This paper attempts to classify the beggars of modern Nepal according to their professional and their art of begging. By observing their principles of begging, we have classified them into 6 categories and each category has been explained in brief.

Existing studies of the multi-group dynamics of prejudiced societies focus on the social- psychological knowledge behind the relevant processes. We instead create a multi-agent framework that simulates the propagation of prejudice and measures its tangible impact on prosperity. Levels of prosperity are tracked for individuals as well as larger social structures including groups and factions. We model social interactions using the Continuous Prisoner's Dilemma (CPD) and a new agent type called a prejudiced agent. Our simulations show that even modeling prejudice (...) as an exclusively out-group phenomenon nonetheless generates implicit in-group promotion, leading to higher relative prosperity of a prejudiced population. This skew in prosperity is seen to be correlated to factors such as size difference between groups, and the fraction of prejudiced agents in a group. Our model is a step towards a deeper understanding of the origins, propagation, and ramifications of prejudice through simulative studies grounded in apt theoretical backgrounds. (shrink)

E-Government refers to the administration of Information and Communication Technologies (ICT) to the procedures and functions of the government with the objective of enhancing the transparency, efficiency and participation of the citizens. E-Government is tough systems that require distribution, protection of privacy and security and collapse of these could result in social and economic costs on a large scale. Many of the available e-government systems like electronic identity system of management (eIDs), websites are established at duplicated databases and servers. An (...) established validation and management system could face a single failure point and the system is prone to Distributed Denial of Service Attacks (DDoS), denial of service attacks (DoS), malware and other cyber attacks. The execution of a privacy preserving and a secure decentralized system is enabled by the block chain technology. Here any third-party organizations do not have any control over the transactions of the Government. With the help of block chain technology, new and existing data are encapsulated within ledger or blocks, which are evenly distributed through the network in an enduring and sustainable way. The privacy and security of information are improved with the help of block chain technology, where distribution and encryption of data are performed through the total network. This analytical paper maps out the analysis of the security in the e-government system, utilizing the block chain technology that provides privacy and security of information and thereby enhancing the trust among the public sector. Qualitative and theoretical analysis is made for the proposed topic and implications of privacy and security of the proposed system is made. (shrink)

A review of Failure by Arjun Appadurai and Neta Alexander.

This is a reading of Spivak as an heir to Sri Avinavagupta and Sri Ramakrishna. We ignore the fact that Spivak is a Shakta in her corpus. This review corrects/revises our understanding of Spivak and reinstates her as she really deserves to be read: she is within the traditions of Tantra. Spivak, in her own writings and interviews, has long spoken of her Tantric roots. This review in Prabuddha Bharata, which is the mouthpiece of the Ramakrishna Mission whose disciple Spivak (...) is, published this review because it carries on, as it were, the cultural work of analysing the precomprehensible in Spivak. Gayatri Chakravorty Spivak asked a question in 1988: ‘Can the Subaltern Speak?’ That question was the expression of a lifetime of observation of the marginalised and witnessing of attempts to civilise the ‘aborigine’. Eventually, this question led to A Critique of Postcolonial Reason: Toward a History of the Vanishing Present (CPR) in 1999. A seminal work, this book unsettled and reoriented the thoughts of scholars, brought up new questions and insights, and the very construct of civilisation and culture was (...) challenged. In 2000 a group of scholars, of whom many were Gayatri’s students—the first name of the celebrated thinker is being used in this review in keeping with her radical spirit—came together as a panel in the annual meeting of the International Association for Philosophy and Literature at Stony Brook University in Long Island, New York, to deliberate on CPR. The panel discussions were engaging and elicited extraordinary response. This encouraged the publication of the proceedings as a special symposium in 2002 in the journal Interventions: International Journal of Postcolonial Studies. The question of authenticity centers in the lives of women of color to invite and restrict their representative roles. For this reason, Gayatri Chakravorty Spivak and Uma Narayan advocate responding with strategic essentialism. This paper argues against such a strategy and proposes an epistemic understanding of the question of authentic- ity. The question stems from a kernel of truth—the connection between experience and knowledge. This chapter explores the anti-colonial narrative potential of certain works of cinema taking Aguirre, the Wrath of God and Caché as a case in point. To do so, this chapter first and mainly draws upon the theoretical and normative lens put forward by Gayatri Chakravorty Spivak on the representation of the colonized other and her resulting political and intellectual call for self-reflection on one's privileged Western intellectual positioning. This lens has many normative implications for the ways in which the (...) colonized subject and colonial history are discussed and represented. The partial lack of representation of the colonized other in Aguirre, the Wrath of God leaves the subjectivity of the colonizer in crisis and madness. Second, the narrative of Caché is explored and it is suggested that it resembles the rhetoric of Foucauldian disciplinary power of surveillance turned upside-down thus enforcing the complicit of colonialism to question her privilege. Using Foucault’s concept of governmentality vis-à-vis Appadurai’s “global ethnoscapes” as frames, I argue for a techno-cultural dimension which brought forth the phenomenon of the “dancing inmates,” an argument against the charge of Filipino colonial mimicry of a Hollywood popular entertainment. Albeit the inmates’ dance routines indeed depict Foucault’s “docile bodies” in his analysis of the modern prison, as pointed out by critics, I am inclined to show how the internet mediation through social media networks awakened a culturally imbibed dance and (...) musical character trait vis-à-vis the jolly cultural disposition of Filipinos. Thus, I view these characteristics as existential responses, hence, ‘creative resilience,’ to the inhuman incarcerating conditions of the prison life through using the art of dance with the aid of media technology. I argue on the role of the internet as the prisoners’ avenue to the outside world that was strategically deprived of them as a form of punishment, and the role of the internet as their last frontier to freedom and to realize their human potentials.
