This paper offers a conceptualmodel for participatory research projects thataim to improve the sustainability ofagriculture and natural resource management.The purpose of the model is to provide asystematic framework that can guide the designof participatory research projects, theiranalysis, and the documentation of results. Inthe model, conceptual boundaries are drawnbetween research and development, developmentand extension and between extension andimplementation. Objectives, activities, andactors associated with each of these realmsneed to be carefully selected, monitored, andevaluated throughout the course of a projectusing well-designed indicators. Farmers of the Peruvian Andesmake use of seed-size variation as a source offlexibility in the production of ``nativecommercial'' farmer varieties of Andeanpotatoes and ulluco. In a case study of easternCuzco, the use of varied sizes of seed tubers isfound to underpin versatile farm strategiessuited to partial commercialization (combinedwith on-farm consumption and the next season'sseed). Use of seed-size variation also providesadaptation to diverse soil-moistureenvironments. The importance and widespread useof seed-size variation among farmers isdemonstrated in the emphasis and consistency oflinguistic expressions about (...) this trait. Smalland small-medium seed is typically sown in thecommunity's ``Hill'' unit of sub-humid,upper-elevation agriculture. Seed tubers ofmedium-size and larger are needed fordrought-stressed locales in lower-elevationlandscape units. Farm-level preferences for theseed-size of tubers also suggest potentialrelations to resource endowments of farmhouseholds and gender-related management,although these tendencies were notstatistically significant in the study. Anintra-varietal, landscape-environmentalperspective on seed-size management, whichincludes an emphasis on within-fieldversatility, helps to strengthen the researchsupport of local seed production in policiesand programs aiming for in situagrobiodiversity conservation, marketingcapacity, and food security. Farmers are experts on their natural environment and are innate experimenters. However they do not know everything. Filling in gaps of missing farmer knowledge can help them improve their experiments. The authors designed and taught a course to Honduran farmers that effectively covered a number of key points on insect ecology and biology that farmers had not understood. After receiving the course many farmers did experiments to solve pest problems without synthetic pesticides.

Recent discourse in the field of participatory agricultural research has focused on how to blend various forms and intensities of stakeholder participation with quality agricultural science, moving beyond the simple “farmer-first” ideology of the 1980s and early 1990s. Yet, most existing frameworks of participation in agricultural research still adhere to a linear typology of participatory research with an inherent claim of “the more participation, the better.” In this article, we propose a new framework that looks at participatory research elements along (...) different dimensions and attributes and thus takes into account the diversity and dynamics of agricultural research projects. The framework provides a basis for agricultural researchers engaged in participatory processes with local stakeholders to decide for which issues and in which phases certain participatory elements could be used in a specific research context. Rather than aiming at maximizing the adoption of participatory methods, it can thus become a tool for optimizing the use of participatory approaches in agricultural research. We conclude that this framework can be a starting point for a more thoughtful integration of participatory elements in agricultural research projects that does justice to the multidimensional and dynamic nature of stakeholder participation in varying contexts. This paper examines the adoption and application of a participatory approach to the transfer of scientific research to farmers with the objective of supporting government policies for sustainable agriculture. Detailed interviews with scientists and farmers in two case studies in New Zealand are used to identify the potential and constraints of such an approach. One case study involves Māori growers wishing to develop organic vegetable production; the other involves commercial wheat farmers who want to improve their profitability and face major (...) problems of groundwater nutrification. The paper concludes that while both case studies are characterized as successful by those involved, there is an inherent creative tension between the adoption of a participatory approach and its use to advance public policy goals. During the 1980s, when a flexibleapproach to research, known asfarmer-back-to-farmer, was developed, theInternational Potato Center (CIP) became famousfor participatory research. Subsequently itappeared to have lost leadership in this field.This article documents participatory researchactivities in CIP over the past thirty years tofind out what happened. Even in the 1980s,implementation of participatory research wasactually limited. Participatory research in thecenter grew unevenly, with little clearencouragement from the CGIAR. Decentralizationof social scientists in the 1990s led to thefragmentation of participatory research and, inthe absence of (...) any clear champion, it seemedthat it might wither away. Recently, increasinginterest in IPM, donor support, and therecruitment of international staff who havebeen exposed to other currents of participatoryresearch and training has led to a revival ofinterest. This needs to be carefully nurturedto ensure that the flexibility for whichparticipatory research in CIP earlier gainedworld renown is retained. (shrink)

In the spring of 2013, project leaders who received funding from the John Templeton Foundation’s program “Can GM Crops Help to Feed the World?” met in England to discuss progress on funded projects and to identify common objectives and research interests. The collection of essays in this special symposium is one outcome of that meeting. This introduction provides background on the symposium’s theme of understanding the challenges to smallholder farmers having a voice. Since its origins as an academic newsletter, _Agriculture and Human Values_ has evolved to be one of the leading journals publishing critical scholarship of the food and agricultural system. This essay illustrates and comments on the evolution of the scale and scope of research published in the journal over the years.

This article examines differences in the research approaches of farmers and scientists and analyzes how these differences are related to the conditions under which both groups engage in experimental work. Theoretical considerations as well as practical experiences are presented to emphasize the great potential of farmer–researcher collaboration for rural innovation. In the first part of the article, the innovative power of farmer research and experimentation is acknowledged by presenting examples such as crop and animal breeding, development of new production systems, (...) farm equipment, and social innovations. Considering the respective comparative advantages of farmers and scientists, and inspired by theoretical concepts in the fields of knowledge management and innovation processes, we discuss five topics for optimizing the collaboration between farmers and scientists in the field of technological innovation: user orientation, decentralization, informal modes of experimentation, externalization of tacit knowledge, and economic considerations. A better understanding of such issues could help researchers to define their own role in the research process, acknowledge the strengths and weaknesses of their own and farmers’ research approaches, overcome communication gaps, and find creative solutions for problems that typically occur in the process of participatory technology development. Farmers all over the world perform experiments, and have done so since long before modern experimental science and its recognized forerunners. There is a rich anthropological literature on these experiments, but the philosophical issues that they give rise to have not received much attention. Based on the anthropological literature, this study investigates methodological and philosophical issues pertaining to farmers’ experiments, including the choice of interventions to be tested, the planning of experiments, and the use of control fields and other means (...) to deal with confounding factors. Farmers’ experiments have some advantages over the field trials of agricultural scientists, but also some comparative disadvantages. The two experimental traditions are complementary, and neither of them can replace the other. Several aspects of farmers’ experiments are shown to have a direct bearing on central topics in the philosophy of science. (shrink)

This article argues that the goals of agricultural research in poor countries have changed substantially over the last four decades. In particular they have broadened from the early (and narrow) emphasis on food production to a much wider agenda that includes poverty alleviation, environmental degradation, and social inclusion. Conversely, agricultural research systems have proved remarkably resistant to the concomitant need for changes in research focus. As a result many, at both the national and international level, are under great strain. In (...) terms of public policy the article goes on to suggest that shortcomings of existing conceptual approaches to technology development could be supplemented by adopting analytical principles that view innovation in systemic terms. An approach where flows of knowledge between institutional nodes is a key to innovative performance (the “National Systems of Innovation” approach) is suggested as one such conceptual framework that might help supplement conventional policy analysis. A persistent problem in the dominant agricultural development model is the imposition of technologies without regard to local processes and cultures. Even with the recent shift towards sustainability and agroecology, initiatives continue to overlook local knowledge. In this article we provide analysis of agroecological soil management in the Maya-Achi territory of Guatemala. The Achí, subject to five decades of interventions and development, present an interesting case study for assessing the complementarities and tensions between traditional, generally preventative practices and external initiatives (...) which tend to be curative. Our findings reveal a complex farming system that continues to rely on ancestral knowledge and practices, many of which display a high potential for sustainability and are deeply embedded in local culture. While some new practices have been incorporated into the traditional system, abandonment rates are high, and some extension methods have been paternalistic. The Achí are thirsty for new ideas to help them confront their current, unprecedented challenges. However, future collaborations should be built on existing local knowledge, which has contributed to the development of preventative and restorative practices still in use. Introduced technologies must coincide with local needs and socioecological context in a manner that encourages beneficial synergies, as well as horizontal learning/teaching processes. (shrink)

A participatory rural appraisal inthree West African countries examined thepossibility for replacing chemical pesticidesto control locusts and grasshoppers with abiological control method based on anindigenous fungal pathogen. The fungus iscurrently being tested at different sites inthe Sahel and in the humid tropics of WestAfrica. Structured group interviews, individualdiscussions, and field visits, were used toobtain farmers' perceptions of locust andgrasshoppers as crop pests, their quantitativeestimation of crop losses, and theirwillingness to pay for locust control. Farmersas well as plant protection officers generallyperceived (...) locusts and grasshoppers as importantpests that cause significant damage. Farmerswere aware of some of the risks of the use ofchemical pesticides, but not of the potentialalternatives. The use of the fungus in anoil-formulation and standard Ultra Low Volume(ULV) equipment was demonstrated, and theresults discussed with farmers. Theirimpressions of biological control werefavorable, and they expressed an interest inusing the technology. Farmers' expressedwillingness to pay for locust control is small,but not negligible. Locusts and grasshoppersare very visible pests and thus amenable topressure from farmers to local administrators,as well as by farmers' relatives in the city onthe national government. Therefore, politicalpressure for locust control is strong, althoughnational governments spend little on it,depending mostly on foreign donors. Donors areincreasingly worried about the environmentaleffect of the large amounts of chemicalpesticides used on locust control, and arepushing for more benign alternatives. Theresults of the present survey indicate thatthere may be a potential market for abiopesticide against grasshoppers and locustson cash crops in the humid areas. The potentialmarket in the Sahel depends on a reduction ofcosts or a subsidy of its price. This subsidycould be justified by the expected reduction inenvironmental and health costs when replacingchemical pesticides. Since donors are thecurrent purchasers of chemical pesticides forthe Sahel, they would also be expected to beinvolved in the purchase of the biologicalproduct. (shrink)

This paper re-introduces the georgic ethic and the role it has historically played in debates about new agricultural practices. Public engagement, participatory research, and greater local involvement in crafting new means to work the land flood the literature of agrarian studies. Putting the experience- and place-based georgic into that discourse can help deepen its character and future possibilities. The paper draws from recent sociological research into the acceptance and resistance to new practices to show the georgic’s explanatory, descriptive utility in (...) studies of those controversies. It also highlights how agricultural and environmental ethicists can draw from the georgic tradition for its prescriptive and normative possibilities to put practitioners back into the agricultural policy process and to draw more firmly from the notion that knowledge of the environment is constituted in practices of living in it. Placing the language and terms of the georgic ethic more centrally into public conversations about agricultural ethics and policy can enrich those conversations by structuring them with attention to experience, place-based values, and the moral space of interaction between humans and the land.
