This is the classic work upon which modern-day game theory is based. What began as a modest proposal that a mathematician and an economist write a short paper together blossomed, when Princeton University Press published Theory of Games and Economic Behavior. In it, John von Neumann and Oskar Morgenstern conceived a groundbreaking mathematical theory of economic and social organization, based on a theory of games of strategy. Not only would this revolutionize economics, but the entirely new field of scientific inquiry (...) it yielded--game theory--has since been widely used to analyze a host of real-world phenomena from arms races to optimal policy choices of presidential candidates, from vaccination policy to major league baseball salary negotiations. The literature of economic theory, like that of philosophy, abounds in prefaces and prolegomena. Methodology and analysis of concepts take an important place in a science which has not found the sure path of development. But there is no sure path for methodology either. The selfconscious methodology of social science has been largely a borrowing from that of physical science, where procedures have developed to a stage of considerable maturity. But the analogy falls down where guidance is most needed, at (...) the points where social science is most likely to develop new concepts and new types of structure. Philosophers have not been lacking, indeed, to belittle the entire enterprise, and to deny the possibility of anything that could strictly be called social science. (shrink)

This paper reassesses the question of whether Craig’s theorem poses a challenge to Quine's empirical underdetermination thesis. It will be demonstrated that Quine’s account of this issue in his paper “Empirically Equivalent Systems of the World” (1975) is flawed and that Quine makes too strong a concession to the Craigian challenge. It will further be pointed out that Craig’s theorem would threaten the empirical underdetermination thesis only if the set of all relevant observation conditionals could be shown to be recursively (...) enumerable — a condition which Quine seems to overlook — and it will be argued that, at least within the framework of Quine’s philosophy, it is doubtful whether this condition is satisfiable. A theory of radical interpretation gives the meanings of all sentences of a language, and can be verified by evidence available to someone who does not understand the language. Such evidence cannot include detailed information concerning the beliefs and intentions of speakers, and therefore the theory must simultaneously interpret the utterances of speakers and specify (some of) his beliefs. Analogies and connections with decision theory suggest the kind of theory that will serve for radical interpretation, and how permissible evidence can (...) support it. (shrink)

The literature on the theory of social choice has grown considerably beyond the few items in existence at the time the first edition of this book appeared in 1951. Some of the new literature has dealt with the technical, mathematical aspects, more with the interpretive. My own thinking has also evolved somewhat, although I remain far from satisfied with present formulations. The exhaustion of the first edition provides a convenient time for a selective and personal stocktaking in the form of (...) an appended commentary entitled, 'Notes on the Theory of Social Choice, 1963, ' containing reflections on the text and its omissions and on some of the more recent literature. This form has seemed more appropriate than a revision of the original text, which has to some extent acquired a life of its own. (shrink)

Since Sen's insightful analysis of Arrow's Impossibility Theorem (Sen, 1970/1979), Arrow's theorem is often interpreted as a consequence of the exclusion of interpersonal information from Arrow's framework. Interpersonal comparability of either welfare levels or welfare units is known to be sufficient for circumventing Arrow's impossibility result (e.g. Sen, 1970/1979, 1982; Roberts, 1980; d'Aspremont, 1985). But it is less well known whether one of these types of comparability is also necessary or whether Arrow's conditions can already be satisfied in much narrower (...) informational frameworks. This note explores such a framework: the assumption of (ONC+0), ordinal measurability of welfare with the additional measurability of a 'zero-line', is shown to point towards new, albeit limited, escape-routes from Arrow's theorem. Some existence and classification results are established, using the condition that social orderings be transitive as well as the condition that social orderings be quasi-transitive. (shrink)
