The possibility of morally enhancing the behavior of individuals by means of drugs and genetic engineering has been the object of intense philosophical discussion over the last few years. However; although moral enhancement may turn out to be useful to promote cooperation in some areas of human interaction; it will not promote cooperation in the domain of international relations in those areas that are critical to state security. Unlike some moral enhancement theorists; I argue that; because of the structure of (...) the system of states; moral enhancement cannot be used to avert such major threats to humankind as terrorism and nuclear conflict. My analysis of the political implications of moral enhancement is pursued through a critical discussion of two different versions of political realism; namely human nature realism and structural realism. I conclude that; as far as major threats to the survival of humankind are concerned; moral enhancement can at most be used as a means to change the present structure of the system of states. The primary instrument of dispute management in political liberalism is a form of political thinking and talking that tries to reconcile opposed positions with an impartial settlement based on fair arrangements and mutual respect, one that is careful to treat rival views equitably, and reasoned through from start to finish with open methods that lead to a public justification understandable to the disputants. But this model of reasoning is notoriously deficient in resolving disputes among radically different communities. A more effective (...) form of political reasoning for these disputes that yet respects the background values of liberalism is found in the languages of state depicted in realist accounts of international relations. These languages avoid liberal appeals to be reasonable, reciprocity controlled by moral criteria, and the quest for common reasons. They represent a deliberative search for an accord that will meet the interests of the disputing parties as they define these interests and understand the settlements, and in this sense are welcome models to manage divisive issues in pluralist democracies. A complete version of political reasoning would contain both liberal and realpolitik models and a mechanism to adjudicate the appropriate uses of each model. (shrink)

In everyday usage, ‘realism’ is often used as a name for a practically or epistemically low-ambition attitude, while ‘idealism’ is often taken to denote a highambition—if not utopian—attitude. In philosophcal usage, mostly, it is the other way around: those who are called realists tend to claim more than their opponents—they are the philosophical optimists. Within philosophy itself, ‘realism’ adopts a variety of interrelated and contested meanings. It is used as the name for doctrines about issues such as perceptual access to (...) reality, the existence of universals, the goals and achievements of science, the nature of truth, the objectivity of morality, and many other things. Given this variety, no single shorthand definition of the term ‘realism’ can be provided. One manifestation of this variety is that the opponents of realism about these issues are not called uniformly by a single label (other than the rather uninformative ‘antirealism’): the labels used include idealism, phenomenalism, instrumentalism, conventionalism, fictionalism, noncognitivism, constructivism, relativism, irrealism, and others. Sometimes such labels vary from one dispute or domain to another even when similar ideas are being expressed. Sometimes they are used to make claims that are specific to the domain at hand and distinct from other antirealist theses. In what follows a brief tour will be taken along some of the representative philosophical highways and lanes, from ontology through semantics to epistemology. Along the way, realism will be confronted with some of its various opponents and internal conflicts. The philosophical landscape in the neighborhood of realism is nowadays much broader than it used to be: in a typical older encyclopedia, ‘realism’ was taken to name doctrines about universals or about perception, or both, to the exclusion of much of its present coverage, and many of the current opponents were missing from view altogether. What are the respective roles and responsibilities of global, national, and local communities as well as individuals themselves to address health deprivations and avert health threats? This article offers the beginnings of a theory of global health justice, arguing for universal ethical norms (general duty) with shared global and domestic responsibility (specific duties) for health. It offers a global minimalist view I call ‘ provincial globalism ’ as a mean between nationalism and cosmopolitanism, in which a provincial consensus must accompany (...) a global consensus on health morality. This minimalist account asserts global and national duties to promote human flourishing and, more specifically, individuals’ central health capabilities. In this view, justice requires prioritizing responsibilities through shared health governance to reduce shortfall inequalities in central health capabilities — a general duty to reduce premature mortality and escapable morbidity. It examines the difficulties presented by the philosophical principles of connectedness, causality, remediation, partiality, and capacity in the allocation of responsibility for global health. It offers a theory of responsibility allocation based on a functional, health agency centered and homeostatic balanced understanding of the analytical components required to solve global health problems and parcels out roles and responsibilities at the global, national, local, and individual levels accordingly. Allocations of responsibility rest on the effectiveness and special obligations of different actors, respecting self-determination by groups and individuals and seeking voluntary commitments . This view understands that the remedy for global health problems must be sustainable to take nations and the global health community to a new global health equilibrium that remedies current problems and prepares for new health threats to come. Like asteroids, hundred-year floods and pandemic disease, thermonuclear war is a low-frequency, high-impact threat. In the long run, catastrophe is inevitable if nothing is done − yet each successive government and generation may fail to address it. Drawing on risk perception research, this paper argues that psychological biases cause the threat of nuclear war to receive less attention than it deserves. Nuclear deterrence is, moreover, a ‘front-loaded good’: its benefits accrue disproportionately to proximate generations, whereas much of the expected cost (...) will be borne in the distant future. Recent surveys indicate that the US and Russian publics assign a surprisingly high likelihood to nuclear war. Nevertheless, earlier research suggests that it is probably not believed to be just around the corner. This, along with the absence of easy solutions, encourages governments and publics to give priority to more pressing concerns. The danger is that the pattern will continue clear up to the point that nuclear war arrives. (shrink)

Freezing is a common sign of panic, a response to accidents or events that overflow our capacity to react. Just as all civil airspace was cleared after the 9/11 attacks, the US-Canada border was also frozen, causing economic slowdowns. Border policies are caught between these two panics: security failures and economic crisis. To escape this paradox, American and Canadian authorities have implemented a series of security measures to make the border ‘smarter’, notably the implementation of biometric identity documents and surveillance (...) by UAV Predator drones. Psychoanalytic theory can help us explain why the Canadian and American governments have invested so much money for so little evident or measurable increase in either security or economic flows. The article uses the notion of phantastic objects to explain these (over-)reactions to risk management at the US-Canada border. (shrink)

This article argues that political realists have at least two strategies to provide distinctively political normative judgements that have nothing to do with morality. The first ground is instrumental normativity, which states that if we believe that something is a necessary means to a goal we have, we have a reason to do it. In politics, certain means are required by any ends we may intend to pursue. The second ground is epistemic normativity, stating that if something is true, this (...) gives us a reason to believe it. In politics, there are certain empirical regularities that ought to be acknowledged for what they are. Both sources are flawed. Instrumental normativity only requires coherence between attitudes and beliefs, and one can hang on to false beliefs to preserve attitudes incompatible with reality. I may desire to eschew power relations, and accordingly I may imagine politics to be like a camping trip. Epistemic normativity, on the other hand, operates critically, striking down existing normative claims. It shows us that politics is nothing like a camping trip, but it doesn’t tell us what we should do about it. We conclude by showing that if the two are taken together, they remedy each other’s flaws. Alexander the Great’s conquests ushered in the Hellenistic era throughout the ancient Mediterranean and Middle East. In this period, the Seleucids, one of most successful of the Successor dynasties, ruled over most of the Middle East at the height of their power. Yet two rising powers in the ancient world, Rome and Parthia, played a crucial role in the decline and eventual fall of the Seleucids. In a prior article, I argued that geopolitical developments around the Eastern Mediterranean in the (...) middle third century BCE were indirectly responsible for the emergence of the Parthian state in Iran. Disastrous military conflicts at home and abroad in the west caused a sudden decline of Seleucid power in the 240s–230s, triggering what political scientists call a power-transition crisis. This article utilizes similar approaches to historical analysis and International Relations theory to contend that, after a period of recovery, a further sudden decline of Seleucid power in the 160s–130s triggered another power-transition crisis that brought an end to Seleucid hegemony over the Middle East permanently. The crisis facilitated the rapid transformation of the Parthian state from a minor kingdom to a major empire, drastically changing the international environment of the ancient world. (shrink)

Classical realism and Morgenthau in particular have recently experienced a revived interest in International Relations (IR). The evolving debate has helped to contextualise and reconstruct Morgenthau's thought which until now had been misrepresented in structural realist and early poststructuralist interpretations. However, despite all of its achievements, we have yet to draw more attention to Morgenthau's contribution to contemporary IR theory. To contribute to the closing of this research gap this article considers a set of questions which Morgenthau himself asked at (...) the beginning of his career as its conceptual framework. It is argued that Morgenthau was particularly concerned with the dehumanisation of socio-political life in modern democracies evoked through processes of ideologisation, technologisation, and scientification, which he countered by focusing on a re-introduction of the human factor to politics. This demonstrates that Morgenthau's work is a rich source for IR theory because his intellectual agenda was driven by concerns similar to what we find in poststructuralism. (shrink)

Modern International Relations theory has consistently underestimated the depth of the problem of anarchy in world politics. Contemporary theories of globalisation bring this into bold relief. From this perspective, the complexity of transboundary networks and hierarchies, economic sectors, ethnic and religious ties, civil and cross-border wars, and internally disaggregated and transnationally connected state actors, leads to a complex and multidimensional restructuring of the global, the local and the uneven connections in between. We ought to abandon the idea of ‘high’ and (...) ‘low’ politics, ‘inside’ and ‘outside’ once and for all. This does not remove the problem of anarchy but rather deepens it, involving multidimensional tensions and contradictions variously described as ‘functional differentiation’, ‘multiscalarity’, ‘fragmegration’, disparate ‘landscapes’, the ‘new security dilemma’ and ‘neomedievalism’. This article argues the benefits of including a theological interpretation of natural law morality within the normative discourses of international politics. It challenges the assumption of a Grotian secular natural law arguing that practical reason, in a Thomist interpretation, is better suited to the demands of international political theory. It engages with themes of agency, practical reason, and community in order to enhance the content of the post-territorial community evidenced in ethical cosmopolitan debates. Likewise, it envisions simultaneously enhancing a rapprochement (...) among cosmopolitan and communitarian discourses of international politics facilitated through an institutional design guided by the morality of natural law. Although the recent collapse and dissolution of the Soviet Union has significantly reduced the near-term probability of nuclear disaster, it constitutes wishful thinking to imagine that meaningful and effective global governance is possible in today's world. The term "global governance" suggests and implies a degree of order and control in the international community far beyond that which presently exists, and that in fact could only be achieved by means of a global government. The global governance myth has emerged to help (...) people cope with the uncongenial and presumably unavoidable reality that we are living in a world in which global government is impossible, and in which therefore the international condition is most accurately described as "international anarchy." A dysfunctional myth is a belief that not only is false, but that discourages and deters thought and action toward overcoming uncongenial realities which are not, in fact, unavoidable. Global governance, in all likelihood, falls into the category of dysfunctional myth. (shrink)

This article explores the extent to which the decision to invade Iraq in 2003 coheres with the normative precepts of liberalism as an international political theory. Beginning with a Lockean liberal theory of the state, this article first examines the evolution of international liberalism in order to identify the fundamental normative postulates of liberal theory as it pertains to international relations, especially regarding the use of military force. The article then advances two interrelated arguments: First, that the underpinnings of the (...) decision to invade Iraq embodied in the Bush Doctrine draw heavily from the liberal tradition, though still depart from it in important ways. Second, that the Bush Doctrine as manifested in the Iraq war reflects in many ways the liberal thinking that prevailed during the interwar years and is therefore susceptible to a similar charge of ‘utopianism’ that was leveled against interwar liberalism by E. This article argues anarchy is undertheorized in International Relations, and that the undertheorization of the concept of anarchy in International Relations is rooted in Waltz’s original discussion of the concept as equal to the invisibility of structure, where the lack of exogenous authority is not just a feature of the international political system but the salient feature. This article recognizes the international system as anarchical but looks to theorize its contours—to see the invisible structures that are overlaid within international anarchy, (...) and then to consider what those structures mean for theorizing anarchy itself. It uses as an example the various ways that gender orders global political relations to suggest that anarchy in the international arena is a place of multiple orders rather than of disorder. We aim to find a middle path between disease models of addiction, and those that treat addictive choices as choices like any other. We develop an account of the disease element by focussing on the idea that dopamine works primarily to lay down dispositional intrinsic desires. Addictive substances artifically boost the dopamine signal, and thereby lay down intrinsic desires for the substances that persist through withdrawal, and in the face of beliefs that they are worthless. The result is cravings that (...) are largely outside the control of the addict. But this does not mean that addicts are bound to act on such cravings, since they typically retain their faculty of self-control. The issue is one of difficulty not impossibility. Controlling an addictive craving is exceedingly demanding. (shrink)

How can reformational philosophy help us reconceptualise the notion of security? In the field of Security Studies, theoreticalismsabound, each of them rooted in a different philosophical tradition. One of these approaches, “securitization theory”, portrays security in connection to five “sectors” that seem to reflect some of the basic aspects of the cosmos analysed by reformational philosophy. I consider the potential of this theory in an initial attempt to introduce a reformational approach to Security Studies. I also briefly consider some of (...) its shortcomings. Finally, I reflect on the basic elements of a reformational notion of security. At this stage I am not offering a new theory of security but merely beginning to sketch a new concept of security in light of reformational philosophy. (shrink)

This article examines the emerging pattern of 19th-century warfare against the backdrop of Modernity’s expressed optimism regarding social and economic progress. The author argues that in the modern period western countries have been insufficiently conscious of the consequences of weapons of mass destruction and of their own involvement in acts of mass violence. The article identifies a modernist culture radically different from that articulated by Enlightenment narratives.
