Agricultural intensification, now commonly referred to as sustainable intensification, is presented in development discourse as a key means to simultaneously improve food security and reduce rural poverty without harming the environment. Taking a village in Laos as a case study, we show how government agencies and farmers could perceive the idea of agricultural intensification differently. The study illustrates how farmers with the opportunities for groundwater use typically choose to grow vegetables and high valued cash crops rather than intensify rice production. (...) This contrasts with government and donor supported efforts to promote rice intensification as a means to increase food security and reduce rural poverty. The article’s main message is that farmers’ differing strategies are related to a variety of household characteristics and that farmers’ strategies should be central to the current discussion on sustainable intensification. It is widely recognized that mineral fertilizers must play an important part in improving agricultural productivity in western Kenyan farming systems. This paper suggests that for this goal to be realized, farmers’ knowledge must be strengthened to improve their understanding of fertilizers and their use. We analyzed smallholder knowledge of fertilizers and nutrient management, and draw practical lessons from empirical collective fertilizer-response experiments. Data were gathered from the collective fertilizer-response trials, through focus group discussions, by participant observation, and via in-depth (...) interviews representing 40 households. The collective trials showed that the application of nitrogen (N) or phosphorous (P) alone was insufficient to enhance yields in the study area. The response to P on the trial plots was mainly influenced by incidences of the parasitic Striga weed, by spatial variability or gradients in soil fertility of the experimental plots, and by interactions with N levels. These results inspired farmer to design and conduct experiments to compare crop performance with and without fertilizer, and between types of fertilizers, or responses on different soils. Participating farmers were able to differentiate types of fertilizer, and understood rates of application and the roles of respective fertilizers in nutrient supply. However, notions were broadly generated by unsteady yield responses when fertilizers were used across different fertility gradients, association with high cost (especially if recommended rates were to be applied), association of fertilizer use with hybrids and certain crops, historical factors, among other main aspects. We identified that strengthening fertilizer knowledge must be tailored within existing, albeit imperfect, systems of crop and animal husbandry. Farmers’ perceptions cannot be changed by promoting more fertilizer use alone, but may require a more basic approach that, for example, encourages farmer experimentation and practices to enhance soil properties such as carbon build-up in impoverished local soils. The 1989 National Integrated Pest Management Program in Indonesia is a case of a breakthrough in national policy to enhance the ecological balance by conserving natural enemies and diminishing the indiscriminate use of pesticides in the protection of food crops. The Program provided training to agricultural officials and farmers to shift their perspectives in pesticide use through “knowledge transmission” rather than the transferal of “technological packages.” This paper examines how farmers, with the novel understanding they had, responded to the persisting (...) top-down policy of the “complete credit packages” from the government rice intensification agencies and the recurrent outbreak of pests in 1990–1992. IPM knowledge and training provided initial understanding of, and the stimulus to discover, unknown phenomena on the basis of which farmers improved their knowledge and learning capacity. Constraints largely came from the inflexibility of the subsidized scheme of inputs and the inadequate explanation and extension services provided to farmers. (shrink)

The traditional command and control approach and the more recent free market have proven inadequate for promoting ecological agricultural development in China. Organic certification represents a regulated market mechanism with the potential to stimulate ecologically based agricultural research, extension, and investment. Recent linkages between the global organic food industry and local agricultural development in China provide an opportunity to test this potential. The article examines China’s two largest organic certification systems for their potential to promote the adoption of integrated pest (...) management (IPM) as a key component of ecological agriculture. Organic certification is providing a format for research, extension, and implementation of IPM principles and practices, and has the potential to do much more. However, possible contradictions between ecological and market rationality, inherent in organic certification and marketing systems, may be exacerbated by the authoritarian political economy of rural China.
