This article explores the tensions between cosmopolitanism and sovereignty as a means to conceptualize the ethics of European foreign policy. It starts by discussing the claim that, in order for the EU to play a meaningful role as an international actor, a definition of the common ethical values orienting its political conduct is required. The question of a European federation of states and its ethical conceptualization emerges clearly in some of the philosophical writings of the 17th and 18th centuries. I (...) seek to provide an outline of the main arguments presented by authors such as Saint Pierre, Rousseau and Kant regarding the implications of the emerging difference between cosmopolitanism and the law of nations in the ethics of international relations. The article focuses on the normative significance of the concept of sovereignty as it emerges in modern political philosophy and highlights its tensions with the ideas of moral and political cosmopolitanism. This exploration serves a double function: theoretical and practical. From the theoretical perspective it leads to a better understanding of the tensions involved in conceptualizing a common ethical orientation for the states of Europe. From the practical standpoint it sheds light on some persistent difficulties the European Union faces in trying to move beyond an intergovernmental political arrangement in the field of foreign policy. This paper develops an interpretation of what is essential to kant's doctrine of the highest good, Which defends it while also explaining why it is often rejected. While it is commonly viewed as a theological ideal in which happiness is proportioned to virtue, The paper gives an account in which neither feature appears. The highest good is best understood as a state of affairs to be achieved through human agency, Containing the moral perfection of all individuals and the satisfaction of (...) their permissible ends-I.E., One in which all act from the moral law and in doing so achieve their intended ends. The paper shows that the texts contain two distinct conceptions not distinguished by kant-Both a theological and a secular (political) notion. The standard objections apply to the theological, But the secular conception is consistent with kant's conception of moral conduct. Moreover, That the highest good is introduced as an end to be constructed out of the moral law indicates that the secular version is the essential notion. (shrink)

This essay examines Kant's idea of organic teleology. The first two sections are devoted to Kant's analysis and justification of teleological conceptions in biology. Both the idea of teleology and Kant's anti-reductionism are derived from basic elements of his critical treatment of the human intellect. The third section discusses the limitations Kant places on accounts of origins in the life world. It is argued that the limitations Kant places on accounts of the origins of species do not follow from his (...) idea of teleology. Kant’s use of the terms ‘Nature’ and ‘Providence’ in his essays on history has long puzzled commentators. Kant personifies Nature and Providence in a curious way, by speaking of them as “deciding” to give humankind certain predispositions, “wanting” these to be developed, and “knowing” what is best for humans Moreover, he leaves the relationship between the two terms unclear. In this essay, I argue that Kant’s use of ‘Nature’ and ‘Providence’ can be clarified and explained. Moreover, I show that Kant’s (...) use of the terms is symptomatic of a much more important and not sufficiently appreciated fact about Kant’s philosophy of history, viz., that it fulfils a function in both his theoretical and his practical philosophy. This is the first volume of the first ever comprehensive edition of the works of Immanuel Kant in English translation. The eleven essays in this volume constitute Kant's theoretical, pre-critical philosophical writings from 1755 to 1770. Several of these pieces have never been translated into English before; others have long been unavailable in English. We can trace in these works the development of Kant's thought to the eventual emergence in 1770 of the two chief tenets of his mature philosophy: the (...) subjectivity of space and time, and the phenomena-noumena distinction. In this volume, thirteen distinguished contributors from the United States, Canada, Britain, and Germany cast light on important aspects of Kant's liberal thinking.

In 1795 Immanuel Kant published an essay entitled "Toward Perpetual Peace: A Philosophical Sketch." The immediate occasion for the essay was the March 1795 signing of the Treaty of Basel by Prussia and revolutionary France, which Kant condemned as only "the suspension of hostilities, not a peace." In the essay, Kant argues that it is humankind's immediate duty to solve the problem of violence and enter into the cosmopolitan ideal of a universal community of all peoples governed by the rule (...) of law.The essay's two-hundredth anniversary, 1995, also marked the fiftieth anniversary of the end of World War II and of the establishment of the Charter of the United Nations. The essays in this volume were written for a conference held in Frankfurt in May 1995 to commemorate these three anniversaries. Together, the authors argue for the continued theoretical and practical relevance of the cosmopolitan ideals of Kant's essay. They also show that history has both confirmed and outstripped Kant's prognoses. As recent events have shown, we certainly have not emerged from the violence of the state of nature. Anthropology, History, and Education contains all of Kant's major writings on human nature. Some of these works, which were published over a thirty-nine year period between 1764 and 1803, have never before been translated into English. Kant's question 'What is the human being?' is approached indirectly in his famous works on metaphysics, epistemology, moral and legal philosophy, aesthetics and the philosophy of religion, but it is approached directly in his extensive but less well-known writings on physical and cultural anthropology, the (...) philosophy of history, and education which are gathered in the present volume.
