A high level of citizen involvement in civic life is presumed crucial to the well-being of democracy, but the actual discourse of citizen involvement has rarely been analyzed. This article analyzes citizen participation in the school board meetings of one US community that was in the midst of conflict. After providing background on education governance practices and the community that was studied, citizen participation is examined. Citizen commentaries at school board meetings are shown to be a distinct speech genre and (...) the genre is described. Then, we characterize the discourse practices used to express negative sentiment. Feeling-limned description, avowal of feelings, rhetorical questions, reported speech, use of god and devil terms, and using meeting rules as weapons were the main negative sentiment strategies. In the conclusion we suggest when low levels of citizen involvement should be acceptable, and why `reasonable hostility' is a desirable form of citizen expression. (shrink)

A campaign to pass city council resolutions opposing an American invasion of Iraq in the Fall of 2002 and Spring of 2003 provided an opportunity to examine contrasting styles of public argument. This paper examines an extensive set of news and editorial articles as well as the actual deliberations before city councils. An argument’s style constructs a relationship between the speaker, audience, and issue through the strategic use of language. Two conflicting styles of argument were apparent in these deliberations: a (...) protest style and a dissent style. Each style operated within a different normative frame that managed tensions between unity and division, participation and its lack, and inclusive and exclusive reasoning. This article discusses five propositions about managerial moral tractability -- that is, a morality that is amenable to the complexity of managers’ continual pressure to decide and act -- in their customer relations. The propositions come from the comparison of three case studies of different types of managers. To analyze the morality of managers, discursive practices of managers are studied. Within discourse theory, language is seen as constitutive of reality. Furthermore, facts and values are viewed as inseparable. This has consequences for business ethics. In this paper the relationship between discourse theory and business ethics is discussed. Both the descriptive and prescriptive aspects of business ethics are taken into account. Furthermore, an example of an empirical study is presented. A discourse analysis is conducted to answer the questions of how bankers in Holland conceptualize and thus treat their customers and whether (...) there are differences between the largest three banks. The “free” in “free software” refers to a cluster of four specific freedoms identified by the Free Software Definition. The first freedom, termed “Freedom Zero,” intends to protect the right of the user to deploy software in whatever fashion, towards whatever end, he or she sees fit. But software may be used to achieve ethically questionable ends. This highlights a tension in the provision of software freedoms: while the definition explicitly forbids direct restrictions on users’ freedoms, it does not address (...) other means by which software may indirectly restrict freedoms. In particular, ethically-inflected debate has featured prominently in the discussion of restrictions on digital rights management and privacy-violating code in version 3 of the GPL (GPLv3). The discussion of this proposed language revealed the spectrum of ethical positions and valuations held by members of the free software community. In our analysis, we will provide arguments for upholding Freedom Zero; we embed the problem of possible uses of software in the broader context of the uses of scientific knowledge, and go on to argue that the provision of Freedom Zero mitigates against too great a moral burden—of anticipating possible uses of software—being placed on the programmer and that, most importantly, it facilitates deliberative discourse in the free software community. This paper suggests that pragmatism makes a distinctive contribution to the theory and practice of radical democracy. It investigates the relation ship between the renewal of interest in pragmatism and the recent attempts to develop radical democratic alternatives to political liberalism. With particular reference to the contemporary critical social theory of Habermas and Honneth, the paper outlines key dimensions of the civic republican, deliberative democratic and reflexive cooperative reconstructions of John Dewey's conception of democracy. These reconstructions are shown to have (...) explicated important pragmatist insights concerning public participation in civic associations, the discursive practices of deliberation, and the cooperative organization of the division of labour. However, it is argued that each of these reconstructions pre suppose some facet of the additional pragmatist understanding of the creativity of action and that the most distinctive contributions of pragmatism to radical democratic theory and practice derive from a notion of democracy as instituted and emergent meaning. The conceptualization of human agency is one of the oldest and most debated challenges in political theory. This essay defends the continuous relevance of this endeavour against a proliferating theoretical pessimism. Instead of engaging the much rehearsed structure-agency debate, the author conceptualizes agency in relation to discourses. However, such an approach inevitably elicits suspicion. Is discourse not merely a faddish term, destined to wax and wane with fleeting intellectual trends of the postmodern and poststructural kind? Does the concept of discourse, (...) as many fear, suck us into a nihilistic vortex and deprive us of the stable foundations that are necessary to ground our thoughts and actions? Not so, argues this essay, and defends an anti-essentialist stance as the most viable chance for retaining an adequate understanding of how people situate themselves as agents and influence their socio-political environment. The ensuing analysis, which focuses on everyday forms of resistance, demonstrates how the very acceptance of ambiguity, often misrepresented as relativism, is a crucial precondition not only for the conceptualization of human agency, but also for its actual application in practice. Introducing Deliberative Democracy: A Goal, a Tool, or Just a Context?1 The concept of deliberative democracy is presented within a wide spectrum of variety of its operationalizations. Since the applicability of the principle of deliberation to the functioning of human society is of the author's primary interest, dilemmas of deliberative democracy related to different problems associated with deliberation in practice are described in some detail. The key questions raised aiming at elucidating the "ontology" of deliberativeness are as follows: is it (...) only a tool for solving the problems of society and politics? This article defends deliberative democracy against the problem of tacit knowledge. It has been argued that deliberative democracy gives a privileged position to linguistic communication and therefore excludes tacit forms of knowledge which cannot be expressed propositionally. This article shows how the exclusion of such knowledge presents important challenges to both proceduralist and epistemic conceptions of deliberative democracy, and how it has been taken by some to favour markets over democratic institutions. After pointing to the limitations of market alternatives, deliberative (...) democracy is defended by arguing that tacit knowledge can be brought into deliberation through the mechanism of trust in testimony. By trusting the testimony of a speaker, deliberators are able to act on knowledge even without it being explicitly expressed. The article then goes on to discuss the implications of this defence for deliberative theory, and particularly, the forms of reason which deliberative democrats must see as legitimate. (shrink)

Relationships between the environmental and economic dimensions of sustainability have been solidly specified, but relatively little attention has been given to the social sphere. The current study attempts to fill this gap by integrating corporate environmentalism more fully with concepts of corporate sustainability. This investigation draws specifically from neo-Habermasian critical environmental theory research and brings three concepts together for closer empirical examination: the public sphere, the communicative rationality, and discursive design with the goal of capturing whether critical and reflective organizational (...) systems (CROS) among the selected sample of business participants are in fact developing. Using content analysis on corporate social responsibility (CSR) reports, the study reveals that some business organizations appear to be on the brink of developing a type of learning environment consistent with CROS thinking. The empirical findings also suggest that there is a transformative effect on citizenship that can result from the teaching and learning that is facilitated by voluntary CSR initiatives. (shrink)

Does media coverage of politics undermine democratic deliberation? By covering the “horse race” instead of the issues, the media encourage people to believe that politicians place self‐interest above the public interest. The media also affect which issues people consider important, and negative advertisements discourage political participation. People learn from the media only because they know so little about politics. Were democracy deliberative, these media effects would undermine it. But democracy is not a deliberation but a contest that relies on the (...) ability of the media to shape public opinion. The evidence for media effects is strong, but the media cannot be undermining a form of democracy that does not and cannot exist, and they do sustain the form that does. (shrink)

Among those who reject the Epicurean claim that death is not bad for the one who dies, it is popularly held that death is bad for the one who dies, when it is bad for the one who dies, because it deprives the one who dies of the good things that otherwise would have fallen into her life. This view is known as the deprivation account of the value of death, and Fred Feldman is one of its most prominent defenders. (...) In this paper, I explain why I believe that Feldman’s argument for the occasional badness of death fails. While staying within an Epicurean framework, I offer an alternative that adequately accounts for a significant range of widely held intuitions about prudential value. My account implies that death is almost always good for the one who dies, yet often less good than not dying. Finally, I discuss some puzzles that remain for my account and hint at possible ways to address them. (shrink)

El artículo, en primer lugar, resume el papel de la selección por sorteo en Atenas, enfatizando su lógica democrática radical y destacando su singularidad en el mundo pre-moderno. In this article I sketch several versions of the deliberative approach and then discuss five problems which confront a deliberative ethicist of contemporary problems of the life sciences, in particular about food, nature and agriculture. I begin by discussing problems of unequal participation in deliberations and secondly analyze cognitive and normative uncertainties that abound in the life sciences like biotechnology. Thirdly, these sciences comprise different scripts that steer the type of outcome, like products and services. Dependent on the framing, the (...) products and services look different. Fourthly, multi-level problems are addressed, in particular the relationship between local, regional, national, international opinion formation and decision making. Fifthly, I will turn the table and argue that some scientific and technological project can have a large and severe deliberative impact and others not. Discussing these challenges I will develop some tools, like mapping different arrangements of the interaction between genomics and societal developments, developing imaginary futures by aesthetic explorations and by scenarios, by different moral screenplays and dramatic rehearsals, deliberative leadership, and designing deliberation eliciting technologies. Majority cycling and related social choice paradoxes are often thought to threaten the meaningfulness of democracy. But deliberation can prevent majority cycles – not by inducing unanimity, which is unrealistic, but by bringing preferences closer to single-peakedness. We present the first empirical test of this hypothesis, using data from Deliberative Polls. Comparing preferences before and after deliberation, we find increases in proximity to single-peakedness. The increases are greater for lower versus higher salience issues and for individuals who seem to have (...) deliberated more versus less effectively. They are not merely a byproduct of increased substantive agreement. Our results both refine and support the idea that deliberation, by increasing proximity to single-peakedness, provides an escape from the problem of majority cycling. (shrink)
