Science shops were established at universities throughout the Netherlands in the early 1970s with the avowed aim of democratizing science and contributing to social change. During the past few years, science shops have met with significant challenges. For one thing, they have had to adapt to various changes directly associated with the Dutch political climate, the organization of higher education, national research policies, and so on. Moreover, they have faced serious financial cutbacks. In their efforts to address these challenges, science (...) shops have adopted various approaches, some of which have turned out to be more successful than others. Usually, the differences between the individual Dutch science shops are described and understood only in pragmatic terms, with respect to their internal organization and practices. This article, by contrast, argues that the different ways of coping with change should be understood as reflecting divergent, yet unarticulated, answers to the question of how science and technology can or should be democratized. In controversies about technology and society, there is no idea more pro vocative than the notion that technical things have political qualities. At issue is the claim that the machines, structures, and systems of modern material culture can be accurately judged not only for their contributions of efficiency and pro-ductivity, not merely for their positive and negative environmental side effects, but also for the ways in which they can embody specific forms of power and authority. The contemporary experience of things technological has repeatedly confounded our vision, our expectations, and our capacity to make intelligent judgments. Categories, arguments, conclusions, and choices that would have been entirely obvious in earlier times are obvious no longer. Patterns of perceptive thinking that were entirely reliable in the past now lead us systematically astray. Although scholarship in the social construction of technology has contributed much to illuminating technological development, most work using this theoretical approach is committed to an agency-centered approach. SCOT scholars have made only limited contributions to illustrating the influence of social structures. In this article, the authors argue for the importance of structural concepts to understanding technological development. They summarize the SCOT conceptual framework defined by Trevor Pinch and Wiebe Bijker and survey some of the methodological and explanatory difficulties that arise (...) with their approach. Then the authors present concepts from organizational sociology and political economy that illuminate structural influences in shaping phenomena of interest to SCOT scholars. These structural concepts can be applied to the study of the design, development, and transformation of technology. The authors conclude that the limited amount of scholarship on structural factors in the social shaping of technological development presents numerous opportunities for research. (shrink)

The technologies, markets, and administrations of today's knowledge society are in crisis. We face recurring disasters in every domain: climate change, energy shortages, economic meltdown. The system is broken, despite everything the technocrats claim to know about science, technology, and economics. These problems are exacerbated by the fact that today powerful technologies have unforeseen effects that disrupt everyday life; the new masters of technology are not restrained by the lessons of experience, and accelerate change to the point where society is (...) in constant turmoil. In Between Reason and Experience, leading philosopher of technology Andrew Feenberg makes a case for the interdependence of reason--scientific knowledge, technical rationality--and experience. Feenberg examines different aspects of the tangled relationship between technology and society from the perspective of critical theory of technology, an approach he has pioneered over the past twenty years. Feenberg points to two examples of democratic interventions into technology: the Internet and the environmental movement. He examines methodological applications of critical theory of technology to the case of the French Minitel computing network and to the relationship between national culture and technology in Japan. Finally, Feenberg considers the philosophies of technology of Heidegger, Habermas, Latour, and Marcuse. The gradual extension of democracy into the technical sphere, Feenberg argues, is one of the great political transformations of our time. (shrink)

This article examines the debate about the normative relevance of social constructivism, arguing that the criticisms of Winner, Radder, and others are fundamentally accurate. The article argues that a combination of Radder's notion of nonlocal values and Martin's concern for deliberative interventions may offer a theoretical exit from the normative irrelevance that marks constructivism. The article goes on to suggest that theoretical and praxeological developments in two other literatures, participatory public policy analysis and deliberative democracy, may provide fruitful initiatives for (...) constructivist scholars eager to address normative concerns. The article next reviews a range of problems facing deliberative and participatory practices and suggests ways in which constructivist insights might help to advance deliberative theory. (shrink)

Three emerging themes challenge the popular notion that technology advances through the efforts of a few who produce a series of revolutionary inventions that owe little or nothing to the technological past.

The field of international relations is often stagnated in realism and liberalism. In this work, the contributors describe how states, ideologies and other areas of analysis evolve, conquer others, or disappear entirely.

Technological change is often seen as something that follows its own logic -- something we may welcome, or about which we may protest, but which we are unable to alter fundamentally. This reader challenges that assumption and its distinguished contributors demonstrate that technology is affected at a fundamental level by the social context in which it develops. General arguments are introduced about the relation of technology to society and different types of technology are examined: the technology of production: domestic and (...) reproductive technology; and military technology. The book draws on authors from Karl Marx to Cynthia Cockburn to show that production technology is shaped by social relations in the workplace. It moves on to the technologies of the household and biological reproduction, which are topics that male-dominated social science has tended to ignore or trivialise -- though these are actually of crucial significance where powerful shaping factors are at work, normally unnoticed. The final section asks what shapes the most frightening technology of all -- the technology of weaponry, especially nuclear weapons. The editors argue that social scientists have devoted disproportionate attention to the effects of technology on society, and tended to ignore the more fundamental question of what shapes technology in the first place. They have drawn both on established work in the history and sociology of technology and on newer feminist perspectives to show just how important and fruitful it is to try to answer that deeper question. The first edition of this reader, published in 1985, had a considerable influence on thinking about the relationship between technology andsociety.
