All major western countries today contain groups that differ in their religious beliefs, customary practices or ideas about the right way in which to live. How should public policy respond to this diversity? This solution is rejected by an influential school of political theorists, among whom some of the best known are William Galston, Will Kymlicka, Bhikhu Parekh, Charles Taylor and Iris Marion Young. According to them, this 'difference-blind' conception of liberal equality fails to deliver either liberty or equal treatment. In its place, they propose that the state should 'recognize' group identities, by granting groups exemptions from certain laws, publicly 'affirming' their value, and by providing them with special privileges or subsidies. In Culture and Equality, Barry offers an incisive critique of these arguments and suggests that theorists of multiculturism tend to misdiagnose the problems of minority groups. Often, these are not rooted in culture, and multiculturalist policies may actually stand in the way of universalistic measures that would be genuinely beneficial. (shrink)

This article analyzes the distinctive forms that collective memories take in the age of globalization. It studies the transition from national to cosmopolitan memory cultures. Cosmopolitanism refers to a process of `internal globalization' through which global concerns become part of local experiences of an increasing number of people. Global media representations, among others, create new cosmopolitan memories, providing new epistemological vantage points and emerging moral-political interdependencies. The article traces the historical roots of this transformation and outlines the theoretical foundations for (...) the emergence of cosmopolitan memories through an examination of how the Holocaust has been remembered in Germany, Israel and the USA in the course of the last fifty years. It is precisely the abstract nature of `good and evil' that symbolizes the Holocaust, which contributes to the extra-territorial quality of cosmopolitan memory. This essay explores the theoretical implications of Freud's notion of `the narcissism of minor differences' - the idea that it is precisely the minor differences between people who are otherwise alike that form the basis of feelings of strangeness and hostility between them. A comparative survey shows that minor differences underlie a wide range of conflicts: from relatively benign forms of campanilismo to bloody civil wars. Freud's tentative statements link up with the insights of Simmel, Durkheim, Lévi-Strauss, Dumont, Elias, and (...) Girard. Especially helpful is what Bourdieu writes in Distinction: social identity lies in difference, and difference is asserted against what is closest, which represents the greatest threat. An outline of a general theory of power and violence should include consideration of the narcissism of minor differences, also because its counterpart - hierarchy and great differences - makes for relative stability and peace. There is a current effort to borrow the concept of trauma from medicine and psychiatry and to introduce it into sociological theory. The author explicates the notion of cultural trauma as applicable to the theory of social change. He defines cultural trauma as the culturally defined and interpreted shock to the cultural tissue of a society, and presents a model of the traumatic sequence, describing typical conditions under which cultural trauma emerges and evolves. Drawing on the work of Robert K. (...) Merton on anomie, and of Anthony Giddens on risk, he suggests a number of typical strategies by which societies cope with cultural traumas. Cultural trauma is treated as a link in the ongoing chain of social changes; depending on the number of concrete circumstances, cultural trauma may be a phase in the constructive morphogenesis of culture or in the destructive cycle of cultural decay.
