On most accounts, beliefs are supposed to fit the world rather than change it. But believing can have social consequences, since the beliefs we form underwrite our actions and impact our character. Because our beliefs affect how we live our lives and how we treat other people, it is surprising how little attention is usually given to the moral status of believing apart from its epistemic justification. In what follows, I develop a version of the harm principle that applies to (...) beliefs as well as actions. In doing so, I challenge the often exaggerated distinction between forming beliefs and acting on them.1 After developing this view, I consider what it might imply about controversial research the goal of which is to yield true beliefs but the outcome of which might include negative social consequences. In particular, I focus on the implications of research into biological differences between racial groups. (shrink)

Humans regularly pursue activities characterized by dramatic success or failure outcomes where, critically, the chances of success depend on the time invested working toward it. How should people allocate time between suchmake‐or‐breakchallenges and safe alternatives, where rewards are more predictable (e.g., linear) functions of performance? We present a formal framework for studying time allocation between these two types of activities, and we explore optimal behavior in both one‐shot and dynamic versions of the problem. In the one‐shot version, we illustrate striking (...) discontinuities in the optimal time allocation policy as we gradually change the parameters of the decision‐making problem. In the dynamic version, we formulate the optimal strategy—defined by agiving‐upthreshold—which adaptively dictates when people should stop pursuing the make‐or‐break goal. We then show that this strategy is computationally inaccessible for humans, and we explore boundedly rational alternatives. We compare the performance of the optimal model against (a) a myopic giving‐up threshold that is easier to compute, and even simpler heuristic strategies that either (b) only decide whether or not to start pursuing the goal and never give up or (c) consider giving up at a fixed number of control points. Comparing strategies across environments, we investigate the cost and behavioral implications of sidestepping the computational burden of full rationality. (shrink)

In this paper I present a criticism of Sarah Moss‘ recent proposal to use scoring rules as a means of reaching epistemic compromise in disagreements between epistemic peers that have encountered conflict. The problem I have with Moss‘ proposal is twofold. Firstly, it appears to involve a double counting of epistemic value. Secondly, it isn‘t clear whether the notion of epistemic value that Moss appeals to actually involves the type of value that would be acceptable and unproblematic to regard as (...) epistemic. What place, if any, moral principles should or do have in moral life has been a longstanding question for moral philosophy. For some, the proposition that moral philosophy should strive to articulate moral principles has been an article of faith. At least since Aristotle, however, there has been a rich counter-tradition that questions the possibility or value of trying to capture morality in principled terms. In recent years, philosophers who question principled approaches to morality have argued under the banner of (...) moral particularism. Particularists can be found in diverse areas of philosophical inquiry, and their positions and arguments are of broad interest.1 Despite its importance, a proper evaluation of particularism has been hindered both by the diversity of arguments employed to defend it, and, perhaps more significantly, by the diversity of positions that can fairly claim to be particularist. Our aim is first to explicate particularism by identifying a unified range of particularist theses and explaining both what unites them as versions of particularism as well as what distinguishes them from each other. We then articulate and evaluate the main arguments for particularism and explain how each is especially well-suited to supporting some conceptions of particularism rather than others. We tentatively conclude that the positive arguments for particularism are not convincing. They do, however, reveal particularism to be a surprisingly resilient position, one that is not readily refuted.. (shrink)

Instrumentalism is the view that all requirements of practical reason can be derived from the instrumental principle, that is, from the claim that one ought to take the suitable means to one's ends. Rationalists, by contrast, hold that there are requirements of practical reason that concern the normative acceptability of ends. To the extent that rationalists put forward these requirements in addition to the instrumental principle, rationalism might seem to go beyond instrumentalism in its normative commitments. This is why it (...) is sometimes thought that rationalism is stronger than instrumentalism in a way that entails that instrumentalism is the default view, while rationalists carry the burden of proof. In this paper, I explore and discuss different ways of spelling out this idea. I argue that rationalism is not stronger than instrumentalism in a way that has implications for matters of justification and differences in prima facie defensibility of the two sorts of views. A persistent boast of the historical approach to functions is that functional properties are normative. The claim is that a token trait retains its functional status even when it is defective, diseased, or damaged and consequently unable to perform the relevant task. This is because historical functional categories are defined in terms of some sort of historical success -- success in natural selection, typically -- which imposes a norm upon the performance of descendent tokens. Descendents thus are supposed to perform (...) the associated task even when they cannot. The conceit, then, is that malfunctions are explicable in terms of historical success. The aim of this paper is to challenge this conceit. My thesis is that the historical approach to functions lacks the resources with which to account for the possibility of malfunctions. If functional types are defined in terms of historical success, then tokens that lack the defining property due to defect, and tokens that have lost the defining property due to disease or damage, are excluded from the functional category. Historically based malfunctions, in consequence, are impossible. The historical approach is no better than its non-historical competitors in accounting for the presumed normativity of functional properties. (shrink)

A historical theory of rational norms claims that, if we are supposed to think rationally, this is because it is biologically normal for us to do so. The historical theorist is committed to the view that we are supposed to think rationally only if, in the past, adult humans sometimes thought rationally. I consider whether there is any plausible model of rational norms that can be adopted by the historical theorist that is compatible with the claim that adult human beings (...) are subject to rational norms, given certain plausible empirical assumptions about our history and capabilities. I suggest that there is one such model: this model centres on the idea that a procedure is rational if it has been endorsed (or at least not rejected) by mechanisms that have the function to ensure that the subject learns to reason in a way that approaches a certain kind of optimality. Standard discussions of prudence treat it as requiring time-slice management. That this is the standard view of prudence can be seen by its presence in two seemingly opposed positions on prudence, those of Thomas Nagel and Derek Parfit. I argue that this kind of view fails to properly appreciate the difficulty with being prudent, treating imprudence as a kind of theoretical mistake. I then offer a characterization of prudence as integrity, the holding together of disparate but temporally extended parts of (...) the self in a manner that makes the act of reasoning possible. Relatively little contemporary philosophy of education employs economic concepts directly. Even where issues such as marketisation of education are discussed there may be little clarification of underlying concepts. The paper argues that while much contemporary economic thinking on education may be philosophically naive, it is also the case that philosophy of education can productively engage with particular economic insights and perspectives. The paper examines particular conceptualisations of 'economics' and 'the market', drawing upon these to consider aspects of an issue that (...) is significant for the philosophy of education: human becoming. The purpose of this paper is to consider, in principle and at the most general level, a particular possible approach to educational policy‐making. This approach involves an education‐specific application of the notion of hypothetical markets first developed in Ronald Dworkin's book Sovereign Virtue: The theory and practice of equality . The paper distinguishes the concept of the market from the operation of any actual market, and from the operation of ‘market forces’ in any generalised sense. It continues by arguing that (...) hypothetical markets of the kind identified by Dworkin are not only distinct, in both their nature and purpose, from actual markets operating in education, but also—in the face of continuing widespread debate about the value, at particular times and places, of such actual markets—a potentially valuable theoretical tool for educational policy‐making. The presence of intelligence and rationality in Artificial Intelligence and the Internet requires a new context of analysis in which Herbert Simon’s approach to the sciences of the artificial is surpassed in order to grasp the role of information in our contemporary setting. This new framework requires taking into account some relevant aspects. In the historical endeavor of building up AI and the Internet, minds and machines have interacted over the years and in many ways through the interrelation between scientific (...) creativity and technological innovation. Philosophically, minds and machines can have epistemological, methodological and ontological differences, which are based on the distinct configuration of human intelligence and artificial intelligence. Their comparison with rationality and its various forms is particularly relevant. Scientifically, AI and the Internet belong to the sciences of the artificial, because they work on designs that search for specific aims, following selected processes in order to achieve expected results. Technologically, AI and the Internet require the support of information and communication technologies. These have an instrumental role regarding the existence of AI and the Internet. Also ICT shape their diverse forms of configuration over the years.Within this framework, this paper offers a new context of analysis that goes beyond Simon’s and follows four main steps: the interaction between scientific creativity and technological innovation as the philosophico-methodological setting for Artificial Intelligence and the Internet; artificial intelligence and human intelligence as epistemological basis for machines and minds, where the differences between artificial intelligence and human intelligence are made explicit and the analysis of minds and machines is made from the perspective of rationality ; intention and its difference with design of machine learning are considered to distinguish human intelligence from artificial intelligence; and the internal and external aspects of artificial designs in contemporary society are considered through the perspective of rationality, which leads to the transition from intelligence to rationality in the Internet as well as to the historicity of information. Functionalism has long been the dominant paradigm in systems development practice. However, functionalism promotes an innate and immutable instrumental rationality that is indifferent to human values, rights, society, culture and international stability. It, in essence, lacks empathy. Although alternative paradigms have been promoted for decades in the systems development literature to help address this deficit, functionalism remains dominant. This paper reiterates the call for a fundamental paradigm shift away from myopic functionalism and towards a more empathic and human-centred philosophy. It (...) argues that the human-centred tradition offers a philosophically compatible and mature approach that can be practically harnessed for promoting empathy in systems development. The paper investigates the potential of systems development to become truly human-centred using data originally collected as part of a multi-method critical-interpretive study of privacy in information systems development. Multiple methods are used for the data analysis presented, including principal components analysis, hierarchical clustering, Q methodology and descriptive statistics. The multi-method analysis demonstrates that a marked discreteness exists between human-centred sentiments and instrumentally rational ones in systems development praxis. The paper concludes by presenting recommendations on how human-centred values can be practically fostered and engaged to enable greater empathy in contemporary system development and strengthen international stability.
