The ‘liberal-communitarian’ debate arose within anglophone political philosophy during the 1980s. This essay opens with an account of the main outlines of the debate, showing how liberals and communitarians tended to confront each other with opposing interpretations of John Rawls’ Theory of Justice (1999; originally published in 1971) and Political Liberalism (2005; originally published in 1993). The essay then proceeds to discuss four forms of ‘liberalism after communitarianism’: Michael Freeden’s account of liberalism as an ideology; Joseph Raz and Will Kymlicka’s (...) perfectionist liberalisms; the liberalism of value pluralists such as Isaiah Berlin and Bernard Williams; and Judith N. Shklar’s liberalism of fear. It concludes with the suggestion that there are times when liberals of every kind should set aside their ideology, even if only temporarily, in order to listen to their interlocutors with truly open minds. The concepts of good governance and also good administration have increased in popularity over recent years. They have found a convincing conceptual niche on a European and global level. This is also visible in scholarly activity; from the early 1990s on, there has been a wave of good governance talk and consequently, research and criticism. In this article the concepts of good governance and good administration are discussed from a discursive standpoint. The main claim is that the concepts are over-inclusive (...) and can signify a plethora of meanings. Consequently, the mechanisms of this indeterminacy are studied; the criteria according to which good governance and administration are defined vary. This is exemplified in the contexts of the EU and the Council of Europe. Accordingly, different “good-nesses” can contradict each other. It is suggested that the different discourses or vocabularies of good governance and good administration form closed systems of meaning which identify only claims which adhere to their own rationality. Furthermore, these different meanings enable different forms of exercising societal power. The approach is inspired by systems theoretical reading of discourses. (shrink)

(In German.) The book addresses Rawls's post-1985 political liberalism. His justification of political liberalism -- as reflected in his arguments from overlapping consensus -- faces the problem that liberal content can be justified as reciprocally acceptable only if the addressees of such a justification already endorse points of view that suitably support liberal ideas. Rawls responds to this legitimacy-theoretical problem by restricting public justification's scope to include reasonable people only, while implicitly defining reasonableness as a substantive liberal virtue. But this (...) virtue-ethical grounding of political liberalism is itself unreasonable. The phenomenon of disharmony of practical reason gives the reasonable reasons to take it that political legitimacy does not obtain if and where moral-political principles are acceptable from their point of view only.
