Concerns about the risks of unmitigated greenhouse gas emissions are growing. At the same time, confidence that international policy agreements will succeed in considerably lowering anthropogenic greenhouse gas emissions is declining. Perhaps as a result, various geoengineering solutions are gaining attention and credibility as a way to manage climate change. Serious consideration is currently being given to proposals to cool the planet through solar-radiation management. Here we analyze how the unique and nontrivial risks of geoengineering strategies pose fundamental questions at (...) the interface between science and ethics. To illustrate the importance of integrated ethical and scientific analysis, we define key open questions and outline a coupled scientific-ethical research agenda to analyze solar-radiation management geoengineering proposals. We identify nine key fields of coupled research including whether solar-radiation management can be tested, how quickly learning could occur, normative decisions embedded in how different climate trajectories are valued, and justice issues regarding distribution of the harms and benefits of geoengineering. To ensure that ethical analyses are coupled with scientific analyses of this form of geoengineering, we advocate that funding agencies recognize the essential nature of this coupled research by establishing an Ethical, Legal, and Social Implications program for solar-radiation management. ABSTRACTThis article offers a constructive critique of the Oxford Principles for the governance of geoengineering and proposes an alternative set of principles, the Tollgate Principles, based on that critique. Our main concern is that, despite their many merits, the Oxford Principles remain largely instrumental and dominated by procedural considerations; therefore, they fail to lay the groundwork sufficiently for the more substantive ethical debate that is needed. The burgeoning literature on the ethical issues raised by climate engineering has explored various normative questions associated with the research and deployment of climate engineering, and has examined a number of responses to them. While researchers have noted the ethical issues from climate engineering are global in nature, much of the discussion proceeds predominately with ethical framework in the Anglo-American and European traditions, which presume particular normative standpoints and understandings of human–nature relationship. The current discussion on the ethical issues, therefore, (...) is far from being a genuine global dialogue. The aim of this article is to address the lack of intercultural exchange by exploring the ethics of climate engineering from a perspective of Confucian environmental ethics. Drawing from the existing discussion on Confucian environmental ethics and Confucian ethics of technology, I discuss what Confucian ethics can contribute to the ethical debate on climate engineering. Geoengineering as a technological intervention to avert the dangerous climate change has been on the table at least since 2006. The global outreach of the technology exercised in a non-encapsulated system, the concerns with unprecedented levels and scales of impact and the overarching interdisciplinarity of the project make the geoengineering debate ethically quite relevant and complex. This paper explores the ethical desirability of geoengineering from an overall review of the existing literature on the ethics of geoengineering. It identifies the relevant (...) literature on the ethics of geoengineering by employing a standard methodology. Based on various framing of the major ethical arguments and their subsets, the results section presents the opportunities and challenges at stake in geoengineering from an ethical point of view. The discussion section takes a keen interest in identifying the evolving dynamics of the debate, the grey areas of the debate, with underdeveloped arguments being brought to the foreground and in highlighting the arguments that are likely to emerge in the future as key contenders. It observes the semantic diversity and ethical ambiguity, the academic lop-sidedness of the debate, missing contextual setting, need for interdisciplinary approaches, public engagement, and region-specific assessment of ethical issues. Recommendations are made to provide a useful platform for the second generation of geoengineering ethicists to help advance the debate to more decisive domains with the required clarity and caution. If deployed, aerosol geoengineering (AG) could involve unfairness to both present and future parties. I discuss three broad risks of unfairness that an AG deployment policy might carry: (1) causing disproportionate harm to those least responsible for climate change, (2) burdening future parties with the costs and risks of AG, and (3) excluding some interested parties from contributing to AG decision-making. Yet despite these risks, it may be too hasty to reject AG deployment as a potential climate change policy. I (...) argue that since it is very unlikely that a completely fair climate change policy will be pursued, we have ethical reason to prefer some “incompletely fair” policy. Given various facts about our world, it might be the case that some AG policy is ethically preferable to many other feasible climate change policies, even if AG carries deeply problematic risks of unfairness. The Carnegie Council's work “is rooted in the premise that the incorporation of ethical concerns into discussions of international affairs will yield more effective policies both in the United States and abroad.” In honor of the Council's centenary, we have been asked to present our views on the ethical and policy issues posed by climate change, focusing on what people need to know that they probably do not already know, and what should be done. In that spirit, this essay argues (...) that climate change poses a profound ethical challenge, that the ongoing evasion of this challenge produces ineffective policy, and, therefore, that a fundamental paradigm shift is needed. More specifically, I maintain that the climate problem is usually misdiagnosed as a traditional tragedy of the commons, that this obscures two deeper and distinctively ethical challenges, and that we should address these challenges head on, by calling for a global constitutional convention focused on future generations. Many in the discourse on climate engineering agree that if deployment of solar radiation management (SRM) technologies is ever permissible, then it must be accompanied by far-reaching mitigation of greenhouse gas (GHG) emissions. This raises the question of if and how both strategies interact. Although raised in many publications, there are surprisingly few detailed investigations of this important issue. The paper aims at contributing to closing this research gap by (i) reconstructing moral hazard claims to clarify their aim, (ii) offering (...) one spe-cific normative justification for far-reaching mitigation and (iii) investigating in greater detail different mechanisms that could potentially cause a trade-off between mitigation and SRM. I conclude that the empirical evidence questioning the trade-off hypothesis is inconclusive. Moreover, theoretical reflections as well as economic model studies point to a trade-off. In our current epistemic situation these findings must be taken seriously. They caution against researching and developing SRM technologies before measures to avoid or minimise a trade-off are implemented. (shrink)

ABSTRACT Moral hazards are ubiquitous. Green ones typically involve technological fixes: Environmentalists often see ‘technofixes’ as morally fraught because they absolve actors from taking more difficult steps toward systemic solutions. Carbon removal and especially solar geoengineering are only the latest example of such technologies. We here explore green moral hazards throughout American history. We argue that dismissing (solar) geoengineering on moral hazard grounds is often unproductive. Instead, especially those vehemently opposed to the technology should use it as an opportunity to (...) expand the attention paid to the underlying environmental problem in the first place, actively invoking its opposite: ‘inverse moral hazards’. Solar radiation management is a form of geoengineering that involves the intentional manipulation of solar radiation with the aim of reducing global average temperature. This paper explores what precaution implies about the status of solar radiation management. It is argued that any form of solar radiation management that poses threats of catastrophe cannot constitute an appropriate precautionary measure against another threat of catastrophe, namely climate change. Research of solar radiation management is appropriate on a precautionary view only insofar as such (...) research aims to identify whether any forms of solar radiation management could be implemented without creating new or exacerbating existing threats of catastrophe. Much of the work on the ethics of climate engineering over the last few years has focused on the front-end of the potential timeline for climate intervention. Topics have included the initial taboo on bringing the discussion of climate engineering into the open, guidelines to put in place before commencing research, and governance arrangements before first deployment. While this work is clearly important, the current paper considers what insights can be gleaned from considering the tail-end, that is, by using the (...) requirement for future cessation as a criterion for any acceptable climate engineering strategy. After showing that time-limited interventions are a key part of the rhetoric of leading climate engineering advocates, the paper examines the implications of imposing a ‘cessation requirement’ on solar radiation management and carbon dioxide removal strategies. Consideration of a cessation requirement turns out to reveal a great deal about what ought to be happening now, before any decision to proceed with climate engineering deployment has been taken. What does it matter if the climate changes? This kind of question does not admit of a scientific answer. Natural science can tell us what some of its biophysical effects are likely to be; social scientists can estimate what consequences such effects could have for human lives and livelihoods. But how should we respond? The question is, at root, about how we think we should live—and different people have myriad different ideas about this. It has been argued that geoengineering research should not be pursued because of a slippery slope from research to problematic deployment. These arguments have been thought weak or defective on the basis of interpretations that treat the arguments as relying on dubious premises. The paper urges a new interpretation of these arguments as precautionary arguments, i.e. as relying on a precautionary principle. This interpretation helps us better appreciate the potential normative force of the worries, their potential policy relevance, and the (...) kind of evidence required by slippery slope arguments. Geoengineering has been broadly and helpfully defined as “the intentional manipulation of the earth's climate to counteract anthropogenic climate change or its warming effects” (Corner and Pidgeon , 26). Although there exists a rapidly growing literature on the ethics of geoengineering, very little has been written about its gender dimensions. The authors consider four contexts in which geoengineering appears to have important gender dimensions: (1) the demographics of those pushing the current agenda, (2) the overall vision of control it involves, (...) (3) the design of the particular technologies, and (4) whom geoengineering will most affect and benefit. After detailing these four gender dimensions, we consider three ways in which the geoengineering discourse could be enriched if it became more sensitive to issues of gender. These include increasing the focus on the concrete other, recognizing the socially transformative potential of geoengineering technologies, and engaging in value-sensitive design. Although ultimately remaining agnostic on the desirability of geoengineering, the paper brings gender considerations into a discussion from which they have been conspicuously absent. (shrink)

Climate change poses grave risks to food security, and mitigation and adaptation actions have so far been insufficient to lessen the risk of climate-induced violations of the right to food. Could safeguarding the right to food, then, justify some forms of geoengineering? This article examines geoengineering through the analytical lens of the right to food. We look at the components of food security and consider how the acceptability of geoengineering relates to the right to food via its impacts on these (...) components. Our examination shows that results vary greatly between different forms of geoengineering: while some forms of geoengineering fail to respect the right to food, certain other forms may even become obligatory to protect the right to food. It appears that there is no support for aerosol-based solar radiation management, whereas some carbon dioxide removal methods can help protect or promote the right to food. The ethical challenges related to carbon dioxide removal methods are, we note, similar to those that will also be faced in the course of climate change mitigation. (shrink)

ABSTRACTTwo recently proposed solar radiation management experiments in the United States have highlighted the need for governance mechanisms to guide SRM research. This paper draws on the literatures on legitimacy in global governance, responsible innovation, and experimental governance to argue that public engagement is a necessary condition for any legitimate SRM governance regime. We then build on the orchestration literature to argue that, in the absence of federal leadership, U.S. states, such as California, New York, and other existing leaders in (...) climate governance more broadly have an important role to play in the near-term development of SRM research governance. Specifically, we propose that one or more U.S. states should establish a new interdisciplinary advisory commission to oversee and review the governance of SRM research in their states. Cheryl Hall has argued that framing of climate change must acknowledge the sacrifices needed to reach a sustainable future. This paper builds on that argument. Although it is important to acknowledge the value of what must be sacrificed, this paper argues that current frames about the environment falsely portray humans and the environment as in a zero-sum game, and in doing so ask people to give up the wrong things. This could undermine the public’s trust in environmentalism, and might even (...) create a backlash against action on climate change.
