This article surveys recent work on the idea of "citizenship", not as a legal category, but as a normative ideal of membership and participation. We focus on two emerging issues. First, whereas traditional notions of citizenship assume that membership and participation are promoted by the possession of rights, many theorists now emphasize civic responsibilities. Second, whereas traditional theories assume that citizenship provides a common status and identity, some theorists now argue that the distinctive needs and identities of certain groups -such (...) as women, ethnic minorities, the disabled - can only be accommodated through "group-differentiated citizenship". The writings of neo-conservatives, participatory democrats, civic republicans, feminists, civil society theorists, virtue theorists and cultural pluralists are surveyed. (shrink)

Since the publication of John Rawls'sA Theory of Justice, normative democratic theory has focused principally on three tasks: refining principles of justice, clarifying the nature of political justification, and exploring the public policies required to ensure a just distribution of education, health care, and other basic resources. Much less attention has been devoted to examining the political institutions and social arrangements that might plausibly implement reasonable political principles. Moreover, the amount of attention paid to issues of organizational and institutional implementation (...) has varied sharply across the different species of normative theory. Neoliberal theorists, concerned chiefly with protecting liberty by taming power, and essentially hostile to the affirmative state, have been far more sensitive to such issues than egalitarian-democratic theorists, who simultaneously embrace classically liberal concerns with choice, egalitarian concerns with the distribution of resources, and a republican emphasis on the values of citizen participation and public debate. Neglect of how such values might be implemented has deepened the vulnerability of egalitarian-democratic views to the charge of being unrealistic: “good in theory but not so good in practice.”. Randolph Bourne was only thirty-two when he died in 1918, but he left a legacy of astonishingly mature and incisive writings on politics, literature, and culture, which were of enormous influence in shaping the American intellectual climate of the 1920s and 1930s. This definitive collection, back in print at last, includes such noted essays as "The War and the Intellectuals," "The Fragment of the State," "The Development of Public Opinion," and "John Dewey's Philosophy."
