The concept of power has long played a significant role in political thought, and recent decades have witnessed many attempts to analyze power and provide criteria for its measurement. In spite of this impressive literature, however, our understanding of power remains inadequate. Specifically, no fully comprehensive conceptual framework exists within which questions about power can be formulated precisely and dealt with systematically. In the absence of such a framework it is difficult to investigate empirical questions, such as the extent to (...) which a country is dominated by a 'power elite,' and it is hard to discuss normative issues, such as the relationship between power and freedom, or the relationship between equality of power and justice. In this paper I shall outline a theory of power the ultimate aim of which is to shed light on empirical and normative questions in the political domain. (shrink)

In this article I try to give an account of the meaning of phrases of the form ‘A causes B’ as they are most usefully used in everyday life and the applied sciences. This account covers narrower uses of such phrases, but we find that in our usage of the term, ‘A causes B’ neither entails nor is entailed by ‘A is always followed by B’. Logically necessary and sufficient conditions of this general term can be given, however, by reference (...) to particular cases of causation. The analysis of these is shown to be irreducibly counter-factual, i.e. such phrases are not definable in terms of statements describing those observable occurrences which constitute the relevant verificationary processes.
