In the beginning, policy debates between critics and advocates of genetically modified (GM) crops focused on scientifically determined risks. Ten years later, the argument between environmentalists or consumers and regulators or industry has changed into a discussion about the implementation of more democratic policymaking about GM farming. A notable omission from the political debate about food biotechnology in the United States, however, is the opinion of farmers who cultivate the GM crops. Policymakers should value practical knowledge based on experiences from (...) farmers, not only scientific industry reports or consumer product opinions. This project uses in-depth interviews to create an original mail survey that uses the practical discourse of farmers in order to explore the relationship of farmer attitudes and GM agriculture. Although national research indicates that larger yields are the most common reason for GM adoption, qualitative information suggest that the potential of GM crops to increase revenue per acre does not truly reflect all the concerns of modern farmers. For example, farmers who use GM seeds indicate that they constantly question the social impacts of their agricultural practices. As such, GM policies should be restructured as a political rationalization of both economic modeling and political theory because this research suggests that farmers’ business decisions are utility calucations that consider economics without ignoring environmental and political contexts. Farmers’ concerns about non-economic risks suggest that they need more information about GM crops and that governmental policies should respond to their interests, as they are more democratic or pluralistic than industry or consumer arguments. This study examined the relation between professional affiliation and the framing of expert congressional testimony about nicotine's addictiveness. Experts were chosen from three different types of sponsoring organizations: the tobacco industry, government, and independent research organizations, both pro- and anti-tobacco. The study sought to identify common technical biases and policy concerns that could define an overall “expert” attitude, as well as differences where the experts’ framing of nicotine addiction would reveal attempts to favor their own institutions. Semantic network analysis was (...) applied to each group's discourse, thereby clustering associated words that represented major themes in each type of expert group. Clusters revealed a common preoccupation with narrowly defined, lab-based evidence, but more locally, each group framed the issues to support its sponsor's strategy. (shrink)

The development of genetically modified crops in Malaysia is now closer to the commercialization stage. This is in line with the Malaysian Biotechnology Policy in transforming science into business by 2011. However, the ethical aspects of modern biotechnology have not been taken into consideration while doing the research and development related to modern biotechnology. The objective of this paper is to study the ethical perception of the Malaysian stakeholders in the Klang Valley region towards modern biotechnology in general and GM (...) crops. A survey was carried out on 434 respondents from various stakeholder groups in the Klang Valley region. Results of the survey showed that the respondents were ambivalent and cautious about modern biotechnology and GM crops. Although they perceived modern biotechnology as not threatening the natural order of things and having high benefit, they felt that humans have no absolute right to modify living things, were moderately concerned about its possible risks and were highly concerned about the possibility of market monopoly by giant companies and developed countries. They also stressed the high need for labeling of modern biotechnology products and only had moderate confidence in modern biotechnology regulations. Perceptions towards the ethical aspects of GM crops were found to vary according to the type of gene transfers involved. GM crops that involve intra-species gene transfer, such as plant to plant gene transfer, were perceived as more beneficial, less risky and more ethically and religiously acceptable, as compared to those involving cross-species gene transfers. Crossspecies gene transfer that was developed for medicalrelated benefits was more acceptable, compared to those that offered only additional benefits, such as nutritional enhancement. (shrink)

Sobre esta base, argumentaré que el nuevo papel del conocimiento en la transformación de la naturaleza y en la dinámica social, así como el creciente protagonismo de la sociedad civil en la vida pública, hace del involucramiento de los agentes sociales en la gestión del cambio científico-tecnológico una condición clave de gobernabilidad en la sociedad del conocimiento. The food systems/commoditychain analytical framework cannot fully explain therise of this new food. An adequate understanding ofthe consumer's role in the food system/commodity chainrequires more attention to consumption as a form ofpolitics. One way to do this is to look at thepolitics of other new social movements, especiallythose contesting mainstream notions of risk. From thisapproach, organic milk consumption challenges rBGHfrom a ``Not-in-my-Body'' or ``NIMB'' politics of (...) refusal,similar to the political refusal of neighborhoodresidents in ``Not-in-My-Backyard'' or ``NIMBY''environmental movements. The NIMB form of politics isnot a social movement of politically consciousconsumers, yet it is still a political activity inwhich consumers participate in the formation of theindustry through a process of ``reflexive consumption.''An analysis of producer-consumer discourse on milkcartons reveals the nature of this political formation. In this article, the author examines an exemplary part of the Soviet media discussion following the Chernobyl disaster. She traces transformations in this discourse affecting the concepts of risk and uncertainty and indicates their relevance for the reconfiguration of the relationships between the state, scientific experts, and the public. Chernobyl occurred during a period of unprecedented potential for change: in the wake of Gorbachev’s perestroika, newly emerging environmental groups gradually managed to gain access to a previously closed forum, the national (...) print media. During the ensuing public debates between environmentalists and energy officials, nuclear risks or uncertainties were used as powerful, yet flexible, rhetorical tools for articulating political positions, for assigning or denying authority and legitimacy, and for reconceptualizing “the public.” The shorthand “Chernobyl” came to be deployed strategically to solicit change, to challenge old practices, and to legitimize the continuation and extension of these practices. Experts have been claimed to perceive risks in a different way than the general public. It is likely that experts often see risks in their own field of expertise as smaller than the public does, but that does not imply that their risk perception is also driven by other factors. Topical experts and general risk assessors are two quite different types of experts. Still, common assertions as to the simple structure of expert risk perception, said to be related only to (...) technical or statistical risk estimates, builds on a meager database consisting of 15 general risk assessors. Results from a study reported here show that the factors explaining experts’ risk perception are similar to those of a comparable group of nontopical experts with a similar level of technological literacy and to the general public, and that the level of explained variance is quite comparable for experts and the general public. This article investigates the predictors of coping willingness among citizens exposed to coastal flooding. We focus especially on how place identity, perceived self-efficacy, anxiety-state and coastal flooding risk perception shape both active and passive coping willingness. Data were obtained from different areas at risk of coastal flooding located in France. The sample is composed of 315 adult participants (mean age = 47; SD = 15). We observe a direct relation between risk perception and active coping willingness. The model did not (...) confirm our expectations that a higher perceived self-efficacy would increase active coping willingness. Concerning passive coping strategies, the model reflects our expectations that a higher anxiety-state increases passive coping willingness, and that place identity acts as a mediator and reinforce the relation between anxiety-state and passive coping willingness. To our knowledge this is an unprecedented model that suggests the importance of anxiety-state and place identity in the study of coastal risks. Moreover, it suggests that place identity is reinforced when the living place is threatened and encourages the willingness to use passive coping strategies. Model fit indices suggest the good fit of our model and Bayesian model comparison reveals a very strong evidence of the better fit of this model compared to its saturated and independent equivalents. The aim of this paper is to analyze the process of risk communication in the context of assisted reproduction in Latvia. The paper is based on a qualitative methodology and two types of data: media analysis and 30 semi-structured interviews (11 patients, 4 egg donors, 15 experts). The study explores a broad definition of risk communication and explores three types of risks: health, psychosocial, and moral. We ask (1), who is involved in risk communication, (2), how risks are discussed using (...) different channels of communication, and (3), what ethical problems arise during this process. In the process of analysis, we identified four types of information channels and two strategies of risk communication used by patients, as well as several ethical problems. In our view, the analysis of risk communication practices is significant to improve patient/physician relationship, as well as better meet patients' needs for comprehensive risk information. Rabbits are a major vertebrate pest in New Zealand. An application has been made recently to import and release in New Zealand the biological control agent Rabbit Calicivirus Disease. In this paper we discuss the findings from a qualitative study and a national survey of New Zealanders' perceptions of rabbits, rabbit control, and RCD. New Zealanders' position on the introduction of RCD is complex, and includes concern for the rabbit as a sentient individual that deserves a humane death if it (...) is to be killed, appreciation of the environmental and agricultural damage it causes, and skepticism about the information on RCD currently being provided. Because perceptions of biological control include risk perceptions, we draw upon the literature on public perceptions of risk to interpret the results. We also discuss some ethical and practical issues arising from our study. We contend that the complexity of the issues, and the nature of their presentation, requires a public decision-making process involving two-way communication. (shrink)
