This collection gathers a set of central papers from the emerging area of ethics and climate change.

The rapid rise in interest in geoengineering the climate as a response to global warming presents a clear and significant challenge to environmental ethics. The paper articulates what I call the 'presumptive argument' against geoengineering from environmental ethics, a presumption strong enough to make geoengineering almost 'unthinkable' from within that tradition. Two rationales for suspending that presumption are next considered. One of them is a 'lesser evil' argument, the other makes connections between the presumptive argument, ecofacism, and the anthropocentrism/non-anthropocentrism debate. (...) The discussion is designed to prompt reflection on how environmental ethicists should orient themselves to the rapidly moving geoengineering debate and what they should think about the moral significance of the earth's large-scale biogeochemical processes compared to the moral significance of individuals, species, and ecosystems. Some authors have called for increased research on various forms of geoengineering as a means to address global climate change. This paper focuses on the question of whether a particular form of geoengineering, namely deploying sulfate aerosols in the stratosphere to counteract some of the effects of increased greenhouse gas concentrations, would be a just response to climate change. In particular, we examine problems sulfate aerosol geoengineering (SAG) faces in meeting the requirements of distributive, intergenerational, and procedural justice. We argue (...) that SAG faces obstacles to meeting the requirements of all three considered kinds of justice, because its impacts can harm some persons and communities much more than others; it poses serious risks to future generations; and SAG is especially prone to unilateral implementation. While we do not claim that SAG ought not to be implemented, we argue that it is the responsibility of proponents of SAG to recognize and address these ethical obstacles before advocating its implementation. In recent years the idea of geoengineering climate has begun to attract increasing attention. Although there was some discussion of manipulating regional climates throughout the l970s and l980s. the discussion was largely dormant. What has reawakened the conversation is the possibility that Earth may be undergoing a greenhouse-induced global wamring, and the paucity of serious measures that have been taken to Prevent it. ln this paper Iassess the ethical acceptability of ICC, based on my impressions of the conversation that is (...) now taking place. Rather than offering a dispassionate analysis, I argue for a point of view. I propose a set of conditions that must be satisfied for an ICC project to be morally permissible and conclude that these conditions are not now satisfied. “[T]he Precautionary Principle still has neither a commonly accepted definition nor a set of criteria to guide its implementation. “There is”, Freestone … cogently observes, “a certain paradox in the widespread and rapid adoption of the Precautionary Principle”: While it is applauded as a “good thing”, no one is quite sure about what it really means or how it might be..

In part one, I identify the core logical structure of the precautionary principle and distinguish it from the various key concepts that appear in the many different formulations of the principle. I survey these concepts and suggest a program of further conceptual analysis. In part two, I examine a particular version of the precautionary principle dubbed “the catastrophe principle” and criticize it in light of its similarities to the principle at work in Pascal’s Wager. I conclude with some suggestions for (...) advocates of the precautionary principle who wish their formulation to avoid the pitfalls confronting the catastrophe principle. (shrink)

The Royal Society's landmark report on geoengineering is predicated on a particular account of the context and rationale for intentional manipulation of the climate system, and this ethical framework probably explains many of the Society's conclusions. Critical reflection on the report's values is useful for understanding disagreements within and about geoengineering policy, and also for identifying questions for early ethical analysis. Topics discussed include the moral hazard argument, governance, the ethical status of geoengineering under different rationales, the implications of understanding (...) geoengineering as a consequence of wider moral failure, and ethical resistance to invasive interventions in environmental systems. As it becomes more and more doubtful that the international community will take adequate steps to mitigate climate change, interest has grown in the possibility of engineering earth’s climate to prevent catastrophic levels of warming. Unfortunately, geoengineering schemes have the potential to create grave, unintended consequences. This paper explores the extent to which the precautionary principle (PP), which was developed as a guideline for responding to uncertainty in the policy sphere, can provide guidance for responding to the potential benefits and (...) hazards associated with geoengineering. The paper argues that there are so many different versions of the precautionary principle and so many potential strategies for geoengineering that there cannot be any single, simple relationship between the two. Nevertheless, it is possible to identify a set of lessons that many versions of the PP suggest for those considering geoengineering proposals. Moreover, examination of the geoengineering case provides an opportunity to reflect on a range of important situations—what this paper will call self-defeating scenarios—in which most versions of the PP provide limited guidance compared to other ethical principles. The precautionary principle holds that we should not allow scientific uncertainty to prevent us from taking precautionary measures in response to potential threats that are irreversible and potentially disastrous. Critics of the principle claim that it deters progress and development, is excessively risk-aversive and is unscientific. This paper argues that the principle can be scientific provided that the threats addressed by the principle are plausible threats, and the precautionary measures adopted are reasonable. The paper also argues that one may use (...) epistemic criteria, such as consistency, coherence and explanatory power, to determine whether a threat is plausible, and that one may use practical considerations, such as effectiveness, proportionality, cost-effectiveness, realism and consistency, to determine whether a response to a threat is reasonable. What is the relationship between fear, danger, and the law? Cass Sunstein attacks the increasingly influential Precautionary Principle - the idea that regulators should take steps to protect against potential harms, even if causal chains are uncertain and even if we do not know that harms are likely to come to fruition. Focusing on such problems as global warming, terrorism, DDT, and genetic engineering, Professor Sunstein argues that the Precautionary Principle is incoherent. Risks exist on all sides of social situations, (...) and precautionary steps create dangers of their own. Diverse cultures focus on very different risks, often because social influences and peer pressures accentuate some fears and reduce others. Instead of adopting the Precautionary Principle, Professor Sunstein argues for three steps: a narrow Anti-Catastrophe Principle, designed for the most serious risks; close attention to costs and benefits; and an approach called 'libertarian paternalism', designed to respect freedom of choice while also moving people in directions that will make their lives go better. He also shows how free societies can protect liberty amidst fears about terrorism and national security. Laws of Fear represents a major statement from one of the most influential political and legal theorists writing today. (shrink)
