ICTs, personal data, digital rights, the GDPR, data privacy, online security… these terms, and the concepts behind them, are increasingly common in our lives. Some of us may be familiar with them, but others are less aware of the growing role of ICTs and data in our lives - and the potential risks this creates. These risks are even more pronounced for vulnerable groups in society. People can be vulnerable in different, often overlapping, ways, which place them at a disadvantage (...) to the majority of citizens; Table 3 in this guide presents some of the many forms and causes of vulnerability. As a result, vulnerable people need greater support to navigate the digital world, and to ensure that they are able to exercise their rights. This guide explains where such support can be found, and also answers the following questions: - What are the main ethical and legal issues around ICTs for vulnerable citizens? - Who is vulnerable in Europe? - How do issues around ICTs affect vulnerable people in particular? This guide is a resource for members of vulnerable groups, people who work with vulnerable groups, and citizens more broadly. It is also useful for data controllers1 who collect data about vulnerable citizens. While focused on citizens in Europe, it may be of interest to people in other parts of the world. It forms part of the Citizens’ Information Pack produced by the PANELFIT project, and is available in English, French, German, Italian and Spanish. We consider an extended notion of reinforcement learning in which the environment can simulate the agent and base its outputs on the agent's hypothetical behavior. Since good performance usually requires paying attention to whatever things the environment's outputs are based on, we argue that for an agent to achieve on-average good performance across many such extended environments, it is necessary for the agent to self-reflect. Thus weighted-average performance over the space of all suitably well-behaved extended environments could be considered a (...) way of measuring how self-reflective an agent is. We give examples of extended environments and introduce a simple transformation which experimentally seems to increase some standard RL agents' performance in a certain type of extended environment. What challenges are you experiencing in ensuring the protection and security of your project data, and compliance with the GDPR, within existing data management processes/systems? H´ector-Neri Casta˜neda-Calder´on (December 13, 1924–September 7, 1991) was born in San Vicente Zacapa, Guatemala. He attended the Normal School for Boys in Guatemala City, later called the Military Normal School for Boys, from which he was expelled for refusing to fight a bully; the dramatic story, worthy of being filmed, is told in the “De Re” section of his autobiography, “Self-Profile” (1986). He then attended a normal school in Costa Rica, followed by studies in philosophy at the University of San (...) Carlos, Guatemala. He won a scholarship to the University of Minnesota, where he received his B.A. (1950), M.A. (1952), and Ph.D. (1954), all in philosophy. His dissertation, “The Logical Structure of Moral Reasoning”, was written under the direction of Wilfrid Sellars. He returned to teach in Guatemala, and then received a scholarship to study at Oxford University (1955–1956), after which he took a sabbatical-replacement position in philosophy at Duke University (1956). His first full-time academic appointment was at Wayne State University (1957– 1969), where he founded the philosophy journal Noˆus (1967, a counter-offer made to him by Wayne State to encourage him to stay there rather than to take the chairmanship of philosophy at the University of Pennsylvania). In 1969, he moved (along with several of his Wayne colleagues) to Indiana University, where he eventually became the Mahlon Powell Professor of Philosophy and, later, its first Dean of Latino Affairs (1978–1981). He remained at Indiana until his death. He was also a visiting professor of philosophy at the University of Texas at Austin (1962–1963) and a fellow at the Center for Advanced Study in the Behavioral Sciences (1981–1982). He received grants and fellowships from the Guggenheim Foundation (1967–1968), the T. Andrew Mellon Foundation, the National Endowment for the Humanities, and the National Science Foundation. He was elected President of the American Philosophical Association Central Division (1979– 1980), named to the American Academy of Arts and Sciences (1990), and received the Presidential Medal of Honor from the Government of Guatemala (1991). Casta˜neda’s philosophical interests spanned virtually the entire spectrum of philosophy, and his theories form a highly interconnected whole.. (shrink)

We present a computational analysis of de re, de dicto, and de se belief and knowledge reports. Our analysis solves a problem first observed by Hector-Neri Castañeda, namely, that the simple rule -/- `(A knows that P) implies P' -/- apparently does not hold if P contains a quasi-indexical. We present a single rule, in the context of a knowledge-representation and reasoning system, that holds for all P, including those containing quasi-indexicals. In so doing, we explore the difference between reasoning (...) in a public communication language and in a knowledge-representation language, we demonstrate the importance of representing proper names explicitly, and we provide support for the necessity of considering sentences in the context of extended discourse (for example, written narrative) in order to fully capture certain features of their semantics. Castañeda, Perry and Lewis argued in the 1960’s and 1970’s that thoughts about oneself “as oneself” – de se thoughts – require special treatment, and advanced different accounts. In this paper I discuss Ernest Sosa’s approach to these matters. I first present his approach to singular or de re thought in general in the first section. In the second, I introduce the data that need to be explained, Perry’s and Lewis’s proposals, and Sosa’s own account, in relation to Perry’s, Lewis’s, (...) and his own views on de re thought. In the third section I present the account I prefer – a “token-reflexive” version of Perry’s original account that Perry himself came to adopt in reaction to Stalnaker’s criticisms. In the final section I take up Recanati’s recent arguments, from a viewpoint on de se thought very similar to Sosa’s, to the effect that such an account is in a good position to explain the phenomenon of immunity to error through misidentification. I argue there that that is not the case, and I conclude by suggesting that the token-reflexive account fits better both with the data and with Sosa’s Fregean take on de re thought in general. Inspired by Castañeda (1966, 1968), Perry (1979) and Lewis (1979) showed that a specific variety of singular thoughts, thoughts about oneself “as oneself” – de se thoughts, as Lewis called them – raise special issues, and they advanced rival accounts. Their suggestive examples raise the problem of de se thought – to wit, how to characterize it so as to give an accurate account of the data, tracing its relations to singular thoughts in general. After rehearsing the main tenets of (...) two contrasting accounts – a Lewisian one and a Perrian one – in the first section of this paper, in the second I will present a proposal of my own, which is a specific elaboration of the Perrian account. In the first section I will indicate some weaknesses of Perry’s presentation of his view; the proposal I will articulate in the second overcomes them. I will conclude with a brief discussion of reasons for preferring one or another account, in particular regarding the issue of the communication of de se thoughts. (shrink)

Since the classic works by Castañeda, Perry and Lewis, de se thoughts have been described as thoughts about oneself ‘as oneself’. In recent years, various theoretical perspectives have gained ground, and even if the transcendental system does not seem to contemplate an explicit articulation of de se thoughts, apparently a few features of transcendental apperception and I think do anticipate a few points in Perry and Recanati’s claims on the so-called implicit de se thoughts in the specific terms of Transcendentalism.

Il est rare, en philosophie, qu'on rencontre un problème ayant reçu une solution définitive. Dans le cadre de la philosophie contemporaine du langage, cependant, la critique de Russell à Meinong fait souvent figure d'exception à la règle - ce que l'on ne peut, eu égard à certains aspects de la philosophie de Meinong, que déplorer. Selon l'interprétation courante, la théorie des descriptions définies de Russell - que Ramsey qualifia de “paradigme de philosophie” - aurait mis hors jeu une fois pour (...) toutes la doctrine ontologique de Meinong, caractérisée par des thèses d’apparence paradoxale telles que : “il y a des choses telles qu’il n’y a pas de telles choses”, “l’objet est au-delà de l’être et du non-être”, “l’être-ainsi [le fait d’avoir des propriétés] précède l’existence (Dasein)”. Récemment pourtant, on a tenté, de toutes parts, de faire revivre la doctrine meinongienne. Je pense ici aux diverses propositions, toutes d’inspiration meinongienne, avancées par Castañeda 1989, Parsons 1980, Rapaport 1978, Routley 1980 et Zalta 1983. Mais bien que toutes ces propositions aient développé certaines intuitions meinongiennes de manière certainement plus raffinée d’un point de vue formel que Meinong lui-même, elles ont été perçues comme de purs modèles théoriques sans aucun doute intéressants, mais incapables en tant que tels de déplacer les termes de la question, comme Russell l’avait fait à l’égard de Meinong. Ainsi naît l’exigence de repenser le thème complet et d’évaluer dans quelle mesure la critique de Russell pose vraiment de sérieuses difficultés aux thèses meinongiennes. Nous verrons ainsi ce qu’il faut, dans ces dernières, considérer comme mort, et ce qui, au contraire, jouit toujours d'une validité objective. Si ce qui suit est plausible, nous découvrirons que ces thèses résistent pour la plupart aux critiques de Russell, à condition qu’on les considère de façon adéquate. (shrink)

Some of these were previously published but many are published here for the first time. In particular, published here are Hartman’s replies to such critics as Hector Neri Castañeda, Charles Hartshorne, Rem B. Edwards, Robert E. Carter, G. R. Grice, Nicholas Rescher, Robert W. Mueller, Gordon Welty, Pete Gunter, George Kimball Plochmann, (...) William Eckhardt, and Robert S. Brumbaugh. Crticial essays and responses to them developed by Rem B. Edwards, Frank G. Forrest, and Mark A. Moore after Hartman’s untimely death in 1973 are also included. (shrink)

A review of a collection of essays one meta-philosophy by fifteen philosophers, including Rorty, Castañeda and Putnam. It is a stimulating collection, useful reading for those who want to go beyond the caricatures of today's philosophy in America, for those interested in the discussion on the origins of the split between continental philosophy and Anglo-American philosophy and for the philosopher who does not disdain a moment of "self-consciousness". The editors, both teaching at Tel-Aviv University, have proved able to manage this (...) small transoceanic enterprise with originality; it is a symptom, like those represented by many other books of Israeli philosophers published in recent years in German and much more in English, of the vitality and openness to the outside world of this small philosophical community. According to the propositional view of belief, a belief situation involves a believer’s standing in the relation of belief to a proposition. It is argued that the propositional view has unacceptable implications concerning the identity conditions of belief situations involving beliefs with indexical contents, especially where such beliefs are held over a period of time during which background circumstances change. After a critical discussion of Perry’s alternative to the propositional view, a version of the adverbial theory of belief, which accounts (...) satisfactorily for the identity conditions of belief situations, is advanced. This theory, which avoids the standard objections to adverbialism, is defended against the charge that it cannot provide an account of the semantics of sentences attributing the same belief to two or more believers. In the course of this defense it is argued that the standard propositional account of such sentences is insensitive to everyday language. (shrink)
