Developments in the democratic theory of representation and deliberation enable renewed consideration of the ancient controversy over the proper place of rhetoric in politics. Rhetoric facilitates the making and hearing of representation claims spanning subjects and audiences divided in their commitments and dispositions. Deliberative democracy requires a deliberative system with multiple components whose linkage often needs rhetoric. Appreciation of these aspects of democracy exposes the limitations of categorical tests for the admissibility of particular sorts of rhetoric. Prioritization of bridging over (...) bonding rhetoric is a step in the right direction, while sometimes producing misleading results. A better systemic test asks whether or not rhetoric promotes an effective deliberative system linking competent and reflective actors. (shrink)

This article defends four claims. The first is that in the last few decades, two waves of democratic innovation based on random selection must be differentiated by their partly different concrete devices, embodying different social dynamics and pointing toward different kinds of democracy. The second claim is that the rationale of the first wave, based on randomly selected minipublics, largely differs from the dynamic of political sortition in Athens, as it points toward deliberative democracy rather than radical democracy. Conversely, empowered (...) sortition processes that have emerged during the second wave capture better the spirit of radical Athenian democratic traditions. The third claim is normative: these empowered sortition processes are more promising for a real democratization of democracy. The last claim is that any proposal of a legislature by lot must rely on this lesson when trying to defend a normatively convincing and politically realistic perspective. (shrink)

The Millennium Development Goals (MDGs), an unprecedented set of global commitments to reduce various forms of human deprivation and promote human development, are set to expire in 2015. Despite their promise, the MDGs are flawed in a variety of ways. The development community is already discussing what improved development framework should replace the MDGs. I argue that global justice advocates should focus first on the procedure for developing the post-2015 development framework. Specifically, they should create spaces for citizens, especially the (...) most marginalized and oppressed, to actively deliberate about the form and content of a future global development framework, and ensure that this deliberation receives political uptake in formal intergovernmental processes for deciding the post-2015 framework.
