Whilst the Neoliberal alludes to an array of very real material practices and axioms of contemporary capitalism, the concept of Neoliberalism itself has arguably become moribund. Worse, perhaps it has become an asphyxiating and enervating monolith, a ‘ptolemization’ from which our critical thinking cannot escape. The key strategy of the article is to explore the Neoliberalism concept as a ‘mode of telling’, and how the constitutive moments of that concept have been discursively constructed into a hegemonic discursive formation. Whilst the (...) resultant paradigm of Neoliberalism has ironically been constituted out of the identity-thinking and the synthetic historicizing of its very critics, the article searches for alternative avenues of reconstitutive deconstruction, so as to offer both critical optimism and a more effective means of struggle against the material practices of contemporary capitalism. To this end, I shall indicate how overdetermination in conceptualization provides the opportunity to break down identity-thinking and how articulation can translate the material elements of contemporary capitalism into fresh moments of a counter-hegemonic discourse. Cryptomarkets function as self-regulating forms of governance, close to what Hayek would describe as a spontaneous order. At the same time, in cases like the online market Silk Road, they construct an identity that portrays their illegal activities as operating within a framework of individual rights and voluntary transactions. As has already been examined in the wider literature, the political and economic philosophy of libertarianism has been mobilized by participants in such markets in order to provide a moral theoretical background (...) to their activities. This article examines: (1) why libertarianism indeed provides a suitable narrative for such activities and how the theoretical work of Foucault on power and resistance (and, more specifically, his notion of ‘counter-conduct’) can help us understand the contentious relationship between the state and cryptomarkets; and (2) how libertarian practices such as the ones taking place in cryptomarkets are at odds with neoliberal governmentality. The article turns to Deleuze and Guattari’s concept of state capitalism and their theorization of money and debt in their critique of capitalism to develop an analysis of the governmental management of the current crisis determined by ordo- and neoliberalism. The paper argues that analyses which fail to properly recognize the power of capital to determine both state apparatuses and economic policy thereby fail to grasp the real functioning of money, debt and the Euro in the crisis and end up (...) unwittingly supporting liberalism. This is true of positions such as heterodox theory that, though critical of conventional and neoliberal political economy, nevertheless continue to uphold the state as an independent or mediating mechanism in relation to the power of capital. The neglect of the role which money plays in the strategies of capital to control both the creation of value and the functioning of the state is to be found even in Foucault’s genealogy of neoliberalism, a neglect which undermines his analysis of power. The paper highlights the implications of the standpoint of state capitalism for a more incisive analysis of the current crisis that reveals what is at stake for political struggles. (shrink)

Why, since the financial crisis of 2008, has neoliberal capitalism remained seemingly impregnable? Why, when it is shown as no longer capable of delivering on its economic promises does its logic pervade all facets of contemporary life? How has it seduced us? This book examines the seductive appeal of neoliberalism by understanding it as a fundamentally counter-cultural logic. Unlike earlier modes of capitalism, neoliberalism is infused by spirit of rebellion and self-creation, with the idealised neoliberal subject overturning traditional morality whilst (...) creating new modes of being based on risk and excess. Tracing the development of the logic of neoliberalism from its beginnings in the thought of Friedrich Hayek in the wake of the post-war period, through the work of neoconservative writers overcoming and moving beyond what they perceived as the nihilism of both the counter-culture and capitalism of the 1960s and 70s, to its establishment as a new moral order underpinning the economic system from the 1980s onwards, the author argues that it is only through a clear understanding of the seduction of neoliberalism that it can be overcome by reimagining our relationships to work and society. In this article I want to argue that Foucault’s engagement with the Iranian Revolution was neither romantic fascist atavism nor does it presage any sort of transformation of his thought. Indeed, Foucault’s investigations of neoliberalism and subsequent work on spirituality, truth-telling and ethics are fully continuous with his critical genealogy of power. This is an important point, as we shall see, insofar as Foucault’s journalism on the Iranian Revolution occurs in the midst of his Collège de France lectures on biopolitics (...) and governmentality. Foucault’s enthusiasm for the Revolution might indicate, albeit very indirectly, directions for thought that might resist neoliberalism. I will argue that Foucault was engaged in a very specific telling of the ‘history of truth’, emphasizing a partisan and agonistic form of truth-telling and transformation through struggle and ordeal, as opposed to the pacifying, neutralizing and normalizing forms of modern Western power. This article takes as its starting point the observation that neoliberalism is a concept that is ‘oft-invoked but ill-defined’. It provides a taxonomy of uses of the term neoliberalism to include: an all-purpose denunciatory category; ‘the way things are’; an institutional framework characterizing particular forms of national capitalism, most notably the Anglo-American ones; a dominant ideology of global capitalism; a form of governmentality and hegemony; and a variant within the broad framework of liberalism as both theory and policy discourse. It (...) is argued that this sprawling set of definitions are not mutually compatible, and that uses of the term need to be dramatically narrowed from its current association with anything and everything that a particular author may find objectionable. In particular, it is argued that the uses of the term by Michel Foucault in his 1978–9 lectures, found in The Birth of Biopolitics, are not particularly compatible with its more recent status as a variant of dominant ideology or hegemony theories. It instead proposes understanding neoliberalism in terms of historical institutionalism, with Foucault’s account of historical change complementing Max Weber’s work identifying the distinctive economic sociology of national capitalisms. In recent years, there has been a surge in critical and historical work, dedicated to uncovering the roots of neoliberal thinking. In the process, the concept of ‘neoliberalism’ has become used in a far more nuanced way, contrary to the frequent allegation that it is merely a pejorative slogan used against capitalism generally. This bibliographic review identifies the texts that have mapped out this more sophisticated account of neoliberalism, and which distinguish between its different varieties and trajectories. In particular, the (...) recognition that neoliberalism is not simply about laissez-faire economics becomes a basis on which to interrogate neoliberalism more sociologically, learning especially from Foucault’s lectures on the topic. As an intellectual, economic, political and legal project, neoliberalism is not directed towards the rolling back of the state as an aim in itself. While its deregulatory tendencies, its commodification of public services and the undermining of systems of social welfare superficially suggest a generalised reduction in state power, it has been clear from the early 1980s that one of neoliberalism’s primary concerns has been the authoritarian reshaping of state power to engineer particular social outcomes, whether in criminal justice, the (...) disciplining of organised labour, the militarisation of national territory and migration, or the extension and deepening of regimes of austerity. This article introduces the recent work of Maurizio Lazzarato, who has argued that the asymmetrical creditor-debtor relationship is now the archetype of contemporary, neoliberal social relations. Ultimately, Lazzarato’s perspective tends to exaggerate the totalising powers of finance capital and leads him to endorse a form of political voluntarism, which fails to address the role of the neoliberal state as a site for forms of authoritarianism which are not solely generated by the debt relation. As a response, it will be suggested that aspects of Nicos Poulantzas’s concept of ‘authoritarian statism’ can be used to both strengthen our understanding of the authoritarian characteristics of the neoliberal state, and to imagine possibilities for resisting its expressions of power. No figure among the western Marxist theoreticians has loomed larger in the postwar period than Louis Althusser. A rebel against the Catholic tradition in which he was raised, Althusser studied philosophy and later joined both the faculty of the Ecole normal superieure and the French Communist Party in 1948. Viewed as a "structuralist Marxist," Althusser was as much admired for his independence of intellect as he was for his rigorous defense of Marx. The latter was best illustrated in For Marx (...) (1965), and Reading Capital (1968). These works, along with Lenin and Philosophy (1971) had an enormous influence on the New Left of the 1960s and continues to influence modern Marxist scholarship. This classic work, which to date has sold more than 30,000 copies, covers the range of Louis Althusser's interests and contributions in philosophy, economics, psychology, aesthetics, and political science. Marx, in Althusser's view, was subject in his earlier writings to the ruling ideology of his day. Thus for Althusser, the interpretation of Marx involves a repudiation of all efforts to draw from Marx's early writings a view of Marx as a "humanist" and "historicist." Lenin and Philosophy also contains Althusser's essay on Lenin's study of Hegel; a major essay on the state, "Ideology and Ideological State Apparatuses," "Freud and Lacan: A letter on Art in Reply to Andre Daspre," and "Cremonini, Painter of the Abstract." Selected as a Financial Times Best Book of 2013Governments today in both Europe and the United States have succeeded in casting government spending as reckless wastefulness that has made the economy worse. In contrast, they have advanced a policy of draconian budget cuts--austerity--to solve the financial crisis. We are told that we have all lived beyond our means and now need to tighten our belts. This view conveniently forgets where all that debt came from. Not from an orgy of government (...) spending, but as the direct result of bailing out, recapitalizing, and adding liquidity to the broken banking system. Through these actions private debt was rechristened as government debt while those responsible for generating it walked away scot free, placing the blame on the state, and the burden on the taxpayer. That burden now takes the form of a global turn to austerity, the policy of reducing domestic wages and prices to restore competitiveness and balance the budget. The problem, according to political economist Mark Blyth, is that austerity is a very dangerous idea. First of all, it doesn't work. As the past four years and countless historical examples from the last 100 years show, while it makes sense for any one state to try and cut its way to growth, it simply cannot work when all states try it simultaneously: all we do is shrink the economy. In the worst case, austerity policies worsened the Great Depression and created the conditions for seizures of power by the forces responsible for the Second World War: the Nazis and the Japanese military establishment. As Blyth amply demonstrates, the arguments for austerity are tenuous and the evidence thin. Rather than expanding growth and opportunity, the repeated revival of this dead economic idea has almost always led to low growth along with increases in wealth and income inequality. Austerity demolishes the conventional wisdom, marshaling an army of facts to demand that we austerity for what it is, and what it costs us. (shrink)

Amongst intellectuals and activists, neoliberalism has become a potent signifier for the kind of free-market thinking that has dominated politics for the past three decades. Forever associated with the conviction politics of Ronald Reagan and Margaret Thatcher, the free-market project has since become synonymous with the 'Washington consensus' on international development policy and the phenomenon of corporate globalization, where it has come to mean privatization, deregulation, and the opening up of new markets. But beyond its utility as a protest slogan (...) or buzzword as shorthand for the political-economic Zeitgeist, what do we know about where neoliberalism came from and how it spread? Who are the neoliberals, and why do they studiously avoid the label? Constructions of Neoliberal Reason presents a radical critique of the free-market project, from its origins in the first half of the 20th Century through to the recent global economic crisis, from the utopian dreams of Friedrich von Hayek through the dogmatic theories of the Chicago School to the hope and hubris of Obamanomics. Michel Foucault has become famous for a series of books that have permanently altered our understanding of many institutions of Western society. He analyzed mental institutions in the remarkable Madness and Civilization; hospitals in The Birth of the Clinic; prisons in Discipline and Punish; and schools and families in The History of Sexuality. But the general reader as well as the specialist is apt to miss the consistent purposes that lay behind these difficult individual studies, thus losing sight of the (...) broad social vision and political aims that unified them.
