My thesis is that there are good reasons for a philosophical account of measurement to deal primarily with the properties or magnitudes of objects measured, rather than with the objects themselves. The account I present here embodies both a realism about measurement and a realism about the existence of the properties involved in measurement. It thus provides an alternative to most current treatments of measurement, many of which are operationalistic or conventionalistic, and nearly all of which are nominalistic.1 This enables (...) the present account to give better explanations of a number of features of measurement and other aspects of science than competing accounts of measurement can, and to be more readily integrated into a realist account of natural laws and causation. It also illustrates a general strategy for combining a familiar and powerful approach to representation with intensional entities like properties, which I think can be useful for dealing with a number of philosophical problems. An approach is provided to the prediction and explanation of quantity implicata that, unlike the majority of approaches available, does not construe Quantity as requiring speakers to make the strongest claim that their evidence permits. Central to this treatment is an elaboration of the notion of what a conversation requires as appealed to in the Cooperative Principle and the Quantity maxim. What a conversation requires is construed as depending, at any given point, upon the aim of the conversation taking place, (...) the conversational record, which includes such features as common ground and salience relations among objects, and any proffered illocution calling for a reply. In accounting for this third dimension a partial characterization is provided of the speech acts of assertion and interrogation in terms of their role in constraining the progress of the conversation in which they occur. This thesis-call it the 'Relational Thesis'-does not depend on any specific theory of propositions. One can hold it whether one believes that propositions are Fregean Thoughts, ordered n-tuples of objects and properties or sets of possible worlds. An assumption that all these theories of propositions share is that propositions are abstract objects, without location in space or time...

What are the objects of the so-called ‘propositional attitudes’ — belief, desire, and the like? One of the best-known accounts holds them to be sentences. According to this account — which I shall call the ‘linguistic theory’ — an analysis of the logical form of a sentence like John believes that the moon is roundwill see the word ‘that’ as a hidden pair of quotation marks: except for niceties of idiom, might be written John believes ‘the moon is round’. asserts (...) that a certain relation, the ‘believes’-relation, holds between John and the sentence ‘the moon is round’. Davidson has claimed that to conclude that reference is inscrutable, one must assume that "If some theory of truth... is satisfactory in the light of all relevant evidence... then any theory that is generated from the first theory by a permutation will also be satisfactory in the light of all relevant evidence." However, given that theories of truth are not directly read off the world, but rather serve as parts of larger theories of behavior, this assumption is far from self-evident. (...) A proper understanding of the role truth theories play in theories of interpretation makes the inscrutability of reference much less wide-spread than Davidson suggests, and, as a result, the radical interpretation methodology is much less likely to saddle its defenders with counterintuitive cases of indeterminacy than is commonly supposed.
