Too often, identifying practices of silencing is a seemingly impossible exercise. Here I claim that attempting to give a conceptual reading of the epistemic violence present when silencing occurs can help distinguish the different ways members of oppressed groups are silenced with respect to testimony. I offer an account of epistemic violence as the failure, owing to pernicious ignorance, of hearers to meet the vulnerabilities of speakers in linguistic exchanges. Ultimately, I illustrate that by focusing on the ways in which (...) hearers fail to meet speaker dependency in a linguistic exchange, efforts can be made to demarcate the different types of silencing people face when attempting to testify from oppressed positions in society. A testimony is somebody else’s reported experience of what has happened. It is an indispensable source of knowledge. It only gives us historical cognition, however, which stands in a complex relation to rational or philosophical cognition: while the latter presupposes historical cognition as its matter, one needs the architectonic “eye of a philosopher” to select, interpret, and organize historical cognition. Kant develops this rationalist theory of testimony. He also practices it in his own work, especially while theorizing about race as (...) a subject of natural philosophy. In three dedicated essays on this subject, he treats race from the standpoint of a philosophical investigator of nature (Naturforscher), who (as Kant puts it in the first Critique) learns from nature “like an appointed judge who compels witnesses to answer the questions he puts to them.” This view underwrites Kant’s use of travel reports (a type of testimony) in developing and defending his theory of race. This article examines how Kant’s conceptualizations of natural history and teleological judgement shape his understanding of human difference and race. I argue that the teleological framework encasing Kant’s racial theory implies constraints on the capacity of non-whites to make moral progress. While commentators tend to approach Kant’s racial theory in relation to his political theory, his late-life cosmopolitanism, and his treatments (or non-treatments) of colonialism, empire and slavery, the problem I focus on here is that race is itself only intelligible (...) in relation to a teleological natural history limiting certain races’ capacities to engage in humanity’s moral vocation. The question of diversity, both with regard to the demographic profile of philosophers as well as the content of philosophical inquiry, has received much attention in recent years. One figure that has gone relatively unnoticed is that of the foreigner. To the extent that philosophers have taken the foreigner as their object of inquiry, they have focused largely on challenges nonnative speakers of English face in a profession conducted predominantly in English. Yet an understanding of the foreigner in terms of (...) the nonnative speaker does not exhaust the conceptual space of the foreigner. This article provides a more nuanced conceptual apparatus that allows for a more precise identification and discussion of other ways in which one can be a foreigner in philosophy. I develop a taxonomy of different conceptions of the foreigner, namely the linguistic, material, cultural, and epistemic foreigner; I discuss the different and specific challenges they face; and I show how foreigners enrich philosophical practice. The origin of languages was a hotly debated topic in the eighteenth century. This paper reconstructs a distinctively Kantian account according to which the origination, progression, and diversification of languages is at bottom reason’s self-development under certain a priori constraints and external environments. The reconstruction builds on three sets of materials. The first is Herder’s famous prize essay on the origin of languages. The second includes Kant’s explicit remarks about language – especially his notion of “transcendental grammar,” his argument that (...) language cannot be innate, his contrast of “Oriental” symbolic (intuitive) and “Occidental” discursive languages, and his treatment of the latter as a sine qua non of humanity’s cultural and moral progress. The third includes the concepts that we need to make sense of those remarks, such as Kant’s epigenetic theory of biological formation and his account of categories as originally acquired. (shrink)

It is well known that AI-based language technology—large language models, machine translation systems, multilingual dictionaries, and corpora—is currently limited to three percent of the world’s most widely spoken, financially and politically backed languages. In response, recent efforts have sought to address the “digital language divide” by extending the reach of large language models to “underserved languages.” We show how some of these efforts tend to produce flawed solutions that adhere to a hard-wired representational preference for certain languages, which we call (...) language modeling bias. Language modeling bias is a specific and under-studied form of linguistic bias were language technology by design favors certain languages, dialects, or sociolects with respect to others. We show that language modeling bias can result in systems that, while being precise regarding languages and cultures of dominant powers, are limited in the expression of socio-culturally relevant notions of other communities. We further argue that at the root of this problem lies a systematic tendency of technology developer communities to apply a simplistic understanding of diversity which does not do justice to the more profound differences that languages, and ultimately the communities that speak them, embody. Drawing on the concept of epistemic injustice, we point to the broader ethico-political implications and show how it can lead not only to a disregard for valuable aspects of diversity but also to an under-representation of the needs of marginalized language communities. Finally, we present an alternative socio-technical approach that is designed to tackle some of the analyzed problems. (shrink)

In “An Answer to the Question: What is Enlightenment?,” Kant defines the public use of reason as “that use which someone makes of it as a scholar before the entire public of the world of readers.” Commentators rarely note Kant’s reference to “scholarship” in this passage and, when they do, they often disagree about its meaning and significance. This paper addresses those disagreements by exploring discussions of scholarship in Kant’s logic lectures as well as in later works like The Conflict (...) of the Faculties. These sources suggest that Kant defends a rigorous conception of scholarship, which may not be consistent with liberal and egalitarian interpretations of the public use of reason. The paper concludes that Kant’s account of the public use of reason provides only a limited defense of freedoms of speech and of the press, which is neither as liberal nor as egalitarian as other commentators have suggested.
