This article argues that an ethical framework will help to harness the potential of AI while keeping humans in control.

We are sceptical of concerns over the opacity of algorithmic decision tools. While transparency and explainability are certainly important desiderata in algorithmic governance, we worry that automated decision-making is being held to an unrealistically high standard, possibly owing to an unrealistically high estimate of the degree of transparency attainable from human decision-makers. In this paper, we review evidence demonstrating that much human decision-making is fraught with transparency problems, show in what respects AI fares little worse or better and argue that (...) at least some regulatory proposals for explainable AI could end up setting the bar higher than is necessary or indeed helpful. The demands of practical reason require the justification of action to be pitched at the level of practical reason. Decision tools that support or supplant practical reasoning should not be expected to aim higher than this. We cast this desideratum in terms of Daniel Dennett’s theory of the “intentional stance” and argue that since the justification of action for human purposes takes the form of intentional stance explanation, the justification of algorithmic decisions should take the same form. In practice, this means that the sorts of explanations for algorithmic decisions that are analogous to intentional stance explanations should be preferred over ones that aim at the architectural innards of a decision tool. We live in a world of technical systems, designed in accordance with technical disciplines and operated by a personnel trained in those disciplines. This is a unique form of social organization without historical precedent. It overshadows traditional democratic institutions and largely determines our way of life. Technosystem: The Social Life of Reason reconstructs the idea of democracy for this brave new world. The author draws on the tradition of radical social criticism represented by Herbert Marcuse and the Frankfurt School as (...) well as contemporary Science and Technology Studies. The social critics recognized the role of instrumental rationality in modern societies, but they did not analyze any actual technologies in detail, nor did they develop a convincing theory of democratic resistance to the new forms of domination by rational systems. STS has developed methods of analysis for a fine-grained study of technology. Technosystem brings these methods to bear on the resistances emerging in the world described by the radical social critics of the Frankfurt School.--. (shrink)

This article investigates the types of intentionality involved in human–technology relations. It aims to augment Don Ihde’s analysis of the relations between human beings and technological artifacts, by analyzing a number of concrete examples at the limits of Ihde’s analysis. The article distinguishes and analyzes three types of “cyborg intentionality,” which all involve specific blends of the human and the technological. Technologically mediated intentionality occurs when human intentionality takes place “through” technological artifacts; hybrid intentionality occurs when the technological actually merges (...) with the human; and composite intentionality is the addition of human intentionality and the intentionality of technological artifacts.
