Problem setting. National Security of Ukraine as a state of protection of the vital in- terests of man, society and the state is based on two main systems – the national security system it self and the system of ensuring national security. At the same time, the majority of Ukrainian citizens have insufficient knowledge about the systemic principles of na- tional security. This has negative consequences for practical activities on ensuring the national security of Ukraine. Further scientific research in this (...) area and their bringing to the general public of specialists involved in the sphere of national security will become necessary. Recent research and publications analysis. The issues of the national security of Ukraine have been raised in the writings of numerous authors. Among them, in particular, are V. Gorbulin, O. Vlаsyuk, V. Goro- venko, О. Dzoban, B. Parаhonsky, G. Sytnik, M. Trebin. The specialists of the National Academy of Public Administration under the President of Ukraine work fruit- fully in this area. At the same time, an urgent need is an increase in author’s teams that are concerned with the national security of Ukraine in terms of Russia’s aggression against Ukraine and the transformation of national security in the key factor of Ukraine’s state survival. Paper objective. To reveal the essence, structure, target direction of the national se- curity system and the system of ensuring national security. Determine the socio-political subordination of these systems. Determine the subjects of national security, which are part of both systems. Determine the normative and legal support of the activities on ensuring the national security of Ukraine. Paper main body. The study of the national security sphere of any country requires the use of methodological tools, built on the basis of systematic analysis of complex social processes. Below we will discuss two key systems directly involved in securing society, the state, the citizen: a) the national security system and b) the system of ensuring na- tional security. The national security system is an open, dynamic social system, the main purpose of which is to create conditions for the realization of national interests, to ensure the integrity of society and the state. Its constituent elements are the nation, national interests, national values, activities for their protection, national security as a state of protection of national interests, as well as the challenges, threats and dangers of destruc- tive influence. The activities of society, state, citizens in protecting national interests takes place in various spheres, the total number of which depends on the spe- cific historical conditions of the country’s development, the format of the challenges and dangers facing it, the experience of security activities, etc. In the Ukrainian legislation, the areas of ensuring national security recognized internal political, foreign policy, mili- tary, social, humanitarian, economic, scientific and technological, informational, environ- mental, as well as the areas of state security, civil protection of the population, security of the state border. Thus, Ukraine’s national security is the protection of state sovereignty, territorial integrity, democratic constitutional order and other national interests of Ukraine from real and potential threats. Depending on the tasks that need to be resolved in the process of securing national security, a formal part of the national security and the national security system and an informal part can be singled out. Depending on the subject of national security, which plays a leading role in the analysis of national security factors and when adopting the appropriate management decision, one can consider the national, state and public subsystems of the national secu- rity and the national security system, which mutually complement and control in a certain way one another. Under the system of ensuring the national security of Ukraine in the broad sense, one should understand a set of theoretical and methodological, regulatory, informational and analytical, organizational and managerial, intelligence, counterintelligence, operational search, personnel, scientific and technical, resource and other measures aimed at minimi- zation threats and dangers, guaranteeing the development of national interests, spiritual and material well-being of the people of Ukraine and the effective functioning of the system of national security of Ukraine. The main purpose of the system of ensuring the national security of Ukraine is to achieve the goals of national security. The main function of this system is to ensure bal- anced coexistence of the interests of the individual, society and the state through monitor- ing, diagnosis, detection and identification, prevention and termination, minimization and neutralization of the internal and external threats and threats. The subjects of ensuring the national security of Ukraine are the President of Ukraine, the Parliament of Ukraine, the Cabinet of Ministers of Ukraine, the National Security and Defense Council of Ukraine, ministries and other central executive authorities, the Na- tional Bank of Ukraine, courts of general jurisdiction, the Prosecutor’s Office of Ukraine, the National Anti-Corruption Bureau of Ukraine, local state administrations and local self-government bodies, the Armed Forces of Ukraine, the Security Service of Ukraine, the External Intelligence Service of Ukraine, the State Border Guard Service of Ukraine and other officers formations formed in accordance with the laws of Ukraine; bodies and units of civil protection, as well as citizens of Ukraine, associations of citizens. These bodies are part of both systems. In this regard, with regard to the power structures of the state used the term “military organization of the state”, which in modern terms changed to the security and defense sector. March 14, 2016, the Decree of the President of Ukraine approved the Concept of Development of the Security and Defense Sector of Ukraine. Another public-management innovation is the proposal to periodically conduct a comprehensive review of the security and defense sector. Case for the implementation of the decisions. Success depends on the activity and purpose of the state and society during the practical implementation of security-defense strategies and programs. Conclusions of the research. The system of national security in Ukraine demonstrates the wide-ranging causal relationships between the nation and the need to secure its secu- rity in a modern globalized world that continuously generates diverse challenges, threats and dangers. This system, based on national interests and values, is a more complex en- tity than a system of ensuring national security. This explains the complexity of the reflec- tion of the systemic principles of the national security of Ukraine from the side of not only the general population, but also the existing politics. Both systems are in a state of dynamic development. They did not acquire the final forms. This could not have happened due to the complexity of the processes of nation- building in modern Ukraine, the lack of certainty of national interests, the superficial nature of their legal consolidation, and the lack of experience of ensuring the national security of independent Ukraine. Legislation on national security and defense of Ukraine is gaining more and more Western character. An indication of this is the active use of the term «security and defense sector» instead of the “military organization of the state”. (shrink)

The theses of the All-Ukrainian scientific and theoretical conference "Political and legal mentality of Ukrainian society in the context of European integration".

Purpose. The dynamics and pace of social and economic transformations that are characteristic of modern society, lead to an increase in tension and the destruction of habitual stereotypes – ideals, values, norms, patterns of behaviour that unite people. These moments encourage us to rethink the understanding of "security" essence, in particular, psychological, which emphasizes the urgency of its study in the philosophical and sociocultural coordinates. Theoretical basis of the research is based on the philosophical methodology of K. Jaspers, E. Fromm (...) and the A. Maslow’s psychological approach to understanding of a person. Originality. Psychological security is considered at different levels: first and foremost, society is a characteristic of social security, that is an analysis of how today’s social technologies, social changes affect the quality of life of the country’s population; secondly, the social environment – the family, the immediate environment, reference groups, training teams; thirdly, a person is an experience of his own security-insecurity, when it is possible to talk about the manifestations of psychological violence, when certain behavioral acts contribute to the violation of the security of the other or to self-destruction. It is found out that the knowledge of psychological security is closely connected with the socio-historical conditions of being, with the level of development of material and spiritual culture, with the interests and values prevailing in society, which determines its ontological, epistemological and axiological features. The presented issue is considered in the correlation of psychological security with types of scientific rationality – classical, nonclassical and post-nonclassical approaches, within the framework of which various perspectives, aspects, forms and types of psychological security are studied. Conclusions. The concept of security requires a systematic description of its manifestations, types, levels, concepts: security as the absence of dangers ; security as a certain activity to ensure or to prevent any threats or dangers ; security as a conscious necessity, the value of the individual. The study systematizes various ideas about psychological security in accordance with the logic of scientific knowledge: in the mainstream of classical, non-classical and post-nonclassical approaches. The article highlights the role of the clergy in the Ukrainian-Polish discussions on the evaluation of the Volyn tragedy in 1943.

The annexation of Crimea and occupation of the eastern part of Ukraine provoked the crisis of the bilateral cooperation between key geopolitical players and changed an agenda of the international relations in a mid-term and long-term prospect. The primary objective of the article is the analysis of the Ukrainian-Russian conflict that takes into consideration historical preconditions and possible geopolitical consequences for Ukraine. The interdisciplinary analysis defined the international aspect of the influence on the country of such constituents as the place (...) of location, provision of resources, quality of human potential, level of cultural and mental identity and others like that. The tendencies of forming the modern geopolitical status of Ukraine are distinguished in the international arena by means of methods of the historical analogy, comparison and systemic, the idea of real events leading up to the development of UkrainianRussian conflict is discovered during the last twenty five years, and also prior directions of the activity of Ukraine as the subject of international relations. The buffer role of Ukraine was proved in opposition West-Russia as a fight of civilization character. The imperialistic moods of Russian Federation require expansion of the sphere of influence and control over the former Soviet Union republics. Otherwise, it provides validation of Putin’s regime and high rating of support by a comprehensive way of fighting against foreign enemies – Westernization and NATO. Ukrainian territory is crucial in the achievement of intention to establish itself as a new geopolitical player of global scale. However, two revolutions that took place in Ukraine result in aspirations of people to fight for democratic values as a determinant argument of civilization development. The imposed by Russia vassal type of peripheral and economically unable territory was thrown away at the mental and political level by Ukrainian society. It was proved the hypothesis, that Ukraine chose the role of defender of European values as easternmost territory of distribution the interests of the West, by defining the peripheral nature, and managing maximally possible regional support of the western neighborhoods. It allows it to form the recommendation for peaceful negotiations that will assist the solution of UkrainianRussian conflict in a diplomatic way. (shrink)

У статті розкрито значення екологічної та гендерної освіти як засобів подолання глобальних ризиків. Показана недоцільність однобокої ідентифікації жінок з природою, а чоловіків із соціумом. Доведено, що саме взаємозумовленість екологічної та гендерної освіти забезпечує адекватні засоби сталого розвитку суспільства. Інтереси кожної гендерної групи мають бути представленими на рівні прийняття рішень щодо природокористування та захисту довкілля.

Aesthetical aspects of the state are researched. Special attention is captured to the essential difference between the mechanisms, instruments and essential characteristics of the aesthetization of the monarchy prince and democratic leader. The main aim of the research is to show the aesthetical way and nature of the political power representation in different historical epochs: pre-TV and mass-communication. The methodological basis of research is the political-aesthetical approach to the political objects, comparative methods, historical method, the complex scientifi strategy, which combine (...) the theory of the political myth and rituals, the theory of emotions in politics, the discursive paradigm and theory of the aesthetical judgment. We could approve the idea, that the representation of political power and its impersonations is based on the irrational nature of the political judgment, which is itself the aesthetical judgment and formed by the same way. The main instruments of political representation are political myths, rituals, metaphors, which are realized by aesthetical tools, for example: music, art, literature and other. The aesthetical tools play signifiant role in the process of the embodied and vitalization of the political ideas, values and tasks of the political power and its personifiations. The results of this research could be used in deeper conduction of the aesthetization process and its specifi in different political systems and conditions. Conclusions of this research may be used in the theoretic reflction and in the practical policy. The main conclusions, which we can do on the basis of this article are the next. First of all, we could formulate the defiition of the political power aesthetization as the getting aesthetical experience through the political action and vice versa. Secondly, the result of the political power representation is the political judgment. Thirdly, aesthetical instruments allow the incorporate, revitalize, change, legitimize the values of the political authority and political order in the monarchy and in the republic. (shrink)

Встановлено, що вольовий характер політичної активності найбільш повно виявляється у діяльності політичних партій, у процесі вироблення їх ідеології та в процесі боротьби за завоювання, утримання й використання політичної влади.
