Abstract:This article aims to explore the idea that enhancement technologies have been and will continue to be an essential element of what we might call the “human continuum,” and are indeed key to our existence and evolution into persons. Whereas conservative commentators argue that enhancement is likely to cause us to lose our humanity and become something other, it is argued here that the very opposite is true: that enhancement is the core of what and who we are. Using evidence (...) from paleoanthropology to examine the nature of our predecessor species, and their proclivities for tool use, we can see that there is good reason to assume that the development ofHomo sapiensis a direct result of the use of enhancement technologies. A case is also made for broad understandings of the scope of enhancement, based on the significant evolutionary results of acts that are usually dismissed as “unremarkable.” Furthermore, the use of enhancement by modern humans is no different than these prehistoric applications, and is likely to ultimately have similar results. There is no good reason to assume that whatever we may become will not also consider itself human. (shrink)

L’objectif de cet article est de montrer les difficultés du travail interdisciplinaire sur la question du risque dans l’acceptabilité éthique et sociale de l’amélioration humaine par le développement des nanotechnologies. Ces difficultés émergent du contexte du débat entre le transhumanisme, dont les principaux protagonistes proviennent des sciences de la nature, et l’humanisme, dont les principaux défenseurs proviennent du milieu des sciences humaines et sociales. Notre objectif est de montrer que les positions des transhumanistes et des humanistes diffèrent essentiellement sur plusieurs (...) aspects de la question : l’identification des risques et des impacts, l’évaluation qui fonde l’acceptabilité ou non des risques et des impacts, et la foi en la capacité de la science de surmonter les risques identifiés pour l’être humain. La construcción de genomas completamente sintéticos puede cambiar de forma definitiva e irreversible aspectos fundamentales de la vida humana, quizás hasta el punto de dar lugar a un organismo que difiera de nuestra especie (...) como ahora nosotros podemos diferir de los grandes simios. En este artículo se discuten los principales pros y contras que ha suscitado este debate, señalando algunos de los presupuestos más problemáticos de las propuestas recientes sobre el biomejoramiento humano. PurposeThe purpose of the paper is to provide an overview of the legal implications which may be relevant to the ethical aspects of emerging technologies, to explore the existing situation in the area of legal regulation at EU level, and to formulate recommendations for the lawmakers.Design/methodology/approachThe analysis is based on the premise that the law is supposed to invoke moral principles. Speculative findings are formulated on the basis of analyzing specific emerging technologies; empirical findings are based on a research conducted (...) in the whole legal corpus of the EU.FindingsIn the area of network‐based technologies the already existing and elaborated legal frameworks can be used in an extended manner; artificial intelligence‐based technologies call for alterations in several branches of law; while interface technologies show the difficulty and complexity of regulating interdisciplinary fields. The legal implications of emerging technologies have attracted only a minimal legislative attention in the competent bodies of the EU.Originality/valueThe paper provides a systemic approach towards transmitting ethical norms to the application of emerging technologies through legal regulation, and formulates detailed recommendations in various areas of such technologies. The military is a major driver of technological, world-changing innovations which, like the Internet, often have unpredictable dual uses and widespread civilian impact (?blowback?). Ethical and policy concerns arising from such technologies, therefore, are not limited to military affairs, but can have great implications for society at large as well. This paper will focus on two technology areas making headlines at present: human enhancement technologies and robotics, representing both biological and technological upgrades to the military. The concerns we will raise (...) are about (1) the unintended effects that these technologies could have on society and (2) the possibly self-defeating nature of these military programs in making war itself more, rather than less likely to occur. Given that society also can influence military programs (e.g., through civil protests) it is important for the military to attend to such concerns. (shrink)

Human enhancement—the attempt to overcome all human cognitive, emotional, and physical limitations using current technological developments—has been said to pose the most fundamental social and political question facing the world in the twenty-first century. Yet, the public remains ill prepared to deal with it. Indeed, controversy continues to swirl around human enhancement even among the very best-informed experts in the most relevant fields, with no end in sight. Why the ongoing stalemate in the discussion? I attempt to explain the central (...) features of the human enhancement debate and the empirical and normative shortcomings that help to keep it going. I argue that philosophers of science are especially well equipped to rectify these shortcomings, and I suggest that we may be deeply remiss if we don’t do so. (shrink)

Emerging technologies are increasingly used in an attempt to “enhance the human body and/or mind” beyond the contemporary standards that characterize human beings. Yet, such standards are deeply controversial and it is not an easy task to determine whether the application of a given technology to an individual and its outcome can be defined as a human enhancement or not. Despite much debate on its potential or actual ethical and social impacts, human enhancement is not subject to any consensual definition. (...) This paper proposes a timely and much needed examination of the various definitions found in the literature. We classify these definitions into four main categories: the implicit approach, the therapy-enhancement distinction, the improvement of general human capacities and the increase of well-being. After commenting on these different approaches and their limitations, we propose a definition of human enhancement that focuses on individual perceptions. While acknowledging that a definition that mainly depends on personal and subjective individual perceptions raises many challenges, we suggest that a comprehensive approach to define human enhancement could constitute a useful premise to appropriately address the complexity of the ethical and social issues it generates. This article draws out some key themes and offers responses to commentaries on "The Coming Era of Nanomedicine" (Allhoff 2009).

The enhancement debate in neuroscience and biomedical ethics tends to focus on the augmentation of certain capacities or functions: memory, learning, attention, and the like. Typically, the point of contention is whether these augmentative enhancements should be considered permissible for individuals with no particular “medical” disadvantage along any of the dimensions of interest. Less frequently addressed in the literature, however, is the fact that sometimes the _diminishment_ of a capacity or function, under the right set of circumstances, could plausibly contribute (...) to an individual's overall well-being: more is not always better, and sometimes less is more. Such cases may be especially likely, we suggest, when trade-offs in our modern environment have shifted since the environment of evolutionary adaptation. In this article, we introduce the notion of “diminishment as enhancement” and go on to defend a _welfarist_ conception of enhancement. We show how this conception resolves a number of definitional ambiguities in the enhancement literature, and we suggest that it can provide a useful framework for thinking about the use of emerging neurotechnologies to promote human flourishing. Cheating through the use of illegal performance enhancements (such as doping) is a persistent problem in sport. It has been suggested that one response to this problem is to separate sport into two parallel leagues. One league would resemble sport as it is currently practised ? i.e. with restrictions on use of particular enhancements ? and the other would not possess these restrictions, allowing those that wish to use currently illegal enhancements to do so. In this paper I articulate the (...) ?two leagues? proposal further and subject it to critical scrutiny. The proposal fails. It does so by failing to address conceptual confusion regarding enhancement use in sport; by replicating in the new league the current problems associated with enhancement-based cheating; and by creating new problems. In an attempt to revive it I describe other possible justifications for the proposal, based on its promotion of personal autonomy, and rights-based justifications. These fail, with the exception of a group right claiming provision of the enhanced league as a participatory good. I conclude that this latter use of the proposal is the only sensible one, but it nevertheless faces significant obstacles. (shrink)

The emergence and development of convergent technologies for the purpose of improving human performance, including nanotechnology, biotechnology, information sciences, and cognitive science (NBICs), open up new horizons in the debates and moral arguments that must be engaged by philosophers who hope to take seriously the question of the ethical and social acceptability of these technologies. This article advances an analysis of the factors that contribute to confusion and discord on the topic, in order to help in understanding why arguments that (...) form a part of the debate between transhumanism and humanism result in a philosophical and ethical impasse: 1. The lack of clarity that emerges from the fact that any given argument deployed (arguments based on nature and human nature, dignity, the good life) can serve as the basis for both the positive and the negative evaluation of NBICs. 2. The impossibility of providing these arguments with foundations that will enable others to deem them acceptable. 3. The difficulty of applying these same arguments to a specific situation. 4. The ineffectiveness of moral argument in a democratic society. The present effort at communication about the difficulties of the argumentation process is intended as a necessary first step towards developing an interdisciplinary response to those difficulties. Is it necessary to have an ideal of perfection in mind to identify and evaluate true biotechnological human “enhancements”, or can one do without? To answer this question we suggest employing the distinction between ideal and non-ideal theory, found in the debate in political philosophy about theories of justice: the distinctive views about whether one needs an idea of a perfectly just society or not when it comes to assessing the current situation and recommending steps to increase justice. In this (...) paper we argue that evaluating human enhancements from a non-ideal perspective has some serious shortcomings, which can be avoided when endorsing an ideal approach. Our argument starts from a definition of human enhancement as improvement, which can be understood in two ways. The first approach is backward-looking and assesses improvements with regard to a status quo ante. The second, a forward-looking approach, evaluates improvements with regard to their proximity to a goal or according to an ideal. After outlining the limitations of an exclusively backward-looking view, we answer possible objections against a forward-looking view. Ultimately, we argue that the human enhancement debate would lack some important moral insights if a forward-looking view of improvement is not taken into consideration. (shrink)

The article examines the role played by policy advice institutions in the governance of ethically controversial new and emerging science and technology in Europe. The empirical analysis, which aims to help close a gap in the literature, focuses on the evolution, role and functioning of national ethics advisory bodies (EABs) in Europe. EABs are expert bodies whose remit is to issue recommendations regarding ethical aspects of new and emerging science and technology. Negative experiences with the impacts of science and technology (...) in the past have resulted in calls for increased transparency and broader participation and pluralism in expert advice and policy decision-making. Do national EABs function as inclusive, anticipatory “hybrid forums”? Or do they resemble more “classical” expert-oriented bodies, inspired by technocratic or decisionist approaches? As part of the empirical analysis of the role and functioning of institutional ethical advisory structures in 32 European countries, an extensive analysis of EAB websites and the content of publicly available documents on such institutions has been carried out, supplemented by an online survey of representatives of the EABs. One major finding of the empirical analysis is the very uneven distribution of “hybrid forum” features of EABs across Europe. (shrink)

With multi-year funding from the U.S. National Science Foundation (NSF), a team of researchers has just released a comprehensive report detailing ethical issues arising from human enhancement (Allhoff et al. 2009). While we direct the interested reader to that (much longer) report, we also thank the editors of this journal for the invitation to provide an executive summary thereof. This summary highlights key results from each section of that report and does so in a self-standing way; in other words, this (...) summary presupposes no familiarity with the report and offers the opportunity to gain quick familiarity with its most central findings. The essay is subdivided into three parts. In the first and introductory one the current debate on human enhancement is presented, with specific reference to its interdisciplinary characteristics and to the aspects which explicitly challenge “the human condition” as a whole. The second and third parts attempt to frame the comprehensive area of questioning opened by such a perspective, which is grounded in the practical philosophy of Aristotle – a model that seems particularly neglected within the human enhancement debate. Specifically, (...) part two is devoted to a “rehabilitation” of the theory of justice and fairness developed in the Nicomachean Ethics. In turn, part three goes into detail with reference to the taxonomy used, and tries to sketch out a possible area of theoretical application regarding both the rights of restoring and possible criteria of legitimate advantage. The proposal outlined is also integrated by a synthetic list of possible points of criticism which might be taken seriously into account in a wider and deeper exploration of this approach to the topic. Animal models are used in experiments in the behavioural neurosciences that aim to contribute to the prevention and treatment of cognitive and affective disorders in human beings, such as anxiety and depression. Ironically, those animals that are likely to be the best models for psychopathology are also likely to be considered the ones that are most morally problematic to use, if it seems probable that (and if indeed they are initially selected as models because) they have experiences that are similar (...) to human experiences that we have strong reasons to avoid causing, and indeed aim to alleviate (such as pain, anxiety or sadness). In this paper, against the background of contemporary discussions in animal ethics and the philosophy of animal minds, we discuss the views that it is morally permissible to use animals in these kinds of experiments, and that it is better to use less cognitively complex animals (such as zebrafish) than more complex animals (such as dogs). First, we criticise some justifications for the claim that human beings and more complex animals have higher moral status. We argue that contemporary approaches that attribute equal moral status to all beings that are capable of conscious strivings (e.g. avoiding pain and anxiety; aiming to eat and play) are based on more plausible assumptions. Second, we argue that it is problematic to assume that less cognitively complex animals have a lesser sensory and emotional experience than more complex beings across the board. In specific cases, there might be good reasons to assume that more complex beings would be harmed more by a specific physical or environmental intervention, but it might also be that they sometimes are harmed less because of a better ability to cope. Determining whether a specific experiment is justified is therefore a complex issue. Our aim in this chapter is to stimulate further reflection on these common assumptions behind the use of animal models for psychopathologies. In order to be able to draw more definite conclusions, more research will have to be done on the influence of cognitive complexity on the experience of (human and non-human) animals. (shrink)

The objective of this study is to provide an overview over the ethical issues relevant to the assessment, implementation, and use of smart-glasses. The purpose of the overview is to facilitate deliberation, decision making, and the formation of knowledge and norms for this emerging technology. An axiological question-based method for human cognitive enhancement including an extensive literature search on smart-glasses is used to identify relevant ethical issues. The search is supplemented with relevant ethical issues identified in the literature on human (...) cognitive enhancement and in the study of the technical aspects of smart-glasses. Identified papers were subject to traditional content analysis: 739 references were identified of which 247 were regarded as relevant for full text examinations, and 155 were included in the study. A wide variety of ethical issues with smart-glasses have been identified, such as issues related to privacy, safety, justice, change in human agency, accountability, responsibility, social interaction, power and ideology. Smart-glasses are envisioned to change individual human identity and behavior as well as social interaction. Taking these issues into account appears to be relevant when developing, deliberating, deciding on, implementing, and using smart-glasses. (shrink)

Based on the millenarian idea of human enhancement, the British eugenics ideology emerging at the end of the 19th century had in the North American eugenics movement the necessary support to materialize a series of racial policies with the aim of perfecting the human species. The American eugenics movement was a key step in the extension of an ideology that triumphed in many Latin American and European states, and that it lost all its scientific, political and social support because of (...) its radicalization in Germany during the Nazi Holocaust. Currently, the philosophical debate around eugenics thinking and the possibility of its return has grown exponentially due to biotechnological development, and the possibility of a human biotechnological enhancement that causes serious damage to human beings. The article considers human enhancement from the perspective of liminality. It defines the concept of liminality, introduced by ethnologist van Gennep in an attempt to generalise the rites of passage. It shows how, thanks to Turner, this concept has spread beyond anthropology to characterise the many situations ‘betwixt and between’ associated with transitioning from the original social structure to the new one. The article points out that, by definition, liminal situations break down traditional structures; hence, polemical debates on whether to (...) allow human enhancement cannot be conducted from the position of existing normative standards. It argues, on the contrary, that these must be fundamentally expanded so as to reflect the current transitional phase from treatment to enhancement and that preparations must be made for the policies and institutions that will deal with the consequences. Otherwise, we will face threat of a new kind of totalitarianism. (shrink)

How are we to understand the fact that the philosophical debate over nanotechnologies has been reduced to a clash of seemingly preprogrammed arguments and counterarguments that paralyzes all rational discussion of the ultimate ethical question of social acceptability in matters of nanotechnological development? With this issue as its starting point, the study reported on here, intended to further comprehension of the issues rather than provide a cause-and-effect explanation, seeks to achieve a rational grasp of what is being said through the (...) appeals made to this or that principle in the range of arguments put forward in publications on the subject. We present the results of the study’s analyses in two parts. In the first, we lay out the seven categories of argument that emerged from an analysis of the literature: the arguments based on nature, dignity, the good life, utility, equity, autonomy, and rights. In the second part, we present the background moral stances that support each category of argument. Identifying the different categories of argument and the moral stance that underlies each category will enable a better grasp of the reasons for the multiplicity of the arguments that figure in discussions of the acceptability of nanotechnologies and will ultimately contribute to overcoming the tendency towards talking past each other that all too often disfigures the exchange. Clarifying the implications of the moral arguments deployed in the debate over nanotechnologies may make it possible to reduce the confusion observable in these exchanges and contribute to a better grasp of the reasons for their current unproductiveness. In this essay, we argue against radical ethical views about human enhancement that either dismiss or endorse it tout court. Instead, we advocate the moderate stance that issues of enhancement should be examined with an open mind and on a case-by-case basis. To make this view plausible, we offer three reasons. The first lies in the fact that it is difficult to delineate enhancement conceptually, which makes it hard to argue for general ethical conclusions about it. The second is that (...) an appropriate view of the edifice of moral theory suggests that tenable moral judgements about human enhancement are the result of a careful consideration of the pros and cons that attach to the use of a specific enhancement technology. Lastly, we show that important normative factors in the enhancement debate can be used both in arguments for and in arguments against enhancement. The bottom line of our discussion is that we should treat issues of human enhancement like we do any other ethical issue, viz. by weighing up the reasons pro and con. (shrink)
