The Implementation Problem for conceptual engineering is, roughly, the problem conceptual engineers face when attempting to bring about the conceptual change they support. An important aspect of this problem concerns the extent to which attempting to implement concepts can lead to unintended negative consequences. Not only can conceptual engineers fail to implement their proposals, but their interventions can produce outcomes directly counter to their goals. It is therefore important to think carefully about the prospect of attempted implementation leading to unintended (...) negative consequences: what sort of negative consequences can conceptual engineers expect? Are some forms of conceptual engineering more likely than others to lead to such consequences? And is conceptual engineering still viable even given the risk of such consequences? This paper addresses such questions. I begin by outlining different forms of conceptual engineering (Section 1), before examining how they can produce unintended negative consequences (Section 2). I then discuss some implications of the fact that attempted implementation can produce unintended negative consequences, suggesting that, among other things, some forms of conceptual engineering are less viable than others (Section 3). I conclude, though, by considering some of the ways in which conceptual engineering is nonetheless a worthwhile pursuit (Section 4). (shrink)

In this chapter, I examine Max Deutsch’s dilemma for the implementation of newly engineered concepts. In the debate over this dilemma, the goal of conceptual engineering tends to be set either too high or too low. As a result, implementation tends to be seen as either very unlikely to succeed or too easily achievable. This chaper aims to offer a way out of this dilemma. I argue that the success conditions for implementation can be better understood if we distinguish between (...) different stages in the implementation process. Implementation is a complex process involving several stages, each of which can be evaluated as a success or a failure. I argue that even if an implementation does not reach the final stage in which a new concept is widely used in the society at large, it may not be a complete failure: conceptual engineers may not even aim for a new concept to be widely used in the society at large; or even if they do and a new concept only circulates in a smaller subgroup, this can still be a significant achievement. The upshot is that we should take more seriously the possibility that conceptual engineering can be implemented locally at the subgroup level. (shrink)

The proposition that digital innovations can put people in charge of their health has been accompanied by prolific talk of empowerment. In this paper we consider ethical challenges and opportunities of trying to achieve justice and empowerment using digital health initiatives. The language of empowerment can misleadingly suggest that by using technology, people can control their health and take responsibility for health outcomes to a greater degree than is realistic or fair. Also, digital health empowerment often primarily reaches people who (...) already have high technological and health literacy, leaving others behind. We critically investigate whether the concept of health empowerment could be re-engineered to mean something different, namely the process of improving the health literacy and access of those who least possess it, in line with recent proposals for conceptual engineering in the service of justice. We settle on the weaker conclusion that underlying ethical values including justice should be used to interpret the existing concept of empowerment. To conclude, we take a high-level view of various strategies for achieving the ethical value associated with digital health empowerment. (shrink)

Conceptual engineering concerns the assessment and improvement of our concepts. But how can proposals to engineer concepts be implemented in the real world? This is known as the implementation challenge to conceptual engineering. In this paper, I am concerned with the meta-philosophical implications of the implementation challenge. Specifically, must we overcome the implementation challenge prior to undertaking conceptual engineering? Some critics have recently answered this question affirmatively. I intend to show that they are mistaken. I argue as follows. First, successful (...) implementation is not an integral part of conceptual engineering. Experimental Philosophy (X-Phi) is now a fully-fledged methodological project with applications in almost all areas of analytic philosophy, including, as of recently, aesthetics. Another methodological project which has been attracting attention in the last few years is conceptual engineering (CE). Its areas of implementation are now diverse, but as was the case initially with experimental philosophy, aesthetics has unfortunately been left out (or perhaps aestheticians have failed to pay attention to CE) until now. In this paper, I argue that if (...) conceptual engineers are interested in expanding their project to the field of aesthetics, which would greatly benefit the field, then they should rely on the existing experimental work of aestheticians. Experimental philosophers have only recently started to join forces with conceptual engineers in various fields, as well as to explore the methodological implications of such an alliance. This paper goes a step further by not only arguing that CE has potential in aesthetics, but that the way to realize this potential is to piggyback, so to speak, on the work of experimental aestheticians. In other words, instead of building a CE project in aesthetics from the ground up, this paper describes the support that CE can and should derive from current experimental aesthetics, thereby making the former’s development more efficiently realizable. Furthermore, I argue that doing so would also be beneficial to experimental aesthetics. Currently, the integration of X-Phi to the wider field of aesthetics is losing ground because certain objections—notably, the objection that X-Phi cannot be of relevance to normative questions—have not been properly refuted. By pairing up with a normative programme like CE, though, experimental aestheticians should finally be able to put these objections to rest. (shrink)

This paper explores the question: What would conceptual engineering have to be in order to promote social justice? Specifically, it argues that to promote social justice, conceptual engineering must deliver the following: it needs to be possible to deliberately implement a conceptual engineering proposal in large communities; it needs to be possible for a conceptual engineering proposal to bring about change to extant social categories; it needs to be possible to bring a population to adopt a conceptual engineering proposal for (...) the right reasons; and it needs to be possible to do – without producing harmful consequences. I show that, of the three dominant approaches to conceptual engineering in the literature, only one of them seems amenable to the idea that it is possible and legitimate to promote social justice in accordance with –. Conceptual engineering involves revising our concepts. It can be pursued as a specific philosophical methodology, but is also common in ordinary, non-philosophical, contexts. How does our capacity for conceptual engineering fit into human cognitive life more broadly? I hold that conceptual engineering is best understood alongside practices of conceptual exploration, examples of which include conceptual supposition (i.e., suppositional reasoning about alternative concepts), and conceptual comparison (i.e., comparisons between possible concept choices). Whereas in conceptual engineering we aim to change the concepts (...) we use, in conceptual exploration, we reason about conceptual possibilities. I approach conceptual exploration via the linguistic tools we use to communicate about concepts, using metalinguistic negotiation, convention-shifting conditionals, and metalinguistic comparatives as my key examples. I present a linguistic framework incorporating conventions that can account for this communication in a unified way. Furthermore, I argue that conceptual exploration helps undermine skepticism about conceptual engineering itself. (shrink)

Conceptual engineers endeavor to improve our concepts. But their endeavors face serious practical difficulties. One such difficulty – rational conceptual conflict - concerns the degree to which agents are incentivized to impede the efforts of conceptual engineers, especially in many of the contexts within which conceptual engineering is viewed as a worthwhile pursuit. Under such conditions, the already difficult task of conceptual engineering becomes even more difficult. Consequently, if they want to increase their chances of success, conceptual engineers should pay (...) closer attention to – and devise strategies to mitigate – rational conceptual conflict. After outlining the phenomenon at greater length and mapping its connections to other similar practical problems (Section 1), I explore the dynamics of such conflict by way of several detailed case studies (Section 2). In particular, I focus on cases driven by material, social, and moral incentives. I then consider some important methodological implications of rational conceptual conflict (Section 3). Among other things, I argue that conceptual engineers should focus more heavily on cultivating settings that modify the payoffs and penalties associated with conceptual conflict. By such indirect means, they can incentivize conceptual cooperation rather than conflict, thus making it easier to achieve success in conceptual engineering. Section 4 concludes. (shrink)

Conceptual engineering is the method for assessing and improving our representational devices. On its ‘broad‐spectrum’ version, it is expected to be appropriately applicable to any of our representation‐involving cognitive activities, with major consequences for our whole cognitive life. This paper is about the theoretical foundations of conceptual engineering thus characterised. With a view to ensuring the actionability of conceptual engineering as a broad‐spectrum method, it addresses the issue of how best to construe the subject matter of conceptual engineering and successively (...) defends the theses that conceptual engineering should be: (i) About concepts, (ii) psychologically theorised, (iii) as multiply realised functional kinds. Thereby, I claim to theoretically secure and justify the maximum scope, flexibility, and impact for the method of conceptual engineering on our representational devices in our whole cognitive life—in other words, a broad‐spectrum version of conceptual engineering. Conceptual engineering has strong political roots. But if conceptual engineering is to be a useful tool for promoting social justice, there must be a means by which the concepts we design can take root and propagate in dominant contexts. This is known as the implementation challenge. In this paper, I caution against movements toward a particular methodological perspective on the challenge called dialogical individualism. This perspective centres the role of speakers in speech-situations to persuade hearers to change their minds about (...) currently held concepts. This individualism has a distorting effect: it warps our perception of the size of the challenge. In particular, dialogical individualism ignores the social environmental factors that make conversation an unfriendly site for conceptual change. Moreover, it is not sufficiently attentive to the history of conceptual change in communities of practice. In the end, I argue for a methodological perspective shift: discursive strategies, such as speaker persuasion, should be decentralized in our overall thinking about the best solutions to the implementation challenge. Our attention is better focused on tailoring strategies to deal with the social environment in which concept-users are embedded. (shrink)

In this paper, we first briefly survey the main responses to the challenge that experimental philosophy poses to the method of cases, given the common assumption that the latter is crucially based on intuitive judgments about cases. Second, we discuss two of the most popular responses in more detail: the expertise defense and the mischaracterization objection. Our take on the expertise defense is that the available empirical data do not support the claim that professional philosophers enjoy relevant expertise in their (...) intuitive judgments about cases. In contrast, the mischaracterization objection seems considerably more promising than its largely negative reception has suggested. We argue that the burden of proof is thus on philosophers who still hold that the method of cases crucially relies on intuitive judgments about cases. Finally, we discuss whether conceptual engineering provides an alternative to the method of cases in light of the challenge from experimental philosophy. We argue that this is not clearly the case, because conceptual engineering also requires descriptive information about the concepts it aims to improve. However, its primarily normative perspective on our concepts makes it largely orthogonal to the challenge from experimental philosophy, and it can also benefit from the empirical methods of the latter. Critical discussions can often require conceptual engineering, a process in which speakers are engaged in revising each other’s concepts. We show that the analysis of conceptual engineering can benefit from integrating argumentation theory with models of conceptual representation. Argumentation theory accounts for the argumentative moves of the discussants, allowing the detection of speakers’ conceptual disagreements, for which some fallacies can be seen as cues. Models of conceptual representation, such as Conceptual spaces and the theory of meeting of minds, allow us (...) to study the cognitive side of engineering practices. However, when this integrated framework is applied to practical scenarios, conceptual engineering faces different challenges. In particular, assuming a psychological view about concepts, revisionary strategies are significantly narrowed down, if not impossible, in practice. These criticisms lead to a kind of dilemma for conceptual engineers, highlighting the necessity of further work on the definition of concept embraced by this research program. (shrink)

Some normative theorists appeal to the concept of basic needs. They argue that when it comes to issues such as global justice, intergenerational justice, human rights or sustainable development our first priority should be that everybody is able to meet these needs. But what are basic needs? We attempt to inform discussions about this question by gathering evidence of ordinary English speakers’ intuitions on the concept of basic needs. First, we defend our empirical approach to analyzing this concept and identify (...) a number of its potential features. Then we present three preregistered empirical studies that were conducted to investigate the extent to which ordinary speakers endorse these features. The studies yield convergent evidence for the following three claims: (1) ordinary speakers sometimes apply the concept of basic needs to necessities for a flourishing (not just a minimally decent) life, (2) most ordinary speakers attribute at least some degree of subjectivity to the concept, and (3) most ordinary speakers attribute at least some degree of relativity to the concept.
