This book is the culmination of almost forty years of writing and thinking about speech acts and the use theory of meaning. Chapter 1 sets out and defends a version of the Austin-Searle trichotomy of a sentential act, i.e., uttering a sentence or surrogate, an illocutionary act, i.e., uttering a sentence with a certain "content" as reported by indirect speech, and a perlocutionary act, i.e., producing an effect on an audience by an utterance. Chapter 2 poses the question: what condition (...) C will turn an SA into an IA: F? Perhaps adding a perlocutionary intention to the effect that "U asserts that p only if U utters p with the intention of getting H to believe that p" will meet condition C. Alston argues, contra Schiffer, that it will not. Chapter 3 objects to Searle's analysis of sincere and non-defective promising, on the one hand, because there are too many ways a promise can be defective and, on the other hand, because some of Searle's conditions are not necessary for promising simpliciter. Of course, words aren’t magic. Neither are sextants, compasses, maps, slide rules and all the other paraphenelia which have accreted around the basic biological brains of homo sapiens. In the case of these other tools and props, however, it is transparently clear that they function so as to either carry out or to facilitate computational operations important to various human projects. The slide rule transforms complex mathematical problems (ones that would baffle or tax the unaided subject) into simple tasks of (...) perceptual recognition. The map provides geographical information in a format well-suited to aid complex planning and strategic military operations. The compass gathers and displays a kind of information that (most) unaided human subjects do not seem to command. These various tools and props thus act to generate information, or to store it, or to transform it, or some combination of the three. In so doing, they impact our individual and collective problem- solving capacities in much the same dramatic ways as various software packages impact the performance of a simple pc. (shrink)

This paper argues that self-consciousness and moral agency depend crucially on both embodied and social aspects of human existence, and that the capacity for practical wisdom, phronesis, is central to moral personhood. The nature of practical wisdom is elucidated by drawing on rival analyses of expertise. Although ethical expertise and practical wisdom differ importantly, they are alike in that we can acquire them only in interaction with other persons and through habituation. Representation is a pivotal concept in cognitive science, yet there is a serious obstacle to a naturalistic account of representations’ semantic content and intentionality. A representation having a determinate semantic content distinguishes correct from incorrect representation. But such correctness is a normative matter. Explaining how such norms can be part of a naturalistic cognitive science is what I call the normativity problem. Teleosemantics attempts to naturalize such norms by showing that evolution by natural selection establishes neural mechanisms’ functions, and such (...) functions provide the normativity requisite for a determinate semantic content. I argue that such attempts fail, because when specifying functions, and thus semantic contents, that are determinate enough to enable misrepresentation, they must tacitly appeal to human normative practices, especially the practice of giving intentional states as reasons for actions. I present a different tactic: using evolution by natural selection to avoid rather than solve the normativity problem. Representations’ semantic contents and their intentional targets are irreducibly normative. Semantics and intentionality are constituted within human normative practices. However, evolution by natural selection can be used to naturalistically explain the transition from a world without human beings and human normative practices — and thus without any distinction between thoughts that may be called “correct” or “incorrect” — to a world in which such human practices and distinctions are commonplace.
