The article is devoted to the actual problem of interaction of state authorities and civil society institutions in the sphere of humanitarian policy. The author seeks to examine the main aspects of such interaction, analyze the participation of civil society in the formation of the state humanitarian policy and determine the main factors of its implementation. The study of Ukrainian civil society as an object of managerial influence on humanitarian policy requires addressing the problem of delimiting the competence of the (...) state and society and determining the economic and political status of self-governing structures. The urgency of the problem of our study is that, despite the availability of publications related to the analysis of various aspects of communication between the state and civil society, to date, the problem of the very socio-political (social, civil dialogue, and formation of institutional mechanisms of dialogue interaction between power and society in Ukraine. A special kind of intersubjective dialogue is the institutional social and political dialogue between the state and civil society that takes place in the sphere of humanitarian policy. In recent years, the Ukrainian authorities are actively engaged in the creation of civil society institutions, today significant and important changes are taking place in the institutional design of the civil society of modern Ukraine. This tendency is expressed in the emergence and institutionalization of a number of new practices of interaction between society and government. In the same series, institutionalization of such interactions as negotiating procedures, discussions, debates, as well as tolerance, feedback mechanism, public relations The use of structural and functional analysis and the systemic method as the main ones in the study made it possible to conclude that, on the one hand, the range of the main functions and tasks of civil society, as a rule, is out of the framework of the current state structure. However, on the other hand, in some cases, civil society institutes can take part in governance by taking on a number of government functions. The specificity and effectiveness of this interaction depends on the specific political situation and on how effectively the public administration process is implemented in this case - whether it will be complicity or support from the state, or an informal substitution of non-working formal institutions. The result of the work is practical recommendations for removing obstacles and improving the intersubjective dialogue between civil society and the state in the field of humanitarian policy. Статья посвящена исследованию теоретико-прикладных аспектов безопасности человеческого развития. Рассмотрены современные методологические решения международных организаций в сфере измерения состояния человеческого развития. Освещены национальные методики и особенности измерения состояния человеческого развития в странах. Исследованы имеющиеся глобальные проблемы и разработаны направления оптимизации обеспечения безопасности человеческого развития.

В статті дається аналіз проблем культури буття людини, становлення універсалій культури та традицій, що стають інтеграційним механізмом формування буття людини в культурі і через культуру; дається аналіз культурних чинників, що детермінують культуру буття людини; визначється понятійно-категоріальний апарат культури буття людини та буття культури людини як генерального простору людської життєдіяльності; визначається різниця між західною і східною парадигимами культури буття людини; культура буття – це розуміння феноменів соціуму, екзистенції, формування людини, що поєднуються з проблематикою удосконалення людини у бутті культури.

The systemic approach to the usage of scientific methods in research, interdisciplinary synthesis and methodological reflexion made possible to determine and ground the principle issues on philosophical conceptualization of dialogueness and dialogue. These ideas can be taken as theoretical-methodological rules of learning and organization of dialogical cultural-educational practices. The methodologem which demands considering the dialogue in philosophical context as an integral entirety and unity of dialogueness and dialogical interaction with the world was explicated.
