This article joins a growing body of scholarship on political parties in arguing that democratic party politics should be concerned with avoiding the problem of factionalism. But existing responses to this problem have relied too heavily on conceptual distinctions between parties and factions. This article discusses the growth of the populist radical right as a concrete example of the scenario where liberal democratic ideas are losing support in broadly liberal democratic societies. Our goal is to enrich John Rawls’ influential theory of political liberalism. Political parties have been the subject of a recent resurgent interest among political philosophers, with prominent contributions spanning liberal to socialist literatures arguing for a more positive appraisal of the role of parties in the operation of democratic representation and public deliberation. Current work on populism stresses its relationship to nationalism. However, populists increasingly make claims to represent ‘the people’ across beyond national borders. This advent of ‘transnational populism’ has implications for work on cosmopolitan democracy and global justice. In this paper, we advance and substantiate three claims. First, we stress populism’s performative and claimmaking nature. Is realism in political theory compatible with utopianism? This article shows that it is, by reconstructing a highly restrictive realist approach to political theory for guiding legislation and public policy, drawn from the work of Adam Smith, and showing how it can accommodate Piketty’s utopian proposal for a global tax on capital. This paper advances normative theorizing about political parties by highlighting concerns arising from recent empirical scholarship on marginal partisanship, affective polarization, and identity convergence. These phenomena challenge the ideal of healthy partisanship as characterized in recent democratic theory, and point toward a new theoretical agenda. I argue that democratic theorists' current focus on the virtues of mature partisanship has obscured essential questions about the scope of partisanship as an ideal and about processes of partisan socialization and mobilization. |

In an open-borders society, members of a polity would not be exclusively individuals who expect to stay in a country for a long time but also people who temporarily work and live there.
