Language and linguistically imbued artefacts are likely to have descended from more basic relations that have an extension over the environment. (shrink)

On receiver-based teleosemantic theories of representation, the chemical states of the circadian clocks in animal, plant and cyanobacterial cells constitute signals of future states of affairs, often the rising and setting of the sun. This signalling is much more rigid than sophisticated representational systems like human language, but it is not simple on all dimensions. In most organisms the clock regulates many different circadian rhythms. The process of entrainment ensures that the mapping between chemical states of the clock and the (...) daily light-dark cycle is adjusted to deal with seasonal changes. In regulating anticipatory behaviour, the states of the clock look forward both to the time the behaviour is supposed to happen and the later time when the anticipated circumstances are supposed to arise. The case of the circadian clock shows that purely indicative signals can arise in very basic biological systems and brings into sharp relief the trade-offs involved in characterizing representational systems. On receiver-based teleosemantic theories, future-directed signals are not restricted to complex multicellular organisms but are ubiquitous in the biological world. (shrink)

In contrast to the “normativist” view, “naturalist” theorists claim that the concept of health refers to natural or normal states and propose different characterizations of healthy and diseased conditions that are meant to be objectivist and biologically grounded. In this article, we examine the core concept of these naturalist accounts of disease, i.e., the concept of biological malfunction, and develop a new formulation of the notion of malfunction following the recent organizational approach to functions in the philosophy of biology. We (...) focus on the notions of adaptive regulation and functional presupposition to develop a new conceptual framework that justifies the ascription of malfunctional behaviors to biological systems according to the embodied normativity of biological organizations. Teleosemantics is a naturalistic research programme in the philosophy of mind and language. Its ambition is to achieve a reduction, first, of mental content to teleological function; second, of teleological function to non-teleological notions. This article explores the second step, particularly as envisaged by Millikan’s etiological theory of function.

Ruth Millikan’s teleological theory of mental content is complex and often misunderstood. This paper motivates and clarifies some of the complexities of the theory, and shows that paying careful attention to its details yields answers to a number of common objections to teleological theories, in particular, the problem of novel mental states, the problem of functionally false beliefs, and problems about indeterminacy or multiplicity of function.

The Darwinian theory of evolution is itself evolving and this book presents the details of the core of modern Darwinism and its latest developmental directions. What does it mean to say that an emotional response fits the situation? This question cannot be answered simply by specifying the core relational theme (loss or risk, say) associated with each emotion: we must also explain what constitutes an emotionally significant loss or risk. It is sometimes suggested that emotionally significant situations are those that bear on the subject’s interests or concerns. I accept that this claim is plausible for some emotional responses, and I propose a particular way of (...) interpreting it. I suggest that, for many emotions, emotional significance is determined by the subject’s likes and dislikes – that is, settled dispositions to find a certain situation pleasant or distressing. I contrast this account with other preference-based accounts and with an account that appeals to the subject’s interests. I argue that we should prefer the likes-based account to these rival views. This thesis offers a teleosemantic account of moral discourse and judgment. It develops a number of views about the function and content of moral judgments and the nature of moral discourse based on Ruth Millikan’s theory of intentional content and the functions of intentional attitudes. Non-cognitivists in meta-ethics have argued that moral judgments are more akin to desires and other motivational attitudes than to descriptive beliefs. I argue that teleosemantics allows us to assign descriptive content to motivational attitudes and hence (...) that even if the non-cognitivist is correct, moral judgments can be said to describe the world. Moreover, given further teleosemantic assumptions, this conclusion has consequences that are both surprising and interesting. First of all, while moral judgments have descriptive content, moral statements do not. The purpose of moral discourse is not to convey beliefs that are true simpliciter, but to convey attitudes that are descriptively correct when tokened by the addressee. Consequently, moral discourse requires speakers to adapt to hearers in order to secure their assent and bring them into "community of judgment" with themselves. Secondly, the descriptive content of a motivational attitude is partly a matter of the subject’s own preferences and circumstances. In particular, the descriptive correctness of a moral judgment is partly a function of the degree to which it is shared with others. Since a moral judgment also motivates the subject to spread it, it has the ability to, in a certain sense, make itself true. If regular descriptive beliefs are supposed to adapt the subject to the world, a moral judgment also has the capacity to adapt the world to the subject. (shrink)

A historical theory of rational norms claims that, if we are supposed to think rationally, this is because it is biologically normal for us to do so. The historical theorist is committed to the view that we are supposed to think rationally only if, in the past, adult humans sometimes thought rationally. I consider whether there is any plausible model of rational norms that can be adopted by the historical theorist that is compatible with the claim that adult human beings (...) are subject to rational norms, given certain plausible empirical assumptions about our history and capabilities. I suggest that there is one such model: this model centres on the idea that a procedure is rational if it has been endorsed (or at least not rejected) by mechanisms that have the function to ensure that the subject learns to reason in a way that approaches a certain kind of optimality.
