Reasons without Rationalism has two related parts, devoted to action theory and ethics, respectively. In the second part, I argue for a close connection between reasons for action and virtues of character. This connection is mediated by the idea of good practical thought and the disposition to engage in it. The argument relies on the following principle, which is intended as common ground: " Reasons: The fact that p is a reason for A to ϕ just in case A has (...) a collection of psychological states, C, such that the disposition to be moved to ϕ by C-and-the-belief-that- p is a good disposition of practical thought, and C contains no false beliefs."In effect, reasons are premises for episodes of sound practical thinking whose other conditions already …. Are there distinct roles for intention and motor representation in explaining the purposiveness of action? Standard accounts of action assign a role to intention but are silent on motor representation. The temptation is to suppose that nothing need be said here because motor representation is either only an enabling condition for purposive action or else merely a variety of intention. This paper provides reasons for resisting that temptation. Some motor representations, like intentions, coordinate actions in virtue of representing outcomes; but, (...) unlike intentions, motor representations cannot feature as premises or conclusions in practical reasoning. This implies that motor representation has a distinctive role in explaining the purposiveness of action. It also gives rise to a problem: were the roles of intention and motor representation entirely independent, this would impair effective action. It is therefore necessary to explain how intentions interlock with motor representations. The solution, we argue, is to recognise that the contents of intentions can be partially determined by the contents of motor representations. Understanding this content-determining relation enables better understanding how intentions relate to actions. (shrink)

Existential phenomenologists hold that the two most basic forms of intelligent behavior, learning, and skillful action, can be described and explained without recourse to mind or brain representations. This claim is expressed in two central notions in Merleau-Ponty's Phenomenology of Perception: the intentional arc and the tendency to achieve a maximal grip. The intentional arc names the tight connection between body and world, such that, as the active body acquires skills, those skills are stored, not as representations in the mind, (...) but as dispositions to respond to the solicitations of situations in the world. A phenomenology of skill acquisition confirms that, as one acquires expertise, the acquired know-how is experienced as finer and finer discriminations of situations paired with the appropriate response to each. Maximal grip names the body's tendency to refine its responses so as to bring the current situation closer to an optimal gestalt. Thus, successful learning and action do not require propositional mental representations. They do not require semantically interpretable brain representations either.Simulated neural networks exhibit crucial structural features of the intentional arc, and Walter Freeman's account of the brain dynamics underlying perception and action is structurally isomorphic with Merleau-Ponty's account of the way a skilled agent is led by the situation to move towards obtaining a maximal grip. In their theories of know how, proponents of Intellectualism routinely appeal to ‘practical modes of presentation’. But what are practical modes of presentation? And what makes them distinctively practical? In this essay, I develop a Fregean account of practical modes of presentation: I argue that there are such things as practical senses and I give a theory of what they are. One of the challenges facing the proponent of a distinctively Fregean construal of practical modes of presentation is to provide (...) an account of their nature on which they are plausible qua Fregean senses. I take up this challenge, arguing that we find examples of practical senses in the semantic values assigned to programs by operational semantics for programming languages. By looking at a species of practical senses, we will have taken one important step towards legitimizing the genus. In particular, I show that certain features of operational semantic values can be generalized towards a comprehensive theory of practical senses. The upshot is a full-fledged account of what practical senses are, which can be put to use in an explanatory theory of know how. (shrink)

McDowell's claim that "in mature human beings, embodied coping is permeated with mindedness",1 suggests a new version of the mentalist myth which, like the others, is untrue to the phenomenon. The phenomena show that embodied skills, when we are fully absorbed in enacting them, have a kind of non-mental content that is non-conceptual, non-propositional, non-rational and non-linguistic. This is not to deny that we can monitor our activity while performing it. For solving problems, learning a new skill, receiving coaching, and (...) so forth, such monitoring is invaluable. But monitoring what we are doing as we are doing it degrades performance to at best competence. On McDowell's view, there is no way to account for such a degradation in performance since the same sort of content would be involved whether we were fully absorbed in or paying attention to what we were doing. McDowell claims that it is an advantage of his conceptualism that it avoids any foundationalist attempt to build up the objective world on the basis of an indubitable Given or any other ground-floor experience. And, indeed, if the world is all that is the case and our minds are unproblematically open to it, all experience is on the same footing. But one must distinguish motor intentionality, and the interrelated solicitations our coping body is intertwined with, from conceptual intentionality and the world of propositional structures it opens onto. The existential phenomenologist can then agree with McDowell in rejecting traditional foundationalisms, while yet affirming and describing the ground-floor role of motor intentionality in providing the support on which all forms of conceptual intentionality are based. Back in 1950, while a physics major at Harvard, I wandered into C.I. Lewis’s epistemology course. There, Lewis was confidently expounding the need for an indubitable Given to ground knowledge, and he was explaining where that ground was to be found. I was so impressed that I immediately switched majors from ungrounded physics to grounded philosophy.

The purpose of this paper is to raise some questions about the idea, which was first made prominent by Gilbert Ryle, and has remained associated with him ever since, that there are at least two types of knowledge (or to put it in a slightly different way, two types of states ascribed by knowledge ascriptions) identified, on the one hand, as the knowledge (or state) which is expressed in the ‘knowing that’ construction (sometimes called, for fairly obvious reasons, ‘propositional’ or (...) ‘factual’ knowledge) and, on the other, as the knowledge (or state) which is ascribed in the ‘knowing how’ construction (sometimes called ‘practical’ knowledge). This idea, which might be said to be Ryle's most lasting philosophical legacy, has, in some vague form, remained part of conventional wisdom in philosophy since he put it forward. My purpose here is fairly accurately described as ‘raising questions’, since both the criticisms of the received view (as I interpret it), and the positive alternative suggestions to be advanced, are, to some extent, tentative and exploratory. The aim is to assemble a broad range of evidence for the conclusion that we need to replace the standard account, to query especially what Ryle suggested as evidence for it, and to explore what seems to me to be the indicated replacement for it. The prequel to this paper has discussed the relation between knowledge and skill and introduced the topic of the relationship between skill and know how. This sequel continues the discussion. First, I survey the recent debate on intellectualism about knowing how (§1-3). Then, I tackle the question as to whether intellectualism (and anti-intellectualism) about skill and intellectualism (and anti-intellectualism) about know how fall or stand together (§4-5).

Argues from the possibility of basic intentional action to a non-propositional theory of knowing how. The argument supports a broadly Anscombean conception of the will as a capacity for practical knowledge.

This paper argues that a theory of situated vision, suited for the dual purposes of object recognition and the control of action, will have to provide something more than a system that constructs a conceptual representation from visual stimuli: it will also need to provide a special kind of direct (preconceptual, unmediated) connection between elements of a visual representation and certain elements in the world. Like natural language demonstratives (such as `this' or `that') this direct connection allows entities to be (...) referred to without being categorized or conceptualized. Several reasons are given for why we need such a preconcep- tual mechanism which individuates and keeps track of several individual objects in the world. One is that early vision must pick out and compute the relation among several individual objects while ignoring their properties. Another is that incrementally computing and updating representations of a dynamic scene requires keeping track of token individuals despite changes in their properties or locations. It is then noted that a mechanism meeting these requirements has already been proposed in order to account for a number of disparate empiri- cal phenomena, including subitizing, search-subset selection and multiple object tracking (Pylyshyn et al., Canadian Journal of Experimental Psychology 48(2) (1994) 260). The idea of basic action is a fixed point in the contemporary investigation of the nature of action. And while there are arguments aimed at putting the idea in place, it is meant to be closer to a gift of common sense than to a hard-won achievement of philosophical reflection. It first appears at the stage of innocuous description and before the announcement of philosophical positions. And yet, as any decent magician knows, the real work so often gets done in (...) the set-up. I argue that the seemingly innocent idea of basic action is, in fact, bound up with a wide-spread conception of the nature of bodily or physical action (section 3). Its legitimacy is vital to the intelligibility of the causal theory of action, according to which physical action consists of a mere event and a condition of mind joined (in the right way) by the bond of causality. Left unchecked, means-end reason threatens to permeate physical action, and thus threatens the sovereignty of the sphere of material events at the center of the causal theory: such events, including the movements of one’s body when one intentionally moves it, are thought to be constitutively independent of the subject’s rational capacities. Basic action is a necessary countermeasure, a sort of metaphysical containment wall needed to preserve the separate jurisdictions of the mind of the acting subject and what merely happens. I argue that so long as action theory proceeds under the assumption that there must be basic action, it must regard our relation to the progress of our own deeds as not different in principle from Marx’s understanding of the relation of the non-worker (Nichtarbeiter) to the material processes that realize his own ideas, namely the work done on the factory floor. Each is alienated from the progress, or getting done, of his deeds. In each the process of doing something intentionally turns out to be a case of delegating tasks to another power. How the process comes to completion is not willed, and at best watched: the causal work is not the agent’s work, his knowledge not self-knowledge (section 5). We should find this unacceptable. And if this is right, it should be a pressing question whether there must be basic action. I argue that we have no good reason to think so: basic action is not forced on us by argument (sections 2 and 4). It is open to us to consider an alternative, one on which action is not, in the fundamental case, barren of means- end structure, but instead permeated by it: we register as a force in nature not at the limit of the means-end order but precisely in its constitution. “What do you see when you look at your face in the mirror?” asks J. David Velleman in introducing his philosophical theory of action. He takes this simple act of self-scrutiny as a model for the reflective reasoning of rational agents: our efforts to understand our existence and conduct are aided by our efforts to make it intelligible. Reflective reasoning, Velleman argues, constitutes practical reasoning. By applying this conception, _Practical Reflection_ develops philosophical accounts of intention, free will, and the foundation (...) of morals. In recent work, Peter Railton, Julia Annas, and David Velleman aim to reconcile the phenomenon of “flow”—broadly understood as describing the “unreflective” aspect of skilled action—with one or another familiar conception of agency. While there are important differences between their arguments, Railton, Annas, and Velleman all make, or are committed to, at least one similar pivotal claim. Each argues, directly or indirectly, that agents who perform skilled unreflective actions can, in principle, accurately answer “Anscombean” questions—”what” and “why” questions— about what (...) they do. I argue against this claim and explore the ramifications for theories of skilled action and agency. (shrink)

It is an ancient view, to be found even in Aristotle’s analysis of friendship, that the other is an alter ego, another myself. More recently, this conception has provoked spirited debate within and without the phenomenological tradition. It can be found in a wide variety of texts, from Husserl’s Cartesian Meditations to Thomas Nagel’s “What is it like to be a bat?” The basic position can be summarized as follows. Intentional experiences are subjective, first-person experiences, not objective, third-person experiences.

It is widely thought that focusing on highly skilled movements while performing them hinders their execution. Once you have developed the ability to tee off in golf, play an arpeggio on the piano, or perform a pirouette in ballet, attention to what your body is doing is thought to lead to inaccuracies, blunders, and sometimes even utter paralysis. Here I re-examine this view and argue that it lacks support when taken as a general thesis. Although bodily awareness may often interfere (...) with well-developed rote skills, like climbing stairs, I suggest that it is typically not detrimental to the skills of expert athletes, performing artists, and other individuals who endeavor to achieve excellence. Along the way, I present a critical analysis of some philosophical theories and behavioral studies on the relationship between attention and bodily movement, an explanation of why attention may be beneficial at the highest level of performance and an error theory that explains why many have thought the contrary. Though tentative, I present my view as a challenge to the widespread starting assumption in research on highly skilled movement that at the pinnacle of skill attention to one's movement is detrimental. There is a widespread view that well-learned skills are automated, and that attention to the performance of these skills is damaging because it disrupts the automatic processes involved in their execution. This idea serves as the basis for an account of choking in high pressure situations. On this view, choking is the result of self-focused attention induced by anxiety. Recent research in sports psychology has produced a significant body of experimental evidence widely interpreted as supporting this account of choking in (...) certain kinds of complex sensorimotor skills. We argue against this interpretation, pointing to problems with both the empirical evidence and the underlying theory. The experimental research fails to provide direct support for the central claims of the self-focus approach, contains inconsistencies, and suffers from problems of ecological validity. In addition, qualitative studies of choking have yielded contrary results. We further argue that in their current forms the self-focus and rival distraction approaches both lack the theoretical resources to provide a good theory of choking, and we argue for an expanded approach. Some of the elements that should be in an expanded approach include accounts of the features of pressure situations that influence the psychological response, the processes of situation appraisal, and the ways that attentional control can be overwhelmed, leading to distraction in some cases, and in others, perhaps, to damaging attention to skill execution. We also suggest that choking may sometimes involve performance-impairing mechanisms other than distraction or self-focus. (shrink)

We consider a range of cases—both hypothetical and actual—in which agents apparently know how to \ but fail to believe that the way in which they in fact \ is a way for them to \. These “no-belief” cases present a prima facie problem for Intellectualism about knowledge-how. The problem is this: if knowledge-that entails belief, and if knowing how to \ just is knowing that some w is a way for one to \, then an agent cannot both know (...) how to \ and fail to believe that w, the way that she \s, is a way for her to \. We discuss a variety of ways in which Intellectualists might respond to this challenge and argue that, ultimately, this debate converges with another, seemingly distinct debate in contemporary epistemology: how to attribute belief in cases of conflict between an agent’s avowals and her behavior. No-belief cases, we argue, reveal how Intellectualism depends on the plausibility of positing something like “implicit beliefs”—which conflict with an agent’s avowed beliefs—in many cases of apparent knowledge-how. While there may be good reason to posit implicit beliefs elsewhere, we suggest that there are at least some grounds for thinking that these reasons fail to carry over to no-belief cases, thus applying new pressure to Intellectualism. Sensorimotor psychology studies the mental processes that control goal-directed bodily motion. Recently, sensorimotor psychologists have provided empirically successful Bayesian models of motor control. These models describe how the motor system uses sensory input to select motor commands that promote goals set by high-level cognition. I highlight the impressive explanatory benefits offered by Bayesian models of motor control. I argue that our current best models assign explanatory centrality to a robust notion of mental representation. I deploy my analysis to defend intentional (...) realism, to rebut eliminativism and instrumentalism regarding mental representation, and to explore the relation between intentionality and normativity. Harry Frankfurt's philosophy of action as a prolegomenon to the Zhuangzi.

According to current orthodoxy in the philosophy of action, intentional actions consist in intrinsically mindless bodily movements that stand in causal relations to appropriate mental states. This paper challenges this approach to intentional action, by arguing that there are not enough appropriate mental states around to ‘animate’ all of the bodily movements we intuitively count as intentional actions. In the alternative picture I suggest, the bodily movements that constitute our intentional actions are themselves to be thought of as cognitive events, (...) embodying our grasp of ways of acting. This paper criticizes two closely connected rationalist views about human agency. The first of these views, rationalism about agential control, claims that the capacities for agential control in normal adult human beings are rational capacities. The second view, rationalism about action, claims that the capacities for agential control in virtue of which the things we do count as our actions are rational capacities. The arguments of the paper focus on aspects of technical skills that control integral details of skillful action, (...) like the details of a baseball player’s pitching technique. I argue that these aspects of technical skills are largely non-rational capacities, but are nonetheless capacities for agential control, and can help make the things we do count as actions. While rational capacities do have a central role in human agency, their importance should not lead us to neglect the significant constitutive role of non-rational capacities in our agency. (shrink)

Discussions of Ryle’s regress argument against the “intellectualist legend” have largely focused on whether it is effective against a certain view about knowledge how, namely, the view that knowledge how is a species of propositional knowledge. This is understandable, as this is how Ryle himself framed the issue. Nevertheless, this focus has tended to obscure some different concerns which are no less pressing—either for Ryle or for us today. More specifically, I argue that a version of Ryle’s regress confronts any (...) view according to which the intelligence manifested in action must be inherited from purely inner mental causes. I recommend an alternative account of the metaphysics of intelligent action, which avoids this commitment. (shrink)

According to the standard story given by reductive versions of the Causal Theory of Action, an action is an intrinsically mindless bodily movement that is appropriately caused by an intention. Those who embrace this story typically take this intention to have a coarse-grained content, specifying the action only down to the level of the agent's habits and skills. Markos Valaris argues that, because of this, the standard story cannot make sense of the deep reach of our non-observational knowledge of action. (...) He concludes that we therefore have to jettison its conception of actions as mindless bodily movements animated from the outside by intentions. Here we defend the standard story. We can make sense of the reach of non-observational knowledge of action once we reject the following two assumptions: (i) that an intended habitual or skilled action is a so-called basic action—that is, an action that doesn't involve any finer-grained intentions—and (ii) that an agent, in acting, is merely executing one intention rather than a whole hierarchy of more or less fine-grained intentions. We have some kind of privileged access to our own intentional actions. At least typically, if we're doing it on purpose, we know what we're doing. This privilege consists in the fact that the facts in virtue of which you're intentionally acting are not independent of the facts in virtue of which you're in a position to know what you're doing. An explanation of this privilege is an explanation of the relevant sort of nonindependence. In this paper, I try to (...) explain privileged access to action on the basis of the following idea. Ordinary intentional action requires a great deal of ordinary empirical knowledge, and this knowledge is usually sufficient to let you know what you're doing.
