Private information about individuals contained in computerized data bases is readily available to journalists, who have a moral obligation to inform the masses as a means of redistributing power in society. The journalist's duty to inform, however, conflicts with the duty to respect the privacy of individuals. Because legislation is largely ineffective in protecting individual privacy, the journalist's moral responsibility assumes additional weight. However, the journalist should not allow the claim of privacy to keep him or her from investigating matters (...) in which the public has a legitimate interest. To determine the extent of legitimate interest, the journalist must be able to distinguish between a right to knowledge and a curious interest in knowing. The moral right to privacy consists of the power to determine who may gain access to information about oneself. Individual human beings need some measure of privacy in order to develop a sense of self and to avoid manipulation by the state. Journalists who respect the privacy rights of those on whom they report should especially be careful not to intrude unduly when gathering information, in publishing they should be able to demonstrate a public need to know private information. This article examines implications of computer-sifted information: What happens when that information is reshuffled and used for other purposes than originally intended? Historical concepts of the philosophy of privacy are examined, essentially to demonstrate that a lack of clear precedent further confuses a fast-changing situation. The author argues that, a 100-odd years ago, advancing media technology prompted Louis Brandeis to proclaim a right to be let alone - but in the intervening years we have not been particularly effective in developing (...) proactive ethics and policy to deal with privacy issues. One case, a bill to restrict access to motor vehicle information, is cited as an example of proactive legislation; without advocating specific legislation, the author calls for increased foresight in the issue of technology and privacy. This study uses dialogic theory and philosophy of technology to provide an ethical framework for analysis of newspaper audiotex, or electronic voice information services. It concludes that growth of newspaper audiotex (a) is bound by notions of technological determinism and the technological imperative, (b) is driven by virtuosity values related more to personal aggrandizement of its developers than concern for consequences in the user sphere, and (c) signifies a shift in newspapers' communicative stance with readers to monologic mode emphasizing power/persuasion.
