Biometric technology was once the purview of security, with face recognition and fingerprint scans used for identification and law enforcement. This is no longer the case; biometrics is increasingly used for commercial and civil applications. Due to the widespread diffusion of biometrics, it is important to address the ethical issues inherent to the development and deployment of the technology. This article explores the burgeoning research on biometrics for non-security purposes and the ethical implications for organizations. This will be achieved by (...) reviewing the literature on biometrics and business ethics and drawing from disciplines such as computer ethics to inform a more robust discussion of key themes. Although there are many ethical concerns, privacy is the key issue, with associated themes. These include definitions of privacy, the privacy paradox, informed consent, regulatory frameworks and guidelines, and discrimination. Despite the proliferation of biometric technology, there is little empirical research on applied biometrics and business ethics. As such, there are several avenues for research to improve understanding of the ethical implications of using this technology. (shrink)

As research into identity in the information society gets into its stride, with contributions from many scholarly disciplines such as technology, social sciences, the humanities and the law, a moment of intellectual stocktaking seems appropriate. This article seeks to provide a roadmap of research currently undertaken in the field of identity and identity management showing how the area is developing and how disparate contributions relate to each other. Five different perspectives are proposed through which work in the identity field can (...) be seen: tensions, themes, application areas, research focus and disciplinary approaches and taken together they provide a comprehensive overview of the intellectual territory currently being tilled by academia on this subject. This attempt at a coherent overview is offered in the spirit of debate and discussion, and the authors invite criticism, development and improvement. Another purpose of this paper is to provide an introduction to the range and type of research that the new journal Identity in the Information Society will publish, giving researchers working in the field a clearer idea of the scope of multidisciplinary study that is envisaged. The paper outlines a new interpretation of informational privacy and of its moral value. The main theses defended are: (a) informational privacy is a function of the ontological friction in the infosphere, that is, of the forces that oppose the information flow within the space of information; (b) digital ICTs (information and communication technologies) affect the ontological friction by changing the nature of the infosphere (re-ontologization); (c) digital ICTs can therefore both decrease and protect informational privacy but, most importantly, they (...) can also alter its nature and hence our understanding and appreciation of it; (d) a change in our ontological perspective, brought about by digital ICTs, suggests considering each person as being constituted by his or her information and hence regarding a breach of one’s informational privacy as a form of aggression towards one’s personal identity. Biometric technologies are at the forefront of organizational innovation, surveillance, and control. In many instances, the use of physiological and behavioral biometrics enhances individual and organizational performance. However, they also have the potential to hinder human wellbeing. In particular, recent generations of biometrics are capable of extracting deeper insights into human behavior, enabling organizational surveillance practices, but may also constrain individual rights and freedoms. While biometric technologies have been evidenced to infringe upon privacy and lead to discriminatory practices, little research (...) has examined the impact of biometrics on dignity, an important ethical construct related to human wellbeing. In this conceptual paper, we draw from the theory of affordances to identify and delineate six affordances of biometric technologies, categorized into inhibiting and augmenting biometric affordances. We propose a framework in which inhibiting and augmenting biometric affordances may simultaneously support and humiliate dignity. This separation offers a theoretical base for future empirical research to explore the increasingly pervasive relationship between biometric adoption and human dignity. Moreover, we explain six paradoxical tensions across three forms of dignity—inherent, behavioral, and meritocratic—in the proposed framework. Finally, we discuss why firms should be responsible for addressing the tensions across dignity forms when they adopt biometric technologies to balance the trade-off between wealth creation and human wellbeing. Purpose – The paper is a conceptual investigation of the metaphysics of personal identity and the ethics of biometric passports. The paper aims to discuss these issues. Design/methodology/approach – Philosophical argument, discussing both the metaphysical and the social ethics/computer ethics literature on personal identity and biometry. Findings – The author argues for three central claims in this paper: passport are not simply representations of personal identity, they help constitute personal identity. Personal identity is not a metaphysical fact, but a set (...) of practices, among them identity management practices employed by governments. The use of biometry as part of these identity management practices is not an ethical problem as such, nor is it something fundamentally new and different compared to older ways of establishing personal identity. It is worrisome, however, since in the current political climate, it is systematically used to deny persons access to specific territories, rights, and benefits. Originality/value – The paper ties together strands of philosophical inquiry that do not usually converse with one another, namely the metaphysics of personal identity, and the topic of identity in social philosophy and computer ethics. PurposeThe purpose of this paper is to show that most, if not all RFID/biometric passports have clear technical and social problems in their intended use and that there are clear problems with the databases into which biometric data are being collected, due to use of this data for other, non‐intended uses.Design/methodology/approachThe approach of this paper is both a meta‐study of the flaws in the technological specifications as well as the social implementation of RFID/biometric passports. Finland is used as a case, (...) but the results extend beyond Finland in most, if not all the topics presented – not necessarily all results to all implementations, but all to some others.FindingsThe current implementations of RFID/biometric passports are lacking in both technical and social implementations and pose clear risks to their use, both due to lax implementation of the technology itself but specifically due to the social changes brought about. These problems cause both erosion of privacy and trust.Research limitations/implicationsFurther research into other potential social implications on a national level is required. The authors fear that the cases presented do not necessarily reflect all the potential problems, but just the most evident ones.Practical implicationsThe problems with the technological implications can be averted by using the best technological solutions, and thus the best technological solutions should be used instead of the ones proven to be lacking.Social implicationsThe social implications should at least be brought forth for public discourse and acknowledged, which currently does not seem to happen.Originality/valueThe paper contributes to the understanding of problems with current RFID/biometric passport implementations as well as inherent social problems that are hard, if not impossible to avoid. Previous research has identified user concerns about biometric authentication technology, but most of this research has been conducted in European contexts. There is a lack of research that has investigated attitudes towards biometric technology in other cultures. To address this issue, data from India, South Africa and the United Kingdom were collected and compared. Cross-cultural attitudinal differences were seen, with Indian respondents viewing biometrics most positively while respondents from the United Kingdom were the least likely to have a positive opinion (...) about biometrics. Multiple barriers to the acceptance of biometric technology were identified with data security and health and safety fears having the greatest overall impact on respondents’ attitudes towards biometrics. The results of this investigation are discussed with reference to Hofstede’s cultural dimensions and theories of technology acceptance. It is argued that contextual issues specific to each country provide a better explanation of the results than existing theories based on Hofstede’s model. We conclude that cultural differences have an impact on the way biometric systems will be used and argue that these factors should be taken into account during the design and implementation of biometric systems. PurposeThis study aims to explore the ethical and social issues of tattoo recognition technology and tattoo similarity detection technology, which are expected to be increasingly used by state and local police departments and law enforcement agencies.Design/methodology/approachThe paper investigates the new ethical concerns raised by tattoo-based biometrics on a comparative basis with face-recognition biometrics.FindingsTRT raises much more ethically sensitive issues than face recognition, because tattoos are meaningful biometric traits, and tattoo identification is tantamount to the identification of many more personal features (...) that normally would have remained invisible. TSDT’s assumption that classifying people in virtue of their visible features is useful to foretell their attitudes and behaviours is dangerously similar to racist thought.Practical implicationsThe findings hope to promote an active debate on the ethical and social aspects of tattoo-based biometrics before it is intensely implemented by law enforcement agencies.Social implicationsTattooed individuals – inasmuch as they are more controlled and monitored – are negatively discriminated in comparison to un-tattooed individuals. As tattooing is not uniformly distributed among population, many demographic groups like African–Americans will be overrepresented in tattoos databases used by TRT and TSDT, thus being affected by disproportionately higher risk to be found as a match for a given suspect.Originality/valueTRT and TSDT represent one of the new frontiers of biometrics. In recent years, there has been a growing interest in finding stronger means of securitising identity against the various risks presented by the mobile globalised world. Biometric technology has featured quite prominently on the policy and security agenda of many countries. It is being promoted as the solution du jour for protecting and managing the uniqueness of identity in order to combat identity theft and fraud, crime and terrorism, illegal work and employment, and to efficiently govern various domains and services (...) including asylum, immigration and social welfare. In this paper, I shall interrogate the ways in which biometrics is about the uniqueness of identity and what kind of identity biometrics is concerned with. I argue that in posing such questions at the outset, we can start delimiting the distinctive bioethical stakes of biometrics beyond the all-too-familiar concerns of privacy, data protection and the like. I take cue mostly from Cavarero’s Arendt-inspired distinction between the “what” and the “who” elements of a person, and from Ricoeur’s distinction between the “idem” and “ipse” versions of identity. By engaging with these philosophical distinctions and concepts, and with particular reference to the example of asylum policy, I seek to examine and emphasise an important ethical issue pertaining to the practice of biometric identification. This issue relates mainly to the paradigmatic shift from the biographical story (which for so long has been the means by which an asylum application is assessed) to bio-digital samples (that are now the basis for managing and controlling the identities of asylum applicants). The purging of identity from its narrative dimension lies at the core of biometric technology’s overzealous aspiration to accuracy, precision and objectivity, and raises one of the most pressing bioethical questions vis-à-vis the realm of identification.
