This article defends the normative relevance of the representation of non-citizens in democracies. I argue that representation within nation-states constitutes a realistic institutionalisation of the All-Affected Principle, allowing justificatory practices towards non-citizens and establishing political institutions that can realise the ideal of inclusion of all externally affected individuals. I defend electoral, non-electoral and surrogate forms of representation of affected interests that satisfy both the cosmopolitan concern for the equal consideration of interests and the statist defence of the importance of a (...) territorially and civically bounded demos. I assess piecemeal implementations of representation practices, namely reciprocal representation, ombudspersons, self-appointed representatives and deliberative and advocacy groups. Gradual and pluralised means of representation constitute necessary and feasible first steps to consider affected interests and offer an alternative route to an all-or-nothing defence of inclusion as national enfranchisement. The essay takes the widespread complaint that societies today are deeply divided and polarized as a starting point. Affirming that there is no democracy without division, it asks what it means for conflict and disagreement to be dealt with in a respectful and civil manner. As an illustration of the main argument, the way that liberals (in the broadest sense) have engaged with populist leaders is criticized on both a strategic and normative level. An alternative to existing strategies of dealing (...) with the conflict between liberals and populist is then proposed. Finally, the article also asks under what conditions civil disobedience might be an appropriate response to authoritarian populism. (shrink)

This paper sets out to think the relationship between horizontality and verticality from the perspective of post-foundational discourse theory, taking as a starting point the diachronic development from Laclau’s and Mouffe’s joint work on radical democracy to Laclau’s theory of populism. The argument here is that the shift in conceptual terrain from the autonomy of ‘democratic struggles’ to the representative function of ‘empty’ popular signifiers points to deeper shifts and slippages – especially around the category of antagonism – as well (...) as a more general tension between a horizontal politics of autonomy and a vertical politics of representation, for which radical democracy and populism respectively take on a paradigmatic character. While horizontality is predicated on the autonomous multiplicity and ‘multiplication of antagonisms’, verticality entails the simplification and concentration of antagonism around central representative signifiers. The question thus becomes how antagonism is organized, or – drawing on Nonhoff’s concept of contrariety – to what extent the contrarieties defining the constituent parts of an equivalential chain are more multiple or more concentrated. This is followed by empirical considerations on how horizontality and verticality are organizationally mediated within current political projects, including a distinction between movement parties and Volksparteien neuen Typs (‘people’s parties of a new type’). Rise of populist politics in the 21s century calls scholars and politicians alike to reflect upon the question of how politics and democracy have been understood. Drawing on the theory of hegemony, this article establishes a distinction between democracy and ‘demography’ as a key line of conceptualization in politics. It highlights a central misunderstanding at the core of the demonization of populism: For radical democratic theory, ‘the people’ is not a demographic, socio-economic, or historically sedimented category tied to some characteristics, (...) but a performative process of ‘being’ and ‘becoming’ ‘the people’ as a self-consciously enacted polity. This statement challenges the taken-for-granted status of subjectivities of political struggle and links this approach to other contemporary discussions of politics, democracy, and populism. After discussing how anti, neo and post-foundational theoretical accounts on populism reveal a dimension of politics and representation, this article emphasizes action and performativity over static categories and models characteristic of political realism and political system approaches. In this article I discuss the advantages of a theory of political representation for a prag- matist theory of (global) democracy. I first outline Dewey’s disregard for political rep- resentation by analyzing the political, epistemological and aesthetic underpinnings of his criticism of the Enlightenment ideal of democracy and its trust in the power of the detached gaze. I then show that a theory of political representation is not only com- patible with a pragmatist Deweyan-pragmatist perspective on democratic politics but also (...) that Dewey’s concept of “publics”, if applied to contemporary circumstances of globalized politics, requires such a theory. I suggest a pragmatic theory of political rep- resentation that combines elements of Dewey’s aesthetics, particularly his own theory of vision, with Michael Saward’s conception of representative claim-making into the notion of aesthetic democratic representation. Despite the transformation it introduced in theories of democratic representation, the so-called ‘constructivist turn’ left unchallenged the epistemology that had characterised traditional accounts: the questions at stake in current debates on representation are still mostly elicited by a ‘passive’ image of representation as ultimately the phenomenon of being represented by others. Nowhere has the focus explicitly been placed on the experience of representing others. This article proposes a recalibration of current constructivist accounts of representation by introducing what I term the (...) representative standpoint, an epistemological perspective which discloses neglected aspects of the nature and the value of democratic representation. In particular, I suggest that from the representative standpoint, we are able to configure representation as the periodic motion between two spaces: the square, where the representative meets with their constituents, and the circle, where the representative meets with the representatives of other constituencies. The essence of democratic representation lies precisely in the constant moving back and forth between these two spaces. I finally suggest that, configured in these terms, representation may be acknowledged and valued also for providing liberal democracies with an in-built device for a kind of civic education, the beneficiaries of which are the representatives themselves. The ‘constructivist turn’ in political representation literature has clarified that representation is crucial in forging identities – through the creation of ideological and symbolic representations that mobilize and coalesce otherwise scattered and undefined social forces – and thus also why it is essentially an interpretative and performative activity. In this article I argue that, as a consequence of this emphasis on interpretation and performativity, this approach makes clear why the ethos of representatives is important in representation. To prove this, I (...) employ some insights from rhetoric. Rhetorical persuasion and democratic representation, indeed, call for a similar kind of judgment, as they both need to mediate between opposing exigencies: rhetoric between attentiveness to the specificity of the audience and the creation of new beliefs, and representation between being responsive to specific interests and giving them a new articulation. Mediating this tension requires an exercise of judgment that, being directed toward the future, inevitably introduces uncertainty into the relation. This is why both in rhetoric and representation the ethos is an essential element. However, as I argue in the conclusion, the personal qualities that should be considered relevant here are above political qualities, rather than technical or moral ones. (shrink)

The agonistic vs. epistemic dichotomy is fairly widespread in contemporary democratic theory and is endorsed by scholars as outstanding as Luis Felipe Miguel, Chantal Mouffe, and Nadia Urbinati. According to them, the idea that democratic deliberation can work as a rational exchange of arguments that aims at truth is incompatible with the recognition of conflict as a central feature of politics. In other words, the epistemic approach is bound to obliterate the agonistic and conflictive dimension of democracy. This article takes (...) this dichotomized way of thinking to task by reconstructing the association between democracy and compromise made by John Stuart Mill, John Morley, and Hans Kelsen. It concludes that the conceptualization of democracy as compromise offers an alternative to the agonistic vs. epistemic divide that disconcerts a significant part of political philosophy today. The article argues that the theory of plebiscitary leader democracy, originally developed by Max Weber, is in its somewhat rejuvenated version a helpful framework in interpreting longer-term and more recent empirical trends in contemporary democracies, such as the growing personalization of politics, the emergence of populist leaders, rising levels of polarization, and the growing importance of social media. However, to realize the potential of the theory, it should be detached from Jeffrey Green’s most original, yet insufficiently realistic elaboration of plebiscitary (...) democracy that he made a decade ago. The article argues that instead of a passive and unifiable entity, the citizenry should be thought of as reactive and deeply divided, a setting which can be characterized by the metaphor of the infamous Byzantine chariot races rather than that of the theater, implicit in Green’s theory. Plebiscitary democracy should be thought of as representational, where popular control is manifested as the veto power of the popular voice. Additionally, despite its realist minimalism, the theory we propose may still have some critical potential, because it adopts the refurbished ideal of competition. Current work on populism stresses its relationship to nationalism. However, populists increasingly make claims to represent ‘the people’ across beyond national borders. This advent of ‘transnational populism’ has implications for work on cosmopolitan democracy and global justice. In this paper, we advance and substantiate three claims. First, we stress populism’s performative and claimmaking nature. Second, we argue that transnational populism is both theoretically possible and empirically evident in the contemporary global political landscape. Finally, we link these points to debates on (...) democracy beyond the state. We argue that, due to the a) performative nature of populism, b) complex interdependencies of peoples, and c) need for populists to gain and maintain support, individuals in one state will potentially have their preferences, interests, and wants altered by transnational populists’ representative claims. We unpack what is normatively problematic in terms of democratic legitimacy about this and discuss institutional and non-institutional remedies. (shrink)

There is a widespread sense that intermediary institutions which made representative democracy function ever since the nineteenth century—political parties and free media—are presently undergoing profound structural transformations. We partly have trouble judging those transformations—will they destroy or strengthen democracy?—because we lack a set of clear normative standards for intermediary powers. The article suggests such standards: institutions should be accessible, accurate, autonomous, assessable, and accountable. A precondition for these attributes to be realized is financial transparency and the empowerment of citizens other (...) than the owners of concentrated wealth to influence intermediary powers. Accordingly, the article also endorses a scheme to put financing into the hands of citizens themselves via a voucher scheme for both political parties and media. (shrink)
