This problem is solvable, despite its magnitude.

Thomas Nagel addresses the conflict between the claims of the group and those of the individual. Nagel attempts to clarify the nature of the conflict – one of the most fundamental problems in moral and political theory – and argues that its reconciliation is the essential task of any legitimate political system.

Nationalism is often dismissed today as an irrational political creed with disastrous consequences. Yet most people regard their national identity as a significant aspect of themselves, see themselves as having special obligations to their compatriots, and value their nation's political independence. This book defends these beliefs, and shows that nationality, defined in these terms, serves valuable goals, including social justice, democracy, and the protection of culture. National identities need not be illiberal, and they do not exclude other sources of personal (...) identity, such as ethnicity or religion. An ethics that gives weight to special relationships is more effective in motivating people to pursue justice and other values because it connects peoples’ duties to their identity; but this is consistent with recognizing some universal values, such as human rights. There are strong reasons for making the boundaries of states and nations coincide wherever possible, but in other cases, nations can achieve forms of self‐determination that fall short of full sovereignty. Multicultural arguments in favour of identity politics and special rights for minority groups ignore the benefits that such groups derive from participating in a shared national identity and the kind of democratic politics that such an identity makes possible. Although national identities are often said to be in decline in an increasingly globalized world, they serve such important purposes that our aim should be to rebuild them in a form that makes them more accessible to excluded cultural minorities. A recent resurgence of interest within analytical political philosophy in the status of ethnic and national minorities coincides with the re-emergence of national identity as a primary organizing principle of political conflict, and with an increasing attentiveness to identity and recognition as organizing principles of political struggle. The recent theoretical literature within political philosophy has focused very much on recognizing the importance of national identity, and allowing attention to national sentiment to inform the design of social institutions.In this paper I (...) shall state the case for a version of the position which Will Kymlicka has dubbed ‘benign neglect’ toward cultural identities. Benign neglect is the position that the state should, as far as possible, be neutral among the cultural sentiments of its citizens. The position is, I think, implicit in the theoretical work of many contemporary liberals, and also in much socialist theory and some socialist practice. But it is rarely defended explicitly. Liberal theory is generally developed on the unrealistic assumptions that the society to be regulated is closed and coincides with the membership of a single nation. (shrink)

Distinguishing between reasonable partiality and reasonable impartiality makes a difference in resolving the serious clashes between priority for compatriots versus cosmopolitan global duties. Defenders of a priority for compatriots have to acknowledge two strong moral constraints: states have to fulfil all their special, domestic and trans-domestic duties, and associative duties are limited by distributive constraints resulting from the moral duty to fight poverty and gross global inequalities. In the recent global context, I see four main problems for liberal-nationalist defenders of (...) priority for compatriots: (i) Reasonable particularists often forget that associative duties for compatriots compete with many sub-national and trans-domestic associative duties. (ii) They tend to forget that associative national duties compete with other, strong special (contractual, reparative) obligations regarding not only citizens and residents inside nation-states but also trans-domestic obligations across state borders. (iii) They do not properly discuss the problem of unallocated duties in addressing global poverty and insecurity. (iv) The design of supra-national and global mediating institutions, and the crafting of policies to remedy the misallocation of duties and to coordinate the required state activities is an urgent task neglected by liberal nationalists. In the recent context, reasonable partialitys bias towards partiality is most unwelcome and morally dubious. Reasonable impartialitys bias towards cosmopolitanism helps to stimulate a drastic shift in obligations and stimulates productive trans-national institutional design. (shrink)

One of the reasons why most of us feel puzzled about the problem of abortion is that we want, and do not want, to allow to the unborn child the rights that belong to adults and children. When we think of a baby about to be born it seems absurd to think that the next few minutes or even hours could make so radical a difference to its status; yet as we go back in the life of the fetus we (...) are more and more reluctant to say that this is a human being and must be treated as such. No doubt this is the deepest source of our dilemma, but it is not the only one. For we are also confused about the general question of what we may and may not do where the interests of human beings conflict. We have strong intuitions about certain cases; saying, for instance, that it is all right to raise the level of education in our country, though statistics allow us to predict that a rise in the suicide rate will follow, while it is not all right to kill the feeble-minded to aid cancer research. It is not easy, however, to see the principles involved, and one way of throwing light on the abortion issue will be by setting up parallels involving adults or children once born. So we will be able to isolate the “equal rights” issue and should be able to make some advance... (shrink)

The moral issues about nationalism arise from the character of nationalism as a form of partiality. Nationalists care more about their own nation and its members than about other nations and their members; in that way nationalists are partial to their own national group. The question, then, is whether this national partiality is morally justified or, on the contrary, whether everyone ought to care impartially about all members of all nations. As Jeff McMahan emphasizes in [another chapter of the book (...) in which this essay appears], a philosophical examination of this question must consider the specific features of nationalism as one form of partiality among others. Some partiality--for example, toward one's spouse and children--seems morally acceptable and even a duty. According to commonsense moral thinking, one not only may but also should care more about one's family members than about strangers. But other instances of partiality, most notably racial partiality, are in most circumstances widely condemned. Is national partiality more like familial partiality or more like racial partiality? To answer this question, we must know what in general justifies attitudes of partiality. Caring more about certain people is appropriate when one stands in certain special relations to those people. But what are these relations, and to what degree do they hold among members of the same nation? Assuming they are present within families and not within races, to what degree are they present within nations? (shrink)
