India dropped its target of 500 GW of renewable energy capacity fossil fuel sources by 2030. Its responsibilities the United Nations Framework Convention Climate Change [UNFCCC],and reducing radiations by one billion tonnes by the end of the decade at the COP26 conference, held in Glasgow in November 2022. Researchers are continually searching for inexhaustible and reasonable energy sources. Solar energy is one of the greenest sources of energy and is also one of the cleanest. The most important factor in (...) using solar energy is the location of the solar power plant. The main objective of this study is to find the best location for a new solar power plant in a specific region called Bundelkhand region of Uttar Pradesh in India. Here we offer an extension of ELECTRE III method as two-phase Pythagorean neutrosophic elimination and choice translating reality PN-ELECTRE-III) method to adapt with fuzzy, ambiguous, unsure, and indeterminate criteria. The Pythagorean neutrosophic numbers [PNNs] used by the group decision support system of PN-ELECTRE III to measure performance of the alternatives. The options are entirely outclassed in the subsequent stage in view of the past stage's evaluations of them. By defining PNN we describe the technique of indifference threshold functions, preference treshold and veto threshold functions, which provide a more stable basis to drop outranking relations. By calculating the concordance credibility, discordance credibility and net credibility degrees of each alternative, the ranking module of the PN-ELECTRE III approach is made simpler. In order to confirm the applicability of the strategy suggested in this paper, the location selection problem for solar plants is finaly solved. (shrink)

ArgumentThe sixteenth-century physician and philosopher Julius Caesar Scaliger suggests that in particular cases plants can come into being that belong to a plant species that did not exist before. At the same time, he holds that God could not have created a more perfect world. However, does the occurrence of new species not imply that the world was not the best possible world from the beginning? In this article, I explore a set of metaphysical ideas that could provide Scaliger (...) with the means of solving this problem: His version of the notion of a plurality of substantial forms in every living being, and his version of the notion of the ordained divine power. As it turns out, Scaliger analyzes the generation of new species in terms of a development of subordinate substantial forms into dominant substantial forms. Thereby, previously existing essences of plant parts become essences of plants. These plants, thus, possess essences that no previously existing plant possessed and, in this sense, belong to a new species. In this way, Scaliger avoids positing the occurrence of new essences, thus saving the best possible world thesis. Moreover, he believes that all substantial forms stand in a relationship of mutual existential dependence by means of which God safeguards the persistence and unity of the world. This is why the agency of subordinate forms turned dominant can be understood as an expression of the ordained power of God. (shrink)

This study was conducted to determine the effectiveness of utilizing the Dual-axis Solar Tracker in harnessing solar energy and storing it in lithium-ion batteries in terms of voltage and milliamps per hour gained. This study utilized two solar panel systems, the Static Solar Panel System and the Dual-Axis Solar Tracker and aimed to prove the significant difference generated by solar panel systems in terms of voltage and milliamps per hour. This study employed an Applied (...) Experimental Research Design utilizing Arduino Uno, light-dependent resistors, micro servos, and solar panels to create the Dual-Axis Solar Tracker. The data gathered from the electric quantities during the seven-day sun exposure were tabulated, analyzed, and computed using mean tests, standard deviation, and T-tests to find the significant difference between the two solar panels. Based on the analyses of the data, it was revealed that the Dual-Axis Solar Tracker was superior in terms of voltage and milliamps per hour generated compared to the Static Solar Panel System. Moreover, computations using the T-test found that in terms of voltage and milliamps per hour generated, there was a significant difference between the Dual-Axis Solar Tracker and the Static Solar Panel System. Based on the findings of the study, it is concluded that the utilization of the Dual-Axis Solar Tracker statistically increases the effectiveness of solar panels in harnessing energy generation. In this paper an attempt has been made towards the design and evaluation of a solar parabolic trough collector (PTC) system integrated with a conventional oil boiler (COB) to increase the energy utilization effectiveness and reduce the environmental emission of the existing conventional oil boiler in the Kombolcha textile factory, in Ethiopia. The factory uses 8500 ton/annum of heavy fuel oil to generate 26 ton/hour of pressurized hot water at 140C temperature which causes an increase in greenhouse gas emissions, (...) so the solar parabolic trough collector hot water generation system will be an appropriate solution for this application. Based on the available annual solar radiation, estimates of the solar fraction, solar energy unit price and system pay-back period have been carried out. The proposed system has the potential to save 1055.9 ton/year of fuel oil. The unit cost of PTC solar energy is estimated to be 0.0088 $/kWh and the payback period of the plant is five years. Since the unit price of oil energy (0.0424 $/kWh) is much greater than the unit price of solar energy by a substantial margin (0.033 $/kWh) in Ethiopia, therefore the water heating system by a solar parabolic trough collector is a feasible alternative to heating by a conventional oil boiler. This dataset encompasses 544 samples, encompassing 136 distinct plant species. Recent advancements in machine learning, particularly Artificial Neural Networks (ANNs), offer promise in enhancing plant Species classification accuracy and efficiency. This research explores plant Species classification, harnessing neural networks' power. Utilizing a rich dataset from Kaggle, containing 544 entries, we develop and evaluate a (...) neural network model. Our neural network, featuring a single hidden layer, achieves remarkable results—a staggering 100% accuracy and a minute average error rate of 0.002. Beyond performance metrics, we delve into the intricacies of plant Species classification through feature importance analysis. The most influential features— Vegsout, durflow, semiros, pdias, begflow, wind, leafy, autopoll and insects— uncover the physiological traits underpinning accurate rice classification. This research contributes to advancing rice classification methods and highlights the potential of ANNs in optimizing agricultural practices, ensuring plant safety, and bolstering global trade. The view that living beings as well as plant-based medicaments possess causal properties that are caused by the causal properties of their constituents, without being reducible to the combination of the causal properties of these constituents goes back to ancient thinkers such as Alexander of Aphrodisias and Johannes Philoponus. In the early modern period, this view was not only criticized by natural philosophers taking a reductionist stance; it was also criticized by Neo-Platonic thinkers such as Jean Fernel. One of (...) the relatively few early modern natural philosophers who adopted an emergentist position was Jacob Schegk. The present article discusses whether Schegk’s analysis of the structure of plants and medicaments offers the theoretical resources required to answer Fernel’s critique of the tradition going back to Alexander. In particular, it examines whether Schegk’s account of synchronic upward causation and diachronic downward causation could offer solutions to two interrelated problems identified by Fernel: the question of whether a mere aggregates of material particles could form a composite that possesses substantiality, not only accidental unity; and the question of whether multitudes of material particles could bring forth simple forms, whose existence seems to be presupposed by powers that cannot be ascribed to the constituents. Generation of clean energy is one of the main challenges of the 21st century. Solar energy is the most abundantly available renewable energy source which would be supplying more than 50 of the global electricity demand in 2100. Solar cells are used to convert light energy into electrical energy directly with an appeal that it does not generate any harmful bi products, like greenhouse gasses. The manufacturing of solar cells is actually based on the types of semiconducting (...) or non semiconducting materials used and commercial maturity. From the very beginning of the terrestrial use of Solar Cells, efficiency and costs are the main focusing areas of research. This chapter examines the use of vegetal analogy in late Renaissance physiology through the case of the German physician Daniel Sennert. It is centered on Sennert’s explanation of generation, in particular the transmission of life through the vegetative soul within the seed, as developed in his early works on medicine and alchemy, the _Institutionum medicinae libri V_ and _De chymicorum…liber_. This chapter first summarizes Sennert’s account of generation and the seed’s “formative force” according to Aristotle and Galen, as well as (...) his appraisal of the medical debates on the origin of the seed’s soul and form. Then, the next part explores Sennert’s own interpretation of the origin of forms, for which plant physiology served as a common denominator of his medical, alchemical and theological inclinations. Abstract— In parallel to developing technology, demand for more energy makes us seek new energy sources. Wind and solar energy are the most popular ones owing to their abundance, ease of availability and convertibility to electric energy. This work covers realization of a hybrid renewable energy system. The scheme involves conversion of solar power and wind power into usable electrical energy using solar panel and by designing a wind turbine with appropriate calculations and specifications. Battery (...) in this system is charged by both solar and wind power, the DC output is then converted to AC using an inverter and fed to the load. The idea of water conservation through rain water collection and storage with the use of solar panel is also implemented. The main aim of the design is to create a system suitable to provide continuous power by utilization of non-conventional energy resources and making use of the additional advantage of the solar panel in the conservation of water. In recent times, limitations and adverse effects of fossil fuels have significantly attracted researchers' attention to green fuels worldwide, especially in developed nations. As a way of assessing this actualization of biorefineries establishment in developing nations, this report surveys the works done by various researches towards this great course in terms of promoting and gaining the attention of both government and private investors about the technical and economic feasibility of embracing the use of biofuels, a case of bioethanol in Nigeria. Different classes of feedstocks were reviewed for the laboratory-scale, process scale-up, pilot plant, and techno-economic studies regarding ascertaining the technical and economic feasibility of local setup of a functional biorefinery in Nigeria, which would be beneficial environmentally and economically. The literature survey unveiled that the Bioethanol yield obtained from sugarcane-juice (72.7 %), banana-stems (84.0 %), and cassava (92.0 %) were found to be of highest potential amongst other sugar-based, lignocellulosic, and starch- based feedstock, respectively. The survey further unveils that the volume of process scale-up and economic feasibility studies does not correlate well with the laboratory-scale studies. The bulk of the research works on bioethanol has given preferential attention to laboratory studies. Only a few studies have looked into the commercialization (i.e., scale-up) of the laboratory findings and the economic implications. Presently, only sugarcane and a few cassavas are reported in the literature so far. It is, therefore, necessary for further studies to give attention to the investigation of the commercializing locally developed technologies and the exploration of their economic benefits. (shrink)

This study focuses on nuclear tourism, which flourished a decade ago in the Exclusion Zone, a regimented area around the Chornobyl Nuclear Power Plant (Ukraine) established in 1986, where the largest recorded nuclear explosion in human history occurred. The mass pilgrimage movement transformed the place into an open air museum, a space that preserves the remnants of Soviet culture, revealing human tragedies of displacement and deaths, and the nature of state nuclear power. This study examines the impact (...) of the site on its visitors and the motivations for their persistence and activities in the Zone, and argues that through photography, cartography, exploration, and discovery, the pilgrims attempt to decode the historical and ideological meaning of Chornobyl and its significance for future generations. Ultimately, the aesthetic and political space of the Zone helps them establish a conceptual and mnemonic connection between the Soviet past and Ukraine’s present and future. Their practices, in turn, help maintain the Zone’s spatial and epistemological continuity. Importantly, Chornobyl seems to be polysemic in nature, inviting interpretations and shaping people’s national and intellectual identities. (shrink)

There are long-standing doubts about whether data from subjective scales—for instance, self-reports of happiness—are cardinally comparable. It is unclear how to assess whether these doubts are justified without first addressing two unresolved theoretical questions: how do people interpret subjective scales? Which assumptions are required for cardinal comparability? This paper offers answers to both. It proposes an explanation for scale interpretation derived from philosophy of language and game theory. In short: conversation is a cooperative endeavour governed by various maxims (Grice 1989); (...) because subjective scales are vague and individuals want to make themselves understood, scale interpretation is a search for a focal point (Schelling 1960). A specific focal point it hypothesised; if this hypothesis is correct, subjective data will be cardinally comparable. Four individually necessary and jointly sufficient conditions for cardinal comparability are specified. The paper then argues this hypothesis can be empirically be tested, makes an initial attempt to do so using subjective well-being data, and concludes it is supported. Numerous areas for further research are identified including, at the end of the paper, how certain tests could be used to ‘correct’ subjective data if they are not cardinal. (shrink)

While life satisfaction theories (LSTs) of well-being are barely discussed in philosophy, they are popular among social scientists and wider society. When philosophers have discussed LSTs, they are taken to be a distinct alternative to the three canonical accounts of well-being—hedonism, desire theories, the objective list. This essay makes three main claims. First, on closer inspection, LSTs are indistinguishable from a type of desire theory—the global desire theory. Second, the life satisfaction/global desire theories are the only subjectivist accounts of well-being (...) in the sense that they maintain individuals decide what makes their lives go well for them; hedonism and other desire theories are subjectivist only in some alternative senses. Third, subjectivism is implausible, although for different reasons from those that are usually given. I examine what I take to be the two main current objections to LSTs and argue that they are unproblematic. I then raise two different, challenging objections. The first is novel. The second has been noted in passing, but its seriousness underestimated. I close by sketching some non-obvious difficulties that subjectivists will face if they attempt to show rival objectivist theories suffer even more counterintuitive implications. Although subjectivism has a strong intuitive pull, we should be ready to abandon it in favour of an objectivist theory—although it is not my purpose here to say which one. (shrink)

FDE is a logic that captures relevant entailment between implication-free formulae and admits of an intuitive informational interpretation as a 4-valued logic in which “a computer should think”. However, the logic is co-NP complete, and so an idealized model of how an agent can think. We address this issue by shifting to signed formulae where the signs express imprecise values associated with two distinct bipartitions of the set of standard 4 values. Thus, we present a proof system which consists of (...) linear operational rules and only two branching structural rules, the latter expressing a generalized rule of bivalence. This system naturally leads to defining an infinite hierarchy of tractable depth-bounded approximations to FDE. Suppose you want to do as much good as possible. What should you do? According to members of the effective altruism movement—which has produced much of the thinking on this issue and counts several moral philosophers as its key protagonists—we should prioritise among the world’s problems by assessing their scale, solvability, and neglectedness. Once we’ve done this, the three top priorities, not necessarily in this order, are (1) aiding the world’s poorest people by providing life-saving medical treatments or alleviating poverty (...) itself, (2) preventing global catastrophic risks, such as those posed by nuclear war or rogue artificial intelligence, and (3) ending factory farming. These claims are both plausible and striking. If correct, they should prompt a stark revision of how we approach our altruistic activities. However, the project of determining how to do the most good—as opposed to say, whether we should do the most good—has only recently, within the last ten years, become the subject of serious academic attention. Many key claims have not yet been carefully scrutinised. This is a cause for concern: are effective altruists doing good badly? In this thesis, I critique and develop some of the latest claims about how individuals can do the most good. I do this in three areas: the value of saving lives (preventing premature deaths), how best to improve lives (making people happier during their lives), and cause prioritisation methodology (frameworks for determining which problems are the highest priorities). In each case, I raise novel theoretical considerations that, when incorporated, change the analysis. Roughly speaking, my main conclusions are (1) saving lives is not as straightforwardly good we tend to suppose, may not be good at all, and is not clearly a priority; (2) happiness can be measured through self-reports and, based on the self-reported evidence, treating mental health stands out as an overlooked problem that may be an even more cost-effective way to improve lives than alleviating poverty; (3) the cause prioritisation methodology proposed by effective altruists needs to be moderately reconceptualised and, when it is, it turns out it is not as illuminating a tool as we might have thought and hoped. MoSe2, crystals (photo-electrodes) have been grown via a direct vapour transport technique. This paper presents results of Photo Voltage (VPh) Vs. Photo current (IPh)curves measured for MoSe2 crystals of different Intensity levels between 10, 20,…100W/cm2 in Polychromatic as well as Monochromatic (...) light. We finding the Open circuit Voltage (VOC), Short circuit current(ISC), fill factor and photo conversion efficiency (?) of Mose2 crystals. Lawrence Kohlberg's Approach to Moral Education presents what the late Lawrence Kohlberg regarded as the definitive statement of his educational theory. Addressing the sociology and social psychology of schooling, the authors propose that school culture become the center of moral education and research. They discuss how schools can develop as just and cohesive communities by involving students in democracy, and they focus on the moral decisions teachers and students face as they democratically resolve problems. As the authors put it: "...we (...) propose an educational renewal of our democratic society.... In this article, we address the relevance of J.S. Mill’s political philosophy for a framework of public health ethics. In contrast to some readings of Mill, we reject the view that in the formulation of public policies liberties of all kinds enjoy an equal presumption in their favor. We argue that Mill also rejects this view and discuss the distinction that Mill makes between three kinds of liberty interests: interests that are immune from state interference; interests that enjoy a presumption (...) in favor of liberty; and interests that enjoy no such presumption. We argue that what is of focal importance for Mill in protecting liberty is captured by the essential role that the value of self-determination plays in human well-being. Finally, we make the case for the plausibility of a more complex and nuanced Millian framework for public health ethics that would modify how the balancing of some liberty and public health interests should proceed by taking the thumb off the liberty end of the scale. Mill’s arguments and the legacy of liberalism support certain forms of state interference with marketplace liberties for the sake of public health objectives without any presumption in favor of liberty. As well as disagreeing about how much one should donate to charity, moral theories also disagree about where one should donate. In light of this disagreement, how should the morally uncertain philanthropist allocate her donations? In many cases, one intuitively attractive option is for the philanthropist to split her donations across all of the charities that are recommended by moral views in which she has positive credence, with each charity’s share being proportional to her credence in the moral theories that (...) recommend that particular charity. Despite the fact that something like this approach is already being used by real-world philanthropists to distribute billions of dollars of donations, it is not supported by any of the approaches to moral uncertainty that have been proposed thus-far in the philosophical literature. In this paper, we will develop a bargaining-based approach to moral uncertainty that honors the proportionality intuition in favor of splitting one’s donations. We also show how this bargaining-based approach has several further advantages over the best alternative proposals. (shrink)

Starting from the special theory of relativity it is argued that the structure of an experience is extended over time, making experience dynamic rather than static. The paper describes and explains what is meant by phenomenal parts and outlines opposing positions on the experience of time. Time according to he special theory of relativity is defined and the possibility of static experience shown to be implausible, leading to the conclusion that experience is dynamic. Riemer’s recent paper on the perception of time discusses a neglected yet important topic in the psychological literature: the consequences for psychology (and psychophysics) from the ‘anisotropy’ of time. The paper presents an argument that there are unique kinds of challenges for psychophysics from such temporal anisotropy: (a) Challenges because the psychological experience of time has temporal anisotropy and the physical concept of time does not have temporal anisotropy. (b) Challenges for experimental research which are unique to temporal anisotropy. -/- (...) In this introduction to contemporary conceptions of time and change, I investigate what our experience of time, that is, our experience of change, seems to be and ask whether or not we can say that how it seems could match the reality. My conclusion is that more recent contemporary conceptions of time can do this but that more intuitive or traditional conceptions cannot. In this paper, we discuss the problems of Tohoku earthquake in terms of engineering ethics. But as“engineers,”we also count seismologists. This is because, simply thinking, the recent disaster is partially attributable to seismologists. Through the discussion, including an overview of the earthquake, we reach the conclusion endorsing the abolition of nuclear power plants.

In this paper, we argue that Plotinus denies deliberative forethought about the physical cosmos to the demiurge on the basis of certain basic and widely shared Platonic and Aristotelian assumptions about the character of divine thought. We then discuss how Plotinus can nonetheless maintain that the cosmos is «providentially» ordered.

New biotechnologies have the potential to both dramatically improve human well-being and dramatically widen inequalities in well-being. This paper addresses a question that lies squarely on the fault line of these two claims: When as a matter of justice are societies obligated to include a new biotechnology in a national healthcare system? This question is approached from the standpoint of a twin aim theory of justice, in which social structures, including nation-states, have double-barreled theoretical objectives with regard to human well-being. (...) The first aim is to achieve a sufficient level of well-being in each of six core dimensions. In the special case of healthcare systems, this aim is focally but not exclusively attentive to achieving health sufficiency as one of the core dimensions. The second aim is to combat the emergence and persistence of densely woven patterns of systematic disadvantage that tend to undermine the achievement of a sufficient level of health and the other core elements of well-being of some persons and groups. Judgments about entitlements to health related resources, including new biotechnologies, are made in light of a threshold notion of health sufficiency. What is enough or sufficient health? The answer that is defended here is that sufficient health is enough health for a decent human life, understood as enough health to live a full life course without preventable, significant functional disability or decrement in health, or treatable pain or suffering. When a state must include a new biotechnology in its national healthcare system is also influenced by ancillary concerns about the connection between health and other core dimensions of well-being. What counts as a significant functional impairment or health decrement is thus explicated, in part, in relation to the theory’s sufficiency aim for the other essential dimensions of well-being, and thus for a decent life, overall. Those elements of health that play a critical role in the experience of sufficient reasoning, affiliation, security, respect and self determination are especially important; any loss of health function or capacity that threatens the individual’s prospects for sufficiency in these other dimensions, including the relational egalitiarian concerns they entail, constitutes a significant functional impairment. Within national borders, individuals are thus entitled to those health-related goods and services that are essential for a sufficiency of each of the dimensions of well-being; with regard to self determination and respect, what is sufficient by way of guaranteed access to specific goods and services is going to depend on the implications of such access for where an individual stands in relation to her co-nationals. The content of any entitlement to health-related goods and services is also necessarily dynamic. What can be done for health and the other core dimensions of well-being as a function of technological innovation and diffusion is in constant flux. The paper concludes by considering the implications of this analysis for the conditions under which states are obligated to include access in their healthcare systems to one biotechnology, deep brain stimulation. The problem of future generations is a growing ethical issue. There are ongoing discussions about what kind of earth we are leaving and what we should leave to future generations as a result of the delayed awareness – if not ignorance – of the fact that this World does not belong to us exclusively. When we look at the example of Turkey, we can see that there is a huge conflict between environmental utilization and environmental education. On the one hand, (...) we have classes on the environment and its health; on the other hand, it is a reality that we have a not-so-eco-friendly government policy, which takes no notice of any kind of environmental issues or requirements. To mention but few, governmental insistence on real estate investments in green spaces, even by covering grade 1 natural site areas, a decline in the extent of agricultural land due to uncontrollable urbanization, and hydroelectric power plant projects are among recent events. These are the instances of conflicts between inscriptive and operative environmental policies in Turkey. The purpose of this article is to call attention to this dilemma and to assert that ecocide might be just another kind of genocide for Turkey, i.e., the genocide-yet-to-come. (shrink)

The teikei movement is a Japanese version of the alternative food movement, which emerged around the late 1960s and early 1970s. Similar to now well-known Community Supported Agriculture, it is a farmer-consumer partnership that involves direct exchanges of organic foods. It also aims to build a community that coexists with the natural environment through mutually supportive relationships between farmers and consumers. This article examined the history of the teikei movement. The movement began as a reaction to negative impacts of mechanized (...) and chemically intensive agriculture promoted by the Japanese government. The movement experienced a rapid expansion in the early 1980s, and then gradually declined thereafter. The organic market expansion and certification system intersected with both cultural and gender role changes, impacting the teikei movement negatively. Consequently, the membership of teikei consumer groups has shrunk. Furthermore, the March 2011 Fukushima Daiichi nuclear power plant accident caused unprece dented damage to organic farmers in the affected regions. Despite the scientific uncertain about the safety level of radiation exposure, the organic farmers and the teikei consumer groups managed the situation and found a way to inspect radiation contamination. They did so with the support by networking with other teikei-related actors. This response to the nuclear power plant accident suggests that although the level of embeddedness presumably varies among teikei actors, ethics guided by the teikei principles are effective in forging a resilient partnership between farmers and consumers and in keeping the teikei system alive as an agent for social change. There is uncertainty and disagreement about the question which preventive actions are rationally justified with regard to moderately elevated levels of nuclear radiation. This may have at least four causes: ignorance, insufficient information, inconclusiveness and indeterminability. After the nuclear disaster with the Fukushima nuclear power plant the advice, given by some authorities, to leave Tokyo was largely based on the former two factors: ignorance and insufficient information. By contrast, the uncertainty and disagreement amongst experts about the size of (...) the area to be evacuated was mainly caused by the latter two factors: inconclusiveness and indeterminability. Inconclusiveness concerns the question whether moderately elevated radiation levels cause real and significant health risks that require drastic measures. Indeterminability concerns the problem of rationally weighing disparate benefits and costs of the preventive measures, to wit, expected health benefits versus the costs and burdens of mass evacuation. The International Commission on Radiological Protection (ICRP) recommends that no measures should be taken unless they produce a positive net benefit. Exposure to moderately increased levels of radiation may increase the risk of fatal cancer in the future, while mass evacuation has burdensome and disruptive consequences for the society and for the persons who have to leave their residential and/or working area for a long time. Ordering of mass evacuation seems rationally and ethically justified only if the expected future benefits outweigh the present and future burdens. Small or uncertain future health benefit may be outweighed by large costs and burdens of mass evacuation. Because we have to take into consideration not only public but also individual costs and benefits, it is important to take into account the personal absolute increase in health risk of elevated radiation in addition to relative risk. Unlike relative risk, absolute risk reveals the individual chance of getting a radiation-based disease. The increase in absolute risk – that is, the difference between the chances of getting the disease with and without the exposure to the increased level of radiation – is a useful measure to reveal the personal chance of health benefit from evacuation. This personal benefit must be balanced against the personal costs and burdens. The key question is which levels of radiation absorption and health risks outweigh the burdens of mass evacuation. There seems consensus amongst experts about the justification of mass evacuation in cases of expected individual radiation absorption > 500 mSv over a year. Similarly, experts agree that expected extra radiation absorption < 10 mSv does not justify mass evacuation. But between these two extremes there is a wide range of 50-fold increasing radiation levels in which it is not clear whether the personal and public benefits from mass evacuation outweigh the personal and public costs. This may partly explain why experts and authorities gave conflicting advice about the radius of the area around the Fukushima nuclear power plant within which people had to be evacuated. The uncertainty about the right thing to do with respect to a wide range of moderately elevated levels of radiation seems to be caused not only by inconclusiveness but also by indeterminability, that is, impossibility of determinately weighing disparate costs and benefits. The goal of this thesis is to contribute to the conceptualization of the contemporary Sami struggles for life and land. In doing so, I conduct a philosophical investigation of the emerging concept of “green colonialism.” The former president of the Sami parliament in Norway, Aili Keskitalo, has in multiple occasions invoked the term “green colonialism” to describe the contemporary implementation of wind power plants on Sami reindeer herding land. When considering Sami narratives and lived experiences and processes of meaning (...) making among Sami reindeer herders affected by the implementation of green energy in Norway, the Sami express that their voices are not being heard and that they are not taken equally into account in the decision-making processes concerning the parks. In this thesis, I answer two questions: “What is green colonialism?” and “What is wrong with green colonialism?” I argue that green colonialism is colonialism. (shrink)

Communities of nuclear workers have evolved in distinctive contexts. During the Manhattan Project the UK, USA and Canada collectively developed the first reactors, isotope separation plants and atomic bombs and, in the process, nurtured distinct cadres of specialist workers. Their later workplaces were often inherited from wartime facilities, or built anew at isolated locations. For a decade, nuclear specialists were segregated and cossetted to gestate practical expertise. At Oak Ridge Tennessee, for example, the informal ‘Clinch College of Nuclear Knowledge’ aimed (...) to industrialise the use of radioactive materials. ‘We were like children in a toy factory’, said its Director: ‘everyone could play the game of designing new nuclear power piles’. His counterpart at Chalk River, Ontario headed a project ‘completely Canadian in every respect’, while the head of the British project chose the remote Dounreay site in northern Scotland because of design uncertainties in the experimental breeder reactor. With the decline of secrecy during the mid-1950s, the hidden specialists lauded as ‘atomic scientists’ gradually became visible as new breeds of engineers, technologists and technicians responsible for nuclear reactors and power plants. Mutated by their different political contexts, occupational categories, labour affiliations, professional representations and popular depictions, their activities were disputed by distinct audiences. This chapter examines the changing identities of nuclear specialists and the significance of their secure sites. Shaped successively by Cold War secrecy, commercial competition and terrorist threats, nuclear energy remained out of site for wider publics and most nuclear specialists alike. The distinctive episodes reveal the changing working experiences of technical workers in late-twentieth and early twenty-first century environments. (shrink)

In a prior article for this journal (Jason 2023), I explored the effectiveness of using film to counter propaganda in film. In this piece, I want to explore the use of video podcasts to counter propaganda in film. I begin by summarizing the theory of propaganda I am introduced earlier, by which propaganda can be reasonable or deceptive on six different scales. I then summarize the 2022 Netflix documentary series Meltdown, about the accident at the nuclear power plant (...) at Three Mile Island (in Central Pennsylvania). This accident was (and is to this day) the biggest nuclear power failure in American history. I discuss how the series was reviewed in the print media. I then turn to two videos that rebutted Meltdown, and show how their explicit and implicit criticisms of the Netflix series fit our criteria for assessing the rationality of propaganda. The first video was made by Jesse Freeston, and had limited viewership. The other was made by science communicator and widely followed podcaster Kyle Hill. I show howeach effectively exposed deceptive messages propagated by Netflix series. I finish the article by suggesting that video podcasts have advantages in rebutting film propaganda that making counter propaganda films lack: video podcasts can be made much more quickly and much less expensively. But when it comes to informing the public about the costs and benefits of a technology as complex as nuclear power, films and videos are of limited use. Following the previous relevant works [1]-[3], a scaling analysis is performed to derive a set of scaling criteria which were thought to be suitable for reproducing the major thermal-hydraulic phenomena in a scaled-down CANDU moderator tank similar to that in a prototype power plant during a full power steady state condition. The objective of building a scaled-down moderator tank is to generate the experimental data necessary to validate the computer codes which are used to analyze the accident (...) analysis of CANDU-6 plants. The major variables of interests in this paper are moderator flow velocity and temperature of the moderator which is D2O inside the moderator tank during a steady state and transient conditions. The reason is that the local subcooling of the moderator is found to be a critical parameter determining whether the stable film boiling can sustain on the outer surface of the calandria tube if the contact of overheated pressure tube and cold calandria tube should occur due to pressure tube ballooning during LBLOCA with ECC injection failure [4]. The key phenomena involved include the inlet jet development and impingement, buoyancy force driven by the moderator temperature gradient caused by non-uniform direct heating of the moderator, and the pressure drop due to viscous friction of the flow across the calandria tube array. In this paper, the previous researches are reviewed, some concerns or potential problems associated with them implied by comparing CFD analyses results between the CANDU-6 moderator tank and 1/4 scaled-down test facility are described, and as a way to examine the assumption of the scaling analysis is true an order-of-magnitude analyses are performed. Based on the results of these analyses the assumption of neglecting and terms cannot be justified for the power of 0.5 MW and 1.566 MW for the 1/4 scaled-down facility. Further investigation is thought to be necessary to confirm this result, i.e. if the scaling of the previous work1 is justifiable by some other independent analyses. (shrink)

The European Union (EU) has been experiencing an unprecedented energy crisis for the last 50 years, with severe economic, social and political consequences. Rising energy demand, extreme weather events (unprecedented heat and long winters), disruptions in supply chain and poor regional and global reserves have all contributed to the current energy crisis in the EU. Prices on natural gas in the EU are rising as demand around the world increases. Prices on the gas rose by more than 800 percent year-on-year (...) and prices on the electricity by about 500 percent. Rising prices on gas are due to low stocks in European storage facilities and pressure from Russia, which is trying to speed up the launch of the Nord Stream-2 pipeline. Also in the EU, there is reduction the production of coal and natural gas, reducing the capacity of wind farms. As natural gas plays a significant role in shaping the prices on electricity, electricity has also risen in price. As prices on gas is rose, prices on oil and coal is rose significantly. Demand for energy consumption has also increased due to weather conditions – cold winters and periods of abnormal heat in summer. The largest consumers of gas and electricity in the EU are suffering heavy losses due to rising prices on energy. Industrial giants have begun to cut production, threatening economic recovery. The world economy is recovering from the crisis caused by the coronavirus pandemic, and the EU countries are increasingly in need of energy for industry and the population. An unbalanced transition to renewable energy has become a particular problem for the EU. Calmer weather this year has led to lower energy production using wind turbines. And old European nuclear power plants are gradually being decommissioned. Green energy is not able to cover all needs, so the continent has risen sharply demand on gas. All the above-mentioned problems have certainly affected the further ensure energy security of the EU and require the developing of appropriate mechanisms to overcoming current challenges. (shrink)

In this article, I present a view on the future of nuclear war which takes into account the expected technological progress as well as global political changes. There are three main directions in which technological progress in nuclear weapons may happen: a) Many gigaton scale weapons. b) Cheaper nuclear bombs which are based on the use of the reactor-grade plutonium, laser isotope separation or are hypothetical pure fusion weapons. Also, advanced nanotechnology will provide the ability to quickly build large nuclear (...) arsenals and AI could be used in designing, manufacturing and nuclear strategy planning. c) Specialized nukes like nuclear-powered space lasers, hafnium bombs and nuclear-powered space ships as kinetic weapons. Meanwhile, the nuclear war strategy also has changed as the bipolar world has ended and as new types of weapons are becoming available. The first strategy change is that Doomsday weapons for blackmail will become attractive for weaker countries which can’t use ICBM to penetrate the anti-missile defense of the enemies. Secondly, the cheaper nukes will become available to smaller actors, who may be involved in “worldwide guerilla”. Cheaper nukes and a larger number of actors also encourage nuclear terrorism and anonymous or false-flag warfare. This will result in the normalization of the use of nuclear weapons in war and growing nuclear arsenals, now distributed between many countries. The third change of the strategy is the use of nukes not against primary military targets but on other objects, which could increase their effects: nuclear power plants, supervolcanos, EMP, tsunamis, taiga fires for global cooling, and even more hypothetical things like asteroid deflection to Earth. All these unconventional means and strategies of nuclear war could become available somewhere in the 21st century and may cause or contribute to the civilizational collapse and even human extinction. With the fast pace of AI development, the problem of preventing its global catastrophic risks arises. However, no satisfactory solution has been found. From several possibilities, the confinement of AI in a box is considered as a low-quality possible solution for AI safety. However, some treacherous AIs can be stopped by effective confinement if it is used as an additional measure. Here, we proposed an idealized model of the best possible confinement by aggregating all known ideas in the field of (...) AI boxing. We model the confinement based on the principles used in the safety engineering of nuclear power plants. We show that AI confinement should be implemented in several levels of defense. These levels include 1) AI design in fail-safe manner 2) limiting its capabilities, preventing self-improving and circuit breakers on treacherous turn 3) isolation from the outside world and, lastly, as the final hope 4) outside measures oriented on stopping AI in the wild. We demonstrate that the substantial number (more than 50 ideas listed in the article) of mutually independent measures could provide a relatively high probability of the containment of a human-level AI but may be not sufficient to preserve runaway of superintelligent AI. Thus, these measures will work only if they are used to prevent superintelligent AI creation, but not for containing superintelligence. We suggest that there could be a safe operation threshold, on which AI is useful, but is not able to hack containment system from the inside, the same way as a safe level of chain reaction inside nuclear power plants is maintained. However, overall, a failure of the confinement is inevitable, so we need to use the full AGI limited number of times (AI-ticks). (shrink)

The first thing we must keep in mind is that when saying that China says this or China does that, we are not speaking of the Chinese people, but of the Sociopaths who control the CCP -- Chinese Communist Party, i.e., the Seven Senile Sociopathic Serial Killers (SSSSK) of the Standing Committee of the CCP or the 25 members of the Politburo etc.. -/- The CCP’s plans for WW3 and total domination are laid out quite clearly in Chinese govt publications (...) and speeches and this is Xi Jinping’s “China Dream”. It is a dream only for the tiny minority (perhaps a few dozen to a few hundred) who rule China and a nightmare for everyone else (including 1.4 billion Chinese). The 10 billion dollars yearly enables them or their puppets to own or control newspapers, magazines, TV and radio channels and place fake news in most major media everywhere every day. In addition, they have an army (maybe millions of people) who troll all the media placing more propaganda and drowning out legitimate commentary (the 50 cent army). -/- In addition to stripping the 3rd world of resources, a major thrust of the multi-trillion dollar Belt and Road Initiative is building military bases worldwide. They are forcing the free world into a massive high-tech arms race that makes the cold war with the Soviet Union look like a picnic. -/- Though the SSSSK, and the rest of the world’s military, are spending huge sums on advanced hardware, it is highly likely that WW3 (or the smaller engagements leading up to it) will be software dominated. It is not out of the question that the SSSSK, with probably more hackers (coders) working for them then all the rest of the world combined, will win future wars with minimal physical conflict, just by paralyzing their enemies via the net. No satellites, no phones, no communications, no financial transactions, no power grid, no internet, no advanced weapons, no vehicles, trains, ships or planes. -/- There are only two main paths to removing the CCP, freeing 1.4 billion Chinese prisoners, and ending the lunatic march to WW3. The peaceful one is to launch an all-out trade war to devastate the Chinese economy until the military gets fed up and boots out the CCP. -/- An alternative to shutting down China’s economy is a limited war, such as a targeted strike by say 50 thermobaric drones on the 20th Congress of the CCP, when all the top members are in one place, but that won’t take place until 2022 so one could hit the annual plenary meeting. The Chinese would be informed, as the attack happened, that they must lay down their arms and prepare to hold a democratic election or be nuked into the stone age. The other alternative is an all-out nuclear attack. Military confrontation is unavoidable given the CCP’s present course. It will likely happen over the islands in the South China Sea or Taiwan within a few decades, but as they establish military bases worldwide it could happen anywhere (see Crouching Tiger etc.). Future conflicts will have hardkill and softkill aspects with the stated objectives of the CCP to emphasize cyberwar by hacking and paralyzing control systems of all military and industrial communications, equipment, power plants, satellites, internet, banks, and any device or vehicle connected to the net. The SS are slowly fielding a worldwide array of manned and autonomous surface and underwater subs or drones capable of launching conventional or nuclear weapons that may lie dormant awaiting a signal from China or even looking for the signature of US ships or planes. While destroying our satellites, thus eliminating communication between the USA and our forces worldwide, they will use theirs, in conjunction with drones to target and destroy our currently superior naval forces. In this paper I examine how ethics can help us solve the morally relevant problems that arise in crisis situations by distinguishing theoretical from extra-theoretical approach to moral phenomena. I begin by asking how a crisis can be the topic of philosophical examination, subsequently narrowing down the question to ethics. From the perspective of this philosophical discipline, a crisis could be approached in two ways: by applying general theories, such as Kant’s deontology or utilitarianism, to different crisis situations, or by (...) constructing thought experiments. I illustrate both approaches and then, by contrasting heuristic significance of ethical thought experiments with their argumentative function, I introduce the thesis that these experiments reveal truth about morality independently of any particular theory or viewpoint. I also defend the oft-disputed view that fictional scenarios, seen as developed thought experiments, can expand our ‘moral knowledge’, and illustrate that thesis by examining a fictional narrative that deals with a crisis – the explosion of a reactor in the ‘Chernobyl’ nuclear power plant.
