Abstract“Scaling-up” is the next hurdle facing the local food movement. In order to effect broader systemic impacts, local food systems (LFS) will have to grow, and engage either more or larger consumers and producers. Encouraging the involvement of mid-sized farms looks to be an elegant solution, by broadening the accessibility of local food while providing alternative revenue streams for troubled family farms. Logistical, structural and regulatory barriers to increased scale in LFS are well known. Less is understood about the way (...) in which scale developments affect the perception and legitimacy of LFS. This value-added opportunity begs the question: Is the value that adheres to local food scalable? Many familiar with local food discourse might suggest that important pieces of added value within LFS are generated by the reconnection of producer and consumer, the direct exchange through which this occurs, and the shared goals and values that provide the basis for reconnection. However, these assertions are based on tenuous assumptions about how interactions within the direct exchange produce value, and how LFS are governed. Examination shows that existing assumptions do not properly acknowledge the hybridity, diversity, and flexibility inherent in LFS. A clear analysis of the potential of scale in LFS will depend on understanding both how value is determined within LFS, and the processes through which these systems are governed. Such an analysis shows that, while scaled-up LFS will be challenged to maintain legitimacy and an identity as “alternative”, the establishment of an open governance process—based on a “negotiation of accommodations”—is likely to enhance their viability. The local food movement has been touted by some as a profoundly effective way to make our food system become more healthy, just, and sustainable. Others have criticized the movement as being less a challenge to the status quo and more an easily co-opted support offering just another set of choices for affluent consumers. In this paper, we analyze three distinct sub-movements within the local food movement, the individual-focused sub-movement, the systems-focused sub-movement, and the community-focused sub-movement. These movements can be (...) combined within any particular campaign or within the goals of any particular organization or individual activist, but they are nevertheless quite different from each other, and come out of different conceptualizations of what food, people, and locality are. We argue that most of the critiques leveled against local food are actually directed against the individual-focused sub-movement, which is most compatible with the current industrial food system, and perhaps not surprisingly receives the most mainstream attention. Further, we argue that while each movement has its own strengths and weaknesses, it is the community-focused sub-movement that has the most potential to radically transform the global food system. This study reconsiders the purported benefits of community found in Community Supported Agriculture (CSA). Using an online survey of members who belong to CSAs in New York, between November and December 2010, we assess members’ reasons for joining a CSA, and their perceptions of community within their CSA and beyond. A total of 565 CSA members responded to the survey. Results show an overwhelming majority of members joined their CSA for fresh, local, organic produce, while few respondents joined their CSA (...) to build community, meet like-minded individuals or share financial risk with farmers. Members reported that they do not derive a strong sense of community from either their CSA or other forms of community, yet they volunteered at their CSA and appear to be engaged in activities within their communities, though the frequency of the latter is unknown. These data suggest New York CSAs are oriented toward the instrumental and functional models, which emphasize the economic aspects of farming rather than collaborative models, which foster community (Feagan and Henderson 2009). The contours of sustainable systems are defined according to communities’ goals and values. As researchers shift from sustainability-in-the-abstract to sustainability-as-a-concrete-research-challenge, democratic deliberation is essential for ensuring that communities determine what systems ought to be sustained. Discourse analysis of dialogue with Michigan direct marketing farmers suggests eight sustainability values – economic efficiency, community connectedness, stewardship, justice, ecologism, self-reliance, preservationism and health – which informed the practices of these farmers. Whereas common heuristics of sustainability suggest values can be pursued harmoniously, we discuss (...) how this typology reflects the more intricate project of balancing values in tension with one another. Beginning farmer initiatives like the USDA’s Beginning Farmer and Rancher Development Program, farm incubators, and small-scale marketing innovations offer new entrant farmers agricultural training, marketing and business assistance, and farmland loans. These programs align with alternative food movement goals to revitalize the anemic U.S. small farm sector and repopulate landscapes with socially and environmentally diversified farms. Yet even as these initiatives seek to support prospective farmers with tools for success through a knowledge dissemination model, they remain mostly individualistic and entrepreneurial (...) measures that overlook structural barriers to productive and economic success within U.S. agriculture. Analysis of the BFRDP’s funding history and discourse reveals a “knowledge deficit” based program focused on the technical rather than the structural aspects of beginning farming. This is contrasted with qualitative analysis of beginning farmer experiences in California’s Central Coast region. The discrepancies between the farmer experiences and national structure of the BFRDP program ultimately reveal a policy mismatch between the needs of some beginning farmers and the programs intended to support them. Eating local food has become a mainstream proxy for virtue and a reliable model of sustainable dieting. It suffers, nonetheless, from genuine criticisms and limitations. In this paper, we suggest theoretical amendments to reorient the local food movement and turn eating local into a robust concept—comprehensive, coherent, and inclusive, affording a firm grip over structural aspects of the food chain. We develop our argument in three parts. The first contends that ‘local’ can be said of lots of entities (e.g. whole (...) or multi-ingredient foods, recipes, menus) and that its meaning varies depending on which entities are under consideration. The second examines three dimensions of being local: the distance from the place of production; the geographical origins; the social links to consumers and producers. The third presents our robust conception of eating local, grounded on a more realistic model that accommodates for heterogeneous and complex actors. (shrink)

Knowledge is a presumed motivator for changed consumption practices in ethical eating discourse: the consumer learns more about where their food comes from and makes different consumption choices. Despite intuitive appeal, scholars are beginning to illuminate the limits of knowledge-focused praxis for ethical eating. In this paper, we draw from qualitative interviews and focus groups with Toronto mothers to explore the role of knowledge in conceptions of ethical foodwork. While the goal of educating children about their food has become central (...) to Canadian and American discourses of “good” mothering, we identify a paradoxical maternal expectation surrounding meat consumption: to raise informed child consumers who know where their food comes from, and to protect children from the harsh realities of animal slaughter. Rather than revealing the story behind the meat on a child’s plate, mothers seek to shield children from knowledge of meat production. Our analysis of the child consumer contributes to ethical eating scholarship and illuminates a larger paradox surrounding knowledge of meat in an industrialized food system. In the practice of feeding children, mothers confront the visceral discomforts of meat consumption; their reactions speak to discordant feelings involved with eating meat in a setting far-removed from the lives and deaths of animals. Ultimately, the paper illustrates the limits of consumer-focused strategies for food-system change that call on individual mothers to educate young consumers and protect childhood innocence, all while getting ethically-sourced meals on the table. Spatial localization, often demarcated by food miles, has emerged as the dominant theme in movements for more socially just and environmentally benign alternative food systems, especially in industrialized countries such as the United States. We analyze how an emphasis on spatial localization, combined with the difficulty of defining and measuring adequate indicators for alternative food systems, can challenge efforts by food system researchers, environmental writers, the engaged public, and advocacy groups wanting to contribute to alternative food systems, and facilitates exploitation (...) by the mainstream players using “localwash” to maintain the status quo. New indicators are urgently needed because research shows that spatial localization in general and minimized food miles in particular are not adequate or even required for most of the goals of alternative food systems. Creating indicators to operationalize goals for alternative, local food systems requires asking the right questions to make sure indicators are not misleading us: What are the goals of alternative food systems? What actions and policies will most effectively achieve those goals? What is the potential of reducing food miles as an action and a policy for achieving goals? What are the best indicators for measuring progress toward goals? We discuss how these questions can be answered for a wide range of alternative food system goals via four categories according to the role of food miles reduction as an action and policy in promoting them: necessary and sufficient, necessary but not sufficient, potentially important, and potentially supportive. Amid the highly industrialized, export-focused food system of the Canadian prairies, some farmers and consumers are turning to localized agriculture as an alternative—they are “going local”. Despite farmers’ obvious importance to the food system, surprisingly little research has examined their motivations and reasons for localization. To date, most local food scholarship in North America has focused on either consumers’ motivations to buy local or the systemic aspects of local food, such as regulations, infrastructure, and marketing arrangements. Existing research suggests that (...) local food systems are supported by consumers’ rejection of the industrial paradigm and desire to connect with their food and its source. But what drives farmers to localize, particularly when export-focused production is firmly entrenched as the status quo? Based on interviews and focus groups with 60 farmers, processors, policy experts, and retailers in the Canadian prairie province of Saskatchewan, this paper examines local food systems from the producer perspective in a rural context of high industrialization and geographical dispersion. We examine what motivates farmers to produce for local markets, and what forces they must resist to do so. The findings indicate that farmers’ main motivations for localization are political and social in nature, and stem from a critique of the dominant neoliberal agri-food system. We map farmers’ agential responses to this dominant system on a spectrum that ranges from acceptance of a neoliberal “feed the world” ideology to promotion of food sovereignty. Drawing on farmers’ perspectives, our findings question the straightforward equation of local food with environmental sustainability and also challenge neoliberal economic assumptions of “scaling up”. Amid the many food safety scandals that have erupted in recent years, Chinese food activists and consumers are turning to the creation of alternative food networks to ensure better control over their food. These Chinese AFNs have not been documented in the growing literature on food studies. Based on in-depth interviews and case studies, this paper documents and develops a typology of AFNs in China, including community supported agriculture, farmers’ markets, buying clubs, and recreational garden plot rentals. We unpacked the (...) four standard dimensions of alternativeness of AFNs into eight elements and used these to examine the alternativeness of AFNs in China. We argue first that the landscape of alternativeness varies among different networks but the healthfulness of food is the most prominent element. Second, there is an inconsistency in values between AFN initiators and customers, which contributes to the uneven alternativeness of Chinese AFNs. Third, Chinese AFNs are strongly consumer driven, a factor that constrains their alternativeness at present. The inclusion of “real” peasants in the construction of AFNs in China is minimal. This paper adds to the existing literature on AFNs with an analysis of recent initiatives in China that have not been well documented before. By unpacking the dimensions of alternativeness into specific elements, this paper also provides an analytical framework for examining the alternativeness of AFNs especially nascent ones that have not developed a full spectrum of alternativeness. Achieving food system sustainability is one of the more pressing challenges of this century. Over the last decades, experts from diverse disciplines and intellectual traditions have worked to document the critical threats to food system sustainability and to define an appropriate agenda for action. Nevertheless, these efforts have tended to focus selectively on only a few components of the food system or have tended to be framed in particular discourses. Depending on the point of departure, what aspects of the food (...) system are considered threatened, and what must be sustained, can differ greatly between perspectives. In this article, we draw from systems-thinking and social-ecological systems concepts to focus on the underlying process-related attributes that could support a more sustainable food system. We then examine the support for specific system attributes in six different knowledge domains addressing sustainable agriculture and food. From this review, we identify five system attributes—diversity, modularity, transparency, innovation and congruence—that are repeatedly featured in the different knowledge domains as critical aspects of food system sustainability. We argue that in the face of considerable complexity and high uncertainty, these attributes can serve as a guide to conceptualizing food system choices adaptively and iteratively. (shrink)

Since 1984, the AHV journal has provided a key forum for a community of interdisciplinary, international researchers, educators, and policy makers to analyze and debate core issues, values and hopes facing the nation and the world, and to recommend strategies and actions for addressing them. This agenda includes the more specific challenges and opportunities confronting agriculture, food systems, science, and communities, as well as broader contextual issues and grand challenges. This paper draws extensively on 40 years of AHV journal articles (...) and reviews and begins with a focus on a limited number of key grand challenges (climate change and global warming; threats to democracy and the growing neo-nationalism, populism, and authoritarianism; and increasing national and international inequality). With these challenges as the underlining context, the remainder of the paper addresses core journal themes of sustainable agriculture and local food systems, citizen and public science, and empowered communities. Highlighted are numerous important journal contributions to the analyses and recommendations to address these hopes and themes. I conclude that these themes and hopes not only deserve to live but are essential for changing and redirecting an unsustainable and destructive environmental, economic, political and social agenda to a viable, livable and just democratic society. Seed libraries are institutions that support the creation of semi-formal seed systems, but are often intended to address larger issues that are part of the “food movement” in the global north. Over 100 SLs are reported present in California. I describe a functional framework for studying and comparing seed systems, and use that to investigate the social and biological characteristics of California SLs in 2016 and how they are contributing to alternative seed systems based on interviews with 45 SL managers. At a minimum, SLs function as new seed distribution institutions founded and overseen by dedicated, values-driven individuals and groups with goals including education, seed access, local adaptation, biodiversity conservation, community-building, and human health. Annually about 4776 people borrow seeds from, and 238 people return seeds to the SLs in this study, that operate through over 17,000 hours of work/year. These SLs distribute approximately 6456 packets of seed annually, mostly of commercial seeds from small seed companies, but some SLs emphasize local and culturally meaningful seeds. The significance of a 6% seed return rate depends on SL goals and can be investigated once appropriate indicators for those goals are identified and documented. Beyond distribution, the seed system functions accomplished by SLs differ, and all can have consequences for the processes shaping the diversity and adaptation of their crops. The SLs engaged in seed system functions beyond distribution are new forms of socially-motivated community science, poised to develop biological and social innovations reflecting their values and interests. The local food movement is, increasingly, becoming a part of the modern American landscape. However, while it appears that the local food movement is gaining momentum, one could question whether or not this trend is, in fact, politically and socially sustainable. Is local food just another trend that will fade away or is it here to stay? One way to begin addressing this question is to ascertain whether or not it is compatible with liberalism, a set of influential political theories (...) that have shaped and continue to shape our political system. In this paper, I argue that the local food movement is partially compatible with forms of liberalism that accept the limited application of the principle of neutrality, as there are two directions or trends within local food: (1) The systems based direction and (2) the individual focused direction. The systems based direction is not compatible while the individual focused movement is largely compatible with liberalism. I go on to argue that the two directions form a dialectic that increases the political and social sustainability of the movement as a whole. Conceiving of the individual focused and the systems focused directions as in opposition to one another is, itself, a mistake. (shrink)

With a few notable exceptions, urban garden scholarship tends to be either celebratory or critical of the role urban gardens play in wider political, social, cultural, economic and ecological dynamics. Drawing on urban political ecology scholarship, this article explores the question of nature within scholarship on urban gardens. I argue that failing to adequately scrutinize the co-constitutive character of nature and society has led some scholars to overlook the potential for urban gardens to achieve broader socio-political goals, and led others (...) to overstate the potential. Employing a political ecology approach to urban garden analysis clarifies the material and discursive role of nature in urban garden practice, and ultimately contributes to untangling the potential and limits of urban gardens as sites of socio-political change. Agrifood scholars commonly adopt “a matter of fact way of speaking” to talk about the extent of neoliberal rollout in the food sector and the viability of “alternatives” to capitalist food initiatives. Over the past few decades this matter of fact stance has resulted in heated debate in agrifood scholarship on two distinct battlegrounds namely, the corporate food regime and the alternative food regime. In this paper I identify some of the limitations of speaking in a matter of fact way (...) and of focusing on capitalist and neoliberal economies as the yardstick by which to assess all food economy initiatives. Using stories of bananas in Australia and the Philippines I advocate for a new mode of critical inquiry in food scholarship that focuses on matters of concern. Following Bruno Latour I use the term critical inquiry to refer to research methods and thinking practices that multiply possible ways of being and acting in the world. The new mode of critical inquiry I propose centers on enacting three broad research matters of concern. These are gathering and assembling economic diversity human actancy and nonhuman actancy. I argue that through becoming critical minds in the Latourian sense researchers can play a key role in enacting economic food futures in the Anthropocene. (shrink)

Ethical consumption is on the rise, however little is known about the degree and the implications of the sometime conflicting sets of values held by the broad category of consumers who report consuming ethically. This paper explores convergence and divergence of ethical consumption values through a study of organic, fair trade, and local food consumers in Colorado. Using survey and focus group results, we first examine demographic and attitudinal correlates of ethical consumption. We then report evidence that while many organic, (...) fair trade, and local food consumers converge around similar values, some Colorado consumers support only local food, while opposing the consumption of organic and fair trade products. Next, we investigate how ethical consumers who converge and diverge frame their commitment to consuming ethically. The discussion and conclusion suggest that community development planners of projects that focus on ethical consumption will need to successfully traverse issues stemming from convergence and divergence to enjoy long-term sustained success. Amidst expanding interest in local food and agriculture, food banks and allied organizations across the United States have increasingly engaged in diverse gleaning, gardening, and farming activities. Some of these programs reinforce food banks’ traditional role in distributing surplus commodities, and most extend food banks’ reliance on middle class volunteers and charitable donations. But some gleaning and especially gardening and farming programs seek to build poor people’s and communities’ capacity to meet more of their own food needs, signaling new roles (...) for some food banks in promoting community food security and food justice. This article reports the results of a national survey and in-depth case studies of the ways in which food banks are engaging in and with local agriculture and how this influences food banks’ roles in community and regional food systems. The patterns it reveals reflect broader tensions in debates about hunger relief and food security. (shrink)

Several scholars have claimed that small-scale agriculture in which farmers sell goods to the local market has the potential to strengthen social ties and a sense of community, a phenomenon referred to as “civic agriculture.” Proponents see promise in the increase in the number of community supported agriculture programs, farmers markets, and other locally orientated distribution systems as well as the growing interest among consumers for buying locally produced goods. Yet others have suggested that these novel or reborn distribution mechanisms (...) are still primarily means of instrumental economic exchange and that optimistic characterizations of a renewed sense of community emerging from these practices are unfounded. This study provides an empirical assessment of the extent to which these community-based agriculture markets are associated with connection to community, volunteerism, and civic and political activities. In order to assess the relationship between civic agriculture and community engagement, we surveyed over 1,300 people in the Mid-Hudson region of New York State. The study design includes “civic agriculture participants” as the unit of analysis, defined as CSA farm members, shoppers at independent health food stores, and farmers market patrons. For comparison, a telephone survey of randomly selected residents of the region’s general population was also conducted. Unlike studies that focus solely on the perceptions of certain civic agriculture participants, by comparing the perceptions and behaviors of those engaged in a range of civic agriculture practices, we are able to identify the effects of different forms of participation. The results demonstrate higher levels of voluntarism and engagement in local politics among civic agriculture participants relative to the general population. In addition, we found variation among those engaged in different forms of civic agriculture, with those immersed in more socially embedded forms of exchange demonstrating greater community and political involvement. Can investing in women’s agriculture increase productivity? This paper argues that it can. We assess climate and gender bias impacts on women’s production in the global South and North and challenge the male model of agricultural development to argue further that women’s farming approaches can be more sustainable. Level-based analysis (global, regional, local) draws on a literature review, including the authors’ published longitudinal field research in Ghana and the United States. Women farmers are shown to be undervalued and to work (...) harder, with fewer resources, for less compensation; gender bias challenges are shared globally while economic disparities differentiate; breaches of distributive, gender, and intergenerational justices as well as compromise of food sovereignty affect women everywhere. We conclude that investing in women’s agriculture needs more than standard approaches of capital and technology investment. Effective ‘investment’ would include systemic interventions into agricultural policy, governance, education, and industry; be directed at men as well as women; and use gender metrics, for example, quotas, budgets, vulnerability and impacts assessments, to generate assessment reports and track gender parity in agriculture. Increasing women’s access, capacity, and productivity cannot succeed without men’s awareness and proactivity. Systemic change can increase productivity and sustainability. (shrink)

Today the relationship between food and cities is revitalizing urban areas, as food production practices transform locales one block and one neighborhood at a time. The key catalysts of this transformation include the commitment to address the root causes of inequalities within food systems and the desire to increase local control over food systems that have been increasingly industrialized and globalized. These goals, encapsulated by the terms “food justice” and “food sovereignty,” play major roles in guiding local food initiatives in (...) cities today. This study explores how justice-oriented urban agriculture projects transform city contexts in ways that reduce regulatory barriers – barriers that, when left in place, could perpetuate systems of oppression. The study ends with the argument that, by removing regulatory barriers, urban agriculture projects are transforming cityscapes in ways that cultivate justice at the system level. (shrink)

School gardens and garden-based learning continue to gain great popularity in the United States, and their pedagogical potential, and ability to impact students’ fruit and vegetable consumption and activity levels have been well-documented. Less examined is their potential to be agents of food system reskilling and transformation. Though producer and consumer are inextricably linked in the food system, and deskilling of one directly influences the other, theorists often focus on production-centered and consumption-centered deskilling separately. However, in a school garden, the (...) production/consumption disconnect is erased, by virtue of the design of the site itself and how it is utilized by the actors within it. School gardens provide the critical component of education in alternative food networks, and contribute to the producer/consumer reskilling that is a necessary part of food system transformation. We conducted a case study of an established school garden program during its transition from autonomous non-profit to official, district-funded program of a rural school district in the Midwest. By participating in the full “seed to plate” life cycle of a garden crop, students in the garden were actively involved in the reconnection of producer and consumer, while educators were fostering in students an appreciation for fresh, healthy foods and actively challenging the “McDonaldization” of both students’ diets and education. Based upon these findings, we argue that school gardens in rural areas could leverage the dominant role of rural America in developing and shifting food system paradigms. (shrink)

Despite decades of struggle against the industrial food system, academics still question the impact of the alternative food movement. We consider what food movement leaders themselves say about their motivation to act and their capacity to scale up their impact. Based on semi-structured interviews with 27 food movement leaders in Michigan, our findings complicate the established academic narratives that revolve around notions of prefigurative and oppositional politics, and suggest pragmatic strategies that could scale up the pace and scope of food (...) movement impacts. In contrast to the apolitical perspective some scholars see guiding alternative food movements, local leaders we interviewed see the food system from a structural-political lens. Though some see strength in fragmentation, most are not under the illusion that they can work alone and aspire to build their collective strength further. Concerns about organizational survival and conflicting views about the goals of the food movement, however, present ongoing challenges. Ultimately, we argue that there is a middle ground food movement leaders can walk between prefigurative and oppositional politics, one that still attempts to intentionally change the state, while also maintaining the inventiveness that can come from autonomous, grassroots initiatives. Specifically, interviewees suggested that increased strategic capacity around policy advocacy, critical food systems education, and negotiation could help them extend cross-movement networks and mainstream more equitable food policies, while continuing to experiment with customized solutions. Critical food scholars have long noted that much of local food discourse in the US is underwritten by a deeply regressive agrarian imaginary that valorizes “small family farms” while erasing historical legacies of racism. In this paper, I examine one influential expression of the agrarian imaginary that I call the fantasy of “real food,” and illustrate how that discourse contributes to ongoing exclusions in farmers markets. Drawing on Lacanian psychoanalysis, I explain how the fantasy of real food positions white middle-class (...) consumers to view themselves as protagonists in a romantic narrative of loss and recovery, in which their enlightened consumption practices precipitate the return of authentic social relations and connections to nature. I then trace the influence of this fantasy through a reading of selected popular media, and illustrate how the racist, classist, and patriarchal antipathies of the agrarian imaginary find legitimate expression in an alternate form as affectively charged moral and aesthetic commitments. Finally, I show how this fantasy logic makes both the exclusion of outsiders and the policing of farmers appear not only reasonable but morally righteous. I conclude by arguing that we cannot rely on the reflexivity of the privileged to deliver justice, no matter how well-meaning they may be, and suggest that we need new imaginaries and new narratives to guide our politics of consumption. Civic agriculture is an approach to agriculture and food production that—in contrast with the industrial food system—is embedded in local environmental, social, and economic contexts. Alongside proliferation of the alternative food projects that characterize civic agriculture, growing literature critiques how their implementation runs counter to the ideal of civic agriculture. This study assesses the relevance of three such critiques to urban farming, aiming to understand how different farming models balance civic and economic exchange, prioritize food justice, and create socially inclusive (...) spaces. Using a case study approach that incorporated interviews, participant observation, and document review, I compare two urban farms in Baltimore, Maryland—a “community farm” that emphasizes community engagement, and a “commercial farm” that focuses on job creation. Findings reveal the community farm prioritizes civic participation and food access for low-income residents, and strives to create socially inclusive space. However, the farmers’ “outsider” status challenges community engagement efforts. The commercial farm focuses on financial sustainability rather than participatory processes or food equity, reflecting the use of food production as a means toward community development rather than propagation of a food citizenry. Both farms meet authentic needs that contribute to neighborhood improvement, though findings suggest a lack of interest by residents in obtaining urban farm food, raising concerns about its appeal and accessibility to diverse consumers. Though not equally participatory, equitable, or social inclusive, both farms exemplify projects physically and philosophically rooted in the local social context, necessary characteristics for promoting civic engagement with the food system. Local food initiatives are steadily becoming a part of contemporary cities around the world and can take on many forms. While some of these initiatives are concerned with providing consumers with farm-fresh produce, a growing portion are concerned with increasing the food sovereignty of marginalized urban communities. This chapter provides an analysis of urban contexts with the aim of identifying conceptual barriers that may act as roadblocks to achieving food sovereignty in cities. Specifically, this paper argues that taken for granted (...) commitments created during the birth of the modern city could act as conceptual barriers for the implementation of food sovereignty programs and that urban food activists and programs that challenge these barriers are helping to achieve the goal of restoring food sovereignty to local communities, no matter their reasons for doing so. At the very least, understanding the complexities of these barriers and how they operate helps to strengthen ties between urban food projects, provides these initiatives with ways to undermine common arguments used to support restrictive ordinances and policies, and illustrates the transformative potential of food sovereignty movements. Participation in the local food movement has grown dramatically in the United States, with the farmers’ market being one of its most widespread and heavily promoted forums. Proponents argue that the interactions and transactions that occur at farmers’ markets benefit market participants, but, more importantly, have broader benefits for the neighborhoods they are located in and for society itself. The promise of these benefits raises several important questions, notably: where are farmers’ markets located and who has access to them? While (...) many works have examined the characteristics of individuals who frequent markets, few have examined the areas and inhabitants hosting these markets. Using data from the USDA and US Census, I explore the location of farmers’ markets areas across several geographic measurements, including at the national, census division, and census tract levels. Results reveal the following: (1) Perhaps not being as white of a movement as critics have suggested, farmers’ markets are almost exclusively a middle to middle-upper class phenomenon; and (2) Farmers’ markets are very unlikely to be found in neighborhoods with lower than average socio-economic statuses indicators, in specific divisions of the US, and in rural areas. Results from this research further illuminate our understanding of where farmers’ markets are located throughout United States while presenting some interesting questions for the local food movement as it continues to moves forward. Local food systems seem virtuous in the larger context of the neoliberalization of global food systems and increasing food insecurity. However, local food systems are critiqued for reproducing neoliberalism when they prioritize niche-market consumerism over enhancing access for poor people. Advocates, in contrast, insist local food systems contribute to an equitable political economy of food if they are place-based and inclusive. Local food systems must not, according to them, be condemned monolithically in light of their neoliberal tendencies, but evaluated instead (...) on a case-by-case basis regarding their potentially innovative solutions to food insecurity. We heed this call by investigating how a regionally-renowned local food system addresses food insecurity in an impoverished corner of rural Appalachia. Specifically, we use qualitative methods, including semi-structured interviews, participant observation, and document analysis, to evaluate the local food system in Athens County, Ohio. Our findings indicate that extra-local processes under neoliberalism, including austerity and economic marginalization, create a large-scale context of malign neglect in which local food security initiatives operate. Place-based strategies for food security, in response, emphasize producer profitability and consumer responsibility as solutions to extra-local constraints. These localized processes of benign neglect, however, reproduce stifling neoliberalisms within the Athens local food system, giving it a defensive stance that fails to promote innovative modes of inclusion despite its sustainable reputation. Malign and benign forms of neglect, working in creative tension, perpetuate a problematic paradox of food insecurity amidst a seemingly robust local food system as neoliberalization operating at a variety of scales remains unchallenged. In alignment with stated social, health, and environmental values, hundreds of hospitals in the United States are purchasing local, organic, and other alternative foods. Due to the logistical and economic constraints associated with feeding hundreds to thousands of people every day, new food procurement initiatives in hospitals grapple with integrating conventional supply chain norms of efficiency, standardization, and affordability while meeting the diverse values driving them such as mutual benefit between supply chain members, environmental stewardship, and social equity. This paper (...) provides empirical data and analysis on emerging values-based supply chains in hospitals that attempt to meet both the scale-based requirements and values-based goals of alternative food procurement initiatives. In particular, it examines tensions among industrial, economic, and alternative agrifood values in relation to a particular set of hospital supply chain players called Group Purchasing Organizations. Hospital membership in GPOs in the United States is ubiquitous, and 80–90 % of a hospital’s foodservice procurement comes through GPO channels in keeping with contract terms. GPO-governed supply chains are deeply rooted in industrial and commercial norms, in other words, price competition, economic efficiency, and forces of standardization through adherence to technical and quality standards. The bulk of alternative food procurement initiatives in the health care sector currently occur outside of the GPO–hospital relationship, however, over 90 % of hospital foodservice directors interviewed for this research expressed a desire to increase sustainable food procurement through their GPO. This study finds that, if alternative agrifood efforts in the health care sector are to integrate with GPO-governed supply chains without losing the robustness of the original values and goals that brought them into being, concerns related to supply chain structure, transparency and traceability of alternative food attributes, and alignment of definitions of local and sustainable food between all supply chain members will need to be addressed. This study also details points of flexibility in health care food supply chains and the potential for hospitals to create purchasing and informational alliances around common food goals in order to create new, values-based supply chain relationships both within and beyond GPO procurement channels. Alternative food networks are exemplified by organic, fair trade and local foods, and promote forms of food provisioning that are ‘corrective’ to conventional agriculture and food systems. Despite enthusiasm for AFNs, scholars have increasingly interrogated whether inequalities are perpetuated by AFNs. Reproduction of gender inequality in AFNs, particularly at the level of consumption, has often been left empirically unexamined, however. This is problematic given that women continue to be predominantly responsible for food provisioning in the US, and that this responsibility (...) can lead to negative physical, psychological and social outcomes. Using quantitative methods and data from the 2012 Ohio Survey of Food, Agriculture, and Environmental Issues, this paper examines the extent to which gender inequality in the division of labor is reproduced in AFNs by focusing on the potential persistence of gender inequality in food provisioning among AFN participants. Findings suggest that among AFN participants, particularly those utilizing local food systems, women, compared to men, remain predominantly responsible for food provisioning, spend more time in food provisioning, and engage in more food provisioning from scratch. This research confirms that food provisioning remains a gendered act amongst AFN participants, calling attention to the persistence of gender inequality in AFNs. The paper concludes by suggesting that AFNs are positioned as a place to create change, albeit small scale, in the gendered division of household labor in the US, and provides some practical suggestions for how this might occur. Notions such as terroir and “Slow Food,” which originated in Mediterranean Europe, have emerged as buzzwords around the globe, becoming commonplace across Europe and economically important in the United States and Canada, Latin America, Africa, and Asia. Given the increased global prominence of terroir and regulatory frameworks like geographical indications, we argue that the associated conceptual tools have become more relevant to scholars working within the “alternative food networks” framework in the United States and United Kingdom. Specifically, the Local Agrifood (...) Systems perspective, first articulated in 1996 by French scholars, seeks to understand the relationship between the development of local food systems and specific territories. We review the empirical and theoretical literature that comprises each of these perspectives, highlighting three areas in which SYAL scholarship may be relevant to AFN researchers. First, while AFN scholars tend to understand the “local” in terms of positionality, in a distributionist sense, SYAL studies frame local food systems as anchored within particular territories. Second, SYAL research places significant emphasis on collectivity, both in terms of collective institutions and shared forms of knowledge and identity. Third, although both perspectives are framed in opposition of the industrialization of the global food system, AFN scholars focus more on alternative distribution schemes, while SYAL researchers favor territorially anchored structures. While we are currently experiencing a renaissance in philosophical work on agriculture and food ( Barnhill, Budolfson, & Doggett 2016 ; Thompson 2015 ; Kaplan 2012 ), these topics were common sources of discussion throughout the three-thousand-year history of Western thought. For example, the Ancient Greek philosopher Aristotle (2014 ) explored connections between fulfi lling human promise and systems of agriculture ( Thompson & Noll 2015 ) and Hippocrates (1923 ) stressed the importance of cultivating agricultural products provided by nature (...) ( Zwart 2000 ). In order to live a truly human life, Hippocrates argued, one must not passively consume crude food products, as such brutish living leads to terrible suffering. Later, both the Hebrew Bible and Christian Gospels provided clear ethical mandates concerning agricultural practices and the consumption of food. These mandates or ethics needed to be observed regardless of context ( Zwart 2000 ). More recently, Thomas Jefferson added to this literature, as he engaged in agricultural production at his Monticello plantation and wrote extensively on how farming is intimately connected to the political system of democracy ( Thompson & Noll 2015 ). This refl ection on food and agriculture continued into the 20th century, albeit not in the discipline of philosophy. Scientists and agricultural leaders, such as Henry Wallace and Liberty Hyde Bailey, provided important critiques of agricultural practices contemporary to their time. (shrink)

Local food projects are steadily becoming a part of contemporary food systems and take on many forms. They are typically analyzed using an ethical, or sociopolitical, lens. Food focused initiatives can be understood as strategies to achieve ethical change in food systems and, as such, ethics play a guiding role. But local food is also a social movement and, thus social and political theories provide unique insights during analysis. This paper begins with the position that ontology should play a more (...) prominent part in the analysis of local food movements, as this lens could provide unique insights into basic commitments guiding such initiatives. The paper presents the argument that ontological analyses are imperative for fully understanding local food movements. It then provides an overview of the justice frameworks and ontological orientations that guide two dominant types of initiatives: Those committed to increasing food security and those committed to food sovereignty. The paper ends with the argument that food sovereignty projects are revolutionary, not only because they challenge us to change industrial food practices, but also because they are built on a radical new political ontology, and co-constitutive food-focused orientation, that forms the foundation for alternative social and political structures. In this paper, I outline valuable insights that current theorists working in urban environmental ethics can gain from the analysis of nineteenth century urban contexts. Specifically, I argue that an analysis of urban areas during this time reveals two sets of competing metaphysical commitments that, when accepted, shift both the design of urban environments and our relationship with the natural world in these contexts. While one set of metaphysical commitments could help inform current projects in urban environmental ethics, the second (...) “de-animalized” or “cleansed” commitments that influenced the structure of post-nineteenth century urban areas could potentially harm projects in urban environmental ethics. Thus we need to be particularly careful when choosing a metaphysical base for our current urban environmental ethics, as, depending on your specific project, implicitly accepting certain commitments could inadvertently work against the overall goals of the project. Farmers markets have traditionally served as a space for farmers to sell directly to consumers. Recently, many FMs in the US and other regions have experienced a renaissance. This article compares the different value sets embedded in the rules and norms of two metropolitan FM regions—Minneapolis, Minnesota and in Vienna, Austria. It uses a values-based framework that reflects the relationships among FM operating structures and their values reflected by the key FM participants—i.e., farmer/vendors, consumers and market managers. The framework allows (...) us to focus on two very contrasting value sets of metropolitan FM regions in presenting and discussing the values found and embedded in the two metropolitan market regions; illustrating how the values found are embodied as rules and norms in each FM region; considering the alignment or not of FM participant values with their corresponding FM values; and the differences and commonalities as well as the benefits and challenges of the two market regions. In contrasting metropolitan FMs we explain that FM value sets are complex and differ among and within FM participant groups and are dependent on their respective OS. We show that contrasting two metropolitan FM regions can be useful in understanding beneficial and disadvantageous relationships between the values and structures of, and in FMs, and specifically in examining institutional impediments such as governance. Thus we illustrate the possibilities and limitations of values for and within metropolitan FMs. (shrink)

Community supported agriculture programs are transforming the way people relate to food and agriculture. Many researchers have considered the transformative potential of CSAs on economic, social, and environmental relations. They illustrate how participants are embedded in broader political economic transformations. The same focus, however, has not been given to CSAs’ transformative impact on individual shareholders—especially in terms of their relationship to food and health. We draw together literatures from behavioral economics, econometrics, and political ecology to evaluate the potential impacts of (...) CSA participation on food lifestyle behaviors. Using primary data drawn from a survey of four groups with distinct food acquisition environments, we compare respondents’ self-assessed food-related behaviors along three different categories: produce versus processed food consumption, food away from home consumption, and food acquisition and interest in nutrition. By documenting between-group differences, we confirm that shareholders display significant absolute differences to other groups along numerous indicators related to the above-stated categories and in general assessments of health. These differences correspond directionally to behaviors public health officials identify as correlated to beneficial health outcomes. We conclude by theorizing how the food environments delineated by a CSA exchange relationship provide unique reflexive opportunities for participants to develop diverse food-related skills and behaviors. The majority of food in the US is distributed through global/national supply chains that exclude locally-produced goods. This situation offers opportunities to increase local food production and consumption and is influenced by constraints that limit the scale of these activities. We conducted a study to assess perspectives of producers and consumers engaged in food systems of a major Midwestern city. We examined producers’ willingness to include/increase cultivation of local foods and consumers’ interest in purchasing/increasing local foods. We used focus groups (...) of producers (two groups of conventional farmers, four local food producers) and consumers (three conventional market participants, two locavores) to pose questions about production/consumption of local foods. We transcribed discussions verbatim and examined text to identify themes, using separate affinity diagrams for producers and consumers. We found producers and consumers are influenced by the _status quo_ and real and perceived barriers to local foods. We also learned participants believed increasing production and consumption of local foods would benefit their community and creating better infrastructure could enhance efforts to scale up local food systems. Focus group participants also indicated support from external champions/programs could support expansion of local foods. We learned that diversifying local food production was viewed as a way to support local community, increase access to healthy foods and reduce environmental impacts of conventional production. Our research indicates that encouraging producers and consumers in local food systems will be more successful when support for the local community is emphasized. (shrink)

Local food critics have recently argued that locavores, unaware of economic laws and principles, are ironically promoting a future characterized by less food security and more environmental destruction. In this paper, we critically examine the ways in which mainstream economics discourse is employed in arguments to undermine the proclaimed benefits of local food. We focus on several core concepts in economics—comparative advantage, scale, trade and efficiency—and show how they have been used to challenge claims about local food’s benefits in the (...) areas of economy, environment, food security, and food quality. After reviewing the arguments, we then evaluate some shortcomings that emerge from this reliance on economic logic and, importantly, we assess what local food proponents may take away from these critiques. Anthropologists have long documented rituals that reinforce the social and spiritual aspects of killing and eating animals. The historical processes of modernization, industrialization, and the spread of market capitalism have driven many such references to sacredness out of meat production in North America, leading dominant social relations around meat into what Max Weber famously termed “disenchantment.” In this article, I argue that re-enchanting discourses are one technique being used to develop the alternative production models of ethically raised meat—animals raised for (...) human consumption with priority on sustainability and well-being. As people redesign a food system that resists the meat industry’s churn of pigs, cows, and chickens from feed lot to factory, they are not just rearranging the material structures of production. They also foster discourses and practices of sacredness, mutuality, and wonder. Ethical meat advocates use these discourses particularly to make sense of conflicts regarding the non-commodifiable nature of mortality and harmony. This article draws on ethnographic research among Southern Wisconsin butchers, farmers, and customers as well as public discourse analysis to trace meaning-making strategies that powerfully counter the commercial meat industry by re-enchanting meat. Food sovereignty can be conceptualized as a political proposal for social change in the field of agri-food relations. However, specific strategies of how to achieve this transformative potential are diverse, and context-dependent. The paper explores this diversity by examining discourses on the food sovereignty construction process in Catalonia. Using Q methodology we have explored visions held by individuals participating in the social movement for food sovereignty, identifying five discourses: activism, anti-purism, self-management, pedagogy, and pragmatism. Key strategies of transformation include social (...) mobilization, institutional negotiation, self-management, education to foster value change, and politics of the possible. The relevance assigned to ideological affinity explains different views on the subject of transformation, particularly regarding the involvement of the administration and the productive sector. As regards transformative strategies, discourses assign differing importance to the role of agency for effecting social transformation, which influences their assessment of individual actions as an effective means for social change. Forms of individualized and classic collective action currently coexist within the Catalan agri-food movement, but such diversity is not acknowledged as an effective alliance towards food sovereignty. Moreover, all discourses agree to a dual definition of food sovereignty, both as a process, that is, as democratization of the decision-making process in the agri-food sector, and as a result, that is, establishing an agri-food model alternative to the neo-liberal one. However, the discourses share an unclear view of democracy as decentralized collective decision-making that does not make explicit how this model should be implemented to achieve social control of the agri-food system. This paper examines the discursive transformation of the historic American public market from that of a municipally regulated institution intended to ensure fair trade and equitable food distribution to “a public place” that emphasizes community identity and sociability. Using a semiotic analysis of interviews with 31 market managers of 30 historic and contemporary American public markets, data from historic documents, and multiple site visits, we compare the social construction of the contemporary public market to farmers markets, supermarkets, and the early (...) twentieth century public market. We analyze the meanings managers create in the contemporary public market to understand the administrative rationalities within which the public market operates. Our analysis reveals evidence of competing imaginaries active in the public market, organized around broad notions of “public benefit,” “community culture” and “institutional viability.” We propose that these tensions are embedded in the public market as an institution historically implicated in regimes of food distribution. In the contemporary context, we conclude, public markets largely substitute the spectacle of community and the image of an historic public life for a legally instated commitment to the just governance of food systems. Since its origins as an academic newsletter, _Agriculture and Human Values_ has evolved to be one of the leading journals publishing critical scholarship of the food and agricultural system. This essay illustrates and comments on the evolution of the scale and scope of research published in the journal over the years.

In this article, we suggest that attending to the roles of heritage and territory could help reshape local food systems in the US: first, by incorporating more producer voices and visions into the conversation; and second, by considering more deeply the characteristics of the places where food is produced. Using the Wisconsin artisanal cheese network as a case study, we have traced how artisanal producers frame their collective heritage and links to their territory. They describe a heritage that includes a (...) cultivation of embedded, “situated” agricultural knowledge(s) and a commitment to specific quality practices as well as a connection to terroir—the specific ecologies and social contexts of their farm or region. We argue that their articulation of this heritage and terroir is both an emergent, ongoing process of adapting to changing market, cultural, and geographic conditions and an effort to recover valued traditions and practices and (re)connect to specific places. “Local food” is gaining in popularity, particularly within a rising alternative food movement, yet it remains an ambiguous term. We use an illustrative example—the case of “local milk” in Hawai‘i—to demonstrate this point. We evaluate "localness" by measuring the origins of production inputs by economic value and physical mass–an approach that is akin to the Made in America standard. The innovative method we propose is easily replicable to other food products or locations worldwide. We find that most first order production (...) related inputs are obtained from non-local sources. Our findings are significant to the local food debate because a focus beyond the point of production to upstream inputs in the life cycle of a food item can push towards a re-framing what local means both in Hawai‘i and beyond. In particular, our findings suggest that production system type, as opposed to location of production end-point, might have a greater impact on the degree of localness of a product. Looking forward, a shift in focus towards production system characteristics may help researchers make headway in exploring the environmental and economic effects of local food. (shrink)

Local food is a popular subject among consumers, as well as food producers, distributors, policymakers and researchers in many countries. Previous research has identified that the definition of local food varies by context, and from country to country. The literature also suggested that environmental sustainability is one of the goals for many of the local food movements. While there is a substantial body of literature on local food internationally, limited research has been undertaken in New Zealand. This paper aims to (...) understand how consumers define local food, what attributes they associate with local food, and the extent to which life cycle-based environmental aspects are represented in these attributes. Primary research employed quantitative methodology. This study identified that a majority of the respondents considered that local food may be defined as food that was produced in New Zealand and that support for community was the most important attribute associated with local food. Reduced GHG emission, conserving the landscape, and organic production were the life cycle-based environmental attributes that were associated with local food. This study provides a basis for further research into understandings of local food in New Zealand and how to improve communication among different social actors with respect to demand and supply of local food. Questions of value are central to understanding alternative practices of food exchange. This study introduces a practice-based approach to value that challenges the dominant views, which capture value as either an input for or an outcome of practices of exchange. Building on a longitudinal ethnographic study on food collectives, I show how value, rather than residing in something that people share, or in something that objects have, is an ideal target that continuously unfolds and evolves in action. I found that (...) people organized their food collectives around pursuing three kinds of value-ideals, namely good food, good price and good community. These value-ideals became reproduced in food collectives through what I identified as valuing modes, by which people evaluated the goodness of food, prices and community. My analysis revealed that, while participating in food collectives in order to pursue their value-ideals, people were likely to have differing reasons for pursuing them and tended to attach different meanings to the same value-ideal. I argue that understanding how value as an ideal target is reproduced through assessing and assigning value is essential in further explorations of the formation of value and in better understanding the dynamics of organizing alternative practices of food exchange. In this paper, we explore the entrepreneurial leadership strategies and routine work of actors located across a diverse array of organizational settings that combine to shape and sustain the Southern Arizona local food system. We use the theoretical principles of institutional entrepreneurship and logic multiplicity to show how the strategies and routine work of local food actors at the organizational level combine to negotiate system-level meaning and structure within and across the Southern AZ LFS, which is an otherwise seemingly fragmented (...) and contentious social space. We illustrate how the entrepreneurial work performed within multiple organizations and organizational types converge to form a hybrid local food logic. Local food systems have grown in popularity around the world in recent years. Their framing often emphasizes the re-connection of producers and consumers against the “faceless” and “placeless” industrial agriculture. However, previous research suggests that such romanticized narratives may not keep up with reality. This relates to the transformative potential of LFSs and to whether they actually generate alternative modes of social organization that challenge problematic aspects of the food system. We place our focus on the practices and narratives that (...) construct the producer/consumer relationship and show how these systems are governed. Our fieldwork was carried out in two LFSs in two distinct settings: community supported agriculture groups in NYC and responsible consumption communities in Catalonia, Spain. Three main types of practices and narratives are identified: sharing, negotiation and utilization practices, and narratives. Our findings reveal great heterogeneity between the two LFSs and show how intermediates participate in the producer/consumer relationship. (shrink)

The idea of “food miles,” the distance that food has to be shipped, has entered into debates in both popular and academic circles about local eating. An oft-cited figure claims that the “average item” of food travels 1,500 miles before it reaches your plate. The source of this figure is almost never given, however, and indeed, it is a figure with surprisingly little grounding in objective research. In this study, I track the evolution of this figure, and the ways that (...) scholars and popular writers have rhetorically employed it. I then explore the ongoing debates over food miles and local food, debates that often oversimplify the idea of local eating to a caricature. I then examine a series of in-depth interviews with community-supported agriculture members and farmers in order to bring complexity back to discussions of local food consumers. I argue that the overwhelming focus on “food miles” among scholars threatens to eclipse the multitude of other values and meanings contained in the word “local” that underlie people’s decisions to “eat locally,” foremost among them, a desire to reintegrate food production and consumption within the context of place.
