The internet could be an efficient political instrument if it were seen as part of a democracy where free and open discourse within a vital public sphere plays a decisive role. The model of deliberative democracy, as developed by Jürgen Habermas and Seyla Benhabib, serves this concept of democracy best. The paper explores first the model of deliberative democracy as a ‘two-track model’ in which representative democracy is backed by the public sphere and a developing civil society. Secondly, it outlines (...) the normative concept of the public sphere and its basic ideas, namely the uncoerced communication of equal participants with equal access and equal rights to intervene or propose themes. The third part for discussion shows how the internet could fit into this concept of public sphere and influence the quality of political debates, and emphasizes the important role it can play in the political process. This is the second of two chapters on preference democracy. It points out that theories of liberal democracy necessarily require systematic responsiveness to popular wishes, in ways that make them fundamentally ‘preference‐respecting’, but that there are many different kinds of preferences and correspondingly many different ways of respecting them. Different models of democracy are better at providing certain sorts of respect for certain sorts of preferences than others, and which model of democracy liberal democrats want to adopt therefore depends on (...) which sorts of preferences they want to accord which sort of respect. The central claim of this chapter is that the author's preferred model of ‘democratic deliberation within’ is preference‐respecting in the right way, and that it therefore deserves a key role in any larger system of democratic accountability. Towards Justice and Virtue is Onora O’Neill’s most developed account thus far of her distinctive approach to moral and political philosophy. Readers who are already familiar with O’Neill’s articles and her two previous books will appreciate the way it brings together in one sustained and rigorous argument the various themes which have occupied her attention over the years. Those who are new to O’Neill’s work will find in it a lucid, accessible, and provocative challenge to contemporary ethical theories.

This essay asks why Aristotle, certainly no friend to unlimited democracy, seems so much more comfortable with unconstrained rhetoric in political deliberation than current defenders of deliberative democracy. It answers this question by reconstructing and defending a distinctly Aristotelian understanding of political deliberation, one that can be pieced together out of a series of separate arguments made in the Rhetoric, the Politics, and the Nicomachean Ethics.

This paper highlights the complex and fractured nature of EU governance, before examining various ways of introducing more light into the various dark recesses of current governance structures. The debate on transparency at the EU level is viewed through the prism of deliberative democracy and enabling more effective citizen participation in the governing processes. This model of democracy considers political participation by citizens in a broad sense which is not limited to participation in strictly political institutions (voting). From this perspective (...) the ability of citizens to effectively participate in social dialogue, in the broad sense of the term, is a definite attribute of democracy. The ability to participate in social dialogue depends to a large extent on accessibility of information and accessibility of the dialogue itself. The role of advanced information technology is obvious. It not only facilitates access to relevant information crucial for will formation processes but also facilitates social dialogue among citizens. Some form of organized and networked ‘active’ citizenry is moreover required‐ aware, committed and potent. This paper will thus further argue that ‘civil society’ (defined as in any event embracing the not for profit, public interest sector) at the EU level has a special role to play in this regard and will explore in outline some possible means of institutionalising this role in the highly specific EU context. The resuscitation of deliberative democracy in the Information Age requires the construction of transparent public spaces ‐ public arenas where power relationships between speakers are discernible and debate ensues according to the rules of civility and reason (conversational transparency). The metaphor of transparency, in the sense of legal accountability, also connects the role of communications regulation to the development of democratic political culture (legal transparency).
