Визначено стан участі України у процесах регіоналізації та глобалізації. Висвітлено, що сучасним головним завданням участі України у процесах регіоналізації та глобалізації є отримання статусу повноправного члена ЄС, що є актуальним у зв'язку з підписанням угоди про асоціацію з ЄС та прийняттям експортної стратегії збільшення українського товарного експорту з одночасним покращенням його товарної структури. На основі системного підходу і використання порівняльного аналізу опрацьовано міжнародні статистичні дані та матеріали української державної служби статистики. The given paper reveals entity concept of European «third sector» and public sector of Poland. Basic documents that regulate the activity of UN nongovernmental organiza- tions are analyzed in this paper, in particular: the «Green book of Public Politics», the «White book of Public Politics», Constituent Treatise of European Community in the context of public dialogue, documents of the European Economic and Social Com- mittee, Appendix to the Treaty of Мааstricht, numbers 23 and 38. Cooperation of public organizations in adjusting (...) of collaboration between the Euro- pean Commission, European Parliament, Economic and Social Committee, Committee of the Regions, Council of Europe is studied. The process of institutionalization of the Polish «third sector» to the norms of Euro- pean Union from 1990, when the process of negotiations with the conclusion of European Treaty to 2004, the date of introducing Poland to the European Union was researched. The author pays great attention to the important aspect of studying of European and in particular Polish «third sector» and also states the presence of general European but not international agreements,that do not need the ratification and further clear implemen- tation of their norms by the corresponding states, however pay the important role in pub- lic organizations development: Fundamental principles of status of nongovernmental organizations in Europe, adopted by the participants of the multilateral meeting, organized by the Council of Europe on July, 5, 2002, with the Explanatory memorandum to them, the Recommendations of Ministers Committee of the Council of Europe to the state mem- bers about the legal status of nongovernmental organizations in Europe № СМ/Rec. Interconnection between public organizations of Poland and Constituent Treaties of European Union on the basics of the Treaty of Мааstricht, the Treaty of Amsterdam and the Treaty of Nice are studied in this paper. The author pays attention to the important documents for Polish public organizations, especially acceptance of National strategy of integration of Poland and «Partnership for Membership». The strategy became the basics for the wide program of harmonization of legislation in executive branch of political power, for the background of Poland to future membership in European Union and adjusting of dialogue between all «third sector». Problem setting. Socio-cultural and political problems of contemporary Ukrainе gives the study of the axiological aspect of historical memory of particular importance and it ceases to be the peripheral theme of philosophical reflection. Without a clear understanding of the value added of historical memory, further socio-cultural design and forecasting is made impossible. Recent research and publications analysis shows that а significant contribution to the understanding and interpretation of the concept under study belongs to such Ukrainian scholars, which carried out quite (...) productive steps in the theoretical understanding of a significant number of problems of the formation and functioning of historical memory, the determination of mechanisms for constructing national memory, its main features and its role in the process of identification of the Ukrainian people. Paper objective. The purpose of the paper is to define the concept of "historical memory", its structural and functional features and the an attempt to explicate its axiological aspect. Paper main body. The axiological measurement of historical memory has a dual detection. First, in certain periods of the history of a particular society, memory becomes unreliable, the causes of which may be a negative reaction to tragic events and historical facts, or ignorance, or intentional neglect of history. As a result of such unconsciousness, the perception of historical memory gradually formed as an unconditional value, an important component of the axioms of culture, as a necessary condition for the normal functioning of society. The fundamental moments of the concepts of historical memory are: social determinism, the difference from the system of transfer of biological information, recognition of its basis of the formation of individual and social consciousness, its direct influence on the development of historical consciousness of society. The main functions of historical memory are: - informational; - identification; - organizational; - world-view; - value-orientated. It can be presented as a spiritual core, a "national genetic code" that preserves knowledge and information about evolution, specific stages of development, conditions of existence and cultural potential of a society and, having withstood the test of time, has become a value for this community. The axiological dimension of historical memory has a dual discovery. First of all, it must be noted that in certain periods of history in society there is a memory that resulted in the gradual formation of the perception of historical memory as an unconditional value, an important component of the axioms of culture, a necessary condition for the adequate functioning of society. Secondly, historical memory actively forms the value-semantic space of society, is a means of forming a system of values of society. The resulting values of life play a consolidating role in ensuring interethnic accord and civil peace, serve as the formation of the consciousness of the people and the function of preserving the original culture. Historical memory makes it possible to invent and transmit in time importantly integrative ideas, and most importantly - the values without which any community would simply come to a decline. Conclusions of the research. The topicality of the study of the value added of historical memory is conditioned by the need to preserve the integrity of the domestic spiritual space, the development of a stable immunity in society against the threat of the destruction of the existing cultural identity. Historical memory in the modern world, it is simultaneously as a determining element and subject of state policy, a factor in the construction of a political nation, a prerequisite or interethnic and interethnic integration or conflict. At the same time, historical memory is a means of retranslation of political values, which plays an ambitious role in the political process. It is possible to find the value constants acceptable to the whole society, if the very historical memory is perceived not as an arena of ideological conflicts and as a means of political manipulation, but as an unconditional value. In the article modern views on the nature and value matrix of civil society are generalized. It is considered the role of religious organizations in forming of civil society in modern Ukraine and also the value of their activity for the self-organization of civil public.

In recent years, information and communication technologies have become a source for democratic innovations, for example, the submission of electronic petitions by citizens allows drawing the attention of the authorities to the problem issues in society. These tools of e-democracy allow us to improve defined forms of traditional democracy and to maintain a systematic dialogue between the authorities and society. Electronic petition is one of the most effective tools of e-democracy, because other electronic discussion platforms do not provide such fast (...) and reliable results. Petitions allow us to express dissatisfaction with the law passed or proposed by parliament, administrative decisions of the executive power or absence of urgent actions; express views on the results of a separate state policy. The uniqueness of petitions lies in the fact that the initiative takes place from the «bottom» of civil society to the «up» of authorities, government should only provide a platform for this. The additional benefits of using electronic petitions are the stimulation of increased interest in various state issues; publicity of their consideration, which creates a sense of solidarity in the community during the execution of a civil obligation. This tool extends the powers of citizens, further legitimizes actions of state authorities by explaining the impact of government policy on public life, maintaining close interaction between citizens and elected officials, and increasing responsibility and accountability of the government. The main purpose of the study is to analyze tool of electronic petitions, to determine its efficiency and applicability, investigate general factors influencing on motivation of signing petitions. Article deals with the general characteristics of electronic petitions, their typology; also the influence of submitted electronic petitions on the state policy is determined; defined the conditions and criteria for a successful electronic petition and motivation of citizens to use the electronic petition tool. However, after the extermination of the Islamic world on Ukrainian lands by means of Stalin's vandalism, in particular the deportation of the Crimean Tatar people who professed Islam to Central Asia, the destruction of mosques and madrasas, the repression of the clergy of Islam, we have mentioned this religion mostly or in recent times. related to Muslims abroad.

Reforms carried out by Central European countries at the stage of preparing for EU membership gave them the opportunity to create a solid foundation for local self-government. The experience of the countries of Central Europe is valuable for Ukraine, because our state faces the task of making transformations that have been successfully carried out in neighboring countries. The character of the publication lays the emphasis on quality research of professional communication and intercultural communication development of future specialists in economics and technical area. The author considers that the basic approach to development of business communication is system in-class and out-of-class interacting of students and scientific-pedagogical stuff in higher educational establishment. A distinctive feature of contemporary international relations includes instruments’ complications of foreign policy powers. To achieve these objectives the international dialogue participants are increasingly turning to the possibilities of economy, diplomacy, culture, science and sport. Along with politics and economics, culture forms the classic triad of factors that determine the mechanisms of the various foreign countries, and is rightly regarded as an integral part of modern strategy of action in the international arena. Culture and cultural ties with the exceptional versatility (...) that creates the conditions for engaging wider audience in international relations, ready to participate in solving the most complex and pressing problems of our impact on the global climate. It’s possible to talk about specific features such as the ability of Cultural Affairs as a platform for integration processes in the world or a particular region. Finally, the cultural ties have a unique feature to influence the formation of positive image of the country in world public opinion. This concept becomes the basis for the «soft power» theory developed by J. Nye. J. Nye considers «soft power» as opposed to «hard power», meaning the ability of the state to force, due to the military and economic power of the country. In contrast, «soft power» arises when a country draws its culture, political ideals, academic programs, academic exchange, has the ability to achieve what it desired basing on voluntary participation of allies, not by coercion. J. Nye considers cultural attractiveness of the country as the most important component of “soft power”. In resent years J. Nye also talks about the failure of using only “soft power” methods in the sphere of foreign affairs of the state. He considers that the best way is to combine instruments of “soft power” with economic methods of influence. This idea led to the appearance of the “smart power” concept. The approaches to the definition of civil society are analised. Author used indicators such as the number of non-governmental organizations, the number of people participating in the activities of NGOs, funding, number of participants in protests, such as the size of the tangent values of state support “third” sector, the volume of financial assistance on the part of the public, philanthropists and international funds. Non-governmental organizations are not always a sign of the presence of civil society. Their causes may be (...) different, in particular, far enough from the principles of voluntary civic activities and cooperation. Organizations may be fictitious, be the realization of someone’s leadership ambitions, they sometimes have a narrow functionality. Surface quantitative approach to determine the parameters of its development will give us the opportunity to understand valid status and identify areas of public policy and social development of civil society. Focus on the number of civic organizations, the number of their members, as determined by the statistics most NGOs, the amount of money they received - can lead us astray. A more sophisticated methodology that separates the real from the fake NGOs are necessary. As part of this methodology is necessary to investigate citizens of Ukraine participating in the activities of non-governmental organizations, the amount of work that he obtained as a result of non-governmental organizations active volunteers, the structure of their financial income and expenses.
