In the late 1940s and early 1950s, the leaders of the Genetics Society of America struggled to find an appropriate group response to Trofim Lysenko’s scientific claims and the Soviet treatment of geneticists. Although some of the leaders of the GSA favored a swift, critical response, procedural and ideological obstacles prevented them from following this path. Concerned about establishing scientific orthodoxy on one hand and politicizing the content of their science on the other, these American geneticists drew on democratic language (...) and concepts as they engaged in this political issue. The relatively weak statements that did emerge from the GSA attracted little attention in the scientific or popular press. The intensely politicized atmosphere of American science complicated the GSA’s task, as domestic concerns about protecting democracy were beginning to constrain academic freedom. In the context of American Cold War culture, Lysenko became just one example of the dangers the Cold War world presented to scientific freedom. (shrink)

This essay takes a historical view on “citizen science” by exploring its socialist version via the case of a Soviet amateur seismologist Vladimir Mannar. In the wake of the 1948 Ashgabat earthquake, which coincided with Lysenko’s victory in his campaign against genetics, Mannar launched an aborted campaign for a participatory “socialist seismology.” Mannar co-opted Lysenkoist language of science for the people and gained professional status within professional seismology but was shut out by the experts capitalizing on a “big science” imperative (...) of cold war. Mannar’s personal experiences of navigating competing pulls of cold war seismology and his vision of “people’s seismology,” marginalized within increasingly technical and instrumental cold war science, shed light on oxymoronic nature of citizen science, and the clash between participatory vision of science and an increasing reliance on high-level technical expertise. This case provides a vantage point from which to examine the dual nature of citizen science with its dual loyalties, ambiguities, and the constantly renegotiated status of data—the raison d’être and the most tangible outcome of the initiatives unfolded on the outer fringes of academic science. Present science policy discourse is focused on a broad concept of “techno-science” and emphasizes practical economic goals and gains. At the same time scientists are worried about the freedom of research and the autonomy of science. Half a century ago the difference between basic and applied science was widely taken for granted and autonomy was a value in high esteem. Most recent accounts of the history of science policy start abruptly from World War II, emphasize the Cold War context, and (...) neglect the pioneering role of the Soviet Union in forming todays “big science.” This paper claims that a closer look into the intellectual heritage from the early twentieth century will be helpful in navigating present issues of science policy. The movements to teach the responsible conduct of research and engineering ethics at technological universities are often unacknowledged aspects of the ethics across the curriculum movement and could benefit from explicit alliances with it. Remarkably, however, not nearly as much scholarly attention has been devoted to EAC as to RCR or to engineering ethics, and RCR and engineering ethics educational efforts are not always presented as facets of EAC. The emergence of EAC efforts at two different institutions—the Illinois Institute of (...) Technology and Utah Valley University —provide counter examples. The remarkably successful UVU initiative gave birth to EAC as a scholarly movement and to the associated Society for Ethics Across the Curriculum. EAC initiatives at the Colorado School of Mines, however, point up continuing institutional resistances to EAC. Finally, comparative reflection on successes and failures can draw some lessons for the future. One suggestion is that increasing demands for accountability and pedagogical research into what works in teaching and learning offers special opportunities. (shrink)

This article explores human genetic diversity research east of what was the iron curtain. It follows the technique of “genogeographic mapping” back to its early Soviet origins and up to the post-Soviet era. Bringing together the history of genogeographic mapping and genealogies of “nationality” and “race” in the USSR, I discuss how populations and belonging were enacted in late Soviet biological anthropology and human genetics. While genogeography had originally been developed within the early Soviet livestock economy, anthropologists, public health scientists, (...) and medical geneticists reanimated the technique in the late 1960s after the end of the Lysenko era and its ban on classical genetics. In the 1970s, population geneticists pursued a project to compile all genetic data on the USSR population, resulting in a “genogeographic atlas,” consisting of series of tables as well as maps projecting genetic markers onto geographic grids. Following the post-Soviet trajectories of these maps, I examine the ways in which human genetic diversity studies realign with renegotiations of difference in today’s Russian Federation. The exploration of the Soviet case of human genetic diversity research contributes to our understanding of the varied ways in which racializing discourses were entangled in the project of modernization. This paper examines the history of Japanese genetics in the 1920s to 1950s as seen through the work of Hitoshi Kihara, a prominent wheat geneticist as well as a leader in the development of the discipline in Japan. As Kihara's career illustrates, Japanese genetics developed quickly in the early twentieth century through interactions with biologists outside Japan. The interactions, however, ceased due to the war in the late 1930s, and Japanese geneticists were mostly isolated from outside information until the late (...) 1940s. During the isolation in wartime and under the postwar U.S. Occupation, Kihara adapted to political changes. During wartime, he developed a research institute focusing on applied biology of various crops, which conformed to the national need to address food scarcity. After the war, he led the campaign for the establishment of a national institute of genetics and negotiated with American Occupation officers. The Americans viewed this Japanese effort with suspicion because of the rising popularity of the controversial theory of the Russian agronomist, Trofim Lysenko, in Japan. The institute was approved in 1949 partly because Kihara was able to bridge the gap between the American and Japanese sides. With Kihara's flexible and generous leadership, Japanese genetics steadily developed, survived the wartime, and recovered quickly in the postwar period. The article discusses Kihara's interest in cytoplasmic inheritance and his synthetic approach to genetics in this political context, and draws attention to the relation between Kihara's genetics and agricultural practice in Japan. The history of genetics and the evolutionary theory in the USSR is multidimensional. Only in the 1920s after the October Revolution, and due in large part to that Revolution, the science of genetics arose in Soviet Russia. Genetics was limited, but not obliterated in the second half of the 1950s, and was restored in the late 1960s, after the resignation of Nikita S. Khrushchev. In the subsequent period, Soviet genetics experienced a resurgence, though one not as successful as geneticists would (...) have liked. The Communist party bodies interfered constantly, but with different consequences for the development of genetics than when the earlier periods. The main troubles for Soviet genetics occurred during the unique, well-known, most contradictory, and tragic Stalinist period. The start date for the defeat of genetics is also known—August, 1948. In the social history of science and especially in the history of evolutionary biology it is natural, necessary, and even expected to adopt an evolutionary approach. In particular, historians of science need to consider and explain the evolution and dependence of Soviet science in regards to the evolution of Soviet society, the Soviet state, and the Communist party. This evolutionary perspective reflects the standards of evolutionary biology, evolutionary macrosociology, and also the history of science. (shrink)

The Danish marine biologist Anton Frederik Bruun (1901–1961) is chiefly remembered as an explorer of the deep-sea fauna and a key figure in international scientific organizations during the 1950s. As the Cold War increasingly permeated the marine sciences and it became too expensive for small states to operate deep-sea research vessels, he became an asset to the USA's oceanographic establishment as it sought to first assess Soviet strength (in terms of research, technology and logistical capacity) and then to build up (...) American oceanography in response. Bruun's contacts with the USSR – including a visit in 1957 – strengthened his contacts to the American military as well as American oceanographers. His enthusiasm for raising interest in the marine sciences in developing countries could also be matched to American geopolitical goals. Bruun's participation in the Scripps Institution of Oceanography's Naga expedition to the South China Sea and Gulf of Thailand captured the mutually beneficial nature of his American connections. Bruun was able to use the USA to reach distant oceans, while the USA in turn gained from Bruun's prestige as it forged connections with friendly states through science, an increasingly important arena for Cold War competition. John Maynard Smith was one of Britain's most eminent evolutionary biologists. For over forty years, from 1954 onwards, he also regularly appeared on radio and television. He primarily acted as a scientific expert on biology, but in the late 1960s and the 1970s he often spoke on the implications of science for society. Through four case studies, this paper analyses Maynard Smith's scientific broadcasting against developments within the BBC as well as the relation between science and society in Britain. It (...) finds that while Maynard Smith acknowledged and accepted increasing mediation through the BBC and its producers, he stayed publicly and privately critical of both format and content decisions in his reflections on the science–media relationship. At the same time, we find that over a decade before the 1985 report by the Royal Society on the public understanding of science, Maynard Smith came to think of engagement with the public via the media as scientists’ responsibility. This article describes the slight impact of Lysenkoism upon Polish botany. I begin with an account of the development of plant genetics in Poland, as well as the attitude of scientists and the Polish intelligentsia toward Marxist philosophy prior to the World War II. Next I provide a short history of the introduction and demise of Lysenkoism in Polish science, with a focus on events in botany, in context with key events in Polish science from 1939 to 1958. The article (...) outlines the little effects of Lysenkoism upon botanists and their research, as well as how botanists for the most part rejected what was often termed the "new biology." My paper shows that though Lysenko's theories received political support, and were actively promoted by a small circle of scientists and Communist party activists, they were never accepted by most botanists. Once the political climate in Poland altered after the events of 1956, Lysenko's theories were immediately abandoned. (shrink)

My first book, The Physicists, was conceived when I. I. Rabi visited Princeton in 1961–1962 as a Shreve Fellow in the History Department. Some two years earlier C. P. Snow had published his influential provocation, The Two Cultures and the Scientific Revolution, and the academic world was abuzz with initiatives aimed at achieving better literacy in science among liberal arts majors. Rabi was a Nobel laureate in physics at Columbia University and his visit was one of Princeton's efforts to this (...) end. It had been arranged by my mentor, Eric F. Goldman, a historian of modern America who had gotten to know Rabi through their mutual engagement with current issues in American democracy. (shrink)
