The research is relevant due to the need of successful solution of the domestic and foreign policy objectives of Ukraine in the current context of hybrid war. Understanding the nature of political propaganda on a theoretical level is a prerequisite for mastering this phenomenon in a practical way. This suggests that defiing the nature of political propaganda, one can optimize propaganda both in relation to political opponents, and effectively counter the opponents’ propaganda inflence. The purpose of this article is to (...) determine the nature of political propaganda, to examine what determines the role of propaganda as an effective instrument of control over consciousness and behavior of the masses. The author argues that the nature of political propaganda is manipulative. This means that political propaganda for the achievement of strategic outcomes should be based on the mechanism of manipulative inflence on public consciousness and behavior. Effective propaganda, by absorbing the mechanism of manipulation, inconspicuously seeks to change the perception of reality its recipient, directing its activity on keeping with interests of the propagandist through different kinds of motivating actions. The most effective instrument of propaganda is the manipulation in combination with the structuring of various discourses. This leads to the fact that the image of the political subject becomes more desirable for public opinion, if it acquires a positive interpretation in legal, domestic, mass-media, entertainment and any other discourses. However, any discourse be understood to the General public through the images that illustrate and give it life dimension. The nature of propaganda is not determined by social practices, which propaganda uses as carriers of their inflence. Subordinating diverse social practices and phenomena as the methods and instruments of its dissemination, propaganda spreading its manipulative nature to them. The author of this article made the following conclusions. Propaganda operates in multiple dimensions simultaneously, using ideological, symbolic, mythological, verbal, visual, emotional, rational, communicative, entertainment, virtual, educational inflence on the perception of the target audience, which helps it to penetrate into all spheres of social interaction, including political relations. The role of propaganda as an effective instrument of control over consciousness and behavior of the masses is defied by its following features: ability to motivate, tempt, confuse, intimidate the target audience; to give the target the illusion that one can choose actions freely and independently; to act invisibly on the decision-making process, during which one cannot understand, what is propaganda or what is not; to neutralize the critical ability of his recipient; to create a link between the intentional action and satisfaction a strong desire of the target audience. The discrete–structural structure of the world is described. In comparison with the idea of Heraclitus about an indissoluble world, preference is given to the discrete world of Democritus. It is noted that if the discrete atoms of Democritus were simple and indivisible, the atoms of the modern world indicated in the article would possess, rather, a structural structure. The article proves the problem of how the mutual connection of mathematics and philosophy influences cognition, which creates a discrete–structural worldview. The Soviet ideology treated natural science as one of its cornerstones and provided the state support for philosophical studies of science. Their main aims were to prove its intellectual superiority and to demonstrate its scientific character. Do these studies have some positive results and resources for surviving in post-Soviet times? The study shows that the problem of eating disorders in the twentieth century is associated with a cultural myth that created the phenomenon of Winnie the Pooh. Winnie’s character always manages to keep balance and control his emotions, manages to always be positive precisely because he eats in stress, and even when he is not hungry. Besides, he can’t stop eating all the good stuff. We suggest calling it «Winnie the Pooh syndrome». Winnie the Pooh syndrome became extremely popular due (...) to the fact that it was offered during the period of cultural and historical trauma of hunger and danger, so during the second world war it became almost the only recipe that helped a person in a state of stress. This was fixed in the memory of generations, creating a cumulative cultural and historical trauma. The most susceptible to Winnie the Pooh syndrome are people with perfectionism, too low self-esteem, with an inflexible line of behavior, who are not able to come up with more powerful incentives for approval than sweets, as in childhood. Also plays an important role negative social experience, bullying or childhood trauma. But we can resist with Winnie the Pooh syndrome, if we realize that in our life there is something more pleasant than food – so today’s young people count calories, wear a fitness bracelet and try to lead a healthy lifestyle. The causes «warming» Israeli-Turkish relations in 2016-2017 years; characterized relations between the two countries at this stage; the influence of the Israeli-Turkish relations at the regional system; Factors that enhance the reconciliation process and the obstacles to reconciliation between Israel and Turkey; Prospects of relations between the countries. Proved that between the restoration of diplomatic relations, the rhetoric relented official statements and statements of senior officials of both countries closer foreign policy positions on certain issues in the region, active economic (...) cooperation, especially in energy and transport sectors. It was determined that the relationship of Israel and Turkey are among the key in the region and the dynamic development in their interest both cranes. Argued that Israeli-Turkish relations at this stage can be described as «warming». It is shown that restoring relations has the potential to create positive axis of cooperation in curbing effects of the Syrian conflict, including countering the threat posed by IDIL and similar groups as well as a new channel support humanitarian efforts in Gaza. In addition, it could pave the way for future energy cooperation, which in the long run would be a basis for relations between Israel and Turkey and Israel could make available gas for European markets. We analyze the information and communicative language model of regional development and integration of all regions in modern Ukraine. The author argues that linguistic and political problems, which worsened in the mid-1990s. Associated with changes in domestic and foreign policy of the state language policy. At the heart of these changes, according to the author, are: linguistic, political, cultural, ideological, information pressure of Russia and other former parent an independent Ukraine; Soviet and emerging national consciousness, low political culture; Polar reluctance (...) of politicians to communicate, negotiate, compromise of the issues, and lack of protection of information and communication space state. The author states that on the example of the Ancient greek philosophy we can explore the similarity of the manifestation and overcoming of fear in both philogenesis and ontogenesis. for example, a child can be pacified with the help of any explanation of a dangerous phenomenon, that appeals to a certain ontology. Similarly, the early greek philosophy sees ignorance as the source of fear, and the way out is proposed by the pre-Socratic substantionalism. for an adult person the main source (...) of fears is the repressive side of society. Correspondently, they seek the guarantees against fear in a certain state system. Similarly, the Classic greek philosophy places the anti-phobia themes among the sociological and ethical problems. A person of advanced age is ready to resist fear with the help of the various inner resources. Thus the philosophy of Hellenism proposes the concrete forms of mind control, mystic-philosophic and psychological practices. Anti-phobia discourse in the Medieval religious philosophy is based on the understanding of evil as a phenomenon lacking the substantial status. The negative fear and positive one had been demarcated. Correspondently, there were two types of practices –«anti-terror» and «timorous»), that in their unity form anti-phobia strategies of a medieval person. We can state the existence of a clear correlation between the basic form of the cultural consciousness and the most effective practices of overcoming fear. Today the anti phobia code of European culture, formed in the times of Ancient World and Middle Ages, have almost disappeared under the pressing of the opposite culture – the culture of horror. But, as the author supposes, this code should undergo constant actualizations and use the language of new cultures. (shrink)

Present international relations are a complex of relatively particular varieties, especially political, diplomatic, economic, religious, cultural and media relations. Integration is a versatile and complex phenomenon. It is quite diffiult process which does not have defiitive typology. Integration determines patterns of development of the modern world, because it inflences the global structure, global governance. At the present, the development of integration organizations has great importance in international relations. These organizations exist in all regions. They have a great inflence on the (...) development of political, economic, social and cultural relations between states that are members of these associations. New integration structure should ensure an active human development in general. This is the main criteria and principles of the modern world, and according to this criteria, it is also an institutional functional mechanism. In particular, the process of integration is very popular in Latin America. In Latin America, there are a large number of different integration organizations. Among them are: Latin American Integration Association, Andean Community of Nations, Central American Integration System. All of these organizations inflence the development of integration processes on the continent. Latin American integration has one feature. The cooperation between states has an economic basis. The above organizations have not only economic interests, but also common political, cultural, eco and social projects. It can be argued that the process of integration in Latin America is developing rapidly and has great prospects. But there are some problems. First of all, there is no unity among the states. Different countries have different integration strategy. Also, Latin American countries do not develop uniformly. Argentina and Brazil are developing faster rate than other countries. Thus, it is obvious that the integration of Latin America has some problems. But there are many organizations that are developing and increase their potential. (shrink)

The article is devoted to defining the role of e-government in administrative and political practice in Ukraine. We study the four dimensions : the use government communication capabilities of the Internet; introduction of electronic documents; providing administrative authorities of interactive services; modernization of the traditional institutions of representative democracy. It is concluded that e-government in Ukraine takes the first information function, but does not change the condition of communication between citizens and government.
