Definition of the problem The umbrella term “explicability” refers to the reduction of opacity of artificial intelligence (AI) systems. These efforts are challenging for medical AI applications because higher accuracy often comes at the cost of increased opacity. This entails ethical tensions because physicians and patients desire to trace how results are produced without compromising the performance of AI systems. The centrality of explicability within the informed consent process for medical AI systems compels an ethical reflection on the trade-offs. Which (...) levels of explicability are needed to obtain informed consent when utilizing medical AI? Arguments We proceed in five steps: First, we map the terms commonly associated with explicability as described in the ethics and computer science literature, i.e., disclosure, intelligibility, interpretability, and explainability. Second, we conduct a conceptual analysis of the ethical requirements for explicability when it comes to informed consent. Third, we distinguish hurdles for explicability in terms of epistemic and explanatory opacity. Fourth, this then allows to conclude the level of explicability physicians must reach and what patients can expect. In a final step, we show how the identified levels of explicability can technically be met from the perspective of computer science. Throughout our work, we take diagnostic AI systems in radiology as an example. Conclusion We determined four levels of explicability that need to be distinguished for ethically defensible informed consent processes and showed how developers of medical AI can technically meet these requirements. Historically, scientific and engineering expertise has been key in shaping research and innovation policies, with benefits presumed to accrue to society more broadly over time. But there is persistent and growing concern about whether and how ethical and societal values are integrated into R&I policies and governance, as we confront public disbelief in science and political suspicion toward evidence-based policy-making. Erosion of such a social contract with science limits the ability of democratic societies to deal with challenges presented by new, (...) disruptive technologies, such as synthetic biology, nanotechnology, genetic engineering, automation and robotics, and artificial intelligence. Many policy efforts have emerged in response to such concerns, one prominent example being Europe's Eighth Framework Programme, Horizon 2020, whose focus on “Responsible Research and Innovation” provides a case study for the translation of such normative perspectives into concrete policy action and implementation. Our analysis of this H2020 RRI approach suggests a lack of consistent integration of elements such as ethics, open access, open innovation, and public engagement. On the basis of our evaluation, we suggest possible pathways for strengthening efforts to deliver R&I policies that deepen mutually beneficial science and society relationships. (shrink)

This report offers a modern perspective on the problem of negative energy, based on a reexamination of the concept of time direction as it arises in a classical and quantum-mechanical context. From this analysis emerges an improved understanding of the general-relativistic stress-energy of matter as being a manifestation of local variations in the energy density of zero-point vacuum fluctuations. Based on those developments, a set of axioms is proposed from which are derived generalized gravitational field equations which actually constitute a (...) simplification of relativity theory in the presence of negative-energy matter and a non-zero cosmological constant. Important clarifications are also achieved regarding the nature of the binary degrees of freedom of matter in the final stages of a gravitational collapse. Those results are then applied to provide original solutions to several long-standing problems in cosmology, including the problem of the nature of dark matter and dark energy, that of the origin of thermodynamic time asymmetry, and several other issues traditionally approached using inflation theory. Finally, we draw on those developments to provide significant new insights into the foundations of quantum theory, regarding, in particular, the problem of quantum non-locality, that of the emergence of time in quantum cosmology, as well as the question of the persistence of quasiclassicality following decoherence. A presente dissertação tem como objetivo uma apresentação da proposta de Charles Kielkopf, de tradução da lógica deôntica standard em uma lógica normal alética e de seusresultados quanto à construção de um sistema de lógica deôntica que capture conceitos eprincípios kantianos como necessidade causal e as formulações do Imperativo Categórico acerca do Reino da Natureza e do Reino dos Fins. Uma vez que este processo resulta em uma interpretação de aspectos da filosofia kantiana, optou-se inicialmente por uma apresentação em linhas (...) gerais destas concepções e, tendo em vista as dificuldades referentes a aplicabilidade de um processo de tradução entre princípios deônticos e ônticos,fez-se necessária também uma exposição acerca do problema das barreiras inferenciais, bem como de sua conseqüência mais imediata, a saber, o Dilema de Jörgensen. Num segundo momento, também foi feita uma caracterização dos sistemas modais normais, tanto deônticos quanto aléticos, bem como da noção de tradução entre lógicas e dos modelos de Dawson. O capítulo final consiste justamente num exame crítico da proposta de Kielkopf, o qual faz uso dos modelos de Dawson para desenvolver uma lógica deôntica a partir do sistema lógico K1. Tais modelos de Dawson permitem a definição de uma lógica deôntica em termos de modalidades aléticas iteradas, com o que este modelo constitui-se em uma maneira de evitar os problemas referentes às barreiras inferenciais. O desenvolvimento de uma alternativa para a atribuição de um status lógico a concepções deônticas não constitui,contudo, o aspecto inovador desta proposta, tal aspecto encontra-se justamente na utilização por Kielkopf, de seu modelo formal como uma ferramenta para a investigação de concepções filosóficas, no caso, as concepções kantianas já citadas. -/- The current dissertation has as its main objective an exposition and critical analysis of Charles Kielkopf's translation of the Standard Deontic Logic (SDL) into a normal alethic logic, and the resulting construction of a system of deontic logic that captures Kantian fundamental concepts and principles such as the concept of causal necessity and the formulations of the Categorical Imperative concerning Kingdom of Nature and Kingdom of Ends. Since this process results in an interpretation of aspects of the Kantian philosophy, it has been chosen,initially, a presentation in general lines of these concepts and, considering the difficulties regarding the applicability of a translation process between deontic and ontic principles, it was done necessary also an exhibition concerning the problem of the inferential barriers, as well as of his more immediate consequence, i. e., Jörgensen's Dilemma. In a secon dmoment, it was also made a characterization of normal modal systems, deontic ones andalethic ones, as well as of the notions of translation between logics and of Dawson modelling. The final chapter consists of a critical examination of Kielkopf's proposal, which uses Dawson modelling to develop a deontic logic based on the alethic system K1. Such Dawson modelling allows the definition of a deontic modalities in terms of iterated alethic modalities,therefore this model constitutes a way of avoiding the problems regarding inferential barriers. The development of an alternative for attribution of logical status to deontic concepts doesn't constitute, however, in an innovative aspect of this proposal, such aspect can be founded inthe use made by Kielkopf of his formal model as a tool for the investigation of philosophical concepts, such as the Kantian concepts already mentioned. To justify inductive inference and vanquish classical skepticisms about human memory, external world realism, etc., Richard Fumerton proposes his “inferential internalism,” an epistemology whereby humans ‘see’ by Russellian acquaintance Keynesian probable relations (PRs) between propositions. PRs are a priori necessary relations of logical probability, akin to but not reducible to logical entailments, such that perceiving a PR between one’s evidence E and proposition P of unknown truth value justifies rational belief in P to an objective degree. A recent critic of (...) inferential internalism is Alan Rhoda, who questions its psychological plausibility. Rhoda argues that in order to see necessary relations between propositions E and P, one would need acquaintance with too many propositions at once, since our evidence E is often complex. In this paper, I criticize Rhoda’s implausibility objection as too quick. Referencing the causal status effect (CSE) from psychology, I argue that some of the complex features of evidence E contribute to our type-categorizing it as E-type, and thus we do not need to ‘see’ all of the complex features when we see the PR between E and P. My argument leaves unchanged Fumerton’s justificatory role for the PR, but enhances its psychological plausibility. (shrink)

Open theists deny that God knows future contingents. Most open theists justify this denial by adopting the position that there are no future contingent truths to be known. In this paper we examine some of the arguments put forward for this position in two recent articles in this journal, one by Dale Tuggy and one by Alan Rhoda, Gregory Boyd, and Thomas Belt. The arguments concern time, modality, and the semantics of ‘will’ statements. We explain why we find none (...) of these arguments persuasive. This wide road leads only to destruction. (shrink)

The Philippine government has been relentless in its counterinsurgency campaigns. From the colonial wars that vilified as insurgents and bandits the honored heroes of today, up to the anti-communist and anti-secessionist civil and military efforts of the postcolonial regimes, these campaigns have not only rolled out large state resources but also cost lives of innocent civilians. Patterned after the United States (US) of America’s principle of low-intensity conflict aimed at countering Marxist and anti-imperialist movements (Reed 1986), counterinsurgency campaigns have unleashed (...) a warfare that indiscriminately target its supposed opponents, including unarmed activists. In 2007, the United Nations Special Rapporteur Philip Alston examined the horrible political situation of the Philippines – characterized by political killings, abductions, and tortures – and identified how state elements, under the blanket protection of waging a counterinsurgency campaign, were responsible for the political repressions then (Sales 2009). Today, under the murderous Duterte regime, the counterinsurgency campaign has reached an unprecedented level of ferocity as it is waged through a militarist whole-ofnation approach composed by multi-level government and multi-agency responses. -/- Being greatly influenced by the US, counterinsurgency campaigns in the Philippines follow the paranoiac and hysterical communist witch-hunt of McCarthyism (Hutchins-Viroux 2008). The hysteria’s contemporary and local expression is the phenomenon called red- or terror-tagging.1 Terror-tagging is the systematic process of maliciously naming or identifying an individual or group as a communist and/or terrorist by its association with a supposed communist and/or terrorist group. Being a systematic process, it is initiated and sustained by state elements with the view of maligning or defaming political activists. Terror-tagging is aimed against activists, dissenters, and even the political opposition. The social activist Rhoda Dalang (2014) has noted how terror-tagging has been deployed by the Philippine state in its counterinsurgency efforts, from the Marcos up to the then Aquino regime. And until the previous Duterte regime, yet with increased intensity and fatality, terror-tagging continued to defame and liquidate activists. As terror-tagging has not received enough academic attention, this chapter aims to fill this gap by providing a preliminary analysis of it. The chapter will be doing a critical discourse analysis. It will take off from a revealing study done by Don Kevin Hapal and Raisa Serafica of Rappler, a media outlet in the Philippines. Through a separate discourse analysis of Facebook posts of the National Task Force to End Local Communist Armed Conflict (NTFELCAC),2 the chapter will also identify aspects of terror-tagging. The discussion will further be theorized using the Marxist analysis of the State and informed by interviews of Atty. Maria Sol Taule and Cristina Palabay. They are both human rights workers who have worked with terror-tagged activists and are themselves subjected to terror-tagging. (shrink)

In this article, I seek to provide a philosophical elucidation of the thesis of open theism. This task will be performed by utilising the conception of open theism, Generic Open Theism, provided by Alan Rhoda (and precisified in part by William Hasker). This conception will then be further elucidated through the employment of the notion of libertarianism, as proposed by Robert Kane, which will enable the thesis of Generic Open Theism to be shown to not be subject to two (...) important challenges: the Prophecy Challenge and the Divine Bodgery Challenge—which are challenges that focus on showing the incompatibility of perfect being theism, scripture and providence with the central tenets of Open Theism. Thus, in the end, one will be able to affirm the veracity of Open Theism within a scripturally grounded, perfect being theistic framework. (shrink)

Die aktuellen Entwicklungen von Digitalisierung, Klimawandel, Globalisierung und Migration führen an die Grenzen von Rechtsnormen und werfen die Frage nach der Gerechtigkeit im Recht neu auf. Inwiefern das Recht gerecht ist und gerecht sein soll, ist vor allem ein Thema der Ethik (Lindner 2016). Sozialethik „erarbeitet und begründet Maßstäbe gerechter Praxis“. Sie fragt also danach, wie gesellschaftliche Prozesse, Institutionen, rechtliche und politische Entscheidungen gerecht gestaltet werden können (Heimbach-Steins 2004, 7f.). Die Frage nach der Gerechtigkeit im Recht wirft auch ein (...) Licht auf das Verhältnis von Recht und Moral. Recht und Moral sind unterschiedliche Formen und Quellen von Normativität, die sich in ihrer Begründung, Verbindlichkeit und Durchsetzung voneinander unterscheiden (Lindner 2016). In welcher Beziehung stehen Recht und Moral zueinander? Außerdem ist für die Sozialethik interessant, wie Recht das Verständnis von Normativität in der Gesellschaft prägt.
