There are a number of premises underlying much of the vigorous debate on pharmacological cognitive enhancement. Among these are claims in the enhancement literature that such drugs exist and are effective among the cognitively normal. These drugs are deemed to enhance cognition specifically, as opposed to other non-cognitive facets of our psychology, such as mood and motivation. The focus on these drugs as cognitive enhancers also suggests that they raise particular ethical questions, or perhaps more pressing ones, compared to those (...) raised by other kinds of neuroenhancement. Finally, the use of these drugs is often claimed to be significant and increasing. Taken together, these premises are at the heart of the flurry of debate on pharmacological cognitive enhancement. In this article, it is argued that these are presumptions for which the evidence does not hold up. Respectively, the evidence for the efficacy of these drugs is inconsistent; neurologically it makes little sense to distinguish the cognitive from non-cognitive as separate targets of pharmacological intervention; ethically, the questions raised by cognitive enhancement are in fact no different from those raised by other kinds of neuroenhancement; and finally the prevalence rates of these drugs are far from clear, with the bulk of the claims resting on poor or misrepresented data. Greater conceptual clarity along with a more tempered appreciation of the evidence can serve to deflate some of the hype in the associated literature, leading to a more realistic and sober assessment of these prospective technologies. Birks and Buyx (2018) claim that, at least in the foreseeable future, nonconsensual neurointerventions will almost certainly suppress some valuable mental states and will thereby impose an objectionable harm to mental integrity—a harm that it is pro tanto wrong to impose. Of course, incarceration also interferes with valuable mental states, so might seem to be objectionable in the same way. However, Birks and Buyx block this result by maintaining that the negative mental effects of incarceration are merely foreseen, whereas those (...) of neurointerventions are intended. We dispute Birks and Buyx’s characterization of the descriptive difference between these effects. In both cases, the negative effects are caused, not constituted, by the act in question. (shrink)

İlk olarak doğrulama ve yanlışlama teorileri daha sonraları ise bilim çalışmalarını bir bütün olarak ele alan, araştırma programları olarak gören teoriler sunulmuştur. Bilimsel çalışmaların, yeni sorunlar üretmesi ve eleştirel bakış açısına sahip olması da bilim olanın sınırlarını çizebilmek için ölçütler arasında sayılmıştır. Bu çabalar ile bilim pratiklerinin irdelenmesi zamanla bilim insanına ve bilim kurumlarına yönelmiştir. Bu konunun önemli (...) bir sorunu bilim yolu ile ulaşabileceğimiz doğru bilginin ne olduğu ile neyin bilim olarak ele alınabileceğinin tek bir sorun gibi ele alınmasıdır. Bilimsel doğrunun ne olduğu ile bilimsel bilginin ne olduğu tartışması iç içe yürütülmektedir. Bir diğer sorun ise bilimin sınırlarını belirlerken bilim çalışmaları dışında etik ve sosyal ölçütler aranmasıdır. Bu yaklaşımlar konuyu çözümsüz bir noktaya götürmektedir. Diğer önemli nokta Astroloji örneğinin yanlış bilgilerle ele alınmasıdır. Bu çalışmada tartışmanın bilim pratiklerinde kalması gerektiği savunulmuştur. Çarpık bilimi ayırmak için sık kullanılan Astroloji örneği yeniden ele alınarak yanlış yargılara sebep olan bilgiler düzeltilmeye çalışılmıştır. Ayrıca önermelerin bilimsel doğruyu ayırma konusundaki önemi ve durumu tartışılmış böylece neyin bilim, neyin bilimsel doğru ve neyin bilim dışı olduğu netleştirilmeye çalışılmıştır. (shrink)

Abstract: Background: Hair loss is often a concern for women, men and children. It is normal to lose between 50 and 100 hairs a day, without us noticing it. Usually hair loss is a sign of a medical condition, some of them are hereditary, and some of them are temporary due to disease, stress, cancer treatment, weight loss, and iron deficiency. Objectives: The main goal of this expert system is to obtain an appropriate diagnosis of the cause of hair loss. (...) Methods: In this paper, the proposed expert system that was produced is designed to assist the physician in diagnosing hair loss disease such as seborrhea, lichen planus, ringworm, alopecia areata, thyroid disease and male-pattern baldness. The proposed expert system presents an overview about hair loss diseases are given, the cause of diseases are outlined and the treatment of disease whenever possible is given out. Clips Expert System language was used for designing and implementing the proposed expert system. Results: The proposed hair loss diseases diagnosis expert system was evaluated by Medical students and they were satisfied with its performance. Conclusions: The Proposed expert system is very useful for hair loss treatment physician, patients with hair loss problems and newly graduated physician. (shrink)

This proceedings book is the offspring of the online national conference on “Reading and Writing with ICTs: Teachers’ and Learners’ Perceptions” that was held on 9/10 March 2022 at Badji Mokhtar University- Annaba- Algeria. This conference was part of a project accepted by the ministry of Higher education and scientific research (PRFU). Scholars from different corners of Algeria participated in the conference two days. Indeed, Information and communication technology (ICTs) is the marked print of this era. It is the digital (...) age were smart phones, computers and internet are widely spread. With the outbreak of COVID 19, higher education opted for online learning as the only solution to save the learning process. Besides, in order to learn a language, reading and writing represent the two essential literacy skills that learners/teachers should focus on. After a blind double- review, twenty articles were accepted under three sections. The first is about “Developing the reading skill through ICTS: Teachers’ and Learners’ perceptions with six articles” with six articles. The second section on “Developing the writing skill through ICTS: Teachers’ and Learners’ perceptions” includes seven articles. The last section is on “ICTs and Language Learning” with seven articles. The proceedings book ends with a number of recommendations for a better use of ICTs in the educational context in Algeria. The entity of man and efficiency of mind are controversial issues in Arabic culture. There is no agreement among Muslim philosophers and theologians in defining man and the mind. In their analysis, they relied on translated Greek philosophical works and Arab cultural heritage and then added their thoughts. As a result, some scholars accused Asrab culture of sinking into dualism. To clarify the entity of man and mind, we should answer the following questions: Who is man? Is the function of (...) the mind just to achieve knowledge? What is the theory of equilibrium in Arab culture? In this paper, I will examine these questions and then investigate the rational trend from Mu'tazili to Ibn Rushd and compare it with another trend (Ibn Hazem and Al Ghazali), adherence to the text. Researchers have interpreted the existence of such trends together as a reflection of the theory of equilibrium in Arab culture. (shrink)
