John Broome and Duncan Foley have argued that it is a ‘misperception’ that the ‘control of global warming is costly’ and that we can make ‘sacrifices unnecessary’. There are a number of assumptions that are essential for this idea to work. These assumptions can be challenged. Furthermore, my claim is not merely that the Broome/Foley argument is flawed, and therefore unlikely to be successful. The issue of private property and the rights it confers remain almost undiscussed in critiques of globalization and free market economics. Yet property lies at the heart of an economic system geared to profit maximization. The authors describe the historically specific and self-consciously explicit manner in which it emerged. At the end of a thoughtful article on the future of nuclear war, Wiesner and York concluded that: "Both sides in the arms race are... confronted by the dilemma of steadily increasing military power and steadily decreasing national security. It is our considered professional judgment that this dilemma has no technical solution. If the great powers continue to look for solutions in the area of science and technology only, the result will be to worsen the situation.".

Whether this satirical inscription on a Dutch innkeeper's sign upon which a burial ground was painted had for its object mankind in general, or the rulers of states in particular, who are insatiable of war, or merely the philosophers who dream this sweet dream, it is not for us to decide. But one condition the author of this essay wishes to lay down. The practical politician assumes the attitude of looking down with great self-satisfaction on the political theorist as a (...) pedant whose empty ideas in no way threaten the security of the state, inasmuch as the state must proceed on empirical principles; so the theorist is allowed to play his game without interference from the worldly-wise statesman. Such being his attitude, the practical politician — and this is the condition I make — should at least act consistently in the case of a conflict and not suspect some danger to the state in the political theorist's opinions which are ventured and publicly expressed without any ulterior purpose. By this clausula salvatoria the author desires formally and emphatically to deprecate herewith any malevolent interpretation which might be placed on his words. (shrink)

Radical changes of our cultural values in the near future are inevitable, since the current culture is ecologically unsustainable. The present proposal, radical as it may seem to some, is accordingly offered as worthy of consideration. The main section of this article is on a proposed scheme, named Asset and Income Limits, for instituting maxima to the legitimate incomes and assets of individuals. This scheme involves every individual being associated with two bank accounts, an asset account (their own property) and (...) a holding account (held in escrow). Other parts of the advocated change in economic landscape are a radically different understanding of the concept of work and the introduction of a basic income. The roles of technology and culture, in creating both the opportunities and the obstacles to a transformation of society, are discussed. Non-monetary, non-convertible rewards for exceptional contributions to society are described. The scheme enhances freedom, being neutral in relation to many other value systems, such as the secular/sacred spectrum. The qualitative versus quantitative dichotomy is addressed, and it is concluded that the most that can be said of a just and sustainable society that has yet to be created is that the maximum income should be no more than one order of magnitude greater than the basic income, that is ~10 times at the most. Incentives for profitable employment would still be sufficient, and paying the basic income out of taxes on sales and/or non-basic income would be feasible. (shrink)
