    Safety factor rules are used for drawing putatively reasonable conclusions from incomplete datasets. The paper attempts to provide answers to four questions: “How are safety factors used?”, “When are safety factors used?”, “Why are safety used?” and “How do safety factor rules relate to decision theory?”.     In this sequence of philosophical essays about natural science, the author argues that fundamental explanatory laws, the deepest and most admired successes of modern physics, do not in fact describe regularities that exist in nature.     The problem for the scientist created by using idealizations is to determine whether failures to achieve experimental fit are attributable to experimental error, falsity of theory, or of idealization.
