The book from which these sections are excerpted is concerned with the prospects for assimilating the study of human intelligence and its products to the natural sciences through the investigation of cognitive structures, understood as systems of rules and representations that can be regarded as “mental organs.” These mental structui′es serve as the vehicles for the exercise of various capacities. They develop in the mind on the basis of an innate endowment that permits the growth of rich and highly articulated (...) structures along an intrinsically determined course under the triggering and partially shaping effect of experience, which fixes parameters in an intricate system of predetermined form. It is argued that the mind is modular in character, with a diversity of cognitive structures, each with its specific properties arid principles. Knowledge of language, of the behavior of objects, and much else crucially involves these mental structures, and is thus not characterizable in terms of capacities, dispositions, or practical abilities, nor is it necessarily grounded in experience in the standard sense of this term.Various types of knowledge and modes of knowledge acquisition are discussed in these terms. Some of the properties of the language faculty are investigated. The basic cognitive relation is “knowing a grammar”; knowledge of language is derivative and, correspondingly, raises further problems. Language as commonly understood is not a unitary phenomenon but involves a number of interacting systems: the “computational” system of grammar, which provides the representations of sound and meaning that permit a rich range of expressive potential, is distinct from a conceptual system with its own properties; knowledge of language must be distinguished from knowledge of how to use a language; and the various systems that enter into the knowledge and use of language must be further analyzed into their specific subcomponents. We consider the informal concept of "computability" or "effective calculability" and two of the formalisms commonly used to define it, "(Turing) computability" and "(general) recursiveness". We consider their origin, exact technical definition, concepts, history, general English meanings, how they became fixed in their present roles, how they were first and are now used, their impact on nonspecialists, how their use will affect the future content of the subject of computability theory, and its connection to other related areas. After a careful (...) historical and conceptual analysis of computability and recursion we make several recommendations in section §7 about preserving the intensional differences between the concepts of "computability" and "recursion." Specifically we recommend that: the term "recursive" should no longer carry the additional meaning of "computable" or "decidable;" functions defined using Turing machines, register machines, or their variants should be called "computable" rather than "recursive;" we should distinguish the intensional difference between Church's Thesis and Turing's Thesis, and use the latter particularly in dealing with mechanistic questions; the name of the subject should be "Computability Theory" or simply Computability rather than "Recursive Function Theory.". In Rules and Representations, first published in 1980, Noam Chomsky lays out many of the concepts that have made his approach to linguistics and human cognition so instrumental to our understanding of language.Chomsky arrives at his well-known position that there is a universal grammar, structured in the human mind and common to all human languages. Based on Chomsky's 1978 Woodbridge Lectures, this edition contains revised versions of the lectures and two new essays.

Georges Rey presents a much-needed philosophical defense of Noam Chomsky's famous view of human language, as an internal, innate computational system. But he also offers a critical examination of problematic developments of this view, to do with innateness, ontology, intentionality, and other issues of interdisciplinary interest.

This chapter describes some basic, often puzzling features of intentionality, with an eye to its role not so much in ordinary folk ascriptions but in serious psychological explanations, especially in many of Noam Chomsky's own presentations of his theory. It then considers Chomsky's censure of the notion, leading him to deny what would seem to be the explicit intentionalisms on which he seems to rely. Implicit in Chomsky's treatment of grammar is the idea that the positing of the language faculty (...) offers an “abstract” perspective on a physical system (the human brain) that implements the relevant features of the abstracta in ways we currently don’t understand. Two initial problems might be raised for this picture, one regarding inference and the other, generalization. The proposed model is effectively saying that theorists track states and generalizations of the linguistic system in an explicitly representational format, but what the theory is true of need not have such representational properties. The Antisymmetry of Syntax proposes a restrictive theory of word order and phrase structure that denies this assumption.

Jerry Fodor, among others, has maintained that Chomsky's language faculty hypothesis is an epistemological proposal, i.e. the faculty comprises propositional structures known (cognized) by the speaker/hearer. Fodor contrasts this notion of a faculty with an architectural (directly causally efficacious) notion of a module. The paper offers an independent characterisation of the language faculty as an abstractly specified nonpropositional structure of the mind/brain that mediates between sound and meaning—a function in intension that maps to a pair of structures that determine soundmeaning (...) convergence. This conception will be elaborated and defended against a number of likely complaints deriving from Fodor's faculty/module distinction and other positions which seek to credit knowledge of language with an empirical or theoretical significance. A recent explicit argument from Fodor that Chomsky must share his conception will be diagnosed and the common appeal to implicit knowledge as a foundation for linguistic competence will be rejected.
