This paper offers an in-depth analysis of electoral volatility in Albania from 1991 to 2021, a transformative period from a communist regime to a democratic multi-party system. It diverges from Central and Eastern European trends by examining Albania's unique political dynamics and the factors influencing electoral behavior and volatility. Utilizing the Pedersen Index, the study methodically evaluates various determinants impacting party electoral volatility in Albania. The research underscores the significance of high membership rates and robust ground organization within major political (...) parties as key contributors to low volatility levels in Albania's party system, thus providing insight into the intricacies and idiosyncrasies of Albania's political landscape. L’article de Francis Dupuis-Déri, « Contestation internationale contre élites mondiales : l’action directe et la politique délibérative sont-elles conciliables ? »[1] soulève bon nombre de questions. Sur le fond, quoiqu’il m’eût été beaucoup plus agréable de multiplier les points d’accord en réponse à une aimable invitation à discuter cet article, je dois me résoudre à exprimer de nombreux désaccords, dont je ne sais pas toujours à quel point ils sont profonds, sauf sur une question, d’ordre éthique, où je suis sûr (...) qu’ils le sont ; car j’ai souvent été dans l’embarras quant à l’identification de la véritable conception que l’auteur se fait de la politique délibérative. Mon propos consistera essentiellement à introduire des distinctions conceptuelles qui me semblent négligées par l’auteur. Ces désaccords ne vont pas, heureusement, sans quelques points d’accord sur des questions qui me semblent dénuées d’équivocité et que j’espère importantes pour l’auteur. (shrink)

The aim of the paper is to explore the discourse strategies of the Party of Labor of Albania to eliminate its enemies in the early years of establishing communism in the country. The contention is that PLA and its leaders made possible the elimination of thousands of people by normalizing the process. The enemies of the party were declared enemies of the people and as such, they had to disappear in one way or another, so that the integrity of the (...) body politics could be preserved. The class enemy was considered a parasite that should be eliminated in the name of social prophylaxis. By using discourse analyses the paper will investigate the discursive strategies followed by the communist party and its leader when addressing the class enemy. Speeches of Enver Hoxha in Party Congresses, Plenums, and gatherings with people will be analyzed. Only by normalizing the process of elimination of everyone who was depicted as an enemy, did the communist party make possible the elimination of thousands of people. Normalization is understood as the standardization of the procedure so that everyone knew in advance what would happen if someone had to be declared an enemy of the people. The paper will analyze the vocabulary used to portray the class enemy and his/her destiny in specific cases. The study has analyzed the speeches given to justify the elimination of Patër Anton Harapi, Lef Nosi, Maliq Bej Bushat, dom Lazër Shantoja, dom Ndre Zadeja, and the sabotage group of the Maliqi swamp. Management in the new normal is an inventiveness to adopt new drift in the education system. Thus, this research study purposely to examine the Management and Challenges of Criminology Deans in this progression of new normal living condition. A qualitative research approach particularly a Case Study design was utilized. The population of this study were focused on the Seven (7) Deans of Criminal Justice Education of various Universities and Colleges and a Semi Structured Interview employing the open ended questions was (...) utilized in order to extract more discussion on the Management and Challenges of the different deans, guided by the ethical principles on research. The results found out two challenges in the new normal; the Flexible and Remote Learning and Blended Learning Modalities. Intervention approach was also identified like the Work Home Status, Asynchronous and Synchronous Study Learning and Social Media plat forms. Indeed, the management of Deans is immediately needed in this challenging time like; lack of new computer skills, Academic freedom of teachers regarding poor performances of students, the duties and responsibilities of the personnel towards clienteles. Was wissen Sie über Kosovo? Nicht genug. Nicht genug jedenfalls über objektive, wertfrei vorgegebene Fakten, mit deren Hilfe man verantwortungsethische Bewertungen des NATO-Angriffs begründen könnte. Trotzdem halte ich drei wertende Aussagen über den Kosovo-Konflikt für vernünftig. Sie lauten (in alphabetischer Reihenfolge): Der bewaffnete Kampf der Albaner im Kosovo war moralisch falsch. Die Militäreinsätze der Serben im Kosovo waren moralisch falsch (schon vor Beginn der NATO-Bombardements und erst recht danach). Und schliesslich: Die Luftschläge des Westens gegen Serbien waren moralisch falsch. Insbesondere (...) diese letzte Behauptung ist der Zielpunkt des Aufsatzes. Mein Plädoyer für diese Behauptung verläuft auf einem dritten Weg zwischen der gesinnungsethischen Position pazifistischer Rigoristen und der verantwortungsethischen Position ihrer Kontrahenten. Die grundlegende Richtlinie für meine Untersuchung besteht darin, keine Behauptungen als objektiv auszugeben, die in Wirklichkeit auf Wertungen beruhen. Schon beim Blick auf die Vorkriegs- und Kriegsgeschehnisse im Kosovo kommen wir nicht ohne die Hilfe von Werten aus; und ich plädiere dafür, diese Geschehnisse im Lichte einer verzweifelten Menschenliebe anzusehen: Daraus ergibt sich eine neue Form von Pazifismus.
